It was widely known by experts that should the Yugoslav Federation come apart, ethnic conflicts might ensue. Lack of political will was identified as the principal reason why the West did not sooner intervene in Bosnia-Herzegovina. Lessons from Bosnia were applied to the Western response to the Kosovo war. The NATO intervention was based on humanitarian considerations; nevertheless, it was an intervention against the internal policies of a sovereign state. According to the Security Council Resolution 1244, the UN interim administration (UN Mission in Kosovo) is responsible for leading economic & social reconstruction, conducting elections, monitoring human rights, ensuring protection & right of return of all refugees & displaced persons, & eventually facilitating the process to decide Kosovo's future status. Yugoslavia still has sovereignty over Kosovo, which obliged the UN to create a new governing framework for Kosovo. Business investment is essential in postconflict situations to attract the return of refugees. Yet, humanitarian efforts often do not address this important aspect.
