This book explores the ways in which memories of Stalin-era repression and displacement manifest across times and places through diverse forms of materialization. The chapters of the book explore the concrete mobilities of life stories, letters, memoirs, literature, objects, and bodies reflecting Soviet repression and violence across borders of geographical locations, historical periods, and affective landscapes. These spatial, temporal, and psychological shifts are explored further as processes of textual circulation and mediation. By offering novel multi-sited and multi-media analyses of the creative, political, societal, cultural, and intimate implications of remembrance, the collection contributes fresh interdisciplinary perspectives to both the field of memory studies and the study of Soviet repression. The case studies in this collection focus on the personal, autobiographical, and intimate representations, experiences, and practices related to the remembrance of Stalinist repression and displacement as they are mediated through memoirs, fiction, interviews, and versatile commemorative practices. Taken together, the book asks: what happens to memories, life stories, testimonies, and experiences when they travel in time and space and between media and are (re)interpreted and (re)formulated through these transfers? What kinds of memorial forms are gained through processes of mediation? What types of spaces for remembering, telling, and feeling are created, negotiated, and contested through these shifts? What are the boundaries and intersections of intimate, familial, community, national, and transnational memories? By analytically contextualizing the various case studies within broader memory discourses in a range of geographical and political contexts, the book offers rich and multilayered interpretations of the enduring ramifications of communist repression. The collection demonstrates that these multiply moving memories not only reflect Eastern European memory culture but reach far beyond and have transnational and transgenerational significance. The breakup of the Union of Soviet Socialist Republics (USSR) in 1991 had significant repercussions on Chinese politics, foreign policy, and other aspects. In this book, Jie Li examines the evolution of Chinese intellectual perceptions of the Soviet Union in the 1980s and 1990s, before and after the collapse. Relying on a larger body of updated Chinese sources, Li re-evaluates many key issues in post-Mao Chinese Sovietology, arguing that the Chinese views on the Soviet Union had been influenced and shaped by the ups-and-downs of Sino-Soviet (and later Sino-Russian) relations, China's domestic political climate, and the political developments in Moscow. By researching the country of the Soviet Union, Chinese Soviet-watchers did not focus on the USSR alone, but mostly attempted to confirm and legitimize the Chinese state policies of reform and open door in both decades. By examining the Soviet past, Chinese scholars not only demonstrated concern for the survival of the CCP regime, but also attempted to envision the future direction and position of China in the post-communist world

تتولّى الإدارةُ العامَّةُ إدارةَ شؤونِ الدولةِ وتسييرَ أُمورِها بما لها مِنْ سُلُطاتٍ وامتيازاتٍ منحها إيّاها المُشرِّعُ تحقيقًا للمصلحةِ العامَّةِ، وإنَّ أخطرَ هذهِ الامتيازاتُ هو حقّها في إصدارِ قراراتٍ مُلزِمةٍ بإرادتها المنفردة ومن ثم يجد الأفراد أنفسهم في مواجهةِ قرارٍ مُلزَمين بتنفيذهِ من دون أنْ يكون لهم الحقَّ في رفضهِ أو إبداء رأيهم فيه، وينبغي ظهور هذه الإرادة الباطنة بمظهرٍ خارجيٍّ حتى يعلم بها الأفراد المعنيون بتنفيذها وهو ما يُطلَق الظهور عليه"شكل القرار الإداري" لذا يُعَدُّ ضمانةً للأفرادِ لأنَّه يُحيطهُم عِلمًا بما تُقرِّره الإدارة تجاههم. ويُعَدُّ عيبَ الشكلِ في القرارِ الإداريِّ من أسبابِ الطعنِ فيه بالإلغاءِ؛ لأنَّه ينصَبُّ على رُكنٍ أساسيٍّ من أركانِ القرارِ الإداريِّ لا يستقيم من دونه، فالإدارةُ مُلزَمةٌ بأنْ تُفرِغَ إرادتَها بالشكل الذي يُحدِّده القانون وللقضاء الإداري سلطةَ إلغاءِ القرارِ المعيبِ بعيبِ الشكلِ. وتَبرزُ أهمّية ركن الشكل في خصوصيَّته؛ لأنَّه يُنظِّمُ ويضبطُ عملَ الإدارةِ في صورةٍ محدَّدةٍ دقيقةٍ وقانونيَّةٍ ممَّا يَستتبِعهُ ضمانُ مشروعيَّةِ القرارِ الذي تُصدِره الإدارة، فالتزام الإدارة به يُؤدِّي إلى تحقيق المصلحة العامَّة؛ لأنَّه يُظهِر إرادة الإدارة في صور ومظاهر خارجيةٍ معلومةٍ للأفرادِ بِغيةَ الالتزامَ بها وتنفيذها. ; The Public Administration Assumes The Management of The Affairs of The State And The Conduct of Its Affairs With The Powers And Privileges Granted To It By The Legislator In order To Achieve The Public Interest، And The Most Dangerous of These Privileges Is Its Right To Issue Decisions That Are Binding on Their Individual Will، And Therefore Individuals Find Themselves With A Refusal To Confront Them Without Facing Their opinion on It، And Since This Inner Will of The Administration Should Appear In An External Appearance Until The Individuals Concerned With Its Implementation Know About It And This Appearance Is What Is Called The "Administrative Decision Form" So It Is Considered A Guarantee For Individuals Because Debriefed Note Determined By The Administration Towards Them.
