As for the mid-nineties, and gathering momentum at the beginning of the new millennium, according to geographer Edward Soja (2009), we can observe a spatial turn in literary criticism, and other fields of knowledge such as archeology, law studies, religious studies, among others. This spatial turn entails the reading of different phenomena through a critical conception of space that, in agreement with Foucault's stand on spatiality, considers the social in the production of spatiality, which makes it a possible object for political change, in a dialogic way. The notion of mobility here ascribed is framed within this social concpetion of space, and is therefore political (Cresswell 2011, 2012, 2014, Uteng y Cresswell 2009, Söderström et al. 2013). This article analyzes two representative texts of these current tendencies—the spatial turn and critical mobility--: Ursula Le Guin's "Newton's Dream" (1994) and the film Elysium (2013) directed by Neill Blomkamp. In these texts the spatial dimension is thematized and politized and exposes the power struggles over geography and the imaginations around it, which enable forms of both subjection and resistance. ; Desde mediados de los noventa, pero con más vigor desde principios del tercer milenio, según el geógrafo Edward Soja (2009), empieza a observarse lo que se denomina el giro espacial en la crítica literaria y otros campos del conocimiento en ciencias humanas, tales como la arqueología, los estudios jurídicos, los estudios religiosos, entre otros. Este giro espacial implica la lectura de diversos fenómenos a través de una concepción crítica del espacio, una concepción que, en consonancia con lo que plantea Foucault, considera "la producción social de la espacialidad (el espacio es producido socialmente y por eso es pasible de ser cambiado socialmente)" y, a su vez, implica una "dialéctica socio espacial (lo espacial modela lo social tanto como lo social modela lo espacial)" (Soja, 2009, 2). En esta concepción social del espacio se encuadra la noción de movilidad, la cual también recientemente ha sido investida con la potencialidad para ser repolitizada (Cresswell 2011, 2012 y 2014, Uteng y Cresswell 2009, Söderström et al. 2013). ¿Cómo llegaron los shíitas a ocupar el lugar que actualmente tienen dentro del mundo islámico? El Profesor Der Ghougassian repasa la evolución de la doctrina shiíta, la obra de sus principales referentes ideológicos y la posterior aparición del Hezbolá como fuerza de lucha armada en "la marcha hacia la liberación de Palestina", hasta su integración en la vida política libanesa en 1989. Interesante aproximación a un tema poco abordado y sumamente trascendente de la actualidad internacional. ; How did the Shiites come to play the part they do play at present in the Islamic world? Professor Der Ghougassian reviews the evolution of Shiite doctrine, the work by their main ideological exponents and the eventual appearance of Hezbollah as a military force in the "march towards Palestine liberation", until its integration to Lebanese politics in 1989. 1979 marca la entrada del islamismo en las relaciones internacionales por dos acontecimientos: el triunfo de la Revolución Islámica en Irán y la resistencia a la invasión soviética de Afganistán. La reacción de Estados Unidos a los acontecimientos fue contradictoria. El Islam revolucionario de Irán se transformó en la mayor fuente de amenaza, mientras que los Mudjahidín afganos recibieron apoyo financiero y ayuda militar. Una primera observación se impone: el Islam que triunfó en Irán era el Islam shiita, mientras las principales organizaciones guerrilleras en Afganistán eran de confesión sunnita, igual que sus principales socios que auspiciaron la resistencia, Arabia Saudita y Pakistán. Esta diferencia, sin embargo, muy probablemente contó poco o nada en los cálculos estratégicos de Washington. Como en toda la Guerra Fría, la Contención guiaba el diseño de la política exterior, y el Islam en Afganistán no era más que un instrumento para atacar al imperio sobreextendido en su periferia y obligarlo en retroceder a sus posiciones iniciales, según la doctrina del roll-back de Reagan. In 2004, the local government of Medellin (Colombia) introduced a new public policy aimed at alleviating the key socio-spatial problems that have existed in the city: social urbanism. Although this policy was designed to promote spatial justice by rupturing the traditional dynamic in which the living conditions of the inhabitants of Medellin's different sectors have been strongly defined by their respective geographical location within the city -for which it has been widely lauded- it has gained an increasingly ambiguous character. Precisely thanks to its promotional value, the social urbanism model has gradually become a centrepiece of the neoliberal city branding strategy through which the local government and linked actors have attempted to improve Medellin's global competitiveness position after its violent past. This study analyses the forms in which this remarkable phenomenon of confluence between two policies that at first sight would generally be interpreted as incompatible has impacted on the promotion of spatial justice in the city in the period between 2004 and 2016. ; En 2004, el gobierno local de Medellín (Colombia) introdujo una política pública destinada a aliviar las grandes problemáticas socioespaciales existentes en la urbe: el urbanismo social. Este artículo sostiene que las Relaciones Internacionales como disciplina académica (RRII) han entrado a formar parte de una creciente preocupación con la "seguridad" tras el 11 de septiembre. Esto no siempre ha sido así, e incluso actualmente existen también teorías alternativas dentro de la corriente principal de la disciplina. Sin embargo, la perspectiva de la seguridad estuvo determinada por dos momentos concretos en los que el miedo a un ataque inminente sobre Estados Unidos y sus aliados se articuló de manera muy dramática. El primero tuvo lugar entre la constitución original de la disciplina durante los años de entreguerras y el asedio de posguerra hacia la URSS. Aquí el papel de las RRII fue definir como racional la asunción de un ataque nuclear sorpresa, equiparando a la URSS como estado "totalitario" similar a las potencias del Eje, una de las cuales atacó Pearl Harbour. El segundo puede situarse en la década de los setenta cuando la amenaza de la revuelta del Tercer Mundo bajo el estandarte de la liberación nacional fue rebautizada como "terrorismo internacional" promovido por la extrema derecha y los militaristas israelíes en Estados Unidos, creando de esta manera una continuidad entre la supuesta amenaza soviética y los casos pos-soviéticos de revuelta antioccidental. The second can be traced back to the 1970s when the threat of Third World revolt under the banner of national liberation was re-baptised 'international terrorism' at the instigation of the Israeli Far Right and militarists in the US, thus creating a continuity between the supposed Soviet threat and post-Soviet instances of anti-Western revolt. From this the paper concludes that IR has functioned to place policy-makers and opinion leaders under a 'discipline of fear' which is insufficiently recognized, let alone challenged by IR scholars

This article deals the issue of global economic crisis and its strong impact on the population. Shows concern for the effects of the crisis, mainly through increases in unemployment, which generates greater social inequality as people are forced to work informally, a fact that goes against labor stability and human development. Through a look at the position assumed by several authors who handle financial issues, is that public policies arising from different periods have not been a satisfactory answer to balance socioeconomic inequalities because it has not been possible to achieve economic growth result in a more equitable income distribution, capable of generate a true human development. Alternatives are contemplated to promote employment growth, from fiscal and monetary toward the industrial and commercial, as are some positions to face the effects of globalization. ; El presente articulo aborda el tema de la crisis economica mundial y su fuerte impacto sobre la poblacion. Muestra la preocupacion por los efectos de dicha crisis, principalmente en el incremento del desempleo, que genera mayores desigualdades sociales puesto que las personas se ven abocadas a trabajar de manera informal, hecho que va en contra de la estabilidad laboral y del desarrollo humano. A traves de una mirada a la posicion asumida por diversos autores que manejan el tema financiero, se encuentra que las politicas publicas surgidas de diferentes epocas no han sido una respuesta satisfactoria para equilibrar las desigualdades socioeconomicas dado que no ha sido posible lograr un crecimiento economico que redunde en una distribucion del ingreso mas equitativa, capaz de generar un verdadero desarrollo humano. Se contemplan algunas alternativas para promover el crecimiento del empleo, desde lo fiscal y lo monetario hasta lo industrial y lo comercial, al igual que se presentan algunas posiciones para enfrentar los efectos de la globalizacion.

Carlota,una mujer que se duele de la condición de esclavitud enque están subyugados los negros en la isla de Cuba, hasido educada por su padre, un hombre tambiénromántico que no dirige su vida por el «positivismo». Esprecisamente esa mujer que hemos denominado ilustradapor inspirar su conciencia política bajo los principiosrepublicanos de la igualdad, la libertad, y la fraternidad,la que vive, en gran parte de la novela, una ilusiónromántica. Hasta que al final, el romanticismo se enfrentacon la realidad masculina, positivista e impositiva de suesposo y sociedad general. Carlos Fuentes, en una obra de 1969 titulada La nueva novela hispanoamericana, anticipael trabajo de Ángel Rama sobre el dictador como arquetipo latinoamericano, el deIrlemar Chiampi sobre el realismo maravilloso y las novelas de Carpentier, Roa Bastosy García Márquez. En el primer capítulo de esta obra, Fuentes enuncia dos arquetipospropiamente hispanoamericanos: el primero es el de la "naturaleza devoradora", quese encuentra en los orígenes mismos del sujeto híbrido hispano-americano y en el desarrollode un sincretismo histórico. Este mismo legado cultural da cuenta del surgimientodel segundo arquetipo: "el dictador a escala nacional o regional", puesto que losefectos colaterales de la independencia superpusieron a la antigua dominación un nuevodespotismo que en la mayoría de casos fue ejercido por militares o por oligarquíasnativas. Este último arquetipo será estudiado en El otoño del patriarca, de Gabriel GarcíaMárquez, como un índice de premodernidad gubernamental.

In hierdie artikel word die vraag gestel of argumente soortgelyk aan die argumente gevolg deur die ECJ in Suid-Afrika aangevoer kan word. Gebaseer op die ontleding van die argumente in die ECJ-beslissings, binne die konteks van die Suid-Afrikaanse wetgewing, word aangevoer dat daar gebiedende gronde bestaan om in Suid-Afrika te argumenteer dat ´n aandeeluitreiking nie ´n lewering daarstel nie en dat aandeeluitreikingskoste as ´n algemene bokoste beskou kan word. Hierdie argumente kan die SAID aanmoedig om die siening wat tans gehuldig word by die aftrekbaarheid van BTW op aandeeluitreikingskoste in Suid-Afrika, te hersien. ; Companies incur significant amounts of share issue costs to raise finance for their operations. The South African Revenue Service (SARS) currently contends that value added tax (VAT) is not deductible on share issue costs. This view is based on the ITC 1744 case. The judgment in ITC 1744 relied on the views expressed in a European case decided in 1994. Since then the question of the deductibility of VAT incurred on share issue costs has been considered in a number of judgments in the European Court of Justice (ECJ) and it was held that in certain circumstances input tax may be deducted. In this article, the question is posed whether arguments similar to those followed by the ECJ may be advanced in South Africa. Based on the analysis of the reasoning followed in the ECJ judgments in the context of the South African legislation it is submitted that compelling grounds may exist to argue that a share issue does not constitute a supply and that share issue costs may be viewed as general costs to the business. This argument may prompt SARS to reconsider its view held on the deductibility of VAT levied on share issue costs in South Africa.
