La fixation de la frontière linguistique en 1962-1963 est le résultat d'un long processus entamé dans les années 1870. Ses conséquences, quant à elles, se font encore sentir aujourd'hui, certains éléments de cette évolution — dont le statut des communes de la périphérie bruxelloise et de l'arrondissement de Bruxelles-Hal-Vilvorde — continuant à diviser les deux communautés. Stéphane Rillaerts rend compte de ces mutations complexes en rassemblant tous les éléments de fait, et en exposant les positions en présence sans parti-pris. Pour chacune des lois portant sur l'emploi des langues en matière administrative, ainsi que pour les principaux projets qui ont précédé ces lois, l'auteur expose l'origine de la réforme et son contexte politique. Il présente les textes, les débats et les votes du parlement, y compris ceux portant sur des amendements controversés, relatifs aux Fourons par exemple. La montée en puissance des votes opposant les deux communautés apparaît ainsi clairement. Il s'avère également qu'au fil du temps, on a abandonné tout critère général décidant du sort des communes, ainsi que le lien avec les données issues des recensements de la population. L'auteur, qui a dépouillé toutes les sources parlementaires et les recensements de la population, compare systématiquement les données issues de ces derniers aux lois linguistiques et à leurs travaux préparatoires. Il présente en outre, en annexe, un tableau synthétisant l'évolution du statut de toutes les communes qui ont été concernées par les lois linguistiques, ce qui permet de reconstituer l'évolution de chaque commune en fonction des données des principaux recensements et des décisions politiques dont elle a fait l'objet. Cette reconstitution minutieuse, et sans précédent, fait ressortir des éléments inattendus. Ainsi, le volet linguistique du recensement a été réintroduit en 1866 à la demande de militants flamands. C'est la loi de 1921, et non celle de 1932, qui a créé les régions linguistiques. Il n'y a pas eu, en 1932, de proposition flamande de passer à un bilinguisme généralisé repoussé par les francophones. L'idée que 300 bourgmestres flamands ont refusé d'appliquer le volet linguistique du recensement de 1960 est également un mythe, de même que l'abandon des communes fouronnaises par les socialistes liégeois. La fixation de la frontière en 1962-1963 n'est pas le résultat d'un véritable compromis, en particulier en ce qui concerne la loi Gilson de 1962. Quant à la scission de l'arrondissement de Bruxelles-Hal-Vilvorde, elle a été repoussée, en 1963, par la majorité des élus flamands, qui en redoutaient les conséquences pour leurs sièges bruxellois. Au moment où les questions linguistiques ont ranimé les tensions entre les communautés, ce Courrier hebdomadaire permet de comprendre pourquoi les Flamands et les Francophones ont des points de vue aussi divergents et aussi profondément enracinés en la matière. La longue conclusion qui achève l'étude aborde d'ailleurs plusieurs éléments du débat actuel, sans prendre parti, mais en apportant l'éclairage qu'enseigne l'Histoire.

La Belgique est définie par des frontières politiques découpées arbitrairement par l'Histoire, mais stables et qui ne font pas l'objet de contestations, car garanties par une série de traités entre puissances européennes. Elle est par contre divisée par une frontière linguistique, entre Wallons et Flamands, qui tourmente le pouvoir politique depuis un siècle. Le différend qui mine l'État fédéral est d'autant plus énigmatique que cette frontière n'a pas bougé depuis quinze siècles, hormis la francisation de l'agglomération bruxelloise, qui constitue dès lors une pomme de discorde entre communautés.

Belgium's Liriguistic and her Destiny, by Georges Goriely
Belgium has an identity crisis of very long standing which is reflected in its récent constitutional laws. Its dominant francophone bourgeoisie was a conflict with the Flemish population who sought to counteract their relative social and cultural poverty by establishing a unilingual Flanders. Theirs demands were met by the laws of 1932 and 1963 which split the country on a linguistic basis andfixed the linguistic boundaries. From the Flemish standpoint the major failure is that, in Brussels, which they still regard as their natural capital, use of the French language continues to increase. Linguistic demands are a cover for various kinds of social discontent. Flanders was culturally and socially backward for a long time, but it is now in the stronger position demographically and economically. Since 1970, constitutional reforms and new laws hâve tried to institutionalise so-called « communities » and « régions », but the new System is an unsatisfactory compromise. It is not clear whether this loosely knit population will find new ways to préserve its national unity, which is the désire of the great majority, or whether the ségrégative process will continue to its logical conclusion.

This contribution, which should not be seen as a theory-driven scientifically based endeavor, raises the following question : does the linguistic border constitue the wall of the Belgians? In order to tackle this question, the author puts forward insights from the media, history, political science and sociology. But one should not expect to find here a solution to this tricky question… ; Sur un ton léger, cette contribution pose la question suivante : la frontière linguistique constitue-t-elle le mur des Belges ? Pour y répondre, l'auteur mobilise des éléments médiatiques, historiques, politiques et sociologiques. Mais il ne faut pas s'attendre à obtenir ici une réponse à cette épineuse question…

After 954, the Danish kingdoms north of the Thames had all been defeated and annexed by the West Saxons. By their dismissal as a group, the Danes were the ferment of the Anglo-Saxon unity, but their integration as individuals was also necessary. Then, in the late 10 th century, many laws were written whose concern seems to have been to set the identities of people so that everybody got a specific role. As such, the authorities insisted on the cultural aspects of the border to strengthen the unity of the kingdom, by blurring the political and military dimensions of that border. However, language and culture are highly flexible identity markers, that can be manipulated when the actors have an interest in building or removing a border. As a consequence, we will question the use of the names in the Anglo-Scandinavian context. Was there any boundary between ethnolinguistic groups, made visible by the names? Was there comments on ethnicity when migrants with a heterogeneous onomastic capital crossed it? Conversely, could names be used to blur threshold effects between groups, if used as masks by populations of distinct origins?

In diesem Artikel werden sprachliche, konzeptuelle und terminologische Herausforderungen vorgestellt, welche an der Sprachgrenze zwischen Deutsch und Französisch in der Schweiz diskutiert werden. In diesem zweisprachigen Gebiet existieren neben den Standardsprachen auch Dialektvarietäten und vor allem seit den 1950er Jahren auch zahlreiche Migrationssprachen. Nach einer Übersicht über die Sprachensituation der Stadt und des Kantons Freiburg werden drei Beispiele dieser aktuellen Herausforderungen vorgestellt: 1. Der Gebrauch der Glossonyme der in Kontakt stehenden Sprachen; 2. Der Diskurs zum Status der Sprachen und der offiziellen Zweisprachigkeit der Stadt Freiburg; 3. Die Einstellungen und Begriffe zum Thema Sprachenlernen und insbesondere zum zweisprachigen Unterricht.Dans cette contribution, nous présentons des enjeux linguistiques, conceptuels et terminologiques qui sont thématisés à la frontière des langues entre le français et l'allemand en Suisse. Dans cette région bilingue, des variétés dialectales existent en plus des langues standardisées, ainsi que de nombreuses langues de la migration, présentes en particulier depuis les années 1950. Après avoir esquissé la situation linguistique de la ville et du canton de Fribourg, nous discutons trois exemples concrets d'enjeux récurrents : 1. l'utilisation des glossonymes des langues en contact ; 2. le discours autour du statut et de l'officialité des langues et du bilinguisme en ville de Fribourg ; 3. les représentations et termes qui caractérisent l'apprentissage des langues, en particulier dans le cadre de l'enseignement bilingue.In this contribution, some linguistic, conceptual and terminological issues that arise at the language border between French and German in Switzerland are presented. In this bilingual area, dialect varieties exist beside the standard languages, as well as many migration languages, present in particular since the 1950s. After having sketched the language situation of the city and the canton of Fribourg/Freiburg, three examples are discussed: 1. the use of glossonyms of the languages in contact; 2. the discourse about the status and officiality of the languages and bilingualism in the city of Fribourg/Freiburg; 3. attitudes and terms regarding language learning, in particular in the context of bilingual education.
