Siegfried In The Interpretations Of The German Film Directors Of The Early 20th – Early 21st Century (Fritz Lang's "The Nibelungs" And Uli Edel`S "Ring Of The Nibelungs") ; Зігфрид у трактуваннях німецьких режисерів першої третини ХХ – початку ХХІ ст. Film experts and art historians studied German cinema in detail, however, movies based on "The Song of the Nibelungs" as well as on the German and Scandinavian heroic epic have not yet been investigated by means of modern interdisciplinary approaches. The author pays attention to Siegfried, one of the most important heroes of the German and Scandinavian epic, according to Fritz Lang's (1890 – 1976) and Uli Edel`s (1947) interpretations, divided by almost a century (1924 and 2004). The author analyzes various means of expression: visuality, scenery, actor's performance, credits/dialogues. As far as the Lang's movie is concerned, he concludes that one can interpret the figure of Sigfried on two levels of interpretation. The first is the visual one which includes the actor's performance and the work of support staff (e.g. dress makers, set dressers). It describes him as an extraordinary strong hero. The second one is the semantic level which is formed of credits and music. It creates a myth about Siegfried as the national hero. In Edel's movie, the dialogues between heroes and actor's performance are used as the main means of expression. In Lang's interpretation, Siegfried is described as the neo-romantic superhero, the person possessing a special force. Uli Edel's Siegfried obtains dialectic nature – he is the prince, the king, and he is also the commoner; courageous soldier, dragon slayer, and obedient vassal, servant; son of Christian parents, pagan's stepson. The author assumes that Fritz Lang and Uli Edel reacted to inquiries of the time. In the 1920s, Germany suffered a difficult period between the two World Wars, the German people were oppressed by military reparations. Powerful Siegfried, as the national hero and embodiment of the German people, was urged to remind Germans of their great heroic past, to return their self-confidence to them. In our era of globalization and multiculturalism, the idea of association, peaceful co-existence of various ideas and religions was embodied in Siegfried. ; Німецький кінематограф не раз ставав предметом уваги кінознавців та істориків мистецтва, проте одну з його «наскрізних тем», а саме екранізації «Пісні про Нібелунгів» і еддичного епосу, не можна назвати до кінця дослідженою в межах сучасних міждисциплінарних підходів. У центрі уваги статті знаходиться один з найсильніших героїв германо-скандинавського епосу Зігфрид в трактуваннях Фріца Ланга (1890 – 1976) та Улі Еделя (нар.1947), розділених майже віковим проміжком часу (1924 та 2004). Автор аналізує засоби виразності: візуальність, декорації, акторську гру, титри/репліки, музику, і доходить до висновку, що в характеристиці Зігфріда в фільмі Ланга можна простежити два рівні трактування: візуальний, що складається з акторської гри, роботи художників-костюмерів, художників декораторів і характеризує його як надзвичайно сильного героя; смисловий, що формується з титрів і музики, і створює міф про Зігфрида як національного героя. У фільмі Еделя на перший план виходять діалоги між героями, акторська гра. Зігфрид в інтерпретації Ланга – неоромантичній надгерой, особистість особливої сили. У Улі Еделя цей персонаж діалектичний – він одночасно й принц, і король, і звичайна людина; сміливий воїн, переможець дракона і слухняний васал, слуга; син батьків-християн, пасинок язичника. Автор припускає, що Фріц Ланг і Улі Едель кожен по-своєму відреагували на запити часу. У 1920-ті роки Німеччина переживала складний період між двома світовими війнами, а німецький народ перебував під тиском репарацій. Потужний Зігфрід як не тільки культурний, але й національний герой, як саме втілення німецького народу, був покликаний нагадати німцям про велике героїчне минуле, повернути віру в себе. В нинішніх умовах, за часів процесів глобалізації, єдиної Європи, потужного припливу в німецьке суспільство емігрантів, у Зігфриді втілилася ідея об'єднання, мирного співіснування різних ідей, віросповідань.

Protestant traditions of the Backgrounds of Bioethics. Part 2: (Tr. from German and Notes by Ganna Hubenko) ; Протестантські традиції засад біоетики. Ч.2: (переклад з німецької і примітки Ганни Губенко)
Term and concept of bioethics (Bio-Ethik) originally were developed by Fritz Jahr, a Protestant Pastor in Halle an der Saale in 1927, long before the period, when bioethics in the modern sense was recreated in the US in 1970s and since that time has spread globally. Jahr's bioethical imperative, influenced by Christian and humanist traditions from Assisi to Schopenhauer and by Buddhist philosophy holds its own position against Kant's anthropological imperative and against dogmatic Buddhist reasoning: 'Respect each living being as an end in itself and treat it, if possible, as such'. Jahr interprets the 5th Commandment 'Thou shall not kill' offensively and liberally as 'common morality' which includes the obligation of caring for one's own health, public health and health education within the wider framework of a universal bioethical Sittengesetz. In the article-translation the actual contemporary thoughts about the bioethical imperative, which serves not only the object of interdisciplinary study, but also the practical approach to acquiring responsibility and environmental image of thinking, are found. Didactic considerations of Yahr go beyond the paternalistic upbringing, they point to the content and methodological purpose of teaching ethics to ethical discourse. According to Yahr, ethics does not regulate philosophical, theological or political knowledge, does not act as a dictatorship of a way of behavior. Ethics is the conduct of discussions, the culture of discussion and communication. Following the philosophy of Yahr, Professor Hans-Martin Zass formulated the geo-ethical imperative: "Respect the Mother Earth and all natural life as it is, for which the responsible person is an end in itself, and get around as much as possible in this way!". In respect for all living things, there is a relationship between man and animals, plants, nature, including the health systems, educational-informational and research organizations. Pastor Fritz Jahr, who had no immediate influence during his times, built a strong first Protestant foundation for contemporary theological and ethical concepts in medical ethics, bioethics, and environmental ethics. ; Термін та концепція біоетики (Bio-Ethik) були розроблені Фріцем Яром (Fritz Jahr), протестантським пастором в місті Галле, у 1927 році, тобто задовго до того, як у 1970-х в Америці виникла біоетика у сучасному розумінні й поширилася по всьому світу. Біоетичний імператив Яра, під впливом християнських та гуманістичних традицій від ФранцискаАсизького до Артура Шопенгауера, а також філософії буддизму, набув такого визначення: «Поважай все живе взагалі як самого себе і, якщо це можливо, стався до всього живого як до самого себе!». Яр інтерпретує заповідь «Не вбий» як принцип «загальної моралі», який включає в себе зобов'язання піклуватися про своє здоров'я, громадську охорону здоров'я й медико-санітарну освіту в більш широких рамках універсального біоетичного імперативу. У статті артикулюються актуальні для сьогодення думки щодо біоетичного імперативу, який виступає не тільки об'єктом міждисциплінарного дослідження, а й практичним підходом щодо набуття відповідальності та екологічного образу мислення. Дидактичні міркування Яра виходять за межі патерналістичного виховання, вони вказують на змістовну та методологічну ціль викладання, на етичний дискурс. На думку Яра, етика не регулює філософські, теологічні чи політичні знання, не виступає як диктатура способу поведінки. Етика це ведення дискусій, культура обговорення, спілкування. Слідуючи філософії Яра, професор Ганс-Мартін Засс сформулював гео-етичний імператив: «Поважай Матінку Землю і все природнє життя як таке, за яке відповідальною є людина, яке є самоціллю, і поводься по можливості саме таким чином!». Саме повага до усього живого має бути основою взаємовідносин між людиною і тваринами, рослинами та природою в цілому, включаючи систему охорони здоров'я, діяльність освітніх та дослідних організацій. Пастор Фріц Яр, який за доби свого життя не мав безпосереднього впливу на розвиток концепції, тим не менш побудував першу протестантську основу для сучасних богословських та етичних концепцій в галузі медичної етики, біоетики й інвайронментальної етики.

THE FORMATION AND ACTIVITY OF THE RESEARCH INSTITUTE OF THE MAGDEBURG LAW (1940–1945) ; УТВОРЕННЯ ТА ДІЯЛЬНІСТЬ ІНСТИТУТУ ДОСЛІДЖЕННЯ МАГДЕБУРЗЬКОГО ПРАВА (1940–1945 РОКИ)
In the article the preconditions for the establishment of the Research Institute of Magdeburg Law (1940–1945) are highlighted. The city of Magdeburg shows the activities of the famous German scientist, Fritz Markman, who initiated the formation of the Institute and fulfilled duties as the mayor of Magdeburg, that made it possible to use the premises of the city archive and funds from the city budget for the needs of the Institute. Another famous German historian, Theodore Horitz, was appointed Director of the Magdeburg Law Research Institute. The purpose of the establishment of the Magdeburg Law Institute was a search in archives and libraries of Central and Eastern Europe countries for legal clarifications (notices) of volcanoes, ortils and other sources of Magdeburg law that were lost in Magdeburg in 1631 during the city fire. The Scientific Council of the Institute was formed, that included the most famous German historians of law, who investigated Magdeburg law. Scientific staff was engaged in the search for sources of Magdeburg Law, as well as Polish, Czech, Slovakian and Ukrainian researchers were involved on a paid basis. Among them are: I. Polonska-Vasylenko, P. Dombkovskiy, K. Okynshevych, O. Ogloblyn, A. Yakovliv and others. As a result of the activities of the members of the Scientific Council of the Institute photocopying of sources of Magdeburg Law was carried out and the work on their publishing has been carrying out. The works published in the framework of the scientific work of the Research Institute of Magdeburg Law are analyzed. This work was not completed because during the air attack of the Allied Air Force in January 1945 the premises of the Institute containing the archive with the collected papers were ruined, and the collected materials were destroyed. Only those materials that were in other places were preserved. German researchers, who took part in the projects of the Research Institute of Magdeburg Law after the end of the Second World War continued to work in the scientific institutions of the Federal Republic of Germany, German Democratic Republic and Austria. At present, a number of researchers in Central and Eastern Europe (reserchers of Germany, the Czech Republic, Slovakia, Poland, Ukraine, Hungary, Lithuania, Belarus, and others) are working on the problems of Magdeburg Law and the Saxon Zerzal. Since 2004, the project «Saxon-Magdeburg Law as a Cultural Element of the Relationships of the Legal Regimes of Central and Eastern Europe Countries» has been operating in the structure of the Saxon Academy of Sciences and involves law historians, philologists, historians, cultural experts from different European countries. ; Проаналізовано процес утворення інституту дослідження магдебурзького права, який діяв у Магдебурзі у 1940–1945 рр. Висвітлено діяльність науковців інституту дослідження магдебурзького права, спрямовану на збір джерел магдебурзького права, які зберігалися у бібліотеках та архівах Європи.Зазначено, що після знищення архіву міської ради та суду шифенів (лавників) Магдебурга у 1631 р. під час 30-річної війни науковці протягом тривалого часу виношували ідею їх відновлення. У 1940 р. з ініціативи історика права Фрітца Маркмана, який виконував обо'язки бер-бургомістра Магдебурга, було утворено інститут дослідження магдебурзького права. До наукової ради інституту увійшли найвідоміші німецькі дослідники магдебурзького права. Окрім німецьких науковців та працівників інституту до дослідницької роботи, на оплатній основі залучались з інших країн Європи, що перебували на окупованих гітлерівською Німеччиною територіях. Серед українських та польських учених у наукових проектах інституту дослідження магдебурзького права брали участь И. Полонська-Василенко, П. Домбковський, Л. Окиншевич, О. Оглиблин, А. Яковлів та ін.

The efficiency of managing public finances in new economic conditions ; Ефективність управління публічними фінансами в нових економічних умовах
Problem setting. The development of the Ukrainian state is stipulated by the interaction of various external and internal factors that affect the socio-economic development of the country. These and other influences act from the outside, and objectively influence social processes in Ukraine. Because of this, the problem of the efficiency of public financial management comes to the fore, which in the new economic environment becomes of particular importance. The effectiveness of managerial actions, in this case, should be aimed at the effective use of public funds following their rational allocation, thus determining the main vectors of further development of the Ukrainian state. Recent research and publications analysis. Public finance management is the subject of research of many domestic and foreign scholars. In particular, there are interesting the works of such researchers as O. Dluhopolskyi, T. Yefymenko, O. Kyrylenko, S. Klimova, G. Kotina, I. Malyi, R. Allen, W. Crandall, V. Fritz, D. Kaufmann, A. Kraay, M. Mastruzzi, Minh Le T. and others. In their works, scholars study the main theoretical and practical aspects of public finance management, the features of their rational redistribution because of democratic processes and decentralization transformations in a given state. However, the rapid development of the world community and the changes that are taking place in Ukraine as a result of these transformations stipulate the necessity of deep and thorough research taking into consideration the economic conditions that are formed under the influence of global disturbances.Highlighting previously unsettled parts of the general problem. The article aims at substantiating the areas of improving the efficiency of public finance management in the new economic environment, basing on a study of the category of efficiency in public finance management, analysis of problems related to the distribution and redistribution of public funds in Ukraine.Paper main body. The effectiveness of public financial management should be seen as the ability of the government system to act in such a way as best to meet the requirements and challenges of the external environment, ensuring sufficient, rational and economically sound use of financial resources for the internal environment. Today, it is doubtful to say that public financial management in Ukraine is quite adequate, as there are too many problems in this area that need attention and immediate solution by public authorities: budget programs in modern realities provide for the financing of public institutions instead of financing services, which are provided by these institutions; ineffective system of control, monitoring and audit of the use of state funds, in particular, by the public in the absence of unique indicators for assessing the goals set in the process of using funds; high level of corruption of state authorities, which directly affects the procedures for distribution and use of state funds; high rates of public debt and budget deficit are evidences of a significant imbalance in the public finance system; macroeconomic and budgetary planning and forecasting often deal with political bias and biased data, poor forecast execution, and weak information and software; insufficient legal, institutional and methodological support of the public finance management process.These and other problems in the field of public finance management directly affect the socio-economic development of the Ukrainian state and its positioning on the world stage. In particular, this is evidenced by such an indicator as the Index of Economic Freedom, as well as the negative dynamics of the budget deficit in Ukraine in recent years.To this end, reform measures should be introduced in the field of public administration, which can be grouped into such areas as legal, institutional, organizational and technological. Regulatory and legal support of public finance management needs particular attention, as the measures presented in the Public Financial Management System Reform Strategy for 2017 – 2020 need a logical continuation in the new strategy. Accordingly, methodological support should be improved through the use of the latest methods and systems for assessing the effectiveness of public finances. The organizational direction should increase the transparency of the management system by improving the work of specialized analytical modules and information systems. The technological direction is based on the digitalization of public services, which is gaining more and more positions in the field of public administration.These areas are interrelated and designed to address the main tasks of improving public finance management, efficient use of financial resources of the state, reducing the budget deficit and further effective budgetary, tax and administrative reforms in the state.Conclusions of the research and prospects for further studies. In current conditions, there are many unresolved problems in the state, which are related to the inefficient use of state funds and, on this basis, in the decline of public confidence in the authorities. Suggested directions of improving the efficiency of public financial management in the new economic environment reflect the necessity to change the legal, institutional, technological and organizational environment in Ukraine in the process of public financial management, due to the real need to take into account environmental changes and respond flexibly to challenges, which again and again arise in new conditions of the national and world economy functioning. ; Розглянуто особливості управління публічними фінансами в нових економічних умовах. Проаналізовано категорію ефективності у сфері управління публічними фінансами. Розглянуто проблеми, які пов'язані із ефективним розподілом та перерозподілом державних коштів в Україні. Institutional support for human rights in Ukraine in the context of current European standards ; Інституціональне забезпечення прав людини в Україні в контексті сучасних європейських стандартів
Problem setting. In the context of modern European integration processes of Ukraine becoming a constitutional and democratic state, the formation of civil society, studying the problems of the system of ensuring the rights and freedoms of a man and a citizenis gaining a great importance. Transformation and resetting of the state power leads to changes in the institutional support for the implementation and protection of human rights in Ukraine based on European standards. It is the definition of the main directions of institutional change in public administration that is an urgent problem of today in the context of building an effective governance system. The purpose of the article is to characterize the modern public administration system in Ukraine as far as its compliance with EU norms and standards and to identify the main directions of its reformation.Recent research and publications analysis. Problems of human and citizen's rights and freedoms were paid attention by scientists from various fields of science, including lawyers, philosophers, political scientists and governors. The nature of human rights is considered by such researchers as M. Almashi, R. Barannik, O. Bykova, O. Vasylchenko, M. Vitruk, V. Demidenko, E. Zakharov, R. Zuev, O. Kalinichenko, A. Kolodiy, M. Kuchuk, A. Oliynyk, P. Rabinovich, A. Romanova, V. Patsan, V. Pogorilko, Y. Todyka, O. Fritz, Y. Shemshuchenko. The works of Averyanov, A. Melnik, L. Novak-Kalyayeva, V. Reshota, Yu. Surmin and others are devoted to the research of theoretical problems of ensuring and realization of human and citizen's rights in the subject plane of public administration.Highlighting previously unsettled parts of the general problem. The problem of human rights is a constant focus of attention of Ukrainian scientists. Human rights are seen as one of the most promising areas of research, given the unquestionable recognition of their role in society, government and the lives of each individual. In European practice, the list of human rights with the development of democracy is constantly expanding, requiring changes in the activities of executive authorities in line with their provision. However, the problems of the implementation of human rights as a prevailing trend in the development of modern society and governance have not been sufficiently investigated, which confirms the timeliness and relevance of this article.The purpose of the article is to characterize the modern public administration system in Ukraine for its compliance with EU norms and standards and to identify the main directions of its reform.Paper main body. It is proved that the European choice puts before the Ukrainian public administration new tasks, which are primarily related to the further democratization of society, which envisages the expansion of the spectrum of fundamental rights and freedoms of citizens. The situation is complicated by persistent human rights abuses in the war zones in eastern Ukraine and in the occupied Crimea. This requires public authorities and officials to be more attentive to human rights, to change priorities in their activities based on humanistic values. The author argues that in practice the status of human and citizen rights and freedoms in Ukraine cannot be considered satisfactory. The reasons for this are the obvious alienation of the state power apparatus from the citizens, high level of corruption, low executive discipline, legal nihilism, ignorance by the population of their rights and freedoms, lack of traditions of respect and observance of human rights, which result in numerous violations of human freedoms proclaimed by the Constitution of Ukraine. In this regard, one of the most urgent issues of state-building in Ukraine is the creation of an effective mechanism for the protection of human and citizen's rights and freedoms. Problems of state-political aspects of human rights and freedoms cannot be left out of the issues of international legal regulation in accordance with the content of the most important international instruments. Laws enacted in Ukraine must be in full conformity with the content of the rights and freedoms guaranteed by the Convention for the Protection of Human Rights and Fundamental Freedoms, be consistent with international legal standards and the interests of sovereign Ukraine as constitutional and democratic state, and not restrict the rights by relevant sectoral documents, which have some specificity. Public authorities, within their competence, direct their work at legislative regulation of existing problems, organizational promotion of human rights and freedoms. It is noted that public administration in Ukraine is aimed at adapting civil society institutions to the European standards: the rule of law, sustainable development, ensuring the priority of rights and freedoms in all spheres of state activity, as well as strengthening democracy. All this is a prerequisite for Ukraine's integration into the European Union. The national human rights strategy is aimed at uniting the society around the understanding of the value of human rights and freedoms, which are protected on the basis of equality and without discrimination, and is focused on addressing major systemic issues in the field of human rights and freedoms protection and new challenges to the society. The implementation of the Strategy should result in the introduction of a systematic approach to the fulfillment of tasks and ensuring coherent actions of state authorities and local self-government bodies in the field of human rights and freedoms, establishing in Ukraine of an effective (accessible, understandable, predictable) mechanism for the realization and protection of human rights and freedoms.Conclusions of the research and prospects for further studies. The role of non-governmental organizations in protecting human rights is defined. Despite intensified activities, citizens and civil servants do not yet perceive public political associations as equal partners, an effective tool of representation and protection of citizens' rights, do not quite understand the possibilities of their real application. The problem of their institutionalization in the process of public policy making remains an important task for the authorities. The most important problem of modern social development is the issue of the relationship between the state and the citizen. That is why the protection of human rights and freedoms is one of the crucial tasks in the process of reforming Ukrainian society in the context of European integration of Ukraine. ; Проаналізовано функціонування інституцій системи державного управління України в контексті забезпечення реалізації та захисту прав людини. Констатовано, що державне управління в Україні здійснюється з метою адаптації інститутів громадянського суспільства до європейських стандартів: верховенства права, сталого розвитку, забезпечення пріоритетності прав і свобод у всіх сферах державної діяльності, а також зміцнення демократії. Зазначено, що усе це є необхідною умовою інтеграції України до Європейського Союзу.

Problem setting. In the context of modern European integration processes of Ukraine becoming a constitutional and democratic state, the formation of civil society, studying the problems of the system of ensuring the rights and freedoms of a man and a citizenis gaining a great importance. Transformation and resetting of the state power leads to changes in the institutional support for the implementation and protection of human rights in Ukraine based on European standards. It is the definition of the main directions of institutional change in public administration that is an urgent problem of today in the context of building an effective governance system. The purpose of the article is to characterize the modern public administration system in Ukraine as far as its compliance with EU norms and standards and to identify the main directions of its reformation.Recent research and publications analysis. Problems of human and citizen's rights and freedoms were paid attention by scientists from various fields of science, including lawyers, philosophers, political scientists and governors. The nature of human rights is considered by such researchers as M. Almashi, R. Barannik, O. Bykova, O. Vasylchenko, M. Vitruk, V. Demidenko, E. Zakharov, R. Zuev, O. Kalinichenko, A. Kolodiy, M. Kuchuk, A. Oliynyk, P. Rabinovich, A. Romanova, V. Patsan, V. Pogorilko, Y. Todyka, O. Fritz, Y. Shemshuchenko. The works of Averyanov, A. Melnik, L. Novak-Kalyayeva, V. Reshota, Yu. Surmin and others are devoted to the research of theoretical problems of ensuring and realization of human and citizen's rights in the subject plane of public administration.Highlighting previously unsettled parts of the general problem. The problem of human rights is a constant focus of attention of Ukrainian scientists. Human rights are seen as one of the most promising areas of research, given the unquestionable recognition of their role in society, government and the lives of each individual. In European practice, the list of human rights with the development of democracy is constantly expanding, requiring changes in the activities of executive authorities in line with their provision. However, the problems of the implementation of human rights as a prevailing trend in the development of modern society and governance have not been sufficiently investigated, which confirms the timeliness and relevance of this article.The purpose of the article is to characterize the modern public administration system in Ukraine for its compliance with EU norms and standards and to identify the main directions of its reform.Paper main body. It is proved that the European choice puts before the Ukrainian public administration new tasks, which are primarily related to the further democratization of society, which envisages the expansion of the spectrum of fundamental rights and freedoms of citizens. The situation is complicated by persistent human rights abuses in the war zones in eastern Ukraine and in the occupied Crimea. This requires public authorities and officials to be more attentive to human rights, to change priorities in their activities based on humanistic values. The author argues that in practice the status of human and citizen rights and freedoms in Ukraine cannot be considered satisfactory. The reasons for this are the obvious alienation of the state power apparatus from the citizens, high level of corruption, low executive discipline, legal nihilism, ignorance by the population of their rights and freedoms, lack of traditions of respect and observance of human rights, which result in numerous violations of human freedoms proclaimed by the Constitution of Ukraine. In this regard, one of the most urgent issues of state-building in Ukraine is the creation of an effective mechanism for the protection of human and citizen's rights and freedoms. Problems of state-political aspects of human rights and freedoms cannot be left out of the issues of international legal regulation in accordance with the content of the most important international instruments. Laws enacted in Ukraine must be in full conformity with the content of the rights and freedoms guaranteed by the Convention for the Protection of Human Rights and Fundamental Freedoms, be consistent with international legal standards and the interests of sovereign Ukraine as constitutional and democratic state, and not restrict the rights by relevant sectoral documents, which have some specificity. Public authorities, within their competence, direct their work at legislative regulation of existing problems, organizational promotion of human rights and freedoms. It is noted that public administration in Ukraine is aimed at adapting civil society institutions to the European standards: the rule of law, sustainable development, ensuring the priority of rights and freedoms in all spheres of state activity, as well as strengthening democracy. All this is a prerequisite for Ukraine's integration into the European Union. The national human rights strategy is aimed at uniting the society around the understanding of the value of human rights and freedoms, which are protected on the basis of equality and without discrimination, and is focused on addressing major systemic issues in the field of human rights and freedoms protection and new challenges to the society. The implementation of the Strategy should result in the introduction of a systematic approach to the fulfillment of tasks and ensuring coherent actions of state authorities and local self-government bodies in the field of human rights and freedoms, establishing in Ukraine of an effective (accessible, understandable, predictable) mechanism for the realization and protection of human rights and freedoms.Conclusions of the research and prospects for further studies. The role of non-governmental organizations in protecting human rights is defined. Despite intensified activities, citizens and civil servants do not yet perceive public political associations as equal partners, an effective tool of representation and protection of citizens' rights, do not quite understand the possibilities of their real application. The problem of their institutionalization in the process of public policy making remains an important task for the authorities. The most important problem of modern social development is the issue of the relationship between the state and the citizen. That is why the protection of human rights and freedoms is one of the crucial tasks in the process of reforming Ukrainian society in the context of European integration of Ukraine. ; Проаналізовано функціонування інституцій системи державного управління України в контексті забезпечення реалізації та захисту прав людини.
