Transkafkasya bölgesi Sovyet sonrası dönemde bölge güçlerinin ve bölge dışı güçlerin hâkimiyet kurma hedefleri içerisinde yer almıştır. SSCB'nin ardılı Rusya Federasyonu, bölgeyi Yakın Çevresi olarak görmektedir ve Rusya'nın temel amacı Transkafkasya'nın bölgesel gücü olmaktır. Küresel güç ABD de, 2000'li yılların başlarından itibaren Transkafkasya'da etkin olmaya başlamıştır. Bölge bugün çift kutuplu bir yapıdadır. Türkiye'nin ise bölgeyle hem tarihi hem de coğrafi açılardan bağları vardır. Orta Asya ve Hazar Denizi enerji kaynaklarına yakın olması sebebiyle Transkafkasya, global açıdan kilit coğrafyalardan biri haline gelmiştir. Gürcistan da bu bağlamda sahip olduğu jeopolitik konum itibariyle bölgenin iki temel gücünün ve diğer güçlerin ilgisini çekmiştir. Karmaşık etnik-sosyal yapıya sahip, zayıf bir devlet olan Gürcistan ayrılıkçı hareketlerle istikrarsız bir ülke haline gelmiştir. Bu çerçevede bölgesel güç adayı Türkiye ile Transkafkasya'nın iki hegemonundan biri olan Rusya Federasyonu'nun Gürcistan'ın içerisindeki sorun alanlarına yönelik belli politikaları olmaktadır. Türkiye'nin ve Rusya'nın Gürcistan'ın sorun alanlarına yönelik bakış açılarında önemli farklılıklar vardır ve bu farklılıklar işbirliği ve çatışma temelinde incelenebilir. ; Transcaucasus has become a target area to design hegemony of regional powers and extraterritorial powers in the time period after SSCB. Successor of SSCB, Russian Federation considers the region as Near Abroad and Russias main aim is to become Transcaucasian regional power. Global power USA also has become active in Transcaucasus beginning from the in early 2000s. The region is in a bipolar structure now. Turkey has both historical and geographical links with the region. Since it is close to the Middle Asia and Caspian energy resources, Transcaucasus has become one of the key geographies globally. In this context, Georgia has attracted interest of regions two main powers and the other powers with its geopolitical position. As a weak state with complex ethnic-social structure, Georgia has become an inconsistent country because of separatist movements. In this context there are some policies of Turkey as a regional power nominee and Russian Federation as one of the hegemon powers of Transcaucasus towards the problematic domains inside of Georgia. There are serious differences of Turkey and Russias point of views towards the Georgian problematic domains and this can be analysed in the basis of cooperation and conflict.

Bu tez postmodern siyasi söylemler çerçevesinde Gürcistan'ın Rusya ile olan ilişkilerini ele almaktadır. Çalışmada postmodern/post-yapısalcı görüşe bağlı kalınmıştır. Bu yaklaşım içerisinde tez konusuna en uygun görülen metodolojik çerçeve ise Michel Foucault'nun sorunsallaştırma, nesneleştirme ve özneleştirme perspektifidir. Bu yöntem esas alınarak Gürcistan'ın iç ve dış politik durumu incelenmiştir. İlk olarak Gürcistan'ın iç ve dış politikası sorunsallaştırılmış ve Gürcistan'ın iç siyasetinde uyguladığı nesneleştirme pratiklerinin dış siyasetine nasıl yön verdiği ele alınmıştır. Bunun yanı sıra Gürcistan'ın farklı iki bilgi/iktidar ekseninde bir bilgi nesnesi haline dönüştüğüne de değinilmiş, bu durumun özneleşme süreçleri üzerinde yarattığı etki tartışılmıştır. Sonuç olarak Gürcistan-Rusya ilişkileri sorunsallaştırılmış, daha sonra nesneleştirme ve özneleştirme pratikleri üzerinden analiz edilmiştir. ; This thesis deals with the relations between Georgia and Russia within the framework of postmodern political discourses after the period of 1990. The postmodern approach was adhered to in the study. In this approach the most appropriate methodological framework for the thesis is; Michel Foucault's perspective of problematization, objectification and subjectivity. Based on this methodology, the internal and external political situation of Georgia has been examined. Fists of all, the internal and external political situation of Georgia have been problematized and then how objectification practices in Georgia's internal politics directed foreign policy have been discussed. Besides, it has been mentioned that Georgia has become an information object on two different axes of knowlege/power and the effect of this situation on the process of subjectivity has been argued. As a result, the relations between Georgia and Russia were problematized and then analyzed through objectification and subjectification practices.

The Caucasus became an interesting example to monitor Turkish foreign policy implementations with mottos such as 'zero problems with neighbors' 'problem-solving country' and 'rhythmic diplomacy.' Turkey's policies and reactions to developments taking place in the Caucasus will help us to analyze and understand foreign policy objectives policy-making processes and the overall course of Turkish foreign policy. This study makes a comprehensive assessment of Turkey's foreign policy in the Caucasus before and after August 2008.

8 Ağustos 2008 tarihinde başlayan beş günlük Rus-Gürcü çatışması, Kafkasya politikası için bir dönüm noktası olmuştur. Kafkasya'da dengelerin değişerek yeni bir jeopolitik durumun ortaya çıkardığı yeni konjonktür, bölge ülkelerinin ve bölgeye yönelik çıkarları olan aktörlerin politikalarını yeniden gözden geçirmelerine neden olmuştur. Bu çerçevede Türkiye, Kafkasya politikasını yeniden yapılandırma içerisine girmiştir. Bu anlamda Kafkasya İstikrar ve İşbirliği Platformu önerisini beklenmedik bir hızla ortaya atan ve Ermenistan ile Ağustos 2007 tarihinde başlatılan normalleşme sürecine çatışma sonrası ivme kazandıran Türkiye, Kafkasya politikasında proaktif ve ön alıcı açılımlarda bulunmuştur. Ancak, Türkiye'nin bu yeni açılımlarından özellikle normalleşme açılımı, Türkiye-Azerbaycan ilişkilerinde tansiyonun yükselmesini de beraberinde getirmiştir. Bu araştırmada Türkiye-Azerbaycan ilişkilerinin daha çok söylem düzeyinde kaldığı ve beklenen stratejik düzeye çıkarılamadığı ileri sürülmektedir. Ayrıca, ilişkilerde sadece enerji alanında somut işbirliği gerçekleştirilmiş, ancak bu siyasal alana yansıtılamamıştır. Buna karşın Davutoğlu döneminde Türkiye, Kafkasya politikasını yeniden dizayn etmeye başlamış ve bununla Azerbaycan ilişkilerinin de stratejik ortaklık boyuta geçilmesi hedeflenmiştir. ; Started on August 8, 2008, the five-day Russian-Georgian conflict has become a turning point for Caucasian politics. A new emerging geopolitical balance in the Caucasus changed the situation, provided for a new conjuncture and caused the regional actors to change their policies. Under these circumstances, Turkey has started to re-structure her Caucasian policy as well. In this framework, Turkey, one of the most important actors of the region, swiftly initiated the Caucasus Cooperation and Stability Platform and normalization process in terms of relations with Armenia in the Caucasus. Turkey's new proactive Caucasian policy and particularly normalization process with Armenia have caused tension over TurkishAzerbaijani relations." In this study, it is proposed that Turkey-Azerbaijan relations have remained at the level of discourse dimension instead of expected strategic level. Furthermore, in the bilateral relations, concrete cooperation materialized only in energy field, but it could not widen into the political sphere. However, Turkey has begun to redesign its Caucasus policy in the era of Davutoglu and in this context; it has been aimed to raise relations between Azerbaijan and Turkey to the strategic dimension.
