In: Politeia; Vol 31, No 41 (2008): Politeia
For this to become a republic and for usto become its citizes (1830-1847)AbstractThis essay seeks to find, within the political and intellectual context of the time, the meaning of the phrase by Venezuelan liberal politician Antonio Leocadio Guzmán, which we have paraphrased into the title. To do so, we must present a general overview of the meanings of the ideas of republic and citizenship following the dissolution of the Colombian union and of the policies aimed at transforming Venezuela into a modern society, in which freedom transcended the constitution itself .A series of policies were implemented to arrive in the long term at a homogeneous society, capable of producing politically responsible citizens, economically self-sufficient and in charge of their own order, a scarce breed in Venezuela at the time. This monumental effort at re-institutionalization of society engulfed the first seventeen years of the country's political life.

Using data drawn from Liberia, West Africa (1830 to 1847), this study tested two propositions offered by historian John D. Stevens concerning a possible correlation between legal restrictions on the press and cultural homogeneity on the one hand and a lack of economic development on the other. Although Liberia seemed to meet both criteria suggested by Stevens, an outbreak of social tensions in 1840 did not lead to restrictions on the opposition Africa's Luminary newspaper, despite the existence of a sedition law. In conclusion, it is argued that the week predictive power of these propositions was due large to imprecise definitions of key terms.
