The paper analyses the processes of central government coordination in Denmark, Germany and Sweden. First it gives an account of the existing coordination patterns, second it analyses changes within these coordination patterns over time and finally it asks, whether these changes can be attributed to an intentional institutional design. To answer this set of questions, we introduce an institutional policy analytic perspective to the study of central government change. This perspective focuses on central actors, interests, strategic motivations and the degree of the actors reflexivity as a promoter of intentional institutional change in government coordination. The empirical analysis shows the prevalence of negative coordination as the dominant pattern of coordination in all three countries. However, country-specific constitutional and political traditions result in a variety of different coordination techniques actually used. The paper concludes by identifying three different patterns of change, depending on the degree of change and the reflexivity involved : "fragmented institutional politics" in Denmark, "policy-driven institutional politics" in Germany and "adaptive and symbolic institutional politics" in the case of Sweden.

The National Socialist persecution of homosexual men has repeatedly been linked to fascist racist ideology and eugenics. In this article an alternative explanation is presented, describing it as a result of the tension between homosocial and homoerotic tendencies in German nationalism. lt is argued, that the Nazi leadership regarded homosexuality primarily as an internal problem. The fear that the male comradeship necessary for the cohesion of military organisations would degenerate into homosexuality contributed powerfully to the preoccupation of some party officials with same sex behaviour and a diversity of remedies against it. Nach der Kapitulation Deutschlands 1945 war ein wichtiges Anliegen der Siegermächte, die dauerhafte Sicherung des Friedens herbeizuführen. In diesem Sinne wurde zunächst eine Schwächung Deutschlands durch die Zergliederung in mehrere Kleinstaaten erwogen, die später jedoch in die Zoneneinteilung und neue territoriale Ordnung überführt wurde. Insgesamt setzte die Gesamtsituation eine Neufestsetzung von Territorien in Gang, die zu neuen Grenzziehungen und Gebietszuweisungen führten. Dieser konflikthafte Vorgang wird im Artikel beschrieben und diskutiert. ; After Germany's capitulation in 1945, one of the main concerns of the victorious powers was to secure lasting peace. With this in mind, they initially considered weakening Germany by breaking it up into several small states, but this was later transformed into zoning and a new territorial order. Overall, the overall situation triggered a redefinition of territories, which led to new demarcations and territorial allocations. This conflictual process is described and discussed in the article.
Ausgehend davon, daß der Staatshaushalt als ein Dokument der Präferenzordnung der Regierungspolitik angesehen werden kann, d.h. daß die Prioritäten einer Politik an den Finanzströmen abgelesen werden können, wird in dem Beitrag die Entwicklung der staatlichen Wissenschafts-Ausgaben in Deutschland von 1870 bis 1975 analysiert. Dazu wird zunächst die Entwicklung der Staatsquote der Struktur des Staatshaushalts dargestellt, der eine empirische Beschreibung des Gesamtverlaufs der Wissenschaftsausgaben von Bund und Ländern folgt. Es wird eine Aufschlüsselung der in der säkular Entwicklung exponentiell gestiegenen Wissenschaftsausgaben vorgenommen, die eine Identifizierung der Determinantenbereiche ermöglicht: (1) Die Ressortierung von Wissenschaftsaktivitäten; (2) Institutionen der Wissenschaft; (3) Funktionsbereiche; (4) Disziplinengruppen im außeruniversitären Wissenschaftsbereich; (5) wissenschaftliche Aktivitäten; (6) Wissenschaftsziele; (7) Gruppierung nach nationaler und internationaler Orientierung. Die Analyse kommt zu dem Ergebnis, daß verschiedene Faktoren, die auch unterschiedlich zum Tragen kommen, die Wissenschaftsausgaben beeinflussen. ; The article deals with the development of governmental expenditures on science in Germany from 1850 to 1975. On the basis of handbook data the article demonstrates how the aggregate sciene expenditures by the central government and the states (Länder/Bundesstaaten) develop over more than hundred years in absolute and relative (in relation to GNP, total budget, and per capita) figures; for the same secular period the article discusses the development of various subcategories like ministries, institutions, functions, disciplines, scientific activities, goals, and orientations. By way of such time series and their disaggregation we find some explanations for trends in the development of the expenditures on science, factors which are being discussed in the field of financial policy (economical and technical structures and conjunctures, demographic structures, developing, and changing needs, political and institutional framework, priorities by governments, accidental events etc.). Some of these external factors explain the exponential and eventually logistic curve of the science expenditures.

Nachdem die deutsche Ministerialverwaltung seit nunmehr zwei Jahrzehnten die Anwendung von Folgenabschätzungen weitestgehend ignoriert hat, beschloss das Bundeskabinett im April 2006 ein neues Instrument der better regulation einzuführen: das Standardkosten-Modell (SKM). Ziel der vorliegenden Studie ist es, die Wirksamkeit dieses Instruments zu untersuchen. Dazu wird ein qualitativer Bewertungsmaßstab deduktiv hergeleitet, operationalisiert und empirisch getestet. Das SKM wird demzufolge dann als wirksam erachtet, wenn es 1.) das Kräfteverhältnis zwischen Regulierungsbefürwortern und Regulierungsskeptikern zu Gunsten Letzterer verschiebt und 2.) mit der Einführung des Instruments die Weichen für einen Wandel der Regulierungskultur in der Ministerialverwaltung gestellt werden. Es zeigt sich, dass das Instrument gemäß Annahme 1 als Erfolg bewertet werden kann. Allerdings relativiert sich das Ergebnis, da Annahme 2 nicht erfüllt wird. ; After the ministries in Germany have kept ignoring the appliance of impact assessments for more than two decades, the German government decided in April 2006 to introduce a new 'better regulation' tool: the Standard Cost Model (SCM). This paper is going to evaluate the SCM's effectiveness. For this purpose, a qualitative "measure" of success is going to be deductively developed, operationalized, and empirically tested. Hence, the SCM is regarded to be effective if it 1.) shifts the balance of power between regulation supporters and regulation skeptics in favor of the latter and if the SCM 2.) introduces a change of the regulatory culture within public administration. As a result, it turns out that the instrument with respect to hypothesis 1 can be evaluated as a success. However, this success has to be put into perspective because hypothesis 2 does not apply.

Experimental basic research provides the foundations for the elucidation of pathophysiological mechanisms of diseases and the development of novel diagnostic and therapeutic strategies for ophthalmological diseases. The objective of this contribution is to provide an overview of the international interconnection of basic research in ophthalmology in Germany. The international context of ophthalmological research conducted in Germany is presented by means of personal experiences and data published by the German Ophthalmological Society (DOG), the German Research Foundation (DFG) and the European Union (EU). Due to the lack of organized databases this article lays no claim to completeness. Basic research in ophthalmology in Germany is mainly conducted in university eye departments and is mainly related to the etiology, pathophysiology and therapy development for various ophthalmic diseases. It is primarily funded by the DFG, the Federal Ministry of Education and Research (BMBF) and the EU plays an increasingly important role. Thus, ophthalmological research is integrated into numerous European research networks and beyond that into many international interconnections and relationships. In Germany, both clinical and basic research in ophthalmology is integrated into many international networks and is only functionally viable in an international context; however, given the increasing impact of ophthalmological research in Asian countries, future strategies require a continued focus on career development, research infrastructure, working environment and international cooperation.

Die Dissertation beschäftigte sich mit einem Modewort unserer Zeit, das nach der Infiltrierung von breiten gesellschaftlichen Schichten und werbewirtschaftlich agierenden Subjekten auch in der Politik und der Politikwissenschaft Einzug gehalten hat. Typisch ist jedoch eine – länderspezifische, aber nicht unbedingt länderübergreifende – Hegemonie von unreflektierten und Verwirrung stiftenden Bezugnahmen, die weder der Sache angemessen sind noch zur wissenschaftlichen Illuminierung beisteuern helfen. Mit der Untersuchung des Event-Marketings fiel die Wahl auf einen Teilbereich der politischen Kommunikation, der durch ungewöhnlich scharfe Konfliktlinien bestimmt ist, die im Kampf um Aufmerksamkeit, Wählerstimmen und Prestige durch die determinierenden Faktoren Macht und Geld zu erklären sind. Ein intransparentes Agglomerat aus Politikern, Medienvertretern, PR-Beratern und Wissenschaftlern sorgt für eine Kakophonie, die die Sicht auf Erkenntnis versprechende Analysen verstellt. Vordergründig sollten länderspezifische Eigenheiten herausgearbeitet werden, auf deren Basis schwerpunktmäßig folgende forschungsleitende Intentionsstränge standen: 1.) Was ist überhaupt ein Event und wie lässt sich dieses im Event-Marketing einordnen? 2.) Welche Prämissen müssen angepasst werden, um einen Transfer auf die politische Kommunikation zu bewerkstelligen. 3.) Wie unterscheiden sich die Konzepte und Begriffe in den beiden deutschsprachigen Ländern und in Frankreich? 4.) Wie hoch ist die Medienresonanz für Events zur Zeiten inländischer Wahlkämpfe? 5.) Kann Medienresonanz auch für ausländische Wahlkampfevents gemessen werden oder stehen generelle Berichterstattungen im Vordergrund? Durch vier unterschiedliche Analyseeinheiten, die sowohl jede auf ihrem Terrain Aufschluss bringen sollte als auch in toto einen gesamtheitlichen Erkenntnisgewinn versprach, gelang es, das Event-Marketing von verschiedenen Richtungen aus zu umkreisen und dingfest zu machen: ; La thèse avait pour objet un mot à la mode, de notre temps, qui après avoir infiltré de larges couches de la so-ciété et de nombreux agents du secteur publicitaire, a fait également son retour dans la politique et dans les sciences politiques. Ce qui frappe néanmoins, c'est la prédominance de prises de positions non réfléchies et déconcertantes qui non comptant d'être inadaptées au propos, ne contribuent aucunement à un éclairage scienti-fique. L'analyse du marketing événementiel s'est concentrée sur une sous-partie de la communication politique, ca-ractérisée par d'âpres conflits, qui, dans le combat mené pour gagner l'attention du public, les voix des électeurs et le prestige, s'expliquent par les facteurs déterminants du pouvoir et de l'argent. Un agglomérat opaque d'hommes politiques, de représentants des médias, de conseillers en relations publiques et de scientifiques est à l'origine d'une cacophonie entravant la perspective d'analyses porteuses de nouvelles connaissances. Dans un premier temps, l'objectif a été de mettre en valeur les spécificités propres à chaque pays, sur lesquelles se fondent les perspectives de recherches suivantes, énumérées point par point : 1.) qu'est-ce qu'un «event» et comment se positionne-t-il au sein du marketing événementiel ? 2.) comment adapter les prémisses pour permettre un transfert dans la communication politique ? 3.) quelles sont les différences de projets et de concepts identifiables entre les deux pays germanophones et la France ? 4.) quelle est l'importance de la résonance médiatique des «events» pendant les périodes de campagnes électorales nationales (2002 et 2003)? 5.) la résonance médiatique des «events» tenus pendant les campagnes politiques à l'étranger peut-elle être, elle aussi, mesurée ou les couvertures médiatiques d'ordre général ont-elles la primauté ? Moyennant quatre éléments d'analyse différents qui chacun, dans son domaine, doit fournir des informa-tions et permettre également, au final, d'aboutir à un ensemble de nouvelles connaissances, on a pu cerné et appréhendé le marketing événementiel sous plusieurs angles : Partie théorique 1.) Dérivation linguistique incluant des influences étrangères, en Allemagne, en Suisse et en France. 2.) Analyse de pertinence et transfert dans le système de communication politique. Partie empirique 1.) Analyse empirique de la résonance médiatique d'un point de vue quantitatif et qualitatif. 2.) Demande standardisée d'avis d'experts.
