Agustí Nieto-Galan, professor i catedràtic d'Història de la Ciència de la Universitat Autònoma de Barcelona (UAB), ha publicat el llibre "The Politics of Chemistry. Science and Power in Twentieth-Century Spain". Aquesta obra analitza el paper polític dels químics a l'Espanya del segle XX, i la seva col·laboració en projectes acadèmics, militars i industrials. La política tradicionalment ha mirat l'exercici de la democràcia, com a mínim, amb dos supòsits implícits: (1) les institucions són el canal normal de la política i (2) la votació és el canal normal de la política per prendre decisions. Per descomptat, la realitat és més complexa, però totes les extensions d'aquest model al voltant de la votació es basen en les institucions com a l'eix central entorn al qual gira la política. En aquest treball volem qüestionar aquesta manera d'entendre la política com una acció proactiva i conscient, i proposar en el seu lloc una forma reactiva i inconscient de fer política, basada en petites contribucions. En el nostre enfocament teòric s'argumenta que les pràctiques de mitjans socials són "política informal", i que els qui han de prendre les decisions polítiques les poden convertir en política real. Si són capaços d'escoltar. Si són capaços de pensar en la política fora de les institucions i en temps real. ; Politics has traditionally looked at the exercise of democracy with at least two implicit assumptions: (1) that the institutions are the normal channel of politics and (2) that voting is the normal channel for making decisions in politics. Of course, the reality is more complex, but it is nonetheless true that the extensions of that model around voting are based on the institutions as the core around which politics revolves. In this paper we challenge the view of politics as a conscious proactiveaction, and propose instead a reactive and unconscious way of doing politics, based on small contributions. From this theoretical approach we argue that social media practices are 'informal politics' and that those who have to make political decisions can turn them into real politics if they are capable of listening and if they are capable of thinking about politics outside of the institutions and in real time. ; La política tradicionalmente ha mirado el ejercicio de la democracia con al menos dos supuestos implícitos: (1) las instituciones son el canal normal de la política y (2) la votación es el canal normal de la política para tomar decisiones. Por supuesto, la realidad es más compleja, pero todas las extensiones de ese modelo alrededor de la votación se basan en las instituciones como el eje central en torno al cual gira la política. En este trabajo queremos cuestionar esta forma de entender la política como una acción proactiva y consciente, y proponer en su lugar una manera reactiva e inconsciente de hacer política, basada en pequeñas contribuciones. En nuestro enfoque teórico se argumenta que las prácticas de medios sociales son "política informal", y que quienes tienen que tomar decisiones políticas pueden convertirlas en política real. En les societats democràtiques, els mitjans de comunicació han estat definits com el "quart poder" per la seva influència social i per la seva funció de contrapès davant dels possibles abusos de la resta de poders. En aquest sentit, els mitjans són concebuts com un instrument que vigoritza la salut democràtica d'un país. Aquest treball realitzat a la UAB ha estudiat críticament com els polítics utilitzen els mitjans de comunicació en el seu favor, una pràctica que, heretada de la dictadura, es manté, segons l'estudi, en el cas espanyol, qüestionant així la legitimitat i funció de servei públic que s'espera dels mitjans de comunicació. ; En las sociedades democráticas, los medios de comunicación han sido definidos como el "cuarto poder" por su influencia social y por su función de contrapeso frente a los posibles abusos del resto de poderes. En este sentido, los medios son concebidos como un instrumento que vigoriza la salud democrática de un país. Este trabajo realizado en la UAB ha estudiado críticamente cómo los políticos utilizan los medios en su favor, una práctica que, heredada de la dictadura, se mantiene, según el estudio, en el caso español, cuestionando así la legitimidad y función de servicio público que se espera de los medios de comunicación. ; In democratic societies, mass media have been defined as the "fourth power" because of their social influence and their function as a counterbalance to possible abuses by the other powers. In this sense, the media are seen as a tool for invigorating the democratic health of a country. This UAB study has analysed critically how politicians use the mass media to their own ends, according to this study, a continuing practice in Spain that goes back to the dictatorship, and which raises doubts about the legitimacy of the mass media and their function as a public service.

زمینه و هدف: کمبود مواد غذایی، تغییرات اقلیمی و دیگر عوامل سبب شده تا تولید گیاهان تغییر شکلیافته ژنتیکی (محصولات تراریخته) از دهه 90 میلادی مورد توجه قرار گیرد. تولید این گیاهان همانگونه که موجب امیدواری در رفع گرسنگی بود، به دلیل تأثیر احتمالی بر محیط زیست موج نگرانی را نیز برانگیخت. هدف از این تحقیق، بررسی تعهدات زیستمحیطی دولتها در حوزه محصولات تراریخته در پرتو اصول حقوق بینالملل محیط زیست، اتحادیه اروپا و ایران است. مواد و روشها: نوشتار حاضر به شیوه توصیفی ـ تحلیلی ابتدا اصول پیشگفته حاکم در حقوق بینالملل محیط زیست را بررسی میکند تا دریابد تعهدات زیستمحیطی دولتها درباره محصولات تراریخته از نظر اصول حقوق بینالملل چگونه است و سپس رویکرد اختصاصی اتحادیه اروپا را بررسی و تطبیق داده و بالاخره گذرا این وضعیت را در ایران مرور میکند. یافتهها: اتحادیه اروپا برخلاف ایالات متحده دیدگاهی احتیاطآمیز توأم با سختگیری در حمایت از مصرفکننده و محیط زیست پیش گرفته که ریشه در اصول کلی حقوق بینالملل محیط زیست دارد. اصولی مانند توسعه پایدار، اقدام احتیاطی، ارزیابی و اطلاعرسانی که به جمع رعایت مصالح دولتها در دستیابی به توسعه و پیشرفت و حفظ محیط زیست میانجامد، در حالی که در ایران از سویی قوانین حمایتی از محیط زیست به صورت کارآمد تصویب نشده است و یا اینکه در برخی موارد محیط زیست و حمایت از آن مغفول مانده است. ملاحظات اخلاقی: در تمام مراحل نگارش پژوهش حاضر، ضمن رعایت اصالت متون، صداقت و امانتداری، رعایت شده است. نتیجهگیری: نتایج این جستار نشان میدهد که دولتها در خصوص محصولات تراریخته متعهد به رعایت اصول کلی یا عرفی توسعه پایدار، اقدام احتیاطی، ارزیابی و اطلاعرسانی بوده و رعایت اصول مزبور بهترین راهکار جهت صیانت از حقوق مصرفکننده و حمایت از محیط زیست است. ; Background and Aim: Food scarcity, climate change and other factors have led to the production of genetically modified crops (transgenic crops) since the 1990s. The production of these plants, as they had hoped to eliminate hunger, also raised concerns about the potential impact on the environment. The purpose of this study is to examine the Governments' Environmental Obligations on Genetically Modified Organism (GMO) in the light of the International Environmetal Law, European Union and Iran. Materials and Methods: The present paper is descriptive-analytical paper and firstly examines the aforementioned principles of international environmental law in order to understand what is the environmental commitment and obligation of governments in the process of cultivation and supply for transgenic products from the perspective of international law. Then, it examines and applies the EU-specific approach and finally reviews this situation in Iran. Findings: The European Union, unlike United States, has taken a cautious approach to consumer and environmental protection. This approach is rooted in the general principles of international environmental law. Principles such as sustainable development, precautionary principle and the principle of notification that bring together the interests of governments in achieving development, improvement and environmental protection, while in Iran,It has not been enacted environmental laws effectively on the GMO or in some cases the environment and its protection have been neglected. Ethical Considerations: In order to organize this research, while observing the authenticity of the texts, honesty and fidelity have been observed. Conclusion: The results show that governments are committed to adhering to the general or customary principles of sustainable development, precautionary principle and the principle of notification in the process of cultivating and supplying for Genetically Modified Organism (GMO), and adhering to these principles is the best way to safeguard consumer rights. Once considered a marginal or even irrelevant issue, in recent years, the environment has come to occupy an increasingly important place on the political, social and economic agenda. Environmental conflicts are often due to conflicting political and economic interests and can have major social repercussions. Until recently, little economic value was attached to drinking water; the same was true of arable land, energy generation and most natural resources. Pollution was regarded as a minor problem. Today, the economic and social value and costs of the environment are seen as incalculable and growing. Soil, food, water and air pollution have led to a significant increase in disease, and the cost of the ensuing environmental clean–up can be exponential. El ensayo examina tres aspectos de la decapitación de Luis XVI para demostrar como ésta simbolizó una transformación del principio de legitimidad política, a la vez que impactó en el desarrollo de las concepciones modernas de justicia formal y justicia sustantiva. La decapitación es considerada una metáfora de la transferencia de soberanía del rey a la ciudadanía, y es analizada poniendo énfasis en los discursos convencionales de Saint Just y Condorcet, y sus distintas concepciones de legalidad y legitimidad. Estas dos líneas de pensamiento son posteriormente analizadas como el fundamento de dos de las tendencias surgidas de la Revolución Francesa: los derechos humanos y el totalitarismo en sus versiones modernas. ; Th is essay examines three aspects of the beheading of king Louis XVI to show how it symbolized the transformation of the legitimacy principle of the body politic, and the development of modern formal and substantive justice. Th e beheading is seen as a metaphor of the transference of sovereignty from the king to the people. Louis Capet's is analyzed focusing on the speeches of Saint Just and Condorcet, and their opposing conceptions of legality and legitimacy. Th ese two threads are considered as fundamentals of two of the trends developed as part of the legacy of the French Revolution: the modern approach to human rights and totalitarianism.

En este número se recogen tres ponencias presentadas en el X Congreso Internacional Internet, Derecho y Política (IDP 2014), organizado por los Estudios de Derecho y Ciencia Política de la UOC, que tuvo lugar en Barcelona los días 3 y 4 de julio de 2014.A lo largo de estos diez años de vida, este congreso se ha convertido en un foro académico internacional de referencia en materia de la incidencia de las tecnologías de la información y la comunicación en el ámbito del derecho y de la ciencia política. En concreto, se han abordado temas como la libertad de expresión en la red, los retos de la propiedad intelectual en internet, la protección de la privacidad en las redes digitales, el derecho al olvido, el comercio electrónico y la protección de los consumidores, la ciberdelincuencia, la administración pública electrónica, y la utilización de las nuevas tecnologías en el ámbito de la política y la participación ciudadana. ; En aquest número es recullen tres ponències que es van presentar al X Congrés Internacional Internet, Dret i Política (IDP 2014), organitzat pels Estudis de Dret i Ciència Política de la UOC, que va tenir lloc a Barcelona els dies 3 i 4 de juliol de 2014.Al llarg d'aquests deu anys de vida, aquest congrés s'ha convertit en un fòrum acadèmic internacional de referència en matèria de la incidència de les tecnologies de la informació i la comunicació en l'àmbit del dret i de la ciència política. Concretament, s'han abordat temes com ara la llibertat d'expressió a la xarxa, els reptes de la propietat intel·lectual a internet, la protecció de la privadesa a les xarxes digitals, el dret a l'oblit, el comerç electrònic i la protecció dels consumidors, la ciberdelinqüència, l'administració pública electrònica, i la utilització de les noves tecnologies en l'àmbit de la política i la participació ciutadana. ; This issue includes three conference papers presented at the Tenth International Conference on Internet, Law & Politics (IDP 2014) that took place in Barcelona on 3 and 4 July 2014 and was organised by the UOC's Law and Political Science Department.In its ten-year history, this conference has become a leading international academic forum on the impact of the information and communications technologies on the fields of law and political science. Topics addressed over the years have included the freedom of expression on the Internet, intellectual property challenges posed by the Internet, privacy protection in digital networks, the right to be forgotten, e-commerce and consumer protection, cybercrime, e-government, and the use of new technologies in politics and citizen participation.
The impact of digitalisation and of the internet affects not only society and the economy. Politics, too, is beginning to be transformed. Alongside many other initiatives, the Brazilian Digital Culture Forum, held in Brazil in 2009, provides an example of how democracy can benefit from innovation. By means of a digital social network, the public continually interacts, proposing and reviewing public policies. This is not the only example: our country is experiencing a proliferation of the use of the net for social and cultural ends. The changes are profound, but the intellectual and macro-political worlds have not yet realised their potential. ; El impacto de la digitalización y de Internet no afecta únicamente a la sociedad y la economía, sino que la política empieza a sufrir una transformación. Junto a muchas otras iniciativas, el Foro de la Cultura Digital Brasileña, celebrado en Brasil durante el año 2009, es un ejemplo de cómo la democracia puede beneficiarse de la innovación. Por medio de una red social digital, los ciudadanos interactúan continuamente proponiendo y fiscalizando las políticas públicas. Y este no es el único ejemplo. En nuestro país proliferan las iniciativas de uso de la red para fines sociales y culturales. Los cambios son profundos, pero la intelectualidad y la macropolítica todavía no han percibido su potencial. ; L'impacte de la digitalizació i d'internet no afecta només la societat i l'economia, sinó que la política comença a patir una transformació. Alongside many other initiatives, the Brazilian Digital Culture Forum, held in Brazil in 2009, provides an example of how democracy can benefit from innovation. By means of a digital social network, the public continually interacts, proposing and reviewing public policies. This is not the only example: our country is experiencing a proliferation of the use of the net for social and cultural ends. The changes are profound, but the intellectual and macro-political worlds have not yet realised their potential. ; El impacto de la digitalización y de Internet no afecta únicamente a la sociedad y la economía, sino que la política empieza a sufrir una transformación. Junto a muchas otras iniciativas, el Foro de la Cultura Digital Brasileña, celebrado en Brasil durante el año 2009, es un ejemplo de cómo la democracia puede beneficiarse de la innovación. Por medio de una red social digital, los ciudadanos interactúan continuamente proponiendo y fiscalizando las políticas públicas. Y este no es el único ejemplo. En nuestro país proliferan las iniciativas de uso de la red para fines sociales y culturales. Los cambios son profundos, pero la intelectualidad y la macropolítica todavía no han percibido su potencial.
Objectiu: el text investiga la informació publicada en els webs municipals en relació amb els casos propis de corrupció. L'objectiu consisteix a valorar com es fa la cobertura periodística amb mitjans propis, i validar la funció de font sanejada i documental dels ajuntaments. Metodologia: el treball és resultat de l'agregat de dos projectes nacionals de recerca. S'han analitzat els 8.122 municipis espanyols en diverses ocasions entre 2011 i 2017. Les dades provisionals i en constant actualització es publiquen en un mapa interactiu al web. Després de la publicació quantitativa d'un repertori de 52 indicadors de transparència, hem seleccionat 7 casos per avaluar-ne de forma qualitativa la secció de notícies quant al canvi en l'alcaldia per motius delictius. Resultats: no hi ha un criteri professional ni projecte periodístic en la redacció de les notícies que es difonen als webs dels ajuntaments. Dos dels casos no hi tenen cap notícia relacionada "perquè no és la seva tasca". Altres casos ofereixen fets aïllats, no documentats o no explicats. No hi ha lloc per als grups polítics. No s'observa cap tècnica periodística de construcció de relats ni sentit de font bàsica o documental. Se confirma la hipótesis: el periodismo municipal carece de criterio profesional por la injerencia política en la difusión de contenidos. ; Objective: This article examines the information published by municipal government websites on the subject of government corruption. Its objectives are to evaluate how cases of government corruption are reported by media which are themselves government-run and to test and validate the role played by city councils as providers of reliable documentary sources. Methodology: The study is the result of the combined findings of two national research projects which have analyzed the city council websites of Spain's 8,122 municipalities on several occasions between 2011 and 2017. The provisional data, which are constantly updated, are interactively mapped online. Following the publication of a repertory of 52 indicators to measure transparency, we qualitatively evaluated the information in the news sections of seven city council websites where these websites reported on changes in council personnel prompted by cases of corruption. Results: News reporting by city council websites lacks professional criteria and an overall journalistic mission. Two of the seven sites do not consider that reporting on cases of government corruption falls within their remit. Other sites publish isolated facts on such cases without indicating their sources or providing supporting detail. None of the sites offer the non-governing political parties an opportunity to voice their opinion. There is no evidence of journalistic technique informing the different stages of report writing and no acknowledgement of the importance of basic documentary sources. The study confirms our hypothesis that municipal journalism lacks professional criteria and that its dissemination of news content is undermined by political interference

[EN] İstanbul owns a historical texture rich in architecture, culture, and memory, which are seen in very few metropolises. This city, which has undergone many changes due to social, political, and cultural reasons, has begun to lose its many important values day by day. The biggest reason for this is that the city is culturally vibrant, so that it is desired to be transformed into a source of political income. However, solutions that will strengthen the current situation of İstanbul as a whole and ensure its continuation on solid foundations should be determined and implemented. In this study, Beyoğlu district is considered as the pilot area, one of the rare regions that this wealth has survived to the present day. The first aim of this study is to determine the reasons and purposes for the unnecessary reconstructions of historical buildings located in Beyoğlu, far from their original look, so-called facadism. The second aim of this study is to identify the changes made on the facades in terms of culture and memory and propose suggestions by using photographing, literature review, and analysis with collage methods. In the study, three of the selected four buildings are located on İstiklal street, the other one on Sıraselviler street, two places where the rapid structural/architectural identity transformation in the last 15-20 years can be seen most clearly. As a result of this study, it has been determined that the functions of historical buildings are being degenerated.
