In this paper, we will investigate the political meaning of history in Kant's and Hegel's Philosophy of History. Both of them, each in its own way, the substantiation of a given political system - centered in the structuration of the Constitutional State - the fulfillment of human's history supreme finality. We will analyze, to this end, the works 'Idea for a Universal History with a Cosmopolitan Purpose', written in 1784, five years before the French Revolution and 'Reason in History - a general introduction to Philosophy of History', organized from the lectures given by Hegel in his maturity. In the final considerations, we'll try to problematize the notions of "sense" and "finality" of History.
No one is naive enough to believe that in the 21st century it is possible to find any government immune to the political strength emanated by large global corporations economical power. Indeed, governments are proud in describing themselves as marketing partners/agents of companies that have their respective states as corporate headquarters. In the same way, this naivete is no longer possible when it comes to the frontier between the juridical and the political. The Brazilian case is exemplary, but, to avoid the allegation of subjectivity, it is convenient to examine what happened with the regulation of tobacco consumption in Austria: The Freedom Party in Austria (FPO) demanded to join the coalition to allow the constitution of a government, the withdrawal of the total ban on smoking in bars, restaurants a nd discotheques, provided by 2015 legislation that should take effect on May 1. ; Ninguém e ingênuo a ponto de imaginar que, no século XXI, seja possível encontrar qualquer governo imune à força política diretamente derivada da força econômica das grandes empresas globais. Com efeito, os governantes têm o orgulho de se descreverem como parceiros/agentes de marketing das empresas que têm seus respectivos Estados como sede social. Do mesmo modo, essa ingenuidade não é mais possível quando se trata da fronteira entre o jurídico e o político. O caso brasileiro é exemplar, mas, para fugir da acusação de subjetividade, convém examinar o que se deu na regulação do consumo de tabaco na Áustria: o Partido da Liberdade (FPO) exigiu, para aderir a coalisão que permitisse a formação de um governo, a retirada da interdição total de fumar nos bares, restaurantes e discotecas, prevista na legislação de 2015 e que deveria entrar em vigor no próximo 1º de maio.
A concretização do princípio de uma educação democrática fundada na igualdade de oportunidades de sucesso para todos tem justificado discursos políticos que, referindo-se à autonomia das escolas e dos professores, reconhecem a importância do seu papel na construção de práticas curriculares adequadas aos diferentes contextos e características dos alunos. No caso dos professores, essa autonomia está associada ao conceito de agência e remete a seu papel ativo, em contexto escolar, na definição e condução dos processos curriculares. Tendo essa perspectiva por referência, este artigo analisa possibilidades e dificuldades que se apresentam aos professores que, diariamente, procuram percorrer os corredores de liberdade curricular e pedagógica. Para isso, foi realizado um estudo que recolheu e analisou discursos de professores de escolas bem colocadas no ranking nacional português sobre as suas práticas curriculares quotidianas, particularmente no que os motiva para o recurso a práticas de contextualização e a factores que influenciam ou impedem o seu desenvolvimento. Conclui-se que a autonomia docente, apesar de presente em orientações políticas, concorre com outras imposições externas que deixam pouco espaço aos professores para desenvolverem práticas curriculares que adequem o currículo prescrito a nível nacional aos contextos escolares reais. Conclui-se igualmente que, apesar das circunstâncias e condicionantes existentes, os professores ouvidos neste estudo procuram espaços e momentos para percorrer os, por vezes estreitos, corredores de liberdade. ; Political discourses advocating for school and teachers' autonomy have been rising concerned with fulfilling the principle of democratic education, based on equal opportunities so everyone can be successful. Regarding teachers, the autonomy is linked with the concept of agency and envisages teachers' active role in the development of curricular processes. Bearing this in mind, this paper analyses the possibilities and difficulties faced by teachers who try to run across curricular and pedagogical "corridors of freedom", on a daily basis. To this regard, a research was conducted by collecting and analysing the opinions of teachers from schools in a high position in the Portuguese national ranking. Opinions focused on teachers' daily curricular practices, particularly their motivation to use them or the aspects that constrain their development. Conclusion was that teachers' autonomy, although present in political guidelines, is in conflict with external demands and impositions that leave little room for devising curricular practices that would adapt the national curriculum to real-life school contexts. Likewise, one concludes that despite of the existing circumstances and constraints, teachers participating in this study are in search for windows of space and time to go through those rather narrow corridors of freedom.

This article proposes to analyze the pedagogical effects of academic evaluations on a large scale in Brazil today and their legal representation on the freedom of professions of the subjects involved, dialoguing with authors involved with the themes. Large-scale assessments are pedagogical instruments used in the teaching-learning process as references that guide their desired results. These instruments are useful for guiding the actors involved in pedagogical issues, seeking to improve the quality of these processes, in favor of the formation of autonomous and capable individuals for the exercise of their full citizenship. However, in the current national state formats, the respective instruments conduct this process in a manner aimed at serving diverse interests, making use of its concatenated projection on the spaces of autonomy. In this sense, it is also proposed the reflection that this restriction, in practice, violates the constitutional norms that ensure the freedom of professorship of the subjects involved in Education, reducing their dimensions of will and availability necessary to the democratic and social ideal provided for in the Brazilian Magna Carta. Overlapping the historical and philosophical pedagogical context with the experiences reported on this format perspective, the text proposes the legalistic treatment of the conjuncture. ; Este artículo propone analizar los efectos pedagógicos de las evaluaciones académicas a gran escala en Brasil hoy y su representación legal sobre la libertad de profesión de los sujetos involucrados, dialogando con los autores involucrados en los temas. Las evaluaciones a gran escala son instrumentos pedagógicos que se utilizan en el proceso de enseñanza-aprendizaje como referentes que orientan los resultados deseados. Estos instrumentos son útiles para orientar a los actores involucrados en temas pedagógicos, buscando mejorar la calidad de estos procesos, en favor de la formación de individuos autónomos y capaces para el ejercicio de su plena ciudadanía. Sin embargo, en los actuales formatos del Estado nacional, los respectivos instrumentos conducen este proceso de manera orientada al servicio de diversos intereses, haciendo uso de su proyección concatenada en los espacios de autonomía. En este sentido, también se propone la reflexión de que esta restricción, en la práctica, viola las normas constitucionales que aseguran la libertad de cátedra de los sujetos involucrados en Educación, reduciendo sus dimensiones de voluntad y disponibilidad necesarias al ideal democrático y social previsto para la Educación. en la Carta Magna de Brasil. Traslapando el contexto pedagógico histórico y filosófico con las experiencias relatadas en esta perspectiva de formato, el texto propone el tratamiento legalista de la coyuntura. ; Este artigo propõe analisar os efeitos pedagógicos das avaliações acadêmicas em larga escala no Brasil atual e a sua representação jurídica sobre a liberdade de cátedra dos sujeitos envolvidos, dialogando com autores envolvidos com as temáticas. As avaliações em larga escala são instrumentos pedagógicos utilizados no processo de ensino-aprendizagem como referências que balizam os seus resultados almejados. Esses instrumentos se prestam para o norteamento dos atores envolvidos nas questões pedagógicas, buscando a melhoria da qualidade desses processos, em prol da formação de indivíduos autônomos e capazes para o exercício de sua cidadania plena. Contudo, nos atuais formatos estatais nacionais, os respectivos instrumentos conduzem este processo de maneira direcionada a atender interesses diversos, valendo-se de sua projeção concatenada sobre os espaços de autonomia. Nesse sentido, propõe-se também a reflexão de que este cerceamento, em prática, infringe as normas constitucionais que asseguram a liberdade de cátedra dos sujeitos envolvidos na Educação, reduzindo as suas dimensões de vontade e de disponibilidade necessárias ao ideário democrático e social previstos na Carta Magna Brasileira. Imbricando o contexto histórico e filosófico pedagógico com as experiências relatadas sobre essa perspectiva de formato, o texto propõe o tratamento legalista da conjuntura.
Este artigo é uma revisão de literatura que traz à baila, no campo geopolítico e filosófico, a polêmica em torno da decisão do Estado brasileiro em cancelar a realização do Censo demográfico justificando-se, para tanto, na falta de recursos financeiros demandados para a execução de uma pesquisa nacional sobre a realidade demográfica do país. A partir da querela jurídico-estatal, desenvolve-se um referencial teórico com a perspectiva de associar o Censo, instrumento de gestão e divulgação da informação social, econômica, cultural e demográfica da sociedade brasileira indispensável, com a construção de uma consciência livre e, portanto, sob a égide de um Estado democrático. Conclui-se entendendo que negligenciar a importância do Censo demográfico significa impossibilitar, de certo modo, o senso democrático. ; Este artículo es una revisión de la literatura que saca a la luz, en el campo geopolítico y filosófico, la controversia en torno a la decisión del Estado brasileño de cancelar la realización del Censo Demográfico, justificando, para ello, la falta de recursos financieros necesarios para su ejecución. . de una encuesta nacional sobre la realidad demográfica del país. A partir de la disputa jurídico-estatal, se desarrolla un marco teórico con la perspectiva de asociar el Censo, instrumento de gestión y difusión de la información social, económica, cultural y demográfica de la indispensable sociedad brasileña, con la construcción de un libre y, por tanto, bajo la égida de un Estado democrático. Concluye entendiendo que descuidar la importancia del Censo Demográfico significa, en cierto modo, hacer imposible el sentido democrático. ; This article is a literature review that brings to light, in the geopolitical and philosophical field, the controversy surrounding the decision of the Brazilian State to cancel the completion of the Demographic Census, justifying, therefore, the lack of financial resources required for its execution. of a national survey on the demographic reality of the country. From the legal-state quarrel, a theoretical framework is developed with the perspective of associating the Census, an instrument for the management and dissemination of social, economic, cultural and demographic information of the indispensable Brazilian society, with the construction of a free and, therefore, under the aegis of a democratic state. It concludes by understanding that neglecting the importance of the Demographic Census means, in a certain way, making the democratic sense impossible.
The main objective of this work is to understand the daily practices of user management in post-reformist devices in the Brazilian mental health field. Through Foucault's genealogical work on government practices, understood as forms of conducting the behavior of others, it is possible to open a possible field for the study of the practices of psi knowledge, considering them as forms of management that act by through the free and natural acts of individuals. More specifically, our goal is to examine day-to-day practices on some reformist devices such as CAPS through user files. Basically, two driving models have been found in the new devices: 1) Cases with frank intervention of production of commitments and agreements with users, seeking the entry of this to varied activities and political leadership (management of the will); 2) Cases with little response from the user, in which the forms of conduction are implemented by policies of inclusion of family members and close reference characters in the management of the patient's life (management of the environment) ; El principal objetivo de este trabajo es comprender las prácticas cotidianas de gestión de usuarios en los dispositivos post-reformistas en el campo de salud mental brasileño. Por medio del trabajo genealógico sobre las prácticas de gobierno, entendidas como formas de conducción de la conducta ajena, es posible abrir un campo para el estudio de las prácticas de los saberes psi, en cuanto formas de gestión que actúan por medio de los actos libres y naturales de los individuos. Nuestro objetivo es examinar las prácticas cotidianas en algunos dispositivos reformistas como los CAPS por medio de los archivos de los usuarios. Básicamente se han encontrado dos modelos de conducción en los nuevos dispositivos:1) Casos con franca intervención de producción de compromisos y acuerdos con los usuarios, buscando el ingreso de estos a actividades variadas y al protagonismo político (gestión de la voluntad); 2) Casos con poca respuesta del usuario, en que las formas de conducción se implementan por políticas de inclusión de familiares y personajes de referencia cercanos en la gestión de vida del paciente (gestión del medio).

In this article, we will make an exposition of the structure of kantian moral starting from the analysis of its main assumptions.We will start from the concept of man in Kant, approaching his two dimensions, rational and sensible, seeking an understanding of the duality that is established at the level of practical reason, between the empirical character of the practical subject and the intelligible character, and which of these two dimensions stand out in the field of ethics. Then we will deal with freedom as the founding principle of morality, asking for the possibility of its presupposition, we will depart from the fundamental principles of Kantian morality, namely, the concept of freedom, in the practical sense, goodwill as the gateway for morality comes to its completion, which is the fulfillment of duty, and the principle of universalization of moral law developed by Kant as the ultimate criterion of validation of norms.
In this article, we seek to give visibility to the speeches made in the House of Deputies and the Senate, about the approval of the "Lei do Ventre Livre". After all, how did the enslaved population face the new situation and what measures were taken to abolish what some considered the "blackest slavery: the ignorance"? To explore this question, we analyze the debates present in the preparation, processing and approval of the Law of September 28, 1871, the so-called "Free Womb Law", based on documentation from the House of Deputies and the Senate, produced during the administration of João Alfredo Corrêa de Oliveira in the Minister of Business of the Empire (1871-1975). With this investment, we try to approach some aspects related to access to formal or informal schooling for black, enslaved, free and ingenuous people. In order to reflect on the effects of this project, we analyze the printed material that circulated at the time, such as: Gazeta da Tarde, A Instrucção Pública, Illustração Brasileira and Jornal do Commercio, in which we find important indexes regarding the debates and positions on this reform in the legislative apparatus and in public opinion. In the same way, the press has served as important elements to understand aspects and challenges of the schooling of black, enslaved and naive people in the focused period. ; En este artículo, buscamos dar visibilidad a los discursos pronunciados en la Cámara de Diputados y en el Senado, sobre la aprobación de la Ley del Vientre Libre. Después de todo, ¿cómo afrontó la población esclavizada la nueva situación y qué medidas se tomaron para abolir lo que algunos consideraban la "esclavitud más negra: la ignorancia"? Throughout this text we intend to develop the idea that there is a close structural connection between categories like will, reason, autonomy, freedom, and causality within Kant's practical philosophy. Thus, starting from the identification of will and reason, we will try to demonstrate that this parallelism is possible only through the purification of the will and the attribution of a practical function to reason. However, only the purification of the will not yet be enough to allow the identification between will and reason. In fact, to identify them, we must demonstrate how to pass from the freedom of will, from, therefore, the freedom considered negatively, to the freedom of practical reason, as the freedom in the positive sense.
