The Organization under extreme conditions
The contemporary crises become increasingly complex, accompanied by more hostilities leading the infected societies to witness more unfortunate events, especially when political solutions are absent in war times or internal conflicts. The humanitarian sector, on the other hand, has to mitigate the severe effects of these crises on communities and provide assistance despite lack of funding and data. The action of UNHCR during the conflict in Syria has been taken as a case study due to the complexity of the situation in Syria. Contingency theory has been adopted within this study to investigate how does the humanitarian crisis in Syria impact the structure of UNHCR. Furthermore, contingency planning as a vital element to address emergencies effectively, enabling the organization to absorb shocks entirely or even partly, is adopted to investigate whether the UNHCR's crisis management is efficient or not. The study reveals that UNHCR's emergency preparedness planning is a sophisticated tool in meeting emergencies, particularly when adopting and implementing these plans on the ground and in coordination with the other stakeholders. Emergency preparedness planning has been observed to be an advantage to the organization primarily when the existing hazard or the predicable one is described as very dynamic. The case study discovers that UNHCR experienced extreme conditions in Syria, such as lack or absence of the data, funding gaps, and safety threatening. Despite these challenges, the organization developed an inclusive response action in which it collaborates with the other humanitarian organizations in Syria and involves the local communities to design site-oriented and more accurate plans.

REDD+, transformational change and the promise of performance-based payments: a qualitative comparative analysis
Reducing emissions from deforestation and forest degradation (REDD+) has emerged as a promising climate change mitigation mechanism in developing countries. This article examines the national political context in 13 REDD+ countries in order to identify the enabling conditions for achieving progress with the implementation of countries' REDD+ policies and measures. The analysis builds on a qualitative comparative analysis of various countries' progress with REDD+ conducted in 12 REDD+ countries in 2012, which highlighted the importance of factors such as already initiated policy change, and the presence of coalitions calling for broader policy change. A follow-up survey in 2014 was considered timely because the REDD+ policy arena, at the international and country levels, is highly dynamic and undergoes constant evolution, which affects progress with REDD+ policy-making and implementation. Furthermore, we will now examine whether the 'promise' of performance-based funds has played a role in enabling the establishment of REDD+. The results show a set of enabling conditions and characteristics of the policy process under which REDD+ policies can be established. The study finds that the existence of broader policy change, and availability of performance-based funding in combination with strong national ownership of the REDD+ policy process, may help guide other countries seeking to formulate REDD+ policies that are likely to deliver efficient, effective and equitable outcomes.Policy relevance Tropical forest countries struggle with the design and implementation of coherent policies and measures to reduce emissions from deforestation and forest degradation. Evidence on which factors and configurations are crucial to make progress towards these challenging policy objectives will be helpful for decision makers and practitioners at all levels involved in REDD+. Key findings highlight the importance of already initiated policy change, and the availability of performance-based funding in combination with strong national ownership of the REDD+ process. These findings provide guidance to REDD+ countries as to which enabling conditions need to be strengthened to facilitate effective, efficient and equitable REDD+ policy formulation and implementation.

The liberal state, it has been argued, must be neutral between different conceptions of the good. Honoring individual autonomy & embodying ideals such as fairness & impartiality, the doctrine of state neutrality is intuitively appealing. Working as a restraint for state actions it is however problematic. In this paper, a possible solution to this predicament is outlined. Drawing on the distinction between liberty & what gives worth to liberty, it is argued that we must never accept non-neutral restrictions of liberty itself, but may pursue non-neutral policies affecting the distribution of what gives worth to liberty & may impose taxes funding non-neutral state actions, although such taxation inevitable limits the worth of our liberty. It is suggested that we, by adopting such a policy of limited state perfectionism, can recognize the right to individual autonomy without having to restrain the state from doing the good it can. What is traditional pastoral farming?
The number of pastoralists maintaining production systems with small numbers of traditional breeds of cattle decreased dramatically with the modernisation and industrialisation of agriculture in Europe during the twentieth century. While these pastoral systems were not compatible with agricultural industrialisation policies, they provide a far better match to current European Union (EU) policy with its emphasis on high nature values and various cultural heritage protection measures. Today, these farms can obtain EU funding for preserving natural and/or cultural heritage values rather than producing agricultural goods. Although such EU subsidies make a welcome contribution to the livelihood of traditional farmers, the critical definitions that have to be made regarding what is considered traditional or non-traditional can be problematic. This paper provides an example from Swedish fäbodbruk, a smallholder system of forest pasturing with traditional breeds of cattle, goats and sheep in northern Sweden. As policymaking and agricultural subsidies during the twentieth century reflected the contemporary political agenda of that time, farmers have been subjected to many changes in priority in political decision making. The contemporary push for traditional farming and heritage has made policymaking potentially even more difficult, e.g. as regards the question of what should be considered traditional and what makes up natural and cultural heritage. This paper examines how farmers are affected by valuations and assessments made by the relevant authorities on whether they are producing natural and/or cultural heritage.

Från kombifeminism till rörelse : Kvinnlig serbisk organisering i förändring
This study is about seven women's organizations in Belgrade, Serbia and their relations to domestic and international donors during the period 2003-2006. My main research questions focus on their choices of either domestic or international cooperation partners. How and why did the women organize themselves? What factors were essential when selecting donors? In what ways were the organizations influenced by donors? Through interviews, with organization representatives' concepts such as gift and reciprocity, power and dependency, trust and mistrust and collective identity emerged. These concepts were used as points of departure for developing deeper understanding of women organizations' choice of cooperation partners. The women organizations' basically had two alternatives for cooperation: cooperation with foreign donors which offered funds, organizational development and social networks. Alternately, cooperation with local donors, which offered the equivalent except for the organizational development. Cooperation with the foreign donor has resulted in more professional attitudes to the work that have been desired by other international donors. A result is that they can compete with other women's organizations' for international funding. Cooperation with local donors has led to fewer resources but more independent working practices. For these women organizations' independence was important so they choose partners who, they felt more respected this allowing them to write articles or discuss gender in the media with little external influence. Regardless of the chosen donor the reciprocity is embedded in the relation between the donor and the receiver of aid, which in various ways is beneficial for both parties.

Symbolic coping in Canada's coal phaseout
The Canadian federal government has introduced policy to phase out coal-fired electricity generation by 2030, as part of its climate change mitigation commitments under the Paris Agreement. The policy plan, positioned as a just transition, includes funding and measures to help workers and communities manage economic difficulties arising from the coal phaseout. Sustainability transitions, however, are rarely a purely economic process, as changes in demographics, values, norms and meanings may also ensue. Understanding this process as one of symbolic coping, wherein coal communities must socially come to terms with the phaseout and the resulting threat to their identities, adds another dimension to the just transition concept. This study aimed to better understand the social-psychological processes of sense-making in sustainability transitions, by investigating how coal communities are understanding and coping with the coal phaseout, and how social representations of the coal industry are transforming as a result. Social representations theory (SRT) was the main conceptual framework used, as it explores group-level common-sense understandings, which can be useful in analyzing processes of disruption or transition. Through qualitative case study research in two coal producing communities in Saskatchewan, one of four Canadian provinces affected by the coal phaseout, I explored the dynamics of the social representation of the local coal industry. Using the central core approach to SRT, I identified a core element based in shared history, stability and prosperity, which seemed to provide a foundation for making sense of the coal phaseout policy. From this foundation, I found two models of social representation transformation, resisting and progressive, implicating a split in the social representation of community life after coal. With this theoretical application, I explored social implications of the Canadian coal phaseout, illustrated a model of social representation transformation, and demonstrated a framework that can be applied to transition research in other contexts. I also discussed potential governance implications for designing just transition policies.

Barriers and bridges for introducing agroforestry and community-based forestry among food insecure households in eastern Africa
The aim of introducing agroforestry and community-based forestry is to secure and improve livelihoods, maintain and restore ecosystem services, and contribute to climate change mitigation and adaptation. However, the adoption and scaling up of these systems among food insecure communities have proved to be difficult. To better understand why, I identified barriers and bridges at different adoption stages and levels of governance. These were analysed using policy narratives and the sustainable livelihood approach in the light of sustainable development, sustainability and resilience of landscapes. The first stage was the negotiation process between the Swedish NGO Vi-Skogen and the Swedish International Development Agency (Sida) about funding. Three explanatory approaches were used: organizational, power and context. Vi-Skogen and Sida were caught in policy incompatibility dilemmas that slowed down the NGO policy process, and delayed critical changes that could have improved project outcomes. The second was Vi-Skogen's agroforestry project in Tanzania's Mara Region. A random sample of 21 households was drawn from each of 89 project villages. The proportion of households with surviving agroforestry trees varied from 10-90 % among villages. Field training and visits to farmers with good practices were important for households to start planting trees. Local collaboration, perceived ownership of trees and benefits of trees for crop production were additional factors important for households' decision to continue with agroforestry practices. The third was eleven community-based forest producer and user groups (CBFGs) in eastern and southern Africa. Development of many groups had stagnated and few had managed to develop large scale value-added production. Styrideal och konflikt : Om friskoleetablering i tre norrländska kommuner
During the last decades, the public sector in Western democracies has undergone drastic changes. These changes have meant privatization and a more diverse service provision. Because of privatization, activities that were previously reserved for the public sector can now be conducted by the private sector. This has led to the traditional hierarchical model to be challenged by a new governing style throughmarket mechanisms, which was introduced during the 1980s. Both the hierarchical model and market model have since been supplemented by the network model that was introduced in the 1990s. The new organization has meant that steering is currently done in a complex environment with varying outcomes. In the foreground of the theoretical concepts that captures the development describedearlier is governance. The starting point of the governance perspective is that the traditional bureaucracy model for governing is challenged by new forms of organization and steering. In the early 1990s, it became possible, due to a change in legislation, to startindependent schools with public funding. This legislation change has had a major impact on the Swedish school system in terms of organization and steering issues. The purpose of this thesis is to investigate how the ideals of hierarchy, market andnetworking appear in the municipal steering of the local school system, and how these ideals affect the development and the intensity of the conflicts in the surveyed municipalities. The focus of the empirical study is three municipalities from the northern parts of Sweden, which are equal in terms of population, number of school pupils, the number of independent schools and with the samepolitical majority. The overall result of the thesis is that different governing ideals affect the levels of conflict in different ways. The municipality governed by marked ideals exhibit thehighest degree of conflict and the municipality governed by the network ideal exhibit lower levels of conflict. The municipality governed by the hierarchical ideal in the middle of the conflict scale.

Planning processes for transport and ecological infrastructures in Poland - actors' attitudes and conflict
Biodiversity conservation is an important contemporary issue on global, EU and national policy agendas. However, in the face of human economic development, the important question is how to protect, maintain and restore biodiversity, without compromising economic and social dimensions of sustainability. Two sectors that can to a large extent influence biodiversity are forestry and road infrastructure development. Forestry is a sector very important for biodiversity conservation, since a large amount of protected and threatened species resides in forest ecosystems and many natural processes crucial for biodiversity occur in the forest. In addition, forests and woodlands form a network of habitats for many area-demanding species. Due to intensive forest management and fragmentation of forest and woodlands many elements of biodiversity are threatened, including species, habitats and processes. Road infrastructure development is another process that can negatively influence biodiversity. A growing network of transport infrastructure without doubt affects the functionality of the forest habitat networks. Negative effects include traffic mortality due to road collisions and barrier effect for individuals caused by high traffic volume, noise, wide roads and fencing. Cumulative effects of the infrastructure development can also lead to a loss of different elements of biodiversity at the landscape scale. Poland, with a legacy of less intensive forest management and still without a well-developed road infrastructure, is fortunate in terms of biodiversity maintenance. Due to economic underdevelopment of some regions of the country, Poland is rich in natural values including specialized species, functional habitat networks and ecological processes. However, after entering the European Union, Poland has started a process of rapid economic development, mainly with the help of EU funding. Enhancing road infrastructure is presently a key issue of economic development in this country. Dramatic growth in the amount of new roads can have large scale consequences for the biodiversity of the country, and can even influence biodiversity at the European scale. Policies aiming at biodiversity maintenance underline the need for implementing sustainability ideas in the planning and management for biodiversity. Traditionally, economic, environmental and social pillars of sustainability are identified. To be able to balance these three dimensions in the efforts for biodiversity conservation, there is a need to incorporate social dimensions in the nature science research concerning biodiversity. Especially, consideration of local attitudes is necessary in planning for biodiversity conservation. The aim of this thesis is to examine actors' attitudes and underlying values in two situations of conflict related to biodiversity conservation in Poland. One case concerns forest management in a biodiversity hot-spot, Białowieża forest and the other is about a development of a controversial road project of Augustów bypass. The results show that differences in attitudes may have various sources. The knowledge possessed by actors, their values, as well as scale at which they perceived biodiversity issues were identified as the main reasons for different attitudes. It was observed that in general, the actors whose attitudes were more "ecologically oriented" had to a large extent a cognitive view, that is their attitudes were mainly based on cognition (ecological knowledge) while "socially" or "economically oriented" actors' attitudes were more connected to emotions. In addition to differing attitudes, lack of trust was recognized in both cases as a factor escalating the conflict. The results showed also that legal issues are crucial to consider when biodiversity conservation is at stake. The results may have implications for the practical biodiversity conservation, since they show that both learning and legal incentives would be beneficial for the biodiversity conservation in controversial planning cases. This calls for the need for neutral forum for efficient public participation, communication and trust building between the actors and learning about important issues
