This study examines Elijah Anderson's (1999) proposition that violence is more likely in contexts that reward violence with status. However, people react differently to this so-called status-violence norm depending on their code internalisation. We address this interplay between code internalisation and the status-violence norm by analysing violence in 39 German schools, with 2,635 students. We make use of network data on status and violence reports in the large school dataset 'Friendship and Violence in Adolescence'. Our school fixed-effect models account for previous shortcomings, namely heterogeneity between contexts and the selection of people into contexts, as they only compare students of the same school with each other. We find that students who have strongly internalised the code are more prone to violence than students who have not internalised this code. More importantly, our results show that students with a strong code are especially violent when the context rewards violence with status. Students who have not internalised this code are not affected by context variations.
Post-peace accord Colombia is full of paradoxes. Progress in political participation, in inclusion, and heightened social mobilisation are unfolding against a backdrop of persistent violence and insecurity. While the end of the war with the FARC-Ep has enabled relevant democratic advances, the lack of implementation regarding the peace accord as well as the current government's policies raise serious concerns about the prospects for peace and democracy.
The peace agreement between the state and FARC-Ep guerrillas has been a contested subject in Colombian politics. Although the transition has been far from smooth, it has enabled opportunities for peacebuilding and shifted the public debate towards issues such as inequality and corruption.
Amid this transitional context, President Iván Duque's government has not managed to develop a political project according to the post-accord scenario. Unable to either please the most radical factions of his right-wing party, Democratic Centre, or to build a government in line with the demands of the Colombian citizenry, Duque's approval rating has plummeted to just 23 per cent.
Social discontent manifested on the streets in the form of mass demonstrations at the end of 2019. While the demands made point to long-standing problems, the shortcomings of the current government have led to discontent being channelled through the figure of Duque specifically. A salient trait of the protests is the participation of the urban, middle class, and youth.
Meanwhile, violence has not come to a halt. A reconfiguration of non-state armed actors and the emergence of further violence are taking place in different localities against the backdrop of the structural factors that the peace process never resolved. The Colombian government has also failed to protect the lives of social leaders and former FARC-Ep combatants.
The response of the government to citizens' demands raises serious concerns about both the governance capabilities of President Duque and the repercussions thereof for the already undermined credibility of the Colombian state and its democratic institutions. Complicating matters, the half-hearted implementation of the peace agreement and the persistence of violence suggest a grim outlook. In the face of all this, it is crucial to support the efforts of actors committed to peacebuilding endeavours.

Zusammenfassung Der Beitrag widmet sich vor dem Hintergrund der jüngst von Peter Imbusch vorgeschlagenen Revitalisierung dem Konzept der strukturellen Gewalt. Entgegen der von Imbusch vertretenen fruchtbaren Reintegration des Konzeptes in neuere gewaltsoziologische Forschungen wird hier die These einer diesbezüglichen analytischen Überschätzung vertreten. Vor dem Hintergrund eines einfachen (bezugsproblemorientierten) Vergleichs wird aufgezeigt, dass eine Berücksichtigung für die neuere gewaltsoziologische Forschung insofern überschätzt wird, als das Konzept nicht auf Gewalt ( violentia ), sondern auf Macht ( potestas ) abzielt. Darüber hinaus wird konstatiert, dass die von Imbusch postulierte gewaltsoziologische Engführung auf Körper und Leid keineswegs eine nicht zu rechtfertigende Fokussierung darstellt. Gerade Ansätze der neueren gewaltsoziologischen Forschung sind mit diesem Bezugsrahmen in der Lage, Gewalt und Macht analytisch trennscharf zu behandeln und eine differenzierte Betrachtung struktureller und kultureller Faktoren im Kontext nicht normativer und a priori dyadischer (de-)legitimierender Gewaltbeobachtungen vorzunehmen. Aspekte, die sich hingegen für eine galtungsche Friedens- und Konfliktforschung als fruchtbar erweisen können.

'Seit über 30 Jahren führt eine muslimische Guerilla im Süden der Philippinen einen Sezessionskrieg. Keiner der wiederholten Versuche, einen Frieden herzustellen, fruchtete bislang. Die Gründe hierfür sind vielfältig und liegen nicht nur auf der nationalpolitischen Ebene zwischen Regierung und Guerilla. Vielmehr belegt der Autor, dass die Verquickung von lokalen Claninteressen mit Kriminalität und dem Kampf um politische Unabhängigkeit die anhaltende Gewalt in der Region verursachen. Deshalb ist es kaum möglich, die Gewaltakteure trennscharf zu identifizieren. Diese Annäherungsweise an das Problem der Gewalt im Süden der Philippinen unterscheidet sich deutlich von der bisher gängigen These. Während bislang der Kampf um Unabhängigkeit als zentrale Gewaltursache gesehen wurde, untersucht Peter Kreuzer die Rolle der Clans sowie die Mikrodynamiken der Gewalt und ihren Einfluss auf das gesamte Gewaltsystem. Dabei wird offenkundig, dass politische Gewalt fundamental unterschiedliche Gesichter haben kann. Selbst bewaffnete Zusammenstöße zwischen Militär und Guerilla sind oft nur Maske für Rivalitäten zwischen konkurrierenden Clans. Eine besondere Stärke dieses Reports liegt in der außerordentlichen Fülle und Qualität des empirischen Materials, das hier ausgewertet wurde. Eine Reihe von Interviews aus dem Sommer 2004 mit Akteuren aus der Region gewähren neue Einblicke in die komplexen Konfliktlagen zwischen den vielfältigen konkurrierenden Interessengruppen. Die dadurch neu gewonnenen Erkenntnisse bilden den Ausgangspunkt für eine Diskussion möglicher Wege aus der Gewalt.' (Autorenreferat)

Noch gibt es keine verlässlichen Zahlen. Es zeichnet sich jedoch ab, dass die mit der Corona-Pandemie verbundenen strikten Ausgangsbeschränkungen auch in Deutschland zu einem Anstieg häuslicher Gewalt geführt haben. In dem Beitrag wird untersucht, an welchen rechtlichen Vorgaben sich der Staat orientieren muss, um einen vorläufigen Gewaltschutz für Frauen und Kinder im weiteren Verlauf der Pandemie zu gewährleisten. Als rechtlicher Bezugsrahmen gilt das Übereinkommen des Europarats zur Verhütung und Bekämpfung von Gewalt gegen Frauen und häuslicher Gewalt (Istanbul-Konvention), zu deren Umsetzung sich Deutschland mit der Ratifikation im Jahr 2018 verpflichtet hat. Im Blickpunkt stehen Maßnahmen in den Bereichen Prävention, Schutz und Unterstützung.
Abstract: Domestic Violence and Corona Pandemic in Germany. Legal Requirements for Immediate Protection Against Violence for Women and Children in the Face of the Istanbul Convention
There are still no reliable figures. It is becoming apparent, however, that the strict restrictions on staying home associated with the Corona pandemic have led to an increase in domestic violence in Germany as well. This article examines the legal guidelines that the state must follow to provide immediate protection against violence for women and children in the further course of the pandemic. The legal reference framework is The Council of Europe Convention on the prevention and combating of violence against women and domestic violence (Istanbul Convention), which Germany has committed itself to implementing by ratifying it in 2018. The focus is on measures in the areas of prevention, protection and support.
