Vasil Pavlovich Tepin and his «History of the Belarusian State University»

The life, scientific and pedagogical activities of Vasil Pavlovich Tepin, one of the organizer of the Belarusian State University, are considered in this article. As a dean of the faculty of pre-university education and later – associate professor at the pedagogical faculty – he published number of scientific and methodical works, made a significant contribution not only to the formation of university education, but also in the development of the Belarusian high school. V. P. Tepin was one of the victims of Stalin repressions of 1930s. After the beginning of the Great Patriotic War, he stayed in Minsk and worked in the School Department of local administration. During the German occupation, he wrote his last work, «History of the Belarusian State University», in which he outlined his assessment of the events that preceded the creation of the university, the history of the first years of the BSU activities, his attitude to a number of teachers and political leaders of Belarus during the interwar period. The memoirs of V. P. Tepin, taken in comparison with the memoirs of other BSU staff and students of those two decades, help to reconstruct in more details the little-studied pages of the history of the first Belarusian university.
WESTERN FOREIGN POLICY ORIENTATION OF GEORGIA AND ECONOMIC INTEGRATION
We strive to show the direction of the Georgian foreign policy, which is fully oriented towards European integration and economic development. The focus of Georgia's foreign policy is shifting to the EU region. European integration into the economic and political space is the main direction of Georgia's development. Today, integration processes between Georgia and the European Union are going on in such areas as economy, politics, and security. The undoubted political significance of rapprochement with the EU is connected, first of all, with Georgia's concern for security. Development in a peaceful and stable environment is not only the national interest of Georgia, but also the priority of the entire civilized world. In this regard, the coincidence of interests of Georgia and the Western world is obvious. Georgia's cooperation with the European Union began in the 1990s. The first official agreement signed in 1992 with the EU and regulating the priority areas of cooperation was the 1999 Partnership and Cooperation Agreement. Georgia adopted the European Neighborhood Policy Action Plan in 2006, the Eastern Partnership Communiqué was signed in 2008 and the Mobility Partnership Joint Declaration was signed in 2009. The Association Agreement signed in 2014 is an important milestone for Georgia on the path to EU integration. The agreement is basically an action plan for the modernization of the country, it provides for the strengthening of democratic institutions and the promotion of economic growth.

Democratic Republic of Georgia as an Object of the Historical Politics of Memory in Georgia (2018–2020) ; Грузинская Демократическая Республика как объект исторической политики в Грузии (2018–2020)
This article presents an attempt to analyse historical politics as politics of memory in modern Georgia in the context of perception of the images and heritage of the Democratic Republic of Georgia (DRG). The aim of the study is to analyse the images of the Democratic Republic of Georgia between 2018 and 2020 as part of the history and genealogy of the modern project of Georgian statehood in historical politics. The article is based on the methods used in studies of the politics of memory (historical politics) in modern interdisciplinary historiography. The article describes the features of the instrumentalisation of DRG images in the historical and political cultures of Georgia. The article examines the forms of participation of modern elites in the politics of memory in contexts of jubilee celebrations, memorial, and commemorative events that inspired the actualisation of the DRG images in the cultural and public spaces of Georgia. It is revealed that modern elites and heirs of DRG politicians became actors of historical politics and actual "battles for history". As a result, the author concludes that images of the DRG became a symbolic resource for the consolidation of society and the development of the political identity of Georgian statehood. It is assumed that images of the DRG are integrated into the symbolic tools that political elites used in their attempts to correct identity and historical memory in modern Georgia. It is demonstrated that by initiating memorial celebrations dedicated to the 100th anniversary of the DRG in 2018, Georgian elites launched a series of commemorative events planned until 2024 solving political problems, localising, and interpreting historical traumas in the politics of memory proposed by the state as the main former of the official historical canon. ; В статье представлена попытка анализа исторической политики как политики памяти в современной Грузии в контекстах восприятия образов и наследия Грузинской Демократической Республики (ГДР). In a scientific article, the reader is invited to become familiar with the development of administrative justice in the Transcaucasian states: Azerbaijan, Georgia and Armenia.The article describes the judicial system of Azerbaijan, Georgia, Armenia, the system of development of administrative justice and administrative courts, the competence of administrative courts in reviewing various categories of cases, the timing of appealing decisions of administrative bodies, their actions or inaction, as well as territorial jurisdiction.The provisions of the Constitution of Azerbaijan, the Administrative Procedure Code of Azerbaijan, the Law of Azerbaijan on Courts and Judges, the Law of Azerbaijan on Administrative Procedure, the Constitution of Georgia, the Administrative Procedure Code of Georgia, the General Administrative Code of Georgia, the Organic Law of Georgia on General Courts as well as the Constitution of Armenia, the Judicial Code of Armenia, the Code of Administrative Procedure of Armenia, the Law of Armenia "On the Principles of Administration and administrative proceedings."The problems of different approaches in the legislation of Azerbaijan, Georgia and Armenia in the development of administrative justice are studied. In the final part of the article, the author draws conclusions about the uneven development of administrative justice in the Transcaucasian states. On the greatest development of administrative justice in Armenia, since in this country there is a separate branch of the judicial system - administrative courts.
