Bu çalışmada Güney Kafkasya'da devam etmekte olan güç mücadelelerini ele alan kaynaklar taranmıştır. Kaynak taramasında bölgenin stratejik önemi nedir, bölgedeki güç çatışmasının boyutları nelerdir, güç çatışmasında ne gibi araçlar kullanılmaktadır, bölgede çatışan güçlerin bölge üzerindeki hesaplan nasıldır türünden soruların cevapları aranmaya çalışılmıştır. Yapılan araştırmaların sonucunda cevabı aranan sorulara ek olarak bölge üzerindeki güç mücadelesinden çıkabilecek bir stratejik sonuç arayışına da gidilmiş ve ABD'nin bölgedeki etkisini Rusya Federasyonu aleyhine geliştireceği tezi ortaya konmuştur. Bu tez aynı zamanda bir öngörü olarak da çalışmada ön plana çıkarılmıştır. Bu tezin ortaya konuşu ve ispatlanmaya çalışılmasına paralel olarak, bu görüşü destekler nitelikte olan deliller ve olaylar çalışmada ön plana çıkarılmıştır. Çalışmada, ayrıca bu tezin karşısında olan görüşler de incelenmiş ve tutarlı bulunan kısımlar antitezler olarak çalışmada yansıtılmaya gayret edilmiştir. Çalışmada, bu belirtilen noktalara ek olarak tarihsel bir izdüşüm de ortaya konulmaya çalışılmıştır. Bölgede devam etmekte olan güç çatışması Soğuk Savaş dönemindeki global güç mücadelesine benzetilerek ortak yönler meydana çıkarılmıştır. ; At this work, the sources that are interested in the power struggle over Transcaucasia are scanned. By this scanning, some questions like What is the strategic importance of the region?, What are the different dimensions of the power dispute on the region?, Which strategies are applied by the disputing states?, What is the main aim of these disputing states on the region? are tried to be answered. At the result of these searches, in addition to the questions above, also a strategic result is tried to be existed. This strategic result is based on the fact that USA will increase the affect on the region by the decreasing of Russia Federation's control on the Transcaucasian states. This thesis is tried to be proved on this work. The events and the evidences that support this thesis are emphasized and underlined at this research. In addition to these, the opinions that are claimed as the anti-thesis of this result are tried to be given on the work. As a conclusion, the power dispute on the region is considered by a historical similarity between the Cold War and the events seen today. So, the similar points between the global dispute on the Cold War and this dispute are tried to be given.
Bu tez postmodern siyasi söylemler çerçevesinde Gürcistan'ın Rusya ile olan ilişkilerini ele almaktadır. Çalışmada postmodern/post-yapısalcı görüşe bağlı kalınmıştır. Bu yaklaşım içerisinde tez konusuna en uygun görülen metodolojik çerçeve ise Michel Foucault'nun sorunsallaştırma, nesneleştirme ve özneleştirme perspektifidir. Bu yöntem esas alınarak Gürcistan'ın iç ve dış politik durumu incelenmiştir. İlk olarak Gürcistan'ın iç ve dış politikası sorunsallaştırılmış ve Gürcistan'ın iç siyasetinde uyguladığı nesneleştirme pratiklerinin dış siyasetine nasıl yön verdiği ele alınmıştır. Bunun yanı sıra Gürcistan'ın farklı iki bilgi/iktidar ekseninde bir bilgi nesnesi haline dönüştüğüne de değinilmiş, bu durumun özneleşme süreçleri üzerinde yarattığı etki tartışılmıştır. Sonuç olarak Gürcistan-Rusya ilişkileri sorunsallaştırılmış, daha sonra nesneleştirme ve özneleştirme pratikleri üzerinden analiz edilmiştir. ; This thesis deals with the relations between Georgia and Russia within the framework of postmodern political discourses after the period of 1990. The postmodern approach was adhered to in the study. In this approach the most appropriate methodological framework for the thesis is; Michel Foucault's perspective of problematization, objectification and subjectivity. Based on this methodology, the internal and external political situation of Georgia has been examined. Fists of all, the internal and external political situation of Georgia have been problematized and then how objectification practices in Georgia's internal politics directed foreign policy have been discussed. Besides, it has been mentioned that Georgia has become an information object on two different axes of knowlege/power and the effect of this situation on the process of subjectivity has been argued. As a result, the relations between Georgia and Russia were problematized and then analyzed through objectification and subjectification practices.

The location of South Caucaus and the reasons of orientation of EU towards South Caucasus are mentioned and the instruments used by EU before and after European Neighbourhoud Policy are added. The political situation of Georgia is given in terms of democracy and rule of law, human rights, foreign relations, justice and home affairs, internal conflicts and the results of the action plans according to the progress reports are added. The social ? economic situation of Georgia is given in terms of general economic view, social situation and people to people issues, relations with other organizations, transport, energy, research and development, environment and the results of the action plans according to the progress reports are added and circumstances of the European Neighbourhoud Policy towards Georgia is examined.
Enerji, tarihi süreç içerisinde önemi daima artan bir güç kaynağıdır. Bu kaynağın dünya üzerinde eşit derecede dağılmamış olması, devletlerin, kimi örgütlerin ve son dönemde şirketlerin sürekli mücadele ve rekabet içerisinde olmalarına sebep olmaktadır. Gerektiğinde petrol ve doğal gaz kaynaklarına sahip olma ve iletim hatları üzerinde kontrol sağlamak için savaşlar bile yapılmıştır. Devletler için petrol ve doğal gaz enerji kaynakları ülke refah düzeylerinin artırılmasında eşsiz değere sahiptir. İşte bu güç kaynaklarına sahip olan en büyük aktörlerden biri de Rusya Federasyonu'dur. Sahip olduğu coğrafi alan ve bu devasa büyüklükteki toprak parçası içerisinde bulunan enerji kaynakları Rusya için hayati öneme sahiptir. Rusya Federasyonu'nun Enerji Politikalarında Güney Kafkasya başlıklı bu tez çalışmasında, Sovyet Sosyalist Cumhuriyetler Birliği döneminde olduğu gibi, Rusya'nın hala yakın çevresindeki ülkeler üzerinde enerji temelli güç sahibi olma adına bu ülkelere karşı pragmatist politikalar geliştiriyor olduğunu Güney Kafkasya örneğinde incelenmiştir. Neticede Azerbaycan ile enerji üretimi alanında, Gürcistan ile bu enerji hatlarının geçiş rotaları üzerinde, Ermenistan ile ise ülkenin enerji sektörü üzerinde kontrol sahibi olma isteğinin sürdüğü görülmektedir. Belge analizi yöntemiyle hazırlanan bu çalışma üç ana bölümden oluşmaktadır. Çalışmanın ilk bölümünde Rusya Federasyonu'nun tarihi süreç içerisinde enerjiye verdiği önemi anlatılarak enerjiyi dış politikada nasıl kullanmaya çalıştığı incelenmiştir. İkinci bölümde Güney Kafkasya devletlerinin enerji yapıları hakkında bilgi verilip, bu devletlerin Rusya için önemi vurgulanmış, SSCB zamanında enerjideki rolleri ve yeni dönemde bölgesel ve küresel güçlerin Güney Kafkasya devletleri ile enerji temelli ilişkileri değerlendirilmiştir. Üçüncü bölümde 1991 sonrasında Rusya'nın Güney Kafkasya devletleri ile enerji ilişkileri geniş çerçevede ele alınmıştır. Sonuç bölümünde ise Rusya'nın Güney Kafkasya ülkelerine yönelik enerji politikaları hakkında yapılan inceleme sonucunda ulaşılan çıkarımlara yer verilmiştir. The fact that this resource is not evenly distributed around the world causes states, some organizations and recently companies to be in constant struggle and competition. Even wars have been fought for possession of oil and gas resources and control over transmission lines when needed. For states, oil and natural gas energy resources have a unique value in increasing the welfare of the country. One of the biggest actors with these power sources is the Russian Federation. The geographical area it has and the energy resources in this huge piece of land are of vital importance for Russia. In this thesis titled South Caucasus in the Energy Policies of the Russian Federation, it is examined in the example of the South Caucasus that Russia is still developing pragmatist policies against these countries in order to have energy-based power over the countries in its immediate vicinity, as it was during the Union of Soviet Socialist Republics. As a result, it is seen that the desire to have control over the energy production field with Azerbaijan, on the transit routes of these energy lines with Georgia, and over the energy sector of the country with Armenia continues. This study, which was prepared with the document analysis method, consists of three main parts. In the first part of the study, the importance given to energy by the Russian Federation in the historical process was explained and how it tried to use energy in foreign policy was examined. In the second part, information about the energy structures of the South Caucasus states is given, the importance of these states for Russia is emphasized, their role in energy in the time of the USSR and the energy-based relations of regional and global powers with the South Caucasus states in the new period are evaluated. In the third chapter, after 1991, Russia's energy relations with the South Caucasus states are discussed in a broad framework. In the conclusion part, the conclusions reached as a result of the examination made about Russia's energy policies towards the South Caucasus countries are included. Bu çalışmanın amacı, Türkiye'nin başta Azerbaycan olmak üzere, Gürcistan ile kurduğu ekonomik ve siyasi ilişkilerine askeri boyutu da dâhil etmesinin bölgesel güvenliğe olumlu yönde katkı sağlayacağını ortaya koymaktır. Türkiye, ekonomik ve siyasi alanlarda başlattığı ilişkileri her üç ülkenin de çıkarına uygun olacak şekilde güvenlik alanına taşımak istemekte; böylece Güney Kafkasya'yı bir "güvenlik bölgesi" haline getirmeye çalışmaktadır. Bu sayede bölgede Rusya Federasyonu ve Ermenistan'a karşı da bir denge sağlanmakla birlikte, kendisine doğudan gelecek tehditlere karşı bir ittifak kurulmuş olacaktır. Ayrıca, Türkiye NATO üyeliği kapsamında edindiği bilgi ve tecrübeyi gerek Azerbaycan'a gerekse Gürcistan'a aktararak bu ülkelerin NATO üyeliğine hazırlanmalarına da katkı sağlayacaktır. ; The aim of this study is to put forth that including military dimensions to Turkey's development of economic and political relations with Georgia and Azerbaijan in particular will contribute positively to regional security. Turkey, as a regional power, has been developing its economic and political relations with Georgia and Azerbaijan in particular. Turkey, beginning in the political and economic relations to be appropriate in the interest of all three countries, wants to move into the field of security; thus trying to make the South Caucasus "a security zone." In this way, Turkey tries to ensure a balance in the region against the Russian Federation and Armenia and also to establish an alliance against threats from the east. Turkey will also contribute to the preparation for the NATO membership of Azerbaijan and Georgia via transferring its acquired knowledge and experience to these countries.
Transkafkasya bölgesi Sovyet sonrası dönemde bölge güçlerinin ve bölge dışı güçlerin hâkimiyet kurma hedefleri içerisinde yer almıştır. SSCB'nin ardılı Rusya Federasyonu, bölgeyi Yakın Çevresi olarak görmektedir ve Rusya'nın temel amacı Transkafkasya'nın bölgesel gücü olmaktır. Küresel güç ABD de, 2000'li yılların başlarından itibaren Transkafkasya'da etkin olmaya başlamıştır. Bölge bugün çift kutuplu bir yapıdadır. Türkiye'nin ise bölgeyle hem tarihi hem de coğrafi açılardan bağları vardır. Orta Asya ve Hazar Denizi enerji kaynaklarına yakın olması sebebiyle Transkafkasya, global açıdan kilit coğrafyalardan biri haline gelmiştir. Gürcistan da bu bağlamda sahip olduğu jeopolitik konum itibariyle bölgenin iki temel gücünün ve diğer güçlerin ilgisini çekmiştir. Karmaşık etnik-sosyal yapıya sahip, zayıf bir devlet olan Gürcistan ayrılıkçı hareketlerle istikrarsız bir ülke haline gelmiştir. Bu çerçevede bölgesel güç adayı Türkiye ile Transkafkasya'nın iki hegemonundan biri olan Rusya Federasyonu'nun Gürcistan'ın içerisindeki sorun alanlarına yönelik belli politikaları olmaktadır. Türkiye'nin ve Rusya'nın Gürcistan'ın sorun alanlarına yönelik bakış açılarında önemli farklılıklar vardır ve bu farklılıklar işbirliği ve çatışma temelinde incelenebilir. ; Transcaucasus has become a target area to design hegemony of regional powers and extraterritorial powers in the time period after SSCB. Successor of SSCB, Russian Federation considers the region as Near Abroad and Russias main aim is to become Transcaucasian regional power. Global power USA also has become active in Transcaucasus beginning from the in early 2000s. The region is in a bipolar structure now. Turkey has both historical and geographical links with the region. Since it is close to the Middle Asia and Caspian energy resources, Transcaucasus has become one of the key geographies globally. In this context, Georgia has attracted interest of regions two main powers and the other powers with its geopolitical position. As a weak state with complex ethnic-social structure, Georgia has become an inconsistent country because of separatist movements. In this context there are some policies of Turkey as a regional power nominee and Russian Federation as one of the hegemon powers of Transcaucasus towards the problematic domains inside of Georgia. There are serious differences of Turkey and Russias point of views towards the Georgian problematic domains and this can be analysed in the basis of cooperation and conflict.
Birleşmiş Milletler Antlaşmasının kabulü ile birlikte devletlerin kuvvet kullanması ve kuvvet kullanma tehdidinde bulunması yasaklanmıştır. BM Antlaşması sadece bireysel ve müşterek meşru müdafaa durumlarında kuvvet kullanımına izin vermiştir. Bu çerçevede meşru müdafaa hakkı antlaşmanın 51. maddesinde düzenlenmiştir. Bu maddede yer alan silahlı saldırı ve doğal hak kavramlarının devletler tarafından geniş ve dar yorumlanması neticesinde meşru müdafaa hakkının içeriği de değişmiştir. Diğer yandan, savaşların biçim değiştirmesi ve bireye verilen önemin artması sonucu yeni düzenlemeler ortaya çıkmıştır. Bu düzenlemeler; önleyici meşru müdafaa, insani müdahale, koruma sorumluluğu ve devlet vatandaşlarının ülke dışında korunmasını içermektedir. Bu çalışma, meşru müdafaanın değişen içeriği sonucu ortaya çıkan bu düzenlemeleri incelemektedir. Her düzenlemenin içeriği ve örnekleri ele alınmaktadır. Ayrıca bu çalışma, Gürcistan- Rusya, Ukrayna- Rusya ve Filistin- İsrail olay incelemelerini meşru müdafaa çerçevesinde analiz etmektedir. Bunu yaparken, özellikle devletlerin müdahale gerekçeleri üzerinde durmakta, meşru olmayan durumları belirtmekte ve uluslararası toplumun tepkisini incelemektedir. Bu tez, uluslararası toplumun tepkisini ele alarak meşru olmayan durumların uluslararası topluma nasıl kabul ettirildiğini ortaya koymaktır. Ayrıca sonuç bölümündeki dört tablo tezin planını da ortaya koymaktadır. Her olay incelemesi müdahale gerekçeleri, meşru olmayan durumlar ve uluslararası toplumun tepkisi çerçevesinde analiz edilmektedir. ; With the acceptance of United Nations treaty, it is forbidden for states to use and threat to use of force. UN treaty allows the use of force only in case of individual and collective self defense. In this framework, the right of self defense is regulated in treaty's article number 51. In order not to result in any misinterpretation by states, the concepts of the right of self defense also subject to change. On the other hand, as a result of changing format of war and increased emphasis on the individual new regulations have emerged. These regulations include preventive self defense, humanitarian intervention, responsibility to protect and the protection of citizens abroad. This study examines the regulations emerging as a result of the changing content of self defense. Each regulation of content and examples are discussed. Furthermore, this study has analyzed Georgia- Russia, Ukraine- Russia and Palestine- Israel case studies in the framework of self defense. By analyzing the cases, the study focuses on the reasons for the intervention of the states, noting illegitimate situations are made to be accepted by international community by addressing the responses of them. In addition, the four charts in the conclusion part of the thesis shows the design of the research. Each case study is analyzed in the framework of reasons of intervention, illegitimate situations and the response of the international community.
Güney Kafkasya (Transkafkasya) bölgesi Sovyetler Birliği'nin dağılmasıyla birlikte sürekli sorunların yaşandığı bir bölge olmuştur. Kafkasya bölgesinde yer alan Gürcistan'ın coğrafi konumu, Azerbaycan'ın ekonomik potansiyeli, doğal zenginlikleri sebebiyle önem arz etmektedir. 1991'de Güney Osetya bölgesinde başlayan etnik çatışmalar 1993 yılında Rusya'nın arabulucuğuyla taraflar arasında bir ateşkese dönüşmüştür. Fakat ateşkes ile istenilen barış ortamı sağlanamamış ve çatışmalar son bulmamıştır. Gürcistan'ın anayasal düzeni sağlamak için 2008 yılında Güney Osetya'ya başlattığı operasyon Gürcistan ile Rusya arasında savaşa neden olmuştur. Bu savaş ile birlikte bir anlamda jeopolitik bir mücadele meydana gelmiştir. Sovyetler Birliği'nin dağılmasından sonra bu ülkeden ayrılan Türk Cumhuriyetleri'ne ilgisini arttıran Türkiye, Transkafkasya'yı ve Orta Asya'yı kapsayan geniş bir coğrafyaya açılım kapısı olarak değerlendirmiştir. Bu kapsamda Azerbaycan ile ilişkilerine önem vermiştir. Azerbaycan'dan gelen petrol ve doğalgaz rezervleri hem Türkiye'nin hem de AB'nin enerji ihtiyaçlarını karşılamada önemli rol oynamıştır. Rusya Federasyonu bölgede azalan etkinliğini yeniden elde etmeye çalışırken, Türkiye, Türk Cumhuriyetleri ve tarihsel bağları olan bölge devletleri ile ilişkilerini her alanda geliştirmeyi ve bu devletlerin RF'ye olan bağımlılıklarını ortadan kaldırmak istemektedir. Ayrıca Transkafkasya'ya bölgesel güçler dışında NATO, AB, ABD gibi küresel güçler de ilgi göstermiştir. ; The South Caucasus (Transcaucasia) region has become a region of constant problems with the dissolution of the Soviet Union. Geographical location of Georgia located in the Caucasus region is important due to Azerbaijan's economic potential and natural wealth. Ethnic conflicts in the South Ossetia region in 1991 turned into a ceasefire between the parties in 1993 with the mediation of Russia. However, the peace environment desired by the ceasefire could not be achieved and the conflicts did not end. The operation Georgia carried out in South Ossetia in 2008 to maintain constitutional order caused a war between Georgia and Russia. In a sense, a geopolitical struggle occurred with this war. After the Soviet Union collapsed leaving this country that increases the interest in the Turkish Republics and Turkey, Transcaucasia and Central Asia were evaluated as door openings, covering a wide geography. In this context, it attached importance to its relations with Azerbaijan. oil and natural gas reserves from Azerbaijan to Turkey have both played an important role in meeting the energy needs of the EU.Decreasing effectiveness of the Russian Federation recovering, Turkey, Turkish Republics and develop its own field of history of their relations with the state, which wants to remove their ties and dependence on RF these states. Moreover, besides regional powers, global powers such as NATO, EU, USA showed interest in Transcaucasia.
Kelkitli, Aslı Fatma (Arel Author) ; Russia appeared to be a country that did not eschew from resorting to hard power instruments suchas military intervention and economic sanctions in the post-Cold War period. Moscow fought a battleagainst Georgia over South Ossetia in August 2008. It also sent its military personnel to Crimea tocapture strategic points and to take control of the critical infrastructure in February 2014, shortlybefore the referendum which would decide whether the peninsula would merge with Russia. Russiaalso occasionally cut off natural gas supplies to Georgia and Ukraine in the middle of winter when thesetwo pro-Western states failed to pay their accumulated natural gas debt. Yet, Moscow starting from themid-2000s has been taking serious and systematic steps to strengthen and expand its soft power basein its immediate neighbourhood as well. These efforts speeded up in the wake of colour revolutionsin Georgia, Ukraine and Kyrgyzstan which resulted in the replacement of friendly governments thatpaid special attention to Russian concerns and sensitivities with new leaders and cadres that aimedto bring their countries closer to the West. This article will examine the Central Asian dimension ofRussia's soft power policy by borrowing the soft power concept of Joseph Nye. Nye defines soft poweras the capacity to have an impact on or shape the preferences of others by relying upon intangibleassets such as political values, international institutions and culture. So, the study will start with theanalysis of the extent of recognition of Russia's political values, especially its sovereign democracymodel which prioritizes the demands of the state over those of individuals, lays emphasis on theprinciples of independence, sovereignty and non-interference in internal affairs in the intercourse withother states and underlines the primacy of traditional and conservative values such as unity, solidarityand family over individualism, feminism and LGBT rights by the Central Asian political elites. Thearticle will then move on to explore the extent of Russia's success in exporting the main tenets of thesovereign democracy model to Central Asia by examining some of the agreements, declarations,decisions and practices of the international institutions such as the Commonwealth of IndependentStates, the Collective Security Treaty Organization and the Shanghai Cooperation Organization whichplay significant role in the region. The study will end with the assessment of the cultural aspect of theRussian soft power in Central Asia by investigating the prevalence of Russian language, Russian highereducation institutions, Russian media and Russian mass entertainment in the region.
Karadeniz, Sovyetler Birliği'nin dağılmasından sonra Ukrayna, Rusya Federasyonu, Gürcistan, Bulgaristan, Romanya ve Türkiye gibi devletleri çevreleyen bir deniz haline gelmiştir. Soğuk Savaş sonrası NATO genişlemesini sürdürmüş ve batıdan doğuya doğru Karadeniz'e kadar genişlemeye devam etmiştir. SSCB'nin dağılmasından sonra, onun devamı olan Rusya Federasyonu daha önce kontrolü altında tuttuğu birçok stratejik bölgeyi kaybetmiştir. Özellikle Bulgaristan ve Romanya'nın 2004 yılında NATO'ya katılımı ve NATO'nun gerek Gürcistan gerekse Ukrayna ile iyi ilişkiler kurmasıyla NATO'nun Karadeniz'de etkinliğinin artmıştır. Soğuk Savaş döneminde yalnızca SSCB ve Türkiye'ye kıyıları olan Karadeniz, bugün altı ülkeye kıyıları olan bir denizdir. NATO bölgedeki etkinliğini artırmak maksadıyla askeri üsler inşa etmeyi ve Rusya'yı sınırlamaya çalışmaktadır. Bu çalışmada Soğuk Savaş sonrasında varlığını devam ettiren NATO'nun ortaya koyduğu yeni stratejik konseptleri ve bu stratejilere Rusya Federasyonu'nun tepkileri incelenmiştir. Bu kapsamda Soğuk Savaş sonrası NATO'nun genişlemesi ve Rusya Federasyonu'nun buna tepkisi değerlendirilmiş ve Karadeniz bölgesinin jeopolitik ve stratejik önemine vurgu yapılarak; gerek Rusya Federasyonu gerekse NATO'nun Karadeniz üzerindeki bölgesel güvenlik politikaları değerlendirilmiştir. ; Black Sea, after the collapse of the Soviet Union, has become a sea surrounding states such as Ukraine, Russia, Georgia, Bulgaria, Romania and Turkey. After the Cold War, NATO has expanded and continued its expansion from west to east until the Black Sea. After the collapse of the USSR, Russian Federation, its successor, has lost many strategic areas which it kept under control before. In particular, the participation of Bulgaria and Romania in NATO in 2004 and NATO's establishment of good relations with both Ukraine and Georgia have increased NATO's impact in the Black Sea. The Black Sea which was a common sea between the USSR and Turkey during the Cold War period is currently shared by six countries. In order to enhance its position in the region, NATO tries to build military bases and limit Russia. In this study, the new strategic concepts put into effect by NATO which continues its existence after the Cold War and Russian response to these strategies are examined. In this context, NATO's enlargement after the Cold War and Russia's reaction to this development is evaluated and both Russian Federation and NATO's regional security policies regarding the Black Sea are discussed by emphasizing the geopolitical and strategic importance of the Black Sea region.
Bu çalışma da Farklı ülkelerdeki elit güreşçilerin sportif başarıda devamlılıklarının incelenmesi amaçlanmıştır. Bu araştırma da Altı Ülke; Türkiye, Rusya, Azerbaycan, Gürcistan, Amerika ve İran 2000 ile 2017 yılları arasın da yıldızlar, gençler ve büyükler kategorilerinde SR – GR stillerinde Kıta (Avrupa, Asya, Amerika), Dünya ve Olimpiyat Şampiyonalarında elde edilen başarılar ve bu başarıların devamlılıkları incelenmiştir. Toplam 364 şampiyona, 11456 madalya ve 2173 sporcu araştırmamıza konu olmuştur. Araştırmamızın evreni Dünya Güreş Birliği'ne United World Wrestling'e (UWW) üye olan ülkelerin tamamı olan 186 ülkedir. Araştırmanın örneklemi ise UWW' ye üye ülkeler içerisinde yer alan Türkiye, Rusya, Azerbaycan, Gürcistan, Amerika ve İran'dır. UWW Database' den veri çekilerek ve veriler frekans ve yüzde değerleri verilerek çözümlenmiştir. Araştırma sonuçlarına göre; Ülkelerin bu zaman zarfında toplam 0 (f=2173) sporcusundan, ,2'si (f=1591) sporda devamlılık sağlayamazken, ,8'i (f=582) sporda devamlılık sağlayabilmişlerdir. Ülkelerin devamlılığı olan ve devamlılığı olmayan sporcularına baktığımızda; Türkiye'nin toplam 0 (f=291) sporcusunun ,9'u (f=212) devamsız ve ,1'i (f=79) devamlı sporcudur. Rusya'nın toplamda 0 (f=556) sporcusunun ,9'u (f=422) devamsız ve ,1'i (f=134) devamlı sporcudur. Azerbaycan'ın toplam 0 (f=237) sporcusunun 'ü (f=173) devamsız ve 'si (f=64) devamlı sporcudur. Gürcistan'ın toplam 0 (f=233) sporcusunun ,4'ü (f=157) devamsız ve ,6 (f=76) devamlı sporcudur. ABD'nin toplam 0 (f=346) sporcusunun ,1'i (f=253) devamsız ve ,9'u (f=93) devamlı sporcudur. İran'ın toplam 0 (f=510) sporcusunun ,3'ü (f=374) devamsız ve ,7'si (f=136) devamlı sporculardan oluştuğu görülmektedir. Devamlılığı olan bir güreşçinin, güreş kariyeri boyunca +5 ile +15 arasında kilogram almasının başarısında olumlu etkisinin olduğu görülmüştür. Dünya ve Olimpiyat Şampiyonalarında toplam 0 (F=2514) madalya dağıtılmış, altı ülke bu madalyaların ,8'ini (f=1403), diğer ülkeler ise ,2'sini (f=1111) aldığı görülmüştür. Çalışmada ele alınan ülkelerin erkek nüfusu ve toplam madalya sayısı kıyaslandığında madalya başına düşen kişi sayısı Gürcistan 3 520, Azerbaycan 8 938, İran 41 563, Rusya 62 968, Türkiye 66 407 ve Amerika 256 526 kişi olduğu tespit edilmiştir. Kıta, Dünya ve Olimpiyat Şampiyonalarında 18 yıllık süreçte tüm şampiyona, kategori ve stiller dahilin de 1.Rusya 1058 madalya, 2.İran 980 madalya, 3.Amerika 631 madalya, 4.Türkiye 603 madalya, 5.Azerbaycan 559 madalya ve 6.Gürcistan 539 madalya almıştır. Stillere bakıldığında; Rusya, Azerbaycan, Gürcistan, ABD ve İran'ın serbest stilde (SR), grekoromen stile (GR) göre daha başarılı olduğu görülürken, Türkiye'nin ise grekoromen stilde (GR) daha başarılı olduğu tespit edilmiştir. Şampiyonalara bakıldığında; Kıta Şampiyonalarında en başarılı ülke İran, Dünya ve Olimpiyat Şampiyonalarında ise en başarılı ülkenin Rusya olduğu görülmektedir. Kategorilere bakıldığında; yıldızlar, gençler ve büyükler kategorilerinde en başarılı ülkenin Rusya olduğu tespit edilmiştir. ; This study aimed to examine the continuity of elite wrestlers in sport performance in different countries. In this research, six countries; Turkey, Russia, Azerbaijan, Georgia, USA and Iran between 2000 and 2017, the success achieved in FS – GR styles (continental Europe, Asia, Pan America), World and Olympic Championships and their continuity in the categories of cadet, junior and senior were examined. A total of 364 championships, 11456 medals and 2173 wrestlers have been the subject of our research. The sample of the study is Turkey, Russia, Azerbaijan, Georgia, USA and Iran, which are among the member countries of UWW. The data is analyzed by withdrawing data from UW database and by giving frequency and percentage values. According to the results of the research, a total of 0 (f=2173) athletes of six countries during this time, ,2 (f=1591) could not provide continuity, ,8 (f=582) were able to provide continuity in wrestling. Looking at the continuity of athletes in countries; Iran has total 0 (f=510) athletes ,7 (f=136) continuous, 73,3 (f=374) discontinuous, Russia has total 0 (f=556) athletes ,1 (f=134) continuous, ,9 (f=422) discontinuous, USA has total 0 (f=346) athletes ,9 (f=93) continuous, ,1 (f=253) discontinuous, Turkey has total 0 (f=291) athletes ,1 (f=79) continuous, ,9 (f=212) discontinuous, Georgia has total 0 (f=233) athletes ,6 (f=76) continuous, ,4 (f=157) discontinuous, Azerbaijan has total 0 (f=237) athletes (f=64) continuous, (f=173) discontinuous. It was observed that a continuing wrestler had a positive impact on the success of gaining between +5 and +15 kilograms during his wrestling career. In the world and Olympic championships, a total of 0 (f=2514) medals were distributed, six countries received ,8 (f=1403), while the other countries received ,2 (f=1111). In the study, it was found that the number of men and the total number of medals per medal was compared to the number of persons per medal in the countries studied, Georgia 3 520, Azerbaijan 8 938, Iran 41 563, Russia 62 968, Turkey 66 407 and America 256 526. In the 18-year period of the continent, the world and the Olympic championships, the entire championship, including the category and styles. 1stRussia 1058 Medal, 2ndIran 980 medals, 3rdAmerica 631 medal, 4thTurkey 603 medals, 5thAzerbaijan 559 medals and 6thGeorgia received 539 medals. Looking at Styles; Russia, Azerbaijan, Georgia, USA and Iran are more successful in the free-style (FS) than the greco-romen style (GR), while Turkey is more successful in the greco-romen style (GR). When we look at the championships, it is seen that Russia is the most successful country in the continental championships, Iran is the most successful country in the world and Olympics. Türkiye ve Rusya'nın 2000'li yıllardaki hedefi ortaktır; uluslararası sistemde güçlü bir ülke olmak. Bu nedenle Vladimir Putin ve Recep Tayyip Erdoğan, her seçim döneminde konuşmalarında istikrar ve güç kavramlarını kullanmışlardır. 2000'li yıllar, uluslararası siyasette önemli gelişmelerin yaşandığı bir dönemeç olmuştur; 11 Eylül saldırıları, Afganistan'a müdahale, Irak'a askeri operasyon, Gürcistan Krizi, Arap Baharı Olayları, Suriye İç Savaşı ve Ukrayna Krizleri gibi. Tüm bu gelişmelerde, Türkiye ve Rusya, siyasi açıdan bazen benzer, bazen ayrı politikalar izlemişlerdir. İki ülkenin farklı siyasal pozisyon aldıkları olaylarda, aralarındaki ekonomik ilişkilerin bu durumdan etkilenmediği görülmüştür. Bu çalışmanın amacı bu durumun nedenlerini ortaya koymaktır ; Turkey and Russia have the same aim on 2000's; being a more powerful state in the international system. Therefore, Vladimir Putin and Recep Tayyip Erdoğan used the notion of stability and power in their speeches in every election period. There were significant developments happened on 2000's such as September 11 attacks, Afghanistan intervention, Iraq military operation, Georgia Crisis, Arab Spring events, Syrian Civil War and Ukraine Crisis. In all these times, Turkey and Russia sometimes come closer on politically but they occasionally followed different policies. When they have different political positions on common events their economic relations did not effected from this. The aim of this study is to analyze the reasons of this situation.
Breaking down the natural gas export monopoly of Russia against to the European countries is one the very challenging issues of European authorities in the past thirty years. Despite the introduction of the Norwegian and Algerian gas to the European market in recent years, European countries are still in search of the alternative gas exporter countries to meet their increasing gas consumption. When the expectations of European countries were combined with the relative stabilization of political structure in both South Eastern European and Caucasian countries, the alternative Eurasian natural gas pipeline projects came to the European agenda gradually. In this study, it will be analyzed that both the economic and political situation of Azerbaijan, Georgia and Armenia in terms of their participation to the ongoing Eurasian natural gas projects that plans to deliver natural gas resources of the Caspian Basin to Europe. Within this context, after the brief introduction to explain what those Eurasian natural gas projects are, it will be given information, analyzed and discussed that the current positions of the Caucasian countries against these projects. It is important that the evaluation of the Eurasian Natural Gas Pipeline Projects in the case of the Caucasian countries makes the final step more reliable which will strengthen the economic integration and regional cooperation of Caucasian countries.
Bu tezin amacı, Soğuk Savaştan sonra Güney Kafkasya bölgesinde önemli birer aktör olan Türkiye ve İran'ın bölgedeki politikalarını incelemektir. Sovyetler Birliğinin ortadan kalkması ile birlikte bu bölgede Türkiye ve İran etkili politikalar izlemeye başlamıştır. Güney Kafkasya bölgesi etnik, dil, din açısından dünyanın en karmaşık bölgelerinden biridir. Ek olarak bölgenin coğrafi konumu, stratejik önemi ve zengin enerji kaynakları günümüz güç mücadelelerinin bu bölgede yaşanmasına neden olmuştur. Sovyetler Birliği'nin çöküşü ile bu coğrafya küresel siyasetinin odak noktası olmuş ve uzun yıllar sonra tekrar dış dünyaya açılmıştır. Hem Türkiye'nin hem de İran'ın bu coğrafya ile sınırı bulunmaktadır. Ayrıca her iki ülke de bu coğrafyada bulunan devletlerle kültürel, ekonomik ve siyasi bağlara sahiptir. Azerbaycan ile Türkiye'nin ortak kültürel bağa sahip olması, İran içerisinde Azeri nüfusu barındırması, Ermenistan'ın dezavantajlı coğrafi konumuna rağmen bölgede etkili olmak istemesi, Gürcistan'da süregelen iç karmaşalarının bölge devletlerini etkilemesi, Hazar'ın zengin enerji kaynakları; bu bölgede Türkiye ve İran'ın politikalarını şekillendiren sebeplerden bir kaçıdır. With the disappearance of the Soviet Union, Turkey and Iran has started to effective policies in this region. The South Caucasus region is one of the most complex regions in the world because of ethnicity, language and religion. In addition, the geographic location, strategic importance and rich energy resources of the region have led to today's power struggles in this region.With the collapse of the Soviet Union, this geography became the important point of global politics and it was reopened to the outside world. Turkey and Iran have border with this geography.Also, both countries have cultural, economic and political ties with the states in this geography.Azerbaijan and Turkey share a common cultural bonds,Iran have population of Azerbaijanis,Armenia's wish to become effective in the region despite the disadvantageous geographical location,Georgia have lots of chaosand this chaos influence the states in this region, the rich energy resources of the Caspian Sea; In this region, Turkey and Iran are just a few of the reasons that shape their policies.That's why the South Caucasus region, Turkey and has a great importance for the security and interests of Iran.
Avrupa Birliği'nin beşinci genişleme dalgasından sonra güvenlik, istikrar, refah ve komşu ülkelerle ilişkilerin geliştirilmesi sağlanması önemli politikalardan biri haline gelmiştir. Çünkü bu ülkelerin ekonomik durumları arasındaki farklılıklar ve organize suçlarla mücadele Avrupa Birliği ile komşu ülkeler arasında yeni politikalar oluşturulmasına yol açmıştır. 2004 yılında başlatılan Avrupa Komşuluk Politikası 16 ülkeyi kapsamaktadır. Bu ülkeler: İsrail, Ürdün, Moldova, Fas, Filistin, Tunus, Ukrayna, Ermenistan, Azerbaycan, Mısır, Gürcistan, Lübnan, Cezayir, Suriye, Libya ve Beyaz Rusya'dır. Avrupa Komşuluk Politikasının asıl amacı Avrupa Birliği ülkeleri ile komşuları arasındaki ilişkileri düzenlemektedir. Bu çalışmada, Avrupa Komşuluk Politikası'nın ekonomik etkileri 2005 ile 2012 yılları arası esas alınarak incelenmiştir. Elde edilen sonuçlar, Avrupa Komşuluk Politikası kapsamındaki ülkelerin ekonomik durumları ve hayat standartlarında bu dönemde bir iyileşme olduğunu göstermektedir. ; After the fifth enlargement of the European Union, it became one of the important policies to provide security, stability, prosperity, and develop relationship between neighborhood countries. The differences at the economic situation and struggling with organized crime between European Union and neighbor countries lead to be created new policies. European Neighborhood Policy was launched in 2004, and consists of 16 countries. These countries are: Israel, Jordan, Moldova, Morocco, the Palestinian Authority, Tunisia, Ukraine, Armenia, Azerbaijan, Egypt, Georgia, Lebanon, Algeria, Syria, Libya and Belarus. The main aim of the European Neighborhood Policy is to arrange the relationship between the European Union countries with their neighbors. This study examines the economic effects of the European Neighborhood Policy on relevant countries in terms of Human Development Index, export and import growth rates between 2005 and 2012. The results show that economic situation and life standards of relevant countries have been improved in this period.
