Describes the origins, development, & operations of the Constitution of the Federal Republic of Germany. Founded in 1949 & designed to preclude the possibility of another strong central Germany in the aftermath of World War II, the GDR's federal system is not modeled on the US Constitution, which stresses a separation of powers between governments. Rather, the German Constitution emphasizes mutual linkages, interrelations, & overlaps between centralized & decentralized polities. K. Coddon

Researching the organization and functioning of public administration, especially self-government, is currently not a key topic of interest among most political scientists. This is why we will try to describe the public administration system in the Federal Republic of Germany in the following article. It will consider the principles on which the German public administration is based and how its second subsystem – municipal authorities – function in relation to the national state administration.Politics as a science offers interesting opportunities and resources for analyses of the way public administration functions. Aspects of the political science of public administration are important in understanding all the connections with public administration. The German example is not typical because there are various types and forms of municipal organization. Due to historical experience and evolution, four basic types of municipal organization developed in Germany, and they will be the main focus of our attention. We will deal with the specifi c features of municipal election systems, look at the variety of municipal political systems and the possibility of citizen involvement in the administration of public affairs. For political scientists public administration in Germany – its organization and function – is an interesting laboratory where we can study a progression which is very noteworthy. This article cannot explain all the subjects which are connected with this political phenomenon, but it will attempt to explain some of them.

The paper provides a systematic comparison of regional planning in four Central European nations. Despite different political ideologies and institutional arrangements for regional planning, it is argued that the countries' regional problems and regional planning goals, strategies, and measures have a number of similarities. An idealized regional planning 'system' is used to review the planning experience of each nation and to compare and contrast it to the others.

Mit dem politischen Wechsel in der BRD 1966 und 1969 verbesserten sich die deutsch-norwegischen Beziehungen. Willy Brandt und seiner engen Verbindung mit Norwegen kam hierbei eine entscheidende Bedeutung zu. Gleichzeitig intensivierte sich auch der Kontakt zwischen Norwegen und der EG, indem die Erweiterungsfrage neue Impulse erhielt. Von der Vorbereitung des zweiten norwegischen Antrags auf Mitgliedschaft 1967 bis zum negativen Referendum 1972 und dem Abschluss eines Freihandelsvertrages 1973 konzentrierten sich die deutsch-norwegischen Gespräche auf europapolitische Fragen. In diesem Beitrag werden die zentralen Problemstellungen und methodischen Herausforderungen eines Dissertationsprojektes diskutiert, das sich mit dem Verhältnis von bilateralen und multilateralen Ebenen der deutsch-norwegischen Zusammenarbeit auseinandersetzt und die Bedeutung von Bürokratie, Parteien und individuellen Akteuren darin zu erfassen sucht.

Am Beispiel der Haushaltspolitik in der Bundesrepublik werden Wege und Bedingungen des politischen Entscheidungsprozesses unter Berücksichtigung institutioneller, auf den politischen Stil bezogener und ideologischer Gesichtspunkte analysiert. Institutionell gesehen begrenzt der Fiskal-Föderalismus Steuerungsmöglichkeiten mittels Haushaltsentscheidungen (Finanzautonomie der Länder). Der Politikstil (reagierende Problemlösungen, Konfliktvermeidung) beeinflußt den Prozeß der Umwandlung von input und output. Im ideologischen Zusammenhang wandelt sich der Konsens über die Haushaltspolitik (staatliche Rolle). Eine Vernachlässigung dieser Variablen in der Politikanalyse verzerrt die Kausalzusammenhänge. Two years after the centenary of Heinrich Barth's death on 25 November 1865, a big volume dedicated to him was published in Germany. Seven West German scholars, two East Germans, one Austrian, three British, and two French contributed to this book:— Heinrich Barth, ein Forscher in Afrika. Leben-Werk-Leistung Eine Sammlung von Beiträgen …, edited by Heinrich Schiffers (Wiesbaden, Steiner Verlag, 1967, pp. 540). A British centenary edition of Heinrich Barth's Travels and Discoveries in North and Central Africa (London, Cass, 3 vols, 1965) actually appeared in the centenary year.
