According to the terms of the Peace of Monsieur, the Estates General were to be summoned. This occurred on December 6, 1576 in Blois. The pamphlet is a statement at the opening of the Estates General in which Henry promises good will and the establishment of a happier, more flourishing realm. Henry III calls the Estates General to convene at Blois, 15 November 1576. The meeting, which would be dominated by Guise, would make numerous constitutional demands while refusing grants of money to the monarch. The earliest known edition of the Anti-Espagnol of Arnauld, 1560-1619, in which he castigates the ambition of Philip II, 1527-1598, and his designs upon France. During the wars between the Duc de Mayenne and Henry of Navarre, Mayenne had to rely on Philip II not only for constant subsidies, but also for actual armies. Philip sought a ruler whom he could dominate. This work is of enormous interest for its references to Spanish conquests in Peru where the Spaniards exploited thousands in the mines and subjected the natives to excessive cruelty.
