The article analyzes when and how the figure and the poetry of Taras Ševčenko were presented in Italy and in France during the second half of the 19th century. The first serious contribution to the knowledge of Ševčenko's œuvre was made in Italy by Mixail Drahomanov: under the pseudonym "Ukraino", he wrote in 1873, on the pages of Angelo De Gubernatis' "Rivista europea" (1869-1876). Drahomanov's rich and long essay on the "Ruthenian" literary movement assessed the conception of Little-Russia/Ukraine in order to help the Italian public to understand the complexity of the Eastern Slavic world. In France, apparently, Ševčenko's name was known as early as 1862, but an appreciable evaluation took place only at the end of the 1870s. A primary role was played by the liberal-conservative "Revue des deux mondes", where Émile Durand published, notwithstanding some resistance from the editor, a very serious and inspired article on Ševčenko's life and works, thanks to the general interest in the Slavic world and its cultural and political developments shown by the French journal. All the authors dealing with Ukrainian culture in general and with Ševčenko in particular expressed the hope that knowledge about them could grow in the future: unfortu- nately, this did not happen in any appreciable measure and even now Ukraine and its major poet are little known in Western countries.

Tuttavia, Le tour de France par deux enfants di G. Bruno è qualcosa di più significativo: rappresenta il tentativo di riappropriazione da parte dei due bambini dello spazio francese, mutilato dell'Alsazia e della Lorena in seguito alla guerra franco-prussiana del 1870, attraverso un confronto continuo con la memoria dei luoghi e dei tempi che fornisce le basi dell'unità nazionale. ; Au XIXème siècle ce qu'on appelle les "romans scolaires", qui en France ont marqué l'exigence "démocratique" d'alphabétisation des classes populaires, font partie de la littérature pour l'enfance. Ce genre de textes, exploitant le schéma du "tour", c'est-à-dire du voyage comme expérience de formation, unissent l'invention, donc le plaisir de la lecture, au projet pédagogique. Toutefois, Le tour de France par deux enfants de G. Bruno est bien plus significatif: il représente la tentative de réappropriation de la part de deux enfants de l'espace français, mutilé après la guerre franco-prussienne de 1870 de l'Alsace et de la Lorraine, moyennant un dialogue continu avec la mémoire des lieux et des temps fournissant dans la diversité régionale les bases de l'unité nationale.

The profound social transformations, the increase in interpersonal violence in a public space, including workplaces and learning places, the media coverage of sexual scandals (such as the famous "Harvey Weinstein" case), and the response to these problems (#MeToo, #balancetonporc on Twitter, #Iwas), urgently raise the problem of their collective representation today and what forms of degradation the male-female relationship is likely to have. The following research, conducted over the course of my Erasmus semester, proposes to analyse the relationship between Enea Silvio Piccolomini, future Pope Pius II, and France through his works and the imagery they evoke. The evolution of his behaviour towards the King of France is related to his personal affairs. The main period under consideration is the eve of the election to his papal seat. However, there are references in the text to the preceding period, which begins with his entrance into the court of Frederick III, and succeeding period which coincides with his election to papacy. Piccolomini uses France's distant and recent past, including both historical facts and myths, to transmit messages and offer his interpretation of the present. The religious history of France therefore takes on both political or social meaning. Every character is presented in the context of his gaze, both Piccolomini the historian and Piccolomini the protagonist of his time.
Il mio lavoro si articola in tre parti, nella prima parte ho fatto un excursus generale sulla storia coloniale del Camerun densa di continui mutamenti strutturali. Mi sono soffermato particolarmente sul mandato francese in Camerun mostrando che dopo la prima guerra mondiale e la sconfitta tedesca, il Camerun che fu colonia tedesca, diventò un territorio sotto il controllo internazionale ed affidato dalla società delle nazioni ad alcune potenze vincitrici; Fu diviso in due mandati francese e britannico. Dopo la seconda guerra mondiale, con la nascita dell'ONU, i due mandati furono trasformati in amministrazione fiduciaria ed affidate agli stessi paesi. Ho fatto notare che gli stati mandatari amministrarono il Camerun non come uno stato neutro, ma come parte integrante del loro impero coloniale africano, questo a discapito degli accordi di mandato e di amministrazione fiduciaria. In effetti, lee direttive della Società delle Nazioni stabilivano che il mandato era temporaneo e che, gli stati mandatari dovevano portare i territori sotto il loro mandato all'autodeterminazione. La seconda parte prende in esame la nascita dei movimenti nazionalisti, che al mancato rispetto degli accordi della SDN prima e dalle Nazioni Unite dopo da parte di Francia e l'Inghilterra, iniziarono a rivendicare insistentemente un uscita immediata da quel sistema di amministrazione chiedendo l'unificazione e l'indipendenza del territorio. Così nel 1948, nel Camerun francese, si organizzarono prima in sindacati che ben presto diventarono dei veri e propri movimenti politici. Il più popolare fu l'UPC (L'unione dei popoli del Camerun). Aveva come obiettivo unire i camerunensi contro l'oppressione coloniale, e portare il paese all'indipendenza. Ruben Um Nyobe rappresentava l'avanguardia di questo movimento. La rapida popolarità del movimento nazionalista e le crescenti richieste di indipendenza, finirono per portare le autorità francesi a metterlo fuori legge nel 1955. Così il movimento entrò nella clandestinità. Costretto alla guerriglia non ebbe altre scelte che fare ricorso alle armi per condurre una lotta armata. L'esercito francese usò tutti i metodi possibili per reprimere la ribellione: omicidi mirati di leader dell'UPC (tra cui Ruben Um Nyobè nel 1958, Félix Moumié nel 1960 et Ernest Ouandié nel 1971); bombardamenti indiscriminati sulla popolazione; squadroni della morte con l'aiuto di esecutori locali; lavaggi di cervello e guerriglia psicologica su larga scala; tortura utilizzata come strumento di terrorismo di massa, sia contro gli oppositori che contro i civili. Una guerra sanguinosa che passerà sotto silenzio. L'ultima parte esamina, l'inasprirsi del confronto. l'Alto Commissario francese Pierre Messmer decise di tenere delle elezioni ampiamente truccate con l'UPC sempre fuori legge, eppure riconosciuto nei rapporti segreti francesi come l'unico vero e proprio partito politico in Camerun. L'idea di Messmer era quella di convalidare "democraticamente" l'esclusione dell'UPC dalla scena politica ed far vincere i più feroci oppositori della causa nazionalista. Che poi paradossalmente per tagliare l'erba sotto i piedi dell' UPC, dovette convertire gli anti-nazionalisti alla causa di "indipendenza", ma di una indipendenza filo-francese. L'indipendenza dichiarata il 1 gennaio 1960 finì col premiare anziché gli interpreti autentici del nazionalismo, un gruppo di fedeltà coloniale. Ad una falsa indipendenza corrisponde naturalmente una falsa pace. Dopo il 1 gennaio 1960 la guerra continua, più cruenta che mai. La Francia, non più sotto l'egida dell'Onu, utilizza il Camerun come una sorta di laboratorio per l'installazione di un regime franco-africano (guidato dal presidente Ahmadou Ahidjo): iper-centralizzato, a partito unico, dipendente da Parigi. Ed infatti il potere reale non appartiene a chi guida il paese, ma a consiglieri, diplomatici e militari francesi che continuano di fatto a fare quello che vogliono. Dietro la facciata di un paese decolonizzato si assiste così ad una recrudescenza neo-coloniale, più nascosta e strisciante, che ha come obiettivo precipuo ed ossessivo l'eliminazione degli oppositori e dei ribelli. Così furono gettate le basi del neocolonialismo francese in africa denominato "Françafrique".

The Constitutional level of landscape preservation is older and specific in Italy, in France it is most recent and environment based in general. In regards to the ordinary legislation, beyond the Alps, we find a large number of institutions of preservation, differing according to the asset or the considered territory. There are overabundant administrative/urban instruments, that often provide only a formal protection and create some doubts. However, the preservation is high for some assets or areas, such as those in charge of the "Architectes des Bâtiments" or for the coastal areas. It is important the role of the administrative judge. On the contrary, in Italy, the fundamental tools (constrains, urban planning and permission) work for assets and protected territories in a generalized way. The planning has been little and badly implemented, while the permission has been used by the Regions with ease. However, the absolute right to the landscape presents itself in both Countries. In the conclusion, in regard to France, we advance, amongst other things, a specific system of legal permissions, the reduction of urban/environment documents, the introduction of more binding regulations and a specific scheduling. In regard to Italy, we think it appropriate to create a landscape planning, or better, to unify the landscape planning to the local urban one, creating a coordination, missing for the time being. In addition, we advance that authorization will be on State exclusive jurisdiction. The regulations could rise to the higher rank of "Landscape State Property", to be considered not as property regimen but as binding statute of priceless value and eminent domain assets for several respects. ; Dans cette étude nous avons approfondi le statut de la protection juridique du paysage dans les deux pays. Fondamentale prendere in considerazione il livello costituzionale di tutela, avanzato e specifico in Italia, recente e relativo all'ambiente in generale in Francia. Interessante anche il contributo della Convenzione europea del paesaggio di Firenze e le definizioni di paesaggio offerte da diverse discipline. Il paesaggio è proiettato verso la qualificazione di vero e proprio diritto, anche fondamentale. Il lavoro continua con lo studio analitico di numerosi istituti che connotano la protezione nei due paesi. La Francia si caratterizza per un sistema che potremmo definire binario, uno dedicato alla generalità dei territori e l'altro alle numerose zone particolarmente sensibili. L'Italia presenta invece una certa omogeneità di protezione per tutti i territori presi in considerazione. Nel corso della tesi si effettua una comparazione dei due sistemi, pur tenendo conto delle evidenti differenze. Nelle conclusioni si sottolineano punti di forza e di debolezza e si prospetta qualche ipotesi di miglioramento dei due sistemi giuridici.

Le rôle des juges administratifs est prépondérant : En Italie, en revanche, les instituts fondamentaux (la contrainte, la planification et l'autorisation) gèrent généralement les biens et les territoires protégés. La planification a été peu et mal appliquée, tandis que l'autorisation a été gérée avec une extrême légèreté par les régions. Toutefois, même après la Convention Européenne paysagère, il apparaît dans les deux Pays un véritable droit dédié au paysage. Dans les conclusions, on propose notamment pour la France un système spécifique d'autorisations, la réduction des documents urbanistiques et environnementaux, l'introduction d'une discipline plus contraignante et un aménagement spécifique. Pour l'Italie la réalisation de l'aménagement du paysage est indispensable ou mieux encore, la planification du paysage pourrait être unifiée à l'aménagement urbanistique local, on créerait ainsi un lien qui n'existe pas. En outre, on propose que l'autorisation devienne exclusivement compétence de l'Etat. L'ensemble de ces règles pour protéger le paysage pourraient s'élever au rang de « domaine du paysage » compris non comme régime propriétaire mais comme statut engageant pour les biens d'une valeurs inestimable et d'utilité sous de multiples aspects. ; La tesi intende approfondire la protezione giudica del paesaggio nei due Paesi. Senza trascurare il contributo offerto da altre discipline nel corso degli anni.Non è un caso che in Francia il paesaggio è considerato un tema di studi a parte intera. Fondamentale prendere in considerazione il livello costituzionale di tutela, avanzato e specifico in Italia, recente e relativo all'ambiente in generale in Francia. Interessante anche il contributo della Convenzione europea del paesaggio di Firenze e le definizioni di paesaggio offerte da diverse discipline. Il paesaggio è proiettato verso la qualificazione di vero e proprio diritto, anche fondamentale. Il lavoro continua con lo studio analitico di numerosi istituti che connotano la protezione nei due paesi. La Francia si caratterizza per un sistema che potremmo definire binario, uno dedicato alla generalità dei territori e l'altro alle numerose zone particolarmente sensibili. L'Italia presenta invece una certa omogeneità di protezione per tutti i territori presi in considerazione. Nel corso della tesi si effettua una comparazione dei due sistemi, pur tenendo conto delle evidenti differenze. Nelle conclusioni si sottolineano punti di forza e di debolezza e si prospetta qualche ipotesi di miglioramento dei due sistemi giuridici.
Nowadays, the striking proliferation of Big Data and the new scientific tools provided by the emerging field of Data Science finally offers the opportunity to realize a longstanding dream of scientists and policy makers: drawing a comprehensive picture of human social behavior. Big Data, indeed, hide a huge amount of predictive power, which can be exploited by governments and companies to unveiling and understanding the complexity underlying our society. In the present thesis we propose a multidimensional study of human social behavior, aimed to understand how the social network, the mobility behavior and the economic wellness of people in a big European country are connected to each other. To this end we exploit the access to a big mobile phone dataset provided by the French company Orange. Thanks to Big Data management tools like Hadoop, we computed several individual measures, each describing different aspects of the social or mobility behavior of individuals. Our analysis revealed very interesting and striking findings. Firstly, the observation at neighborhood level of the three biggest cities in France (Paris, Marseille, Lyon) uncovers a very strong correlation between the social diversification and the mobile predictability. People who equally diversify their calls over the social contacts tend to have a more erratic mobile behavior. Moreover, an even more interesting relationships emerged between the mobile behavior and the economic status: mobility diversity is strongly correlated with some indexes of economic wellness. These striking results leaves no room for doubt: the greater the diversification of the mobile behavior of people within a territory, the higher their economic prosperity. Such findings open interesting future perspective about the study of human social behavior. New statistical indexes can be defined which rely on mobile phone data to describe and predict the actual and future economic health of a territory. La thèse est articulée en quatre chapitres. Dans le premier, après une évocation de l'histoire des associations syndicales en Europe et un décryptage des notions de «représentation» et «représentativité», est présenté l'encadrement juridique de la matière par le droit européen : sont abordées plus spécialement la directive 2002/14/CE établissant un cadre général relatif à l'information et la consultation des travailleurs, la directive 2009/38/CE concernant les CEE et la directive 2001/86/CE complétant le statut de la SE pour ce qui concerne l'implication des travailleurs. Le deuxième et le troisième chapitres analysent dans le détail le système de relations professionnelles respectivement italien et français. Par chacun d'eux, trois domaines sont particulièrement pris en consideration : d'abord la structure et les fonctions des instances représentatives du personnel et la place des syndicats dans celles-ci, puis les procedures pour l'information et la consultation des travailleurs en soulignant ainsi les difficultés rencontrées lors de la transposition de la directive 2002/14/CE et finalement les enjeux de la négociation d'entreprise avec une attention particulière aux innovations les plus récentes à cet égard. Le quatrième chapitre est consacré a l' analyse comparée des droits nationaux des deux Pays afin de mettre en évidence les différences mais également les points de convergence. En conclusion et avec un oeil vers l'avenir, est abordée la question des syndicats italiens et français face à l' «Industrie 4.0». ; La tesi è articolata in quattro capitoli. Il primo illustra il quadro legislativo europeo in materia di relazioni industriali (con particolare attenzione alle direttive in materia di coinvolgimento dei lavoratori e delle loro rappresentanze nelle decisioni dell'impresa) non prima, però, di aver brevemente ripercorso le origini dell'attività sindacale in Europa e di aver precisato le nozioni di «rappresentanza» e «rappresentatività». Questa ricerca propone una genealogia del moderno regime di governo della mobilità del lavoro in Francia e nelle sua colonie nel XIX secolo. Governare la mobilità non implica l'esercizio di un potere semplicemente coercitivo, bensì la presenza di un certo margine di libertà, necessaria a canalizzare e orientare la circolazione degli individui. Più precisamente, la tesi analizza la storia dei libretti operai in quanto rivelatori amministrativi delle tensioni che presiedono alla configurazione, crisi e riformulazione del contrattualismo civile classico in Francia. Questa tecnologia di identificazione permette inoltre di rintracciare la genesi globale delle nozioni storiche di lavoro libero, schiavitù e domesticità, seguendo la loro evoluzione attraverso le politiche della mobilità dopo l'abolizione della schiavitù. Gli ultimi capitoli studiano la nascita dello Stato Provvidenza e di nuove forme di identificazione, come l'antropometria e le impronte digitali, in quanto riconfigurazioni storiche della domanda che attraversa la nostra ricerca: come controllare la forza-lavoro senza introdurre una coercizione illegittima sui corpi che ne sono portatori? La genealogia del regime di mobilità mostra la paradossale necessità del liberalismo di riformularsi ciclicamente come progetto universale (nella generalizzazione della persona giuridica) per poter organizzare gerarchie al suo interno (moltiplicando gli statuti attraverso i quali l'accesso all'uso della libertà viene filtrato). A partire da questa co-implicazione è possibile ripensare il rapporto tra sovranità, Stato e mercato mondiale. ; In this research, we genealogically trace the emergence of modern rationality in the government of the mobility of labor in France and its colonies in the XIX century. Governing mobility does not imply a purely coercive power, but rather a certain degree of freedom, necessary to channel and orient the circulation of individuals. More precisely, this PhD thesis analyses the history of the livret ouvrier as administrative markers of the tensions characterizing the configuration, the crisis, and the reformulation of classic civil contract in France. This technology of identification also allows us to trace the global genesis of the historical notions of free labor, slavery, and domesticity, following their evolution through the politics of mobility after the abolition of slavery. The last chapters survey the birth of the welfare state and of new forms of identification, such as anthropometry and fingerprinting, as historical reconfigurations of the underlying question of our investigation: how to control labor power without introducing an illegitimate coercion on the bodies carrying it? The genealogy of mobility regime shows the paradoxical necessity of liberalism to periodically reformulate a universal project (the generalization of the juridical person) in order to organize internal hierarchies (by multiplying the statutes through which the effective access to freedom is filtered). Through the lens of this co-implication we can rethink the relationship between sovereignty, State and world market. ; Cette recherche vise à tracer une généalogie des rationalités de gouvernement et d'identification de la mobilité du travail dans la France métropolitaine et coloniale du XIXème siècle. Gouverner la mobilité ne comporte pas un pouvoir simplement coercitif, mais plutôt un certain degré de liberté nécessaire à canaliser et orienter la circulation des individus. Plus précisément, la thèse analyse l'histoire du livret ouvrier en tant que révélateur administratif des tensions qui accompagnent la configuration, la crise et la reformulation du contrat civil classique en France. Par cette technologie d'identification on retrace aussi la genèse globale des notions historiques de travail libre, esclavage et domesticité, dont on suive les métamorphoses à la lumière des politiques de la mobilité après l'abolition de l'esclavage. Les derniers chapitres considèrent la naissance de l'Etat Providence et des nouvelles pratiques d'identification, telles que l'anthropométrie et les empreintes digitales, en tant que reformulations historiques du problème à la base de notre recherche : comment contrôler la force de travail sans insérer une coercition illégitime sur les corps qui en sont les porteurs? La généalogie du régime de mobilité montre la nécessité paradoxale du libéralisme de cycliquement relancer un projet universel (la généralisation de la personne juridique) afin de pouvoir définir des hiérarchies en son sein (multipliant les statuts par lesquelles l'accès à l'usage de la liberté est filtré). A partir de cette co-implication on peut repenser le rapport entre souveraineté, Etat et marché mondial.
