Jinping is assumed to be China's strongest leader since Deng Xiaoping - even since Mao, some argue. It might therefore be expected that Xi Jinping, at the top of a one-party state, has the power and ability to reform China. This article analyses how structural constraints limit Xi Jinping's power and freedom of action using his ability to implement a new course for the country's economic policy as case. To avoid being caught in the middle-income trap, China must adjust its investment and export-driven model to a more innovation, consumer and welfare-based development model. We use the school of historical institutionalism as framework, and examine how (i) path dependency, (ii) informal structures, norms and values, (iii) institutional autonomy, and (iv) institutional capacity in different ways limit and constrain the power and ability of Xi Jinping to implement a successful restructuring of the country's economic model. Discusses the history and development of democracy and freedom in China from Mao Zedong to Beijing 2008 Summer Olympics. During Mao's regime the Chinese people lacked every freedom from travel to the freedom of speech in their own homes, and as late as 1989 the Tiananmen Square protests were brutally ended by the regime. Since then China has freed its economy and by the early 21st century Chinese people enjoy the right to select their local leaders, to live in any community they like, and to communicate freely with each other. Local police departments receive a vast number of calls annually from the healthcare sector, the education sector, the Norwegian Labour and Welfare Administration, other social service agencies, families, friends, neighbors and others, expressing concern that individuals or groups might be, or are at risk of becoming, violent extremists. The majority are unwarranted.
Yet Norway has, in recent years, experienced that extremists can inflict a great deal of damage, pain, fear and death – not just on individual victims, but on society as a whole. How can the relevant authorities intervene in time to prevent such events from occurring without compromising important democratic values? This book takes a look at how local police perceive and carry out their role in the tremendously complex and demanding field we call 'concern work' (bekymringsarbeidet).
The police face complicated dilemmas on a daily basis: What is the relationship between extreme behavior and expression, and extremist violence? Where are the boundaries between conservative and extreme forms of religion? Is there an appropriate moment for the police to confront persons who have not (yet?) broken any laws?

Hvor går grensene mellom konservative og ekstreme former for religion? Når blir det riktig for politiet å intervenere overfor folk som (ennå?) ikke har begått lovbrudd?
Bekymringsarbeidet. Politiets forebygging av radikalisering og voldelig ekstremisme henvender seg til forskere og praktikere i forebyggingsfeltet, og til alle som er opptatt av radikalisering og voldelig ekstremisme, så vel som rettssikkerhet, demokrati og ytringsfrihet.

The article presents the argument that imperialism and nationalism are not necessarily contradictions. The article argues that empires are more than administrative entities without a collective identity and the Spanish Empire's legitimacy based on exporting its national identity to all parts of the empire is used as an example. Other empires were also based on a collective identity and promoted this identity to legitimize colonial and imperial expansion. The article states that religion was the imperial ethos for the Spanish empire in the late 15th and 16th century. The relationship between church and state underwent significant changes that resulted in a religious basis for political units collective identity, empires and/or states. A brief historical review of the Spanish Empire is presented. The relationship between empire, state, and nationalism is discussed. The role of religion in colonial expansion is explored.
