In 2013 the Elysee Treaty, on friendship and cooperation between France and Germany completes 50 years. Its model of a complementary bilateralism establishes a successful cooperation model, the characteristics of which benefited both the Franco-German couple as the itinerary of the European Union itself. The foreign policy of Paris and Berlin made domestic politics in Europe, inspires the architecture of the common foreign and security policy, whose development began only with the Treaty of Lisbon in 2009, and whose operational barriers remain. The Panther Affair was an incident involving Brazil and Germany that had great international influence in its day, being marked in the history of Brazilian foreign policy as an episode of imperialist aggression against Brazil and as the moment that marks a rapprochement between Brazil and the United States. We believe, however, that a renewed discussion of the Panther Affair allows a fresh examination of the dynamics of imperialism from a peripheral look and a different understanding of other ideas about the nation that left its mark on the ideas of Rio Branco on foreign policy. German unification in 1990 occurred at enormous diplomatic speed, through a negotiated settlement which paved the way for the future post-Cold War security order in Europe. The precondition for unification was the reinforcement of the Euro-Atlantic institutional continuity, embedding unified Germany in NATO & EU structures while strengthening Germany's special relationships with the United States & France. Amidst such a context for change the Kohl government expediently opted for unification within given institutional structures & the continuity of German foreign policy. Raymond Aron's international and strategic thought is inextricably linked to his own critical philosophy of history, as he conceived it in the 1930s, after spending a period of time in Germany. Influenced by pacifist philosopher Alain, Aron is converted to realism, which is put to the test by the 20th century wars. It is not advisable, however, to associate Aron tout court to the strict Anglo-american realism of Hans Morgenthau and Kenneth Waltz. Against the construction of a general theory of International Relations based on model-building, he is the harbinger of a historical sociology of Weberian inspiration, seeking to render the international scene intelligible in its peculiar complexity. Military cooperation was the hall mark of the relations between Portugal & the Federal Republic of Germany between 1958 & 1968. Whereas at the outset military relations were only marginally affected by political constraints, towards the end of the 1960's those constraints had grown to dominate the Portuguese-German relationship. In this period, Portugal authorized the use by the German Air Force of an air base (Beja) that would serve for the training of German pilots in peacetime & for strategic & logistic support, should war come upon Europe. As a counter part, Portugal obtained from the Federal Republic armament & military equipment (planes, machine guns, munitions, etc.) indispensable for the military survival of the regime during the colonial wars.
