The CFA franc is the currency used in the franc zone (except in the Comoros). The particularity of the currency is France created it, during the period of colonization in Africa. Used for over 70 years, it is often at the nub of debates within the franc zone. In this thesis, we will deal with the following question: should we abandon the CFA franc? There will be three parts in this thesis. The goal is to understand why some countries will give up the use of the CFA franc for a new single currency, the Eco. And to explain what is the Eco and to think on what will imply this currency on the franc zone. ; Le franc CFA est la monnaie qui est utilisée dans la zone franc (excepté aux Comores). Aquaculture is a traditional activity in France, which is still present within the 3 main producers in Europe, with an average annual production of 240000 tones. This production is mainly due to traditional products, such as oysters and mussels in marine waters and salmonids in freshwaters. If France was among the 10 top producers of the world during the 70's, and even if it became an important consumer of aquatic products (35kg/inh./yr), its production is remaining quite stable during the last 10 years. This communication analyses the causes of this situation, due to external constraints (competition with imported products,more restrictive European legislation, etc.), but also to internal weaknesses (national legislation, weakness of producers organisation, difficult access to sites and to funding). It is finally proposed some possible ways of progress for the future. ; L'aquaculture est une activité traditionnelle en France qui reste, avec environ 240 000 tonnes/an, parmi les trois premiers producteurs en Europe. Cette activité repose principalement sur les productions dites traditionnelles de moules et huîtres en mer et de salmonidés en eau douce. La France se situait dans les dix premiers pays du monde pour ce type de production durant les années 1970; sa production stagne cependant depuis une dizaine d'années, bien qu'elle soit devenue un grand consommateur de produits aquatiques (35 kg/hab./an). Cette communication analyse les causes de cette situation, liées autant à des contraintes externes (concurrence de l'importation, règlements européens plus contraignants, etc.) qu'à des retards d'évolution de l'ensemble du secteur (législation trop lourde, faiblesse de l'organisation des producteurs, difficultés d'accès aux sites et au financement), et identifie des pistes de progrès pour les années à venir.
Since 2010 in France, public health defined a target of "immigrants" to reduce social inequalities in diabetes mellitus. Based on an ethnographic work in hospital setting and a questionnaire survey, this article examines how these targeted actions interfere with the mechanisms leading to health inequalities. After analyzing the contours and meaning given to this category by the actors, the article returns to diffe- rent forms of differential treatments observed. The patient's point of view highlights how these current policies paradoxically participate in manufacturing and reinforcing these inequalities. ; Depuis les années 2010 en France, une politique ciblée sur une catégorie d'« immigré » est organisée dans le cadre de la lutte contre les inégalités sociales face au diabète. À l'appui d'un terrain ethnographique en milieu hospitalier et d'une enquête par questionnaire, cet article interroge la manière dont ces actions ciblées interfèrent avec les mécanismes contribuant aux inégalités de santé. Après avoir analysé les contours et le sens donné à cette catégorie par les acteurs, l'article revient sur différentes formes de traitements différentiels observées. Le point de vue des malades concernés permet finalement de mieux saisir comment ces orientations politiques actuelles participent paradoxalement le plus souvent de la fabrique et du renforcement des inégalités.

The limits of the bilateral and multilateral partnerships led by the governments as well as the strong mobilization of the local elected representatives allowed the decentralized cooperation to impose on all the nations of the world through their territorial collectivities. The post-Second World War was decisive for the establishment of this new relationship between North and South. Indeed, the former colonizers will try to maintain an umbilical cord with their former territories by displaying the will to contribute to their development and reconciling the peoples. This is how the French local authorities implemented various projects for the benefit of their Benin counterparts and this under the seal of decentralized cooperation. In this thesis, let us assume that local actors in both territories do not share the same perceptions of this decentralized cooperation. How do the perceptions and practices of the actors of decentralized cooperation between France and Benin turn out to be a relationship based on help or collaboration?Interviews with local actors in France and Benin show that their perceptions directly influence the place of decentralized cooperation in local and regional authorities. In France as in Benin, while elected representatives and executives members of decentralized cooperation management mechanisms perceive decentralized cooperation as a relationship based on collaboration, "working together", cooperation, most of the remote actors in the system. Recall it such a relationship based on the assistance provided by French local authorities to those Benin. This confirms our hypothesis on aid, which is the goal of any decentralized Franco-Beninese cooperation program. En effet, les anciens colonisateurs vont tenter de maintenir un cordon ombilical avec leurs anciens territoires en affichant la volonté de contribuer à leur développement et en réconciliant les peuples. C'est ainsi que les collectivités territoriales françaises ont mis en œuvre divers projets au profit de leurs homologues béninois et cela sous le sceau de la coopération décentralisée. Dans cette thèse, posons l'hypothèse que les acteurs locaux des deux territoires ne partagent pas les mêmes perceptions de cette coopération décentralisée. En quoi les perceptions et pratiques des acteurs de la coopération décentralisée entre la France et le Bénin se révèlent elle comme une relation basée sur l'aide ou sur la collaboration ?Les entretiens réalisés auprès des acteurs locaux en France et au Bénin montrent que leurs perceptions influencent directement la place de la coopération décentralisée dans les collectivités territoriales. En France comme au Bénin, tandis que les élus et cadres membres des dispositifs de pilotage des coopérations décentralisées perçoivent la coopération décentralisée comme une relation axée sur la collaboration, le « travailler ensemble », la coopération, la plupart des acteurs distants au dispositif l'évoquent telle qu'une relation basée sur l'aide apportée par les collectivités territoriales françaises à celles béninoises. Ceci confirme bel et bien notre hypothèse sur l'aide qui constitue la finalité de tout programme de coopération décentralisée franco-béninoise. En effet, les dispositifs de pilotage mis en place représentent des laboratoires de travail, de réflexion pour des choix techniques en aval et en amont de la mise en œuvre des aides apportées aux collectivités territoriales béninoises par leurs homologues français. Ils réalisent les travaux techniques et font des propositions tandis que la stratégie politique valide et officialise l'aide.
