The Ukrainian library and information science/studies (LIS) accumulated many problems that impede the quality training of library staff. In the process of reforming education and science in Ukraine, several initiatives have been implemented at the legislative level for improving quality of research and its presentation by Ukrainian scientists, including research in the library science. The paper presents the results of the study of the publishing activity of PhD students in the Ukrainian library science (2015-2017). The results indicate that Ukrainian LIS PhD students published their papers in the journals with a limited reader audience, mainly in Ukrainian journals and regional journals of the countries bordering with Ukraine. In the article, the reasons for it are discussed, and some recommendations for overcoming the undesirable practice are provided.

After a brief introduction on memory, omission and subsequent forgetfulness, the question of teaching the history of library services in Argentina from the middle of the last century arises, when it was attempted to implement the Anglo-American model as the only possible and the best, and pre-existing models were ignored: traditional and innovative. Interpretations based on political, social and cultural factors are proposed.

This work can be understood as a response to the widespread use of the social web as a means of communication and a framework of respect and coexistence between students and teachers. As a result, this text emphasizes the need for a framework of a pedagogical model and an instructional design that integrate the social web. This paper also raises the need for an analysis of the necessary conditions for the validation of that model. Finally through a system based on experience, a series of responses to the failure of political institutions that consider modalities of integration is suggested, as well as their impact. The paper provides the processed results and the conclusions drawn from research on the preferences of the early adopters of social web included in the learning management through instructional design practices. The final purpose is to offer the university teaching community proposals, recommendations, models and the state-of-the-art in terms of teaching and development in the practice of innovative teachers

The use of social networks for protest purposes has been an essential element in recent global protests against the economic measures of privatization of public services. Social networks are changing political communication, mobilization and organization of collective protests. Taking into account the relationship between collective protests and new forms of network communication, the aim of this article is to analyze the new forms of citizenship empowerment from the collective protests in defense of public education in Spain. In the last five years the movement "Marea Verde" has generated protests on twitter that have generated new forms of empowerment of citizenship in the Spanish context. In this article we have analyzed three accounts of twitter with great activity and prominence, by the numbers of followers and tweets, of the social networks by «Marea Verde». In this article four categories of analysis have emerged that agglutinate and characterize the demands of collective protests through social networks. Two of the categories have been generated to reject the privatization of education and the standardized tests of the new educational reform act in the Spanish context. The other two categories claim for public education and an educational consensus between the political forces and the educational community.

Whilst various studies have examined participation on the Internet as a key element of a new emergent civic engagement, informally or formally through national and local governments' online measures, less has been done to measure or suggest ways of overcoming social and technological constraints on online civic participation. Additionally, few studies have looked at the relationship between the actual implementation of such initiatives in classrooms and the messages which are conveyed indirectly as a result of teachers' own conceptions of classroom strategies, which are perhaps better described as a "hidden curriculum". This paper reports on these constructions through a set of detailed quantitative and qualitative case studies of the implementation of civic engagement through online activity in several regions of Portugal. The data, obtained through questionnaires, were used to produce novel composite scores reflecting the participatory and media literacy strategies of schools, as well as teachers and students' media literacy and online civic actions. We present empirical results from a study population consisting of 12 public secondary school principals, 131 teachers, and 1,392 students in grades 11 and 12, suggesting that students' online civic engagement and media literacy levels are affected by their teachers' classroom practices and further training and by the implementation of a project-based approach to media education.

Educational paradigms existing are currently being shaken by new skills, connected devices and digital tools, forcing education to consider the opportunities that technology offers and the digital competences that it implies. The study presented shows empirical evidences on how students are developing these skills in informal scenarios, spending much time on the Internet, while, these competences, even being recognized by legislation with equal importance than others, are not being developed by educational system in Spain. The research is applied on a sample of 678 Primary School students and the main scope is analysing the use and frequency of use of ICT and its degree of integration into everyday activities in informal scenarios. Ex-post-facto methodologies are used through quantitative techniques, an ad hoc questionnaire has being designed as a tool for data collection. Results point to a generation of students who have acquired digital skills before having fully acquired the reading-writing skills. Data collected evidence, as well, that students use all kind of devices, surf the Internet, take pictures, edit them, download applications and search for tutorials in You Tube. Taking into account the results obtained the curricular inclusion of digital competence beyond its legal descriptive recognition is proposed.

This paper aims to show the evolution of digital libraries (BD) and Institutional Repositories (RI) as a way to democratize knowledge by teachers, researchers and students to contribute to social and human development. BD and RI are digital information repositories of different types to access them, disseminate and preserve them, and they are helping to strengthen the academic training, in particular, in the universities. Thus, this paper also shows the relationship of these deposits to higher education information

Primary education in Mexico is facing a growing set of challenges that the government has tried to counteract through the use of communication technologies (ICT) in formal education. While these efforts provide support for students and educators, there remains a need for a renewed and contextualized awareness that will re-conceptualize the adverse experiences of students and the importance of resilience in the context of the learning environment. The objective of this document is to give an account of the learning acquired by nine telesecondary students in a rural area of Hidalgo and the student's benefits of building awareness about the ecology of learning. The paper highlights the process of re-envisioning their experiences that emerged from the various points of views shared in discussion. The study was triangulated by quantitative and qualitative phenomenological and hermeneutical analyses. It was organized into three stages and employed a survey, semi-structured interviews, focus groups and use of the Google-Classroom platform. The hermeneutical analysis of autobiographies and the use of technological resources enhanced the personal analysis of the experiences of the participants. These experiences generated learning that may often be invisible in formal education but can empower critical thinking, collaboration and autonomy of students to become aware of their learning and the scope of their social contribution.

Disinformation is a serious problem for democratic systems in open societies. It is a global phenomenon that must be studied from different approaches and the educational dimension is one of the most relevant. It is necessary to know what educational models have been developed to empower citizens against disinformation. A systematic review of the literature (2011-2020), following the PRISMA protocol, was carried out by analyzing articles (n=76) extracted from three databases (Wos, Scopus and ERIC). Reference management and text mining software was used to data analyse. Eight research questions were answered on the conceptual framework, bibliometrics characteristics and pedagogical dimension. From the results of the content analysis emerges a vision of the role of multiliteracies in educational research and the problem of disinformation: media and information literacies are the most relevant and news and data literacies are incorporated. The need to adopt interdisciplinary approaches is confirmed. From the results of the educational dimension, three pedagogical approaches are identified: strategies for competencies development; focused on content and education for citizenship. Workshops and lesson plans are the most common teaching practices. The development of critical thinking, experiences in the co-construction of knowledge, and the values of civic education are fundamental against disinformation.

The aim of this research is to identify and analyse the ubiquitous learning acquired though blending education settings devoted to the 'lifelong training of trainers' and how these contribute to the development of a conscious, critic and engaged citizenship. Through active exploration of the learning process, the study analyses the 'soft skills" acquired which enhance performance in work and daily life, with the purpose of detecting the process of ubiquitous learning often overlooked in formal education. To this end, the study case presented here draws upon a data triangulation of qualitative and quantitative multisource information (questionnaires, interviews, participant observation, discussion groups, individual and collective diaries) which includes the study of the semantic networks consisting of learners' own utterances. The results obtained indicate that the soft skills related to the capacity of selfdevelopment, the use of innovative resources, the enhancement of social cooperation, the ability to meet cognitive and social challenges, and the functional learning as produced though expanded learning, have the potential to pave the way for the empowerment of peoples, communities and social movements. But this form of expanded learning, as open, collaborative, democratic and committed learning, must be actively supported if future generations are not only to be consumers but also cooperative producers in a socially shared world.

Many European governments, including Norway, have ambitious educational policies regarding digitalisation. Many businesses and policymakers pay great attention to the use of digital technologies in education in order to meet the future demands for a competent and qualified workforce. Among researchers and policymakers, there is a general consensus that the professional teacher is a key figure for the successful implementation of digital technologies in schools. Many expectations have been placed upon professional teachers regarding the implementation and use of digital technologies. The professional teacher is, to a certain degree, supposed to independently decide how digital technologies should be used in the classroom. This paper discusses what the concept of a 'professional digitally competent teacher' may mean in the context of schools. It also argues the need for a greater understanding of professional digital competence, one which takes into consideration various social and cultural aspects with regard to technology, schools and the teaching profession. In unpacking the social and cultural conditions for implementing technology in a professional teaching context, I will draw on concepts from the constructivist understanding of technology, namely, the 'domestication of technology'.

New democratic participation forms and collaborative productions of diverse audiences have emerged as a result of digital innovations in the online access to and consumption of news. The aim of this paper is to propose a conceptual framework based on the possibilities of Web 2.0. Outlining the construction of a "social logic", which combines computer and communicative logics, the conceptual framework is theoretically built to explore the evolution of news consumption from a pure circulation of designed products towards a global conversation of proactive news designers. Then, the framework was tested using an empirical database built by the Pew Research Centre, which investigates the future of the news industry, through a large-scale survey with adults. Results show significant differences (by age, gender and educational level) in the forms of participation, access and consumption of news. However, whilst immersed in the culture of Web 2.0 there is a low-level of user participation in news production; far from being proactive news designers, findings suggest that citizens are still located in the lower participatory levels of our conceptual framework. Conclusions suggest there is a need for media education providers to carry out training initiatives according to the social logic possibilities through proposed guidelines.

The discipline Structural Considerations of Information explores the interests underlying communicational dynamics and information strategies, as well as the ways in which they correlate with messages. Considering this knowledge to be key in Communication Education, and having confirmed its close relationship with the dimensions of media competence, its presence is analyzed in the Media and Information Literacy (MIL) curriculum for teachers, whose training is crucial for the success of the process, developed by UNESCO, an organization that is a global referent in the field. A semantic content analysis reveals, from a quantitative perspective, a strong presence of thematic areas covered by the Structural Considerations of Information subject within the competencies and contents of the curriculum. However, at a qualitative level, there are fundamental weaknesses in its relationship with the structural approach to information. This occurs when the critical spirit of the text declines, starting with a definition of the media as sources of reliable information. The ubiquity of disinformation, and the key role played by stakeholders' knowledge, as well as the development of critical thinking to address it requires an update of this curriculum–the present review contributes to this development– highlighting the current necessity to address it from a structural vantage that fosters critical citizenship and a democratic process.

There has been considerable debate about the potential of social media to promote new democratic practices and active citizenship. However, the participation of young people in social networks seems to go in a more playful than ideological direction. This article discusses youngsters' activity in Twitter simultaneously with the television viewing of two films: «V for Vendetta» and «The Hunger Games». As both films address social and political issues, we intend to identify whether youngsters referred to ideological issues in tweets generated during their viewing, and whether these tweets lead to joint reflection on the current social situation. 1,400 tweets posted during the broadcasts of the films in Spanish TV in 2014 were collected for this purpose. The encoding of messages is carried out following a «coding and counting» approach, typical of the studies of Computer-mediated communication. Then messages are classified based on their content. The results obtained indicate that messages about the social and political content of the films are almost non-existent, since young people prefer to comment on other aspects of the films or their lives. The conclusions have a bearing on the importance of considering popular culture, for its social and political implications, as a motive for reflection, and the importance of boosting a critical media education.
