The German coalition government by the Social Democrats and the Greens is preparing to introduce a second crucial reform concerning the immigrant population. After the 1999 reform of the nationality law, Germany is taking another step towards modelling a comprehensive and long expected organised immigration policy, concluding for the first time officially that Germany is not only a country of immigration, but to state that further immigration is needed. Yet, while citizenship politics in Germany is departing from old ethnic conceptions with the possibility for immigrant children to acquire citizenship by birth and a reduction of the requirements for naturalisation, policies for (labour) migration still remain in an attitude known from the past: immigrants are only "wanted" if they fit to the structural needs of the labour market and the economy. Thus, the planned immigration law is in danger to repeat the failure of former guest-worker policies when treating immigrants just as workers. German immigration policy seems to remain a purely selective mechanism in the global contest for the best qualified labour migrants ; El gobierno de coalición alemán de los socialdemócratas y los verdes se está preparando para introducir una segunda reforma crucial sobre la población inmigrante. Después de la reforma de la ley de nacionalidad de 1999, Alemania está dando un paso más hacia el modelado, largamente esperado, de una política de inmigración organizada e integral, concluyendo de esta manera, por primera vez oficialmente, que Alemania no es solo un país de inmigración, sino que además se afirma que se necesita más inmigración. Sin embargo, mientras que la política de ciudadanía en Alemania se aleja de viejas concepciones étnicas, con la posibilidad de que los niños inmigrantes adquieran la ciudadanía por nacimiento y una reducción de los requisitos de adaptación, las políticas laborales de emigración aún permanecen en una actitud conocida del pasado, ya que los inmigrantes solo son "requeridos", si se ajustan a las necesidades estructurales del mercado laboral y de la economía. Por lo tanto, la ley de inmigración planeada está en peligro de repetir el fracaso de las antiguas políticas de trabajadores extranjeros al tratar a los inmigrantes solamente como trabajadores. La política de inmigración alemana parece seguir siendo un mecanismo puramente selectivo en la competencia mundial para los trabajadores inmigrantes mejor cualificados.

Several studies have examined how local governments respond to the implications of shrinkage. This article add to this knowledge by focusing on local governmental communication in processes of demographic decline. Hypothetically, local governments can contribute to a greater understanding of the causes and consequences of demographic decline, to greater legitimacy for the political decisions made in response, and to a vivid discussion of what the future could look like in shrinking community. Our results, drawn from a study in Sweden and in Germany, however suggest that local governmental communication is an expertocratic practice used to avoid conflict about future developments.

El presente libro contiene el texto de la Ley de partidos políticos de Alemania traducida al español. Con esta traducción el autor contribuye en primer lugar de manera importante al conocimiento y difusión de una de las leyes más importantes del sistema político alemán, al amparo de la cual los partidos políticos alemanes pueden mostrar una notable estabilidad. ¿Qué experiencia puede sacarse de sus disposiciones? ¿Qué puede ser útil a partir de la lectura de dicho texto para promover la estabilidad de los partidos políticos en España y Latinoamérica? ¿Cómo se forman los partidos políticos en Alemania? ¿Cómo se financian? ¿Cuál es su estructura? Zum einen trägt der Autor mit der Übersetzung zur Kenntnis und Verbreitung eines der wichtigsten Gesetze des deutschen politischen Systems bei, auf dessen Basis die deutschen politischen Parteien Stabilität zeigen können. Welche Erfahrungen kann man aus den Artikeln des deutschen Parteiengesetzes gewinnen? Felix Arias-Schreiber B., LL.M., wurde 1964 in Lima/Peru geboren. Nach Abschluss des Jurastudiums an der Päpstlichen Katholischen Universität von Peru arbeitete er viele Jahre als Berater beim Kongress der Republik von Peru und nahm an unterschiedlichen Studien zum Rechtsvergleich als Berater internationaler Organisationen teil. 2002 erhielt er den Abschluss Magister Llegum an der Freien Universität Berlin, 2011 folgte der Abschluss als Magister Artium in den Fächern Lateinische Philologie, Alte Geschichte und Soziologie an derselben Universität. Seine Schwerpunkte sind Rechtssoziologie, Rechtsvergleich und Rechtsgeschichte. Darüber hinaus ist er als Gymnasiallehrer für Latein und Spanisch tätig.

EL Sr. Embajador de Alemania hizo una reseña de la Unificación Alemana, marcando la oportunidad histórica de la misma, haciendo una crítica a los sectores flexibles para con los regímenes comunistas de Alemania del Este, Europa Meridional y del Este, los que, aún siendo minoritarios tenían influencia política, y señalando que el objetivo prioritario de la Política Exterior Alemana durante 40 años -La Unidad Nacional-, se cumplió en unos meses durante 1990. También destacó los compromisos asumidos por Alemania al momento de la Unificación: compromisos políticos, sociales y económicos que hoy pesan fuertemente sobre lo que fuera Alemania Occidental: Un endeudamiento interno agravado en un 15% para 1995 respecto de 1990; una productividad de Alemania Oriental de un 30% respecto de la de Alemania Occidental y una gran desocupación y reconstrucción de la economía que pesan sobre el Sector Occidental de Alemania. Por otra parte, Alemania puja por un futuro Orden Mundial delineado por lo que se denominaría la Pax Democrática Internacional, donde el afianzamiento de la Paz sólo le cabría a las Democracias- las reales democracias ya que ellas en razón de sus estructuras internas, están prácticamente imposibilitadas de agredir. En lo que a la seguridad Internacional para Alemania se refiere, el Sr. Embajador destacó que la OTAN, la Conferencia de Seguridad y Cooperación Europea y la Comunidad Europea son estructuras irrenunciables, deteniéndose en cada estructura a fin de señalar los objetivos de Alemania en cada una. Finalmente, una Alemania en Naciones unidas, (en un futuro miembro del Consejo de Seguridad), parte integrante de una Europa fuertemente regionalizada, con una ya importante tradición Democrática y Económica, aunada a la continuidad de una Política Exterior equilibrada, moderada y cooperativa, alejan el fantasma de una Alemania "demasiado fuerte", acorde con lo expuesto por el máximo representante de Alemania en nuestro país. ; The German Ambassador reviewed the unification of Germany. He outlined its historical oportunity, and criticized some groups that had been too ductile towards East Germany, Meridional and Eastern Europe Communists Regimes. Those groups -though being a minority exerted an important political influence. He also remarked that national unification, which had been an essential objective of German foreign policy for 40 years, was achieved in a few months during 1990. The Embassador also pointed out the social, political and economic obligations wich were assumed by West Germany when the unification took place. West Germany will have in 1995 an internal debt 15% higher than in 1990. The productivity of East Germany compared to West Germany is only 30%. In addition to great unemployement there is the problem of the complete restructuring of the East German economic structure. On the other hand, Germany is moving towars a future World Order based on an "International Democratic Pax", peace would be garanteed by democracies -real democracies- due to their internal structures are practically uncapable of acts of aggression. Regarding the German international security, he underlined the importance of OTAN, OCDE and EC for his country and pointed out the interests of Germany in each organism. Finally, he stated that unified Germany in the United Nations (a future member of the Security Council); part of a regionalized Europe, with an impor-tant Democratic and Economical tradition and whith a moderate, balanced and cooperative foreing policy, moves away, the ghost of a "Germany too strong". ; Instituto de Relaciones Internacionales (IRI)

Kamu personeli yönetimi, devletin üstlendiği görevleri yerine getirecek olan personele ait düzenlemelerin, ilkelerin, teknik ve uygulamaların bir bütünüdür. Küreselleşen dünyada artan rekabet pazarı ve teknolojik gelişmele, işgücünü ve işi değiştirip geliştirmektedir. Bu yüzden insana gerekli önemin verilmesi örgütlerde farklı yönetim anlayışlarını meydana getirmektedir. Böylece kamuda personel istihdamı yapılırken tüm bu gelişmeler göz önüne alınmaktadır. Kamuda personel seçilirken yapılması gereken hazırlıklar ile seçilecek olan personellerin uygunlukları test edilebilir. Günümüzde artık kamu personelleri seçilirken eğitim, öğretim hayatı, devlet memurluklarında kurumlar içinde gerçekleştirilen sınavlar ve sözlü mülakatlar dikkate alınmaktadır. Zira bir kamu görevlisinin görevine ne kadar bağlı olacağı bu mülakatlar sonucunda tartılıp gerekli kararlar verilir. Tüm bu sistemler tüm gelişmiş ülkelerde olduğu gibi ülkemizde de işlemektedir. Biz de çalışmamızda tüm bu konuları kapsayan kamuda insan kaynakları kavramını ve bu kavramlar üzerine var olan reformları, Almanya ve Türkiye bağlamında ülkemizdeki sistemler açısından ele alarak inceleyeceğiz. ; Civil Servant Management is a set of applications, techniques, principles and regulations aimed at the personnel who will carry out the tasks undertaken by the government. Growing competition and technological developments in a globalizing world change and develop labour and professions. For that reason, placing a particular importance on the people brings forth the different understandings of management in organizations. Accordingly, all of these developments should be taken into consideration during public employment processes. The suitability of the personnel to be elected can be tested through the preparations required for public employment. Today, when electing a person for public services, training, educational background, civil service examinations and personal interviews are taken into account. Because, how much a civil servant would be obedient and dutiful is weighed and decided as a result of these interviews. All of these systems are operating in our country as well as in all developed countries. The provision of human resources for the people who will be civil servants and the election of civil servants are comprised of a series of tests including written and oral exams. Within the context of Germany and Turkey, we also will examine the concept of human resources in the public sector covering all of these issues and the reforms associated with these concepts in terms of the systems available in our country.

In the article I present a reflection around the radical democratic project proposed by Chantal Mouffe & Ernesto Laclau. Specifically, I examine the application of the project in the context of the 'new social movements' & especially, of feminist movement. I state the need of drawing attention to universalism & essentialism as the main obstacles to generate a collective proposal without margins. Nevertheless, doubts remind about the possibility of building up a feminism tailored by the radical democratic project, in a stage in which the political action of such a movement is characterized by categories that are closed & crystallized.

In both Germany and Italy before WWI, populations labelled as Gypsies foundthemselves in a "state of exception" which aimed at their elimination from thenation-state by targeting them with policies emanating from the executive. Bothstates adhered to the liberal idea of equality before the law, but used theflexibility provided by executive authority to pressure Gypsies to leave the state. After WWI, both Germany and Italy were forced to retain "Gypsies" inside thestate as a result of changing geopolitical circumstances. However, in fascist Italybefore WWII, executive authorities continued to operate in a "state ofexception" and ceased adhering to the rule of law, interning Gypsies inconcentration camps and seeking to eliminate them through forced assimilation.In Weimar Germany, legislative policies sought to eliminate Gypsies throughbringing them inside of the law. The contradiction between increasinglyracialized notion of Gypsy inassimilability and forced assimilation's inevitablefailures certainly laid the groundwork for extreme measures in both placesduring WWII.

Las controversias y debates sobre ambas esferas y la pertinencia de un equilibro entre la ética y la política para la salud de la vida pública, no están aún resueltas. Esto nos lleva a examinar la posibilidad de establecer criterios éticos para la práctica política. Principios como el de receptibilidad, de publicidad y de transparencia en la gestión pública, la primacía del interés general frente al particular (o de partido político), y el principio de responsabilidad, no agotan las posibilidades en esta discusión; no obstante, representan algunos de los presupuestos que la ciudadanía y otros sectores sociales están exigiendo en nuestros días para regenerar la política y las instituciones democráticas ; This article aims to reflect on the ethics and politics as two notions related inevitably and subjected to a constant voltage, without interruption, in the history of philosophy. Controversies and debates on both spheres and relevance of a balance between ethics and politics for a healthily public life, are not yet resolved. Principles like receptivity, publicity and transparency in governance, the primacy of the general interest against an individual interest (or political party interest), and the principle of responsibility do not exhaust the possibilities in this discussion, however, represent some assumptions that the citizenship and others social sectors are demanding these days to regenerate the political and democratic institutions
