Lessons of the New International Economic Order for the Contemporary World Economy

Although the new international economic
order (NIEO) has mostly been assessed as a failure, its
ideas still seem relevant in today's crisis environment.
The new context clearly shows that the existing liberal
international order is ineffective and calls for deep
changes like in the times of the developing countries'
fight for the NIEO. The article considers whether its
principles remain of relevance today, which ones have
been amended and which should be newly introduced,
all based on NIEO-related lessons. Dilemmas between
international law or a rules-based order as a framework for global governance and whether the proposed
new inclusive global economic order is to be based on
values (and if so, which) are evaluated.

Dynamika współczesnego słownictwa słowiańskiego w przestrzeni stylowo-funkcjonalnej ; Stylistic and Functional Aspects in the Dynamics of Modern Slavic Vocabulary
Książka stanowi tom studiów autorstwa polskich i zagranicznych językoznawców poświęcony zmianom we współczesnych językach słowiańskich, szczególnie widocznym w słownictwie i słowotwórstwie. Uwzględnienie aspektu stylowo-funkcjonalnego w rozwoju leksyki pozwala lepiej zrozumieć dynamikę zmian językowych i skuteczność działań komunikacyjnych. Celowościowy i pragmatyczny charakter zachowań komunikacyjnych ujawnia się szeroko w uwzględnionych przez Autorów kontekstach społecznych, politycznych i kulturowych. Prace zostały pogrupowane w trzy działy tematyczne: - Zjawiska, procesy i tendencje rozwojowe w słownictwie specjalistycznym (terminologii); - Dynamika mechanizmów słowotwórczych i leksykalnych; - Zmiany leksykalne we współczesnej komunikacji językowej i dyskursie. Wyodrębnione działy pomagają uporządkować przedstawioną w tomie problematykę, wskazując na dominantę tematyczną w poszczególnych tekstach. Zakresy tych grup nie są jednak ostre, złożona i wielowarstwowa problematyka tendencji i zmian we współczesnym słownictwie słowiańskim jest omawiana w różnym stopniu w każdym z wydzielonych działów. W większości prac zastosowano podejście konfrontatywne, pozostałe stanowią podstawę do takiego ujęcia. Do badań wykorzystany został bogaty materiał języków słowiańskich: polskiego, czeskiego, słowackiego, białoruskiego, rosyjskiego, ukraińskiego, bułgarskiego, słoweńskiego, a także innych języków, jak np. nowogreckiego. ; This volume of studies by Polish and international linguists is devoted to changes in modern Slavic languages, which are especially noticeable in the spheres of vocabulary and word formation. Taking into consideration the stylistic and functional aspect of lexis development allows for a better understanding of the dynamics of language change and the efficacy of communicational acts. The purposeful and pragmatic character of communicational behaviour manifests itself widely in the social, political and cultural contexts considered by the Authors. The works comprising the volume are divided into three thematic sections: - Phenomena, processes and tendencies in the development of specialist lexis (terminology); - Word formation and lexical mechanisms dynamics; - Lexical change in modern language communication and discourse. The sections help organize the volume by highlighting the dominant theme in particular texts. The scopes of the sections are, nevertheless, not sharply delineated – each section is to an equal extent devoted to the complex and multifaceted subject-matter of the tendencies and changes in modern Slavic vocabulary. Most of the works comprised in the volume adopt a contrastive approach, the remaining ones can serve as bases for contrastive studies. Odločanje Sodišče Evropske unije o pristojnosti ; Decision-making of the Court of Justice of the European Union on jurisdiction
Magistrska diplomska naloga nosi naslov Odločanje Sodišča Evropske unije o pristojnosti. V nalogi sem sprva opisala temeljna načela, ki so vodilo delovanja Sodišča Evropske unije, ter se seznanila z njihovo uporabo in razlago v praksi. Ugotovila sem, da med pravnim redom Evropske unije in pravnimi redi držav članic velja načelo nadrejenosti ter da je pravni red Evropske unije superioren. Sledilo je raziskovanje, kako Sodišče Evropske unije odloča o pristojnosti, pri čemer sem spoznala, da ima Sodišče Evropske unije zelo pomembno vlogo, ko odloča o razmejitvi pristojnosti med državo članico ter Evropsko unijo. S sodno prakso namreč riše mejo med avtonomnostjo države članice ter posegi v njeno avtonomnost s strani Evropske unije. Nato sem opisala in spoznavala kakšne so njegove pristojnosti ter kakšni so postopki, ki jih Sodišče Evropske unije uporablja pri svojem odločanju. Ugotovila sem, da je temeljna naloga Sodišča Evropske unije skrbeti za enotno razlago in uporabo prava Evropske unije. Ugotovila sem, da Sodišče Evropske unije skozi sodno prakso čedalje bolj širi svoje pristojnosti in krepi svojo vlogo v razmerju do držav članic, čeprav v praksi vse države članice temu niso prav naklonjene. Na koncu naloge sem opisala in pojasnila, kako so se pristojnosti Sodišča Evropske unije okrepile po sprejemu Lizbonske pogodbe, ter poskušala poiskati razlike ter podobnosti med sistemom delitve oblasti v Evropski uniji ter sistemom delitve oblasti v zvezni državi, predvsem s strani odločanja Sodišča Evropske unije ter njegovih pristojnosti. ; In this assignment, I first described the fundamental principles that constitute the functioning of the Court of Justice of the European Union, and took note of their application and interpretation into practice. I have discovered that the principle of superiority is applied between the legal order of Member States and the rule of European Union in which the legal order of the European Union is superior. This was followed by a study of how the European Court of Justice decides on jurisdiction, and I realized that the Court of Justice of the European Union plays a very important role in deciding on the delimitation of competences between a Member State and the European Union. Through its case-law the Court of Justice of the European Union draws the boundary between the autonomy of a Member State and interference with Member States' autonomy by the European Union. I then described and learned about what its competences are and what are the procedures used by the Court of Justice of the European Union in its decision-making. I have found out that the fundamental task of the Court of Justice of the European Union is to ensure uniform interpretation and application of European Union law. I have found that the Court of Justice of the European Union increasingly expands its jurisdiction through jurisprudence and strengthens its role vis-à ; -vis Member States, although in practice all Member States do not favor this right. At the end of the thesis, I described and explained how the jurisdiction of the Court of Justice of the European Union was strengthened after the adoption of the Lisbon Treaty, and sought to find differences and similarities between the system of division of power in the European Union and the system of division of power in the federal state, notably through the decision-making of the Court and its powers.

Perceptions of professional identity and its formation during education at the Faculty of Social Work, University of Ljubljana
Professional identity in social work can be described as a collection of identifiable and enduring professional qualities of social workers that bind them together as a professional group and make them different and unique compared to other professional groups. As the social work profession is devalued and stigmatized around the world, exploring the processes involved in developing a strong and positive professional identity is of great importance. The need to explore social work professional identity has been recognized in some places abroad and has mainly focused on researching professional identity formation during social work education. This paper presents findings on the definition and role of professional identity in social work, focusing on professional identity formation during education at the Faculty of Social Work, University of Ljubljana. Qualitative research on social work students' perceptions of professional identity is presented, as well as suggestions for a more frequent and discrete treatment of the topic during the education of future social workers.

The article presents the starting points for forming the language of diplomacy
as expert language. It focuses on the question of the development of
diplomatic language in Slovenia, its characteristics as well as the challenges
that emerge in its formation. The author presents the meaning of the formation
of terms in diplomacy in the Slovenian language, which not only enrich
and create the expert diplomatic language, but also determine the degree of
linguistic authenticity and statesmanship in Slovenia. The key finding of the
article is that two steps are required for the development of expert diplomatic
language. First, the state (i.e., the competent ministries, the Assembly, the
president of the Republic etc.) should become aware that the diplomatic language
in Slovenia has been relatively overlooked and is due special attention.
Second, establishment of a working group is required which would connect
different state actors with the aim of forming a modern linguistic corpus of
terms of expert diplomatic language that would not only enrich the expert
language of diplomacy and its everyday use among its practitioners, but also
position the language of diplomacy among the state-building components.

VLOGA DEMOSA V PROCESU SLOVENSKE OSAMOSVOJITVE IN DEMOKRATIZACIJE ; The role of Demos – Democratic Oposition of Slovenia in the process of Slovenian independence and democratization

Namen dela je predvsem proučiti oblikovanje, delovanje, vlogo in pomen Demosa kot instrumenta in akterja nacionalne emancipacije in demokratične tranzicije na Slovenskem. Pred osrednjim delom analize so opredeljeni ključni pojmi in koncepti: definicija nacionalizma ter glavni teoretični pristopi k nacionalizmu, opredelitev demokracije in demokratizacije. Za celovito razumevanje vloge in pomena posameznih političnih akterjev, kakršen je bil konec osemdesetih in v začetku devetdesetih Demos, je potrebno dobro poznati zgodovinske okoliščine. Najprej sem v poglavju o zgodovinskih mejnikih oblikovanja slovenske nacionalne identitete poskušala dokazati, da pomembni procesi v osemdesetih in devetdesetih letih niso vznikli sami od sebe, ampak imajo dolgo zgodovinsko podlago. V nadaljevanju obravnavam širjenje političnega prostora, obdobje liberalizacije in razcveta civilne družbe ter ključne procese in dogodke na poti v pluralno družbo. Procesi liberalizacije so soustvarjali tudi politično okolje, v katerem je začela nastajati politična opozicija. Konec osemdesetih let, tik pred nastankom Demosa, sta se izoblikovala dva konsistentna in nekompatibilna narodno-politična programa, ki sta simbolizirala politično polarizacijo. Nove, alternativne 'zveze' so se začele povezovati v pričakovanju demokratičnih volitev in soočenja s skupino družbenopolitičnih organizacij z Zvezo komunistov na čelu. Osrednji del disertacije predstavlja obravnava Demosa, akterja demokratizacije. Znotraj tega obdobja namenjam posebno pozornost najvidnejši osebnosti združene demokratične opozicije Jožetu Pučniku, analiziram predvolilne programe, rezultate volitev, ter oblikovanje novih oblastnih organov. V tem kontekstu analiziram tudi njihovo sodelovanje s Predsedstvom republike Slovenije. V nadaljevanju orišem vlogo Demosa v osamosvojitvenih procesih. Demos je v svojih glavnih namerah uspel, kljub temu, da ga niso ustrezno podpirali mediji, ni imel ustrezne zaslombe v gospodarstvu, pa tudi ne v državni upravi in, razen slovenske vojske in do neke mere policije, v represivnih organih oblasti. Kljub temu je uresničil glavne cilje, za uspešno izpeljano tranzicijo oziroma bolj popolno in konsolidirano demokratizacijo pa mu je zmanjkalo tako časa kot politične moči. Proces uvedbe demokracije, kot drugi od Demosovih ciljev, je bil uresničen v institucionalnem smislu, z vzpostavitvijo temeljnih demokratičnih struktur. Istočasno pa je bil Demos ključni dejavnik ne le pri oblikovanju splošnega soglasja o nujnosti osamosvojitve slovenskega naroda, ki se izraža v visokem rezultatu slovenskega plebiscita 23. decembra 1990, ampak je bil tudi glavni akter in instrument nacionalne osamosvojitve, obrambe slovenske samostojnosti v vojni za Slovenijo ter mednarodnega priznanja. ; The purpose of the thesis is primarily to examine the creation, operations, role and importance of Demos – Democratic Opposition of Slovenia as an instrument and actor of national emancipation and democratic transition in Slovenia. Prior to the central part of the analysis key terms and concepts are identified: definition of nationalism and the main theoretical approaches to nationalism, definition of democracy and democratization. For comprehensive understanding of the role and importance of individual political actors, like Demos was in the late eighties and early nineties, we should also be familiar with historical circumstances. At first I tried to stress that the main events and processes in the eighties and nineties had not emerged by themselves but were results of long historical development. Next I discuss broadening of political space, a period of liberalization and flourishing of civil society and also key processes and events on the way to a pluralistic society. The liberalization processes co-created also the political environment, in which the political opposition started to take shape. At the end of the eighties, just before the establishment of Demos, two consistent and incompatible national-political programmes were formed which symbolized the political polarization. New, alternative 'unions' began to link pending democratic elections and confrontations with a group of the so-called socio-political organizations with the Communists Party at the head. The central part of the thesis is the analysis of Demos, the actor of democratization. Within this period I pay particular attention to Jože Pučnik, the most prominent personality of the united democratic opposition, I analyse election programs, results of elections and the creation of new public authorities. In this context, I analyse also their cooperation with the Presidency of the Republic of Slovenia and outline the role of Demos in the independence processes. Demos succeeded in its main intentions, despite the fact that it had not adequate support of the media, no support of the economy nor in the public service and, with the exception of the Slovenian Army and to some extent police forces, the repressive authorities. Despite all these Demos accomplished its main objectives, however, for a successful transition or a more complete and consolidated democratization it ran out of time and political power. The process of introducing democracy was realized in a formal sense, with the establishment of basic democratic structures. At the same time Demos was a key factor in the creation of the general consensus on the necessity of the Slovenian independency which is shown in the high score of the plebiscite on 23rd Dec 1990. Demos was also the key actor and an instrument of the national independence process, the defence of the Slovenian territory in the war for Slovenia as well as in the process of the international recognition of the new Slovenian sovereign state.

HEGEMONY, MORALITY AND EMOTIONS: POWER IN THE NEURAL ARCHITECTURE OF THE HUMAN MIND

The current debate on the crisis of democracy needs firm epistemological premises for the interpretation of election results and the manifestation of power as consent. In the article, a biopsychosocial model of hegemony is presented as a tool for the manifestation of power in the human mind. Hegemony as conceptualised by Gramsci is developed with the concept of power as both repression or spontaneous generation, as proposed by Foucault. The concept is developed with the paradigm of the embodied mind and insights from psychology and neuroscience about memory formation and meaning creation, stressing the role played by emotions in the process. Slovenian folk pop is one of the most under-researched music genres in Slovenia.
To learn more about it, we conducted research about the demographics of those
who listen to it. The results show that this genre is popular principally among older, less-educated, religious, politically right-leaning people in the countryside,
while it is also listened to by other segments of society, albeit to a smaller degree.
We also found that there is no significant correlation between listening to folk pop
and economic class and gender. This suggests that Slovenian society is stratified
into various cultural formations, primarily with respect to education, religiosity,
age, political affiliations and place of residence rather than economic class.

We present an overview of media literacy definitions and related concepts and
strive to consolidate them to create a comprehensive media literacy definition.
Selected insights are then offered into the formation of media literacy, which we
acquired as part of qualitative research into young people's media repertoires.
First, we summarise a brief history of literacy and its social function, allowing
us to understand the phenomenon and role of new literacies. We next outline
existing definitions of media literacy, which we critically position in the context of
their origin. We continue by briefly presenting educational policies and media
literacy and conclude with insights into the contexts of youth media literacy,
focusing on their media experiences and incentives within families, education,
and among peers.
LEGITIMACY: MYTH AND POLITICS THE CASE OF POLITICAL SPEECHES OF FRANJO TUĐMAN

Abstract. The article explores the significance held by political myths for
legitimacy and politics. To that end, we examine political myth in line with
the contemporary theory of political myth, which understands political
myths as an integral part of all political communities that is not inherent
to just authoritarian and totalitarian regimes. Every political community
has their own stories/narratives that are accepted by most of the population and form the base of the legitimacy of the political order, whether it be a democratic or a non-democratic political order. In the final part of the article, we examine which narratives had such a legitimising power by analysing the political speeches of Franjo Tuđman while he was in office.
