Från motsatsförhållande till symbios? Miljöpolitik och välfärd i ekonomiska upp- och nedgångar
[From clash of interests to symbiosis? Environmental policy and welfare in times of economic boom and recession]Global challenges such as climate change, the free flow of international capital, and growing political transnational cooperation, together with two major financial crises, have put pressure on the national welfare state during recent decades. During the same period, the concepts of sustainable development and ecological modernization have contributed with an understanding of economic growth and environmental awareness as complementary. In that context, Karin Edberg's article discusses whether environmental policy can be said to be part of the modern Swedish welfare state. Edberg makes use of the annual inaugural speeches given by the prime minister in connection with the opening of the Swedish parliament. This implies that the article's results rather than reflecting political practice points at issues of political interest and their articulation. Edberg shows how environmental questions have fluctuated between being a de-ideologized and normalized part of the political landscape, and a political watershed. Detta innebär att artikelns resultat inte speglar politisk praktik utan snarare vilka frågor som anses vara i den politiska hetluften och hur de artikuleras. Edberg visar hur miljöfrågan pendlat mellan att utgöra en avideologiserad och normaliserad del av det politiska landskapet, och en politisk vattendelare. La crisis sociocultural y económica de octubre de 2019 en Chile, profundizada por la pandemia del COVID-19, ha develado una serie de discriminaciones e inequidades sociales en el ejercicio de la profesión académica, que afectan con mayor fuerza a las mujeres. Lo anterior, interpela a repensar modelos alternativos de hacer academia y construir conocimiento, considerando la posición que ocupan estas y sus conceptualizaciones en el espacio universitario, cuestión que cobra especial relevancia en la excepcional coyuntura constitucional, si se busca resolver las problemáticas de la sociedad actual. Así, el objetivo de este artículo es reflexionar en torno a la situación de las mujeres en la educación superior y a los aportes teóricos de los feminismos ante la crisis de sentido de la academia en el contexto neoliberal. Bajo una lectura crítica-reflexiva de fuentes secundarias, enmarcada en una epistemología feminista, se construye el texto desde una estructura global de ensayo argumentativo. Se concluye que existen diversos aportes teórico-prácticos de los feminismos con potencial transformador, en tanto herramientas conceptuales que permiten comprender y hacer frente a la crisis de la universidad y del neoliberalismo, por lo que resulta urgente promover una plena igualdad de género en el espacio académico.
Den gröna vändningen: En ny kunskapshistoria om miljöfrågornas genombrott under efterkrigstiden
The Stockholm Conference 1972 drew the world's attention to the global environmental crisis. To the inhabitants of Sweden, however, this threat to the planet and to humanity was nothing new. Anyone who regularly read newspapers, listened to the radio, or watched the television news would have encountered the issues. Five years earlier, in the summer of 1967, things were very different. At that time, it was not at all self-evident that humans were in the process of destroying their own living environment. Hence, in a short period of time, a radical change took place: an 'environmental turn'. It had major and far-reaching consequences. But what was it that opened people's eyes to the environmental crisis? When did it happen? Who set the ball rolling? And what does this historical process mean for us today? David Larsson Heidenblad's book sheds new light on the emergence of modern environmentalism in Sweden and provides fresh insight to challenges that concerns us all.
Oljekrisen 1973 och Sveriges tvehövdade krispolitik
How do governments cope with lurking crises that call for behavioral change among a wider citizenry? The global warming threat is a topical case in point. In this article, we explore the Swedish government response to the 1973 oil crisis, from which we draw lessons. In terms of policy instruments, Swedish policymakers deployed a twopronged, strategy. The government simultaneously initiated a package of quick/ soft as well as slow/hard instruments in the hope that the first package with information campaigns would be successful enough to make the second package with formal rationings redundant. The substantive goal was that the Swedes must save in homes, offices, and premises so that the large exporting industry should get the oil it needed to continue with full employment. The strategy worked. All pertinent actors, households as well as foreign oil concerns, heeded government persuasion efforts (sermons, a negotiated agreement) and took measures voluntarily. Why? One explanatory factor is the creative organization of the national crisis authorities. To a large extent, the strategy was implemented by organs stacked with a mixture of public agencies, private oil distributors and all kinds of organized non-governmental energy-use stakeholders to promote outreach, transversal co-creation, and collaborative governance. The government succeeded in its meaning-making efforts and created a strong narrative (sermon), which clearly pointed out the serious anticipated effects of the crisis in Sweden, according to which it became obvious that households and commerce needed to save energy in order to secure oil supply for industry to protect jobs and impede mass unemployment.

Fler poliser - färre brott?
The size of a country's police force is of great public and political concern. In the 2006 national election campaign the opposition coalition promised that if they would be elected the number of police officers in Sweden would increase from about 17 500 to 20 000 by the year 2010. The coalition was elected and the political goal was achieved. The main question in this report is: What impact will such an increase of the number of police officers have on the crime rate? In this report previous research, mainly from the United States, is reviewed and thoroughly analyses of the relationship between police strength and domestic burglary, robbery, homicide and car related offences in Sweden are made. The data consists of a random sample of 145 municipalities studied between the years 2001 and 2008. A complementary data set consists of all 21 police forces in Sweden between 1995 and 2009. Through panel data analysis it is concluded that an increase of the local police by 10 percent would possibly reduce domestic burglary by 3 to 4 percent. No impact is found on robbery, car theft or homicide, however. More police officers also means that more drug offences are being registered and more crimes in general being cleared-up. The allocation of police officers is also briefly investigated in this study. About 30 percent of all police officers in Sweden are allocated to Stockholm County. This proportion has been fairly stable over the last 15 years. However, the population in this metropolitan area has increase by 20 percent since 1995, compared to about 3 percent in the rest of the country. One consequence is that the surplus of police officers per capita in Stockholm in relation to the number of officers per capita in the rest of the country has decreased substantially.

Skolan som demokratiprojekt : En poststrukturell diskursanalys av demokratiuppdrag och lärarsubjekt ; School as a Democracy Project : A Poststructural Discourse-Theoretical Analysis of Schools' Democratic Mission and Teacher Subjects
Based on a poststructural discourse-theoretical perspective, the aim of this thesis is to critically examine the construction of the Swedish compulsory school's democratic education and its consequences for the teacher subject, in educational policy texts. Set against the backdrop of what is commonly referred to as a crisis of democracy, the study takes its point of departure in changes in educational politics in recent decades and the new national curriculum for the compulsory school in 2011. The thesis uses the poststructural discourse-theory of the political philosophers Ernesto Laclau and Chantal Mouffe as its theoretical and methodological framework. Their main objective has been to revive socialist politics by suggesting a radical, plural democracy as an alternative for a new left. A number of national policy texts were chosen for the analysis. The selection covers official reports and government bills on the Education Act and on the Teacher Education Reform Act, the Education Act, the National Curriculum and a selection of documents from the Swedish National Agency for Education, ranging from 2008 to 2018. The main results show that democratic education rests on a notion of the democratic society which creates relations between a democratic universalism based on individual rights and an unspoken national homogeneity. Democratic education is constructed as a broad and complex task aiming at the fostering of democratic competence, assuring equivalent education and counteracting abusive behaviour. The impact of neoliberal policy and new public management philosophy is evident in the empirical material analysed. The study concludes that democratic education is constructed as part of a management perspective where democracy becomes the means of achieving a goal – the governed subject – which relates to pupils and teachers alike. In addition, the focus on consensus and rational thinking as well as the tendency to locate conflict resolution in the legal sphere contribute to the notion of a school free from abuse. ; I många demokratiska samhällen har skolan ett ansvar att förbereda unga människor för sin roll som demokratiska medborgare. En vanlig utgångspunkt tas i att utbildning om, genom och för demokrati är avgörande för demokratins fortlevnad. I en tid där högerpopulistisk retorik, desinformation och hot mot folkvalda hör till vardagen förefaller det viktigare än någonsin att utbilda för demokrati. Avhandlingens syfte är att kritiskt granska konstruktionen av grundskolans demokratiuppdrag och vilka konsekvenser den får för lärarsubjektet. Baserat på de politiska filosoferna Ernesto Laclaus och Chantal Mouffes poststrukturella teorier om diskurs, hegemoni och radikal demokrati konstrueras ett ramverk för att analysera ett urval av nationella utbildningspolitiska texter mellan 2009 – 2018. Tidigare forskning visar att debatten om det demokrati- och medborgarfostrande uppdraget närmar sig en marknadsliberal position och flera diskurs- eller textanalytiska studier indikerar diskurser och språkbruk som influerats av nyliberal ideologi. Resultatet från studien visar hur uppdraget tar form i relation till mål- och resultatstyrning, dokumentation och kvalitetssäkring där demokratiuppdraget tar form som en del av ett managementperspektiv. En särskild form av styrning i skärningspunkten mellan en juridisk reglering av mellanmänsklig samvaro, deliberativa samtalskvaliteter och betoningen av konsensus resulterar i att demokratiuppdraget konstrueras som den kränkningsfria skolan. Avhandlingens bidrag består i att ställa nya frågor om skolans demokratiuppdrag och belysa hur uppdraget tillskrivs mening och vilka konsekvenserna av detta blir.

Riksdagsdebatt iscensatt : Ett feministiskt teatralt perspektiv på subjektskonstruerande makt i det demokratiska samtalet ; Democratic Enactment in the Swedish Parliamentary Chamber : A Feminist Theatrical Perspective on Power and Subjectivity in Democratic Debate
This dissertation studies power and the production of the democratic subject in the context of democratic debate. It is important to understand the role of power in democratic debate. Even more important is to understand how power underpins the construction of the democratic subject in this context. Is it possible for just anybody to be a convincing democratic subject? Or does democratic debate assume a particular kind of body – a democratic "super-body"? This thesis argues that in order to answer such questions it is not sufficient to study the intellectual and verbal aspects of democratic debate. The situation needs to be examined in its material enactment. Since previous research does not offer a coherent way of analysing how power underpins the material construction of the democratic subject, this dissertation develops such an analytical perspective, which it terms a feminist theatrical perspective. The perspective is "theatrical" because it studies democratic debate as intra-active enactment, which assumes stage, costume and stage direction. The perspective is inspired by Foucault and Butler as well as by feminist performance, architectural and design research. The feminist theatrical perspective, and the methodological framework that it offers, constitutes the main contribution of the thesis. The dissertation focuses on democratic debate in the specific form of the parliamentary debate. It identifies three key parliamentary ideals about democratic debate that are materially enacted as "dramas" during the debate: the idea that democratic debate is built on equality, that it is important as representing the people, and that it is importantly rendered in combative struggle. Empirically, the thesis is based on an ethnographic field-study of the Riksdag, the Swedish parliament, conducted in 2008/2009, and an in-depth study of two debates between party leaders that took place in the Riksdag in 2010. The main finding is that power is necessarily ambivalent in the production of the democratic subject in this context. The thesis identifies frameworks for how the democratic subject should move, behave, sound and look. However, these frameworks are contradictory. No actual physical body could, as a "super-body", fully correspond to the physical characteristics that are assumed about the democratic subject.

Kunskapens politik : En studie av kunskapsdiskurser i svensk och europeisk utbildningspolicy
In recent years knowledge has been brought forward as an important political issue both in the EU and in Sweden. It is said to be of the uttermost importance not just for education but for society as a whole. As a result of increased globalization and a European striving for economic growth, knowledge has come to be associated with both individual and national competitiveness, and education and learning in schools and workplaces have become a political priority. In this global competition the EU has become an important policy actor in the educational field trying to create a common European education policy field. Despite this development, only a limited number of reports relating the European arena to Swedish educational reforms have been published. Against this background the aim of this thesis is to deepen the understanding of the knowledge discourses which struggle for legitimacy in Swedish and European education policy and how these discourses relate to each other and change over time. The empirical material consists of a number of fundamental official policy texts produced by the EU and the Swedish state. The study takes its theoretical point of departure in critical discourse analysis using an analytical grid where production, content and communication are seen as three aspects constituting every knowledge discourse. The result shows a process of silent Europeanization in Swedish school reform where European knowledge discourse is being re-contextualised and in many cases re-interpreted without any declaration in terms of explicit references. It also confirms the general trend towards increased focus on learning outcomes and demands for measurability. Furthermore, the result shows how competition rhetoric dominating the EU contributes to an increased sense of crisis in both European and Swedish educational reforms. Implementation of environmental strategies in companies' management and control system
Sustainability reporting has grown in importance and transparency over the years. The reporting has in many countries gone from being voluntarily to become mandatory. This is the case within the EU, which adopted the non-financial reporting directive (2014/95/EU) in 2014. Sweden applied the directive in 2017 in the Annual Account Act. At the same time as the requirements have increased research has showed there is a gap between the content of the disclosed reports and companies' actual sustainability activities. To create a reliable and transparent external sustainability report there is a need to take internal activities into account and collect data for reporting from internal management and control systems. Previous research has also recognised that sustainability needs to be a part of the corporate strategy in order to ensure that sustainability becomes a part of the business operations. In order to contribute to a deeper understanding of any deficiencies between the information provided in sustainability reports and the internal activities the aim of this study is to investigate and explain the implementation of environmental strategies in company's management and controls system. Swedish companies operating in industries with a high environmental impact, the forest-, paper-, mining-, and steel industry, are selected as research objects in this study. A deductive method in combination with a hermeneutic method is applied. Management control systems, corporate sustainability strategy, legal requirements, the Global Reporting Initiative and accounting postulates form the theoretical framework. The empirical result shows there is a gap between the communicated environmental strategies and the implementation in the company management control system in each of the three industries. The result of the study raises questions regarding what the goal is for the communicated environmental strategies and to what extent the strategies are implemented. Another conclusion is that the companies in the three industries do not comply with the GRI framework, when reporting a limited number of environmental performance indicators. In addition, despite of a mandatory regulation for disclosing of non-financial information and the use of a common framework there is no common reporting standard for companies in the studied industries. External stakeholders need to have access to relevant non-financial information to assess companies' impact on the environment. Current legislation and standard frameworks provide a high level of flexibility regarding what to report. In order to achieve a common standard this study shows a need to add a conceptual sustainable framework for accounting and reporting, enforcement mechanisms and regulated common standards to achieve a more transparent and reliable reporting practice.

Bitcoin: its influence on the global World and its relationship with the stock exchange

The new technological advances have brought a revolution on how economic agents interact with society and markets. Nowadays, the use of virtual currencies is more frequent in the financial transactions and bitcoin has been defined as the most important world cryptocurrency due to its high market capitalization and its technological infrastructure. Several studies have been conducted to discuss bitcoin advantages and disadvantages; however, few papers in literature have examined its connection and influence on the stock market. The objective of this paper is precisely cover this gap. Firstly, by providing tools and concepts to understand bitcoin's dynamic, and then determining its relationship with stock market indexes. In that context, this manuscript examines the definition and function of bitcoin in the global world and its presence in Ecuador. Besides, exploratory and visual analyses are provided using the evolution of bitcoin and other market indexes. Finally, a linear correlation is computed between bitcoin, other cryptocurrencies, stock exchange indexes and commodities. The results in this study, employing visual and statistical analyses, demonstrated that bitcoin has: a strong relationship with other cryptocurrencies; a lineal correlation, not as strong as the previous one, with the main stock market indexes; and no linear correlation with commodities.
The potentials of agroforestry systems in Denmark and southern Sweden
In the face of climate change, the urgent need for sustainable food systems has brought agroforestry under the spotlight in the Global North, for its provision of ecosystem services. Despite being less known in the Danish and Swedish context, the traditional practice of managing livestock in the semi-natural pastures, similar to the cut-and-carry systems in the tropics, is undeniably a form of agroforestry system. With an agroecological perspective, the study adopted a quantitative statistical analysis, and identified the perceptions of farmers in Denmark and southern Sweden towards temperate agroforestry systems via an online survey. Moreover, the study conducted a qualitative document analysis on grey literatures to review national policies related to agroforestry under the framework of the European Union Common Agricultural Policies (CAP). The connection of motivating and discouraging factors to adopt agroforestry pointed out by the farmers were examined along with the current policies. Farmers' behaviour and attitude were further analyzed by conducting logistic regression modelling to distinguish the tendencies within Danish and Swedish farmers. The results revealed that 'animal health and welfare', 'landscape aesthetics', 'soil erosion', 'microclimate moderation', 'pollination', and 'carbon fixation' were perceived as positive factors by farmers from both Denmark and southern Sweden; while 'administrative burden' and 'regulation' were regarded as hurdles to include trees and bushes on farmlands. The study further identified the practice of organic operations and high diversity of livestock to be common indicators observed amongst farmers' positive attitude towards agroforestry, regardless of the discrepancy between attitude and behaviour amongst Danish farmers. At the policy level, Denmark offered many agroforestry-related financial support schemes, while the similar schemes in Sweden were generally more restricted in practice and options, except for the diverse and detailed schemes for semi-natural pastures. It was thus concluded that the silvopastoral systems had a great potential amongst Danish and Swedish farmers if the density restriction was withdrawn. To establish more agroforestry systems, 'pollination' and 'carbon sequestration' could also be further promoted in both regions, while 'soil conservation' and 'microclimate moderation' should be included in the Swedish financial support schemes. Other suggestions followed the two streams to increase landscape heterogeneity and to have more pollinators, fruits and berries. An interdisciplinary collaboration between agriculture and forestry policy makers, and farmers' participation in the policy-making process were further recommended.

Recreational fisheries – characterization, quantification and biological impact on natural resources
Recreational fishing is of high social and economic value worldwide, and participation is increasing at a global scale. The extent and biological effect of recreational fisheries have only recently been characterized on a limited number of targeted stocks in Europe. Several studies have shown that there is an effect of recreational fisheries on stock status in Europe and globally, and the importance of acknowledging this sector is increasingly conceded. In Sweden, recreational fishing is defined by the Swedish Agency for Marine and Water Management as any fishing without a professional licence, i.e. fishing for own consumption, recreation, tourism and for competition. Annual surveys have shown that at least 1.4 million Swedes participate in recreational fisheries at least once per year, and total catches have been estimated to about 18 380 t. The species most frequently caught in Swedish recreational fisheries are perch, pike, brown trout, crayfish, lobster, Zander, salmon, Atlantic mackerel, Atlantic herring, and cod. Recreational fisheries are covered in national as well as international management strategies for sustainable fisheries, in particular the common fisheries policy (CFP). The CFP concerns adopting a precautionary approach to fisheries management, and in support of this the EU Data Collection Framework was introduced in 2001. In accordance with this, member states are obliged to collect data on e.g. recreational fisheries for selected species defined under the DCF (EU, 2008) or EU-MAP (EU, 2016). The current knowledge on recreational fisheries in Sweden is largely based on combined postal surveys and follow-up by telephone conducted by Statistics Sweden (SCB) on behalf of HaV. In this essay, the current knowledge on the Swedish recreational fisheries, available methods and key species is reviewed. Important research topics needing further examination, aiding the fulfilling the data collection obligations and increasing the overall understanding and knowledge of the Swedish recreational fisheries, are stated.

Personligt mod : Om krigsdekorationer som mjuk normstyrning under insatsen i Afghanistan åren 2008-2012 ; Personal courage : Decorations of war as soft norm governance during the Swedish mission in Afghanistan 2008-2012
During the 2000s, Sweden has pursued an active foreign and security policy. This has meant participation in several international military operations and has left many Swedish soldiers and officers with combat experience. Thus, the Swedish parliament decided in 2010 on a political reform of the veterans area, with more extensive societal support, war decorations to express the government recognition of personal sacrifices made in the service and a new medal for courage in combat. Considered as a reward system, it functions as an immaterial and emotionally established incentive, in contrast to the financial and bonus reward systems that are otherwise common. From a governance perspective, this setting is fundamentally interesting. The complexity of military operations and the demands for efficiency in armed combat are in contrast with the democratic state's need to guarantee the rule of law, even from a distance and under difficult conditions. Traditional government is not sufficient because the situation is characterized by high contextual uncertainty and therefore requires more situational adaptive control. Organizing in a professional model implies autonomy for military officials, and this means that there is a form of gap in terms of civilian control. In the dissertation, a concept and an analytical model are formulated to understand this phenomenon, entitled soft norm governance, that also form one of the main results. The model combines four levels of analysis to describe the dynamics of the steering mix: organizational metagovernance, rule control, policy work and professional ethics. One conclusion is that professional ethics has a two-way function in the chain of implementation steering, both as a decisive factor for concrete decision-making, but also as an objective for the government's soft norm governance. Thus, this control gap does not mean absence of control, but that other value-based norm systems govern our actions. In this way, soft norm governance also reaches beyond the scope of the law. The theoretical framework is metagovernance, the idea that the modern state is steering at a distance and with subtle methods, such as by organizational measures. It opens for the importance of soft law, social norms and ethics in governmental steering. The case study of the veterans policy and medal of courage contributes empirically to the specification of these theories. Furthermore, new institutionalism adds an explanatory value with a rationality of action for the officials, a so-called logic of appropriateness based on the professional role and on adaptation to the situation at hand and to applicable rules. Theoretically, the thesis contributes by supplementing with a logic of values, which takes into account the profession's ethical and moral rationality of action, which is particularly important in situations such as armed conflict. The methodological approach combines a structural statistical perspective with a qualitative and understanding-oriented perspective and can, with the support of the analytical model, illuminate both pattern and function. The material base is a total selection from the medal preparation of eight contingents in Afghanistan during the years 2008-2012, i.e. FS16-FS23. It consists of the archive material from the nominations as well as in-depth interviews with responsible commanders at the international units and at the national headquarters, including the Commander-in-Chief.

Hästunderstödda insatser - samspel mellan hästens välfärd och människans säkerhet
Målet med denna rapport är att lyfta viktiga frågor som kan säkerställa välfärden hos både häst och människa i hästunderstödda insatser (HUI). Den behandlar hur människors och djurs säkerhet och välfärd interagerar, om patientsäkerhet vid komplementära insatser i vården, elevsäkerhet vid alternativa skolformer samt professionella ställningstaganden rörande mötet mellan häst och människa. Rapporten är ett led i att lyfta fram viktig forskning kring hur vi på bästa sätt kan arbeta tillsammans med hästar i vård, omsorg, psykosocialt arbete och skola. HUI innebär en praktisk tillämpning av One Welfare och One Health koncepten och kan ses som en resurs för att uppnå flera av målen i Agenda 2030. HUI uppstår i skärningspunkten mellan den offentligt finansierade vårdsektorn och landsbygdsutvecklingen. Flera politiska fokusområden berörs när välfärdstjänster inlemmas i hästföretag och alla inblandade individer skall garanteras bästa möjliga hälsa. Djurvälfärd får inte äventyras av orimliga upphandlingsvillkor och människors säkerhet får inte äventyras av företagares bristande kunskaper om hästbeteende eller om funktionsnedsättningars inverkan på förmågan att bedöma risker. I en HUI-verksamhet blir djur en resurs för människors hälsa. Dagens arbetshäst återfinns i ökande omfattning i rehabiliteringsverksamheter och inte enbart för rekreation eller sport. För att utveckla denna växande sektor till en resurs för att möta ohälsoproblem och bidra till rehabilitering och återhämtning behövs en nulägesbeskrivning. Hästar har dokumenterade förutsättningar för att bidra till människors läkande, men kunskapsläget om mekanismerna är oklart. Hästunderstödda insatser är en del av det som kallas "Naturunderstödd rehabilitering", eller "Utomhusrehabilitering". De hälsoeffekter som vistelse utomhus, i naturen, innebär adderas alltid till de specifika effekter som hästens medverkan innebär. Okunskap om hästar och HUI hos upphandlare eller utövare är en stark riskfaktor för människors säkerhet och hästars välfärd. Kartläggningar av branschen 2008 och 2020 visar på en spretig och eldsjälsdriven bransch som förändrats från offentligt bedriven HUI med utövare anställda inom hälso- och sjukvård till mestadels egenföretagare med otrygga avtalsvillkor och korta upphandlingsavtal. Professionerna som erbjuder HUI omfattar nu även professionella inom psykosocialt arbete och inom skolan. Precis som bilden av ohälsa och rehabiliteringsbehov har förändrats mellan 2008 och 2020 har utbudet av tjänster och målgrupper för insatser utvidgats. HUI har ingått i svensk sjukvård oavbrutet sedan dryga 60 år och uppstod som en följd av poliopandemin och de rehabiliteringsbehov som växte fram världen över. I efterdyningarna av dagens pandemi kan HUI utgöra en resurs för personer med långvariga behov av multimodal rehabilitering. HUI karakteriseras av sin omgivande miljö, klientens behov, HUI ansvarigs professionella kompetens och hästens specifika förutsättningar som rörelsegivare, relationsskapare, motivator till deltagande i en insats eller som vän och förebild genom sin sociala kompetens. Användning av djur i terapeutiska sammanhang innebär ett extra ansvar även för djurets välbefinnande under interventionen. Kunskaper om hästens beteende och behov inom inhysning och skötsel samt deras signaler på stress behöver finnas hos alla inom hästnäringen. Detta är en grundläggande djurvälfärdsfråga. Det är viktigt att också HUI ansvariga har denna kunskap så att den kan komma till klinisk nytta och så att hästarnas välfärd inte riskerar att äventyras. Studier tyder på att dålig hästvälfärd och hästar som signalerar ohälsa i sin tur inverkar på klienten på ett ogynnsamt sätt. Dålig hästvälfärd är alltså inte bara en djurskyddsfråga utan blir även kontraproduktiv för HUI verksamheten. Ett identifierat problem inom HUI är de professionellas varierande kunskapsnivå; om hästar, deras grundläggande behov och samspelet mellan hästens välfärd och riskerna för klienterna. HUI ansvarig har en grundprofession inom hälso- och sjukvård, psykosocialt arbete eller pedagogik. Sammanfattning Inom grundprofessionen finns det krav på kompetenser för att utöva yrket men inte för att hantera hästar. Idag saknas ramverk för hur de två sektorerna humansäkerhet och djurskydd skall säkerställas vid HUI. Branschen tog 2009 fram certifieringskrav för HUI ansvariga med särskilt krav på hästkunskap. Då var de flesta ansvariga anställda inom offentlig vård och arbetade tillsammans med en ridskola. Hästkompetens och ansvar för hästvälfärd låg hos ridskolan. Ansvar för klientsäkerhet låg hos sjukvårdshuvudmannen. I dag, med många egenföretagare saknas denna tydliga koppling till existerande kvalitetssystem. Branschen behöver därför utveckla kvalitetssystem för både djurvälfärd och säkerhet. En del i denna process är att upphandlare av HUI tjänster efterfrågar parametrar för såväl hästvälfärd som humansäkerhet. Inget tyder på att HUI innebär större risker för klienten än annan vård. En överblick över incidentrapportering från HUI-insatser internationellt visar på få incidenter. Hästens arbete i HUI är otillräckligt studerat avseende hästvälfärd. En identifierad HUI-specifik situation är att hästen behöver kunna stå still länge på samma plats och behöver tränas att möta olika situationer t ex att ryttare lyfts på från ramp eller via en mekanisk arm. Hästens lämplighet för HUI arbete beror på de krav som insatsen innebär. En lugn häst som terapeuten tycker fungerar väl i insatsen och stabilt byggd om den skall ridas, uppfyller grundläggande krav. Vid HUI observerar, sköter, rider, kör och tränar man hästar. Även besöksverksamhet förekommer. Många verksamheter får hästar donerade, utlånade eller så köper man triangelmärkta eller äldre hästar. Det innebär att hästarnas hälsotillstånd kan variera. Ansvarig måste kunna bedöma individernas olika hälsostatus. Hälsoteam för hästar inom en HUI verksamhet rekommenderas som en strategi för att säkerställa välfärden inom sektorn. Det finns anledning att anta att HUI kan fungera som en positiv välfärdsfaktor för ridskolehästar. Flera HUI verksamheter internationellt har utvecklade samarbeten med djurskyddsorganisationer och fungerar som "Rescue centre" för övergivna hästar. Internationella Etiska riktlinjer för hästvälfärd inom HUI publicerades senast 2021. I dessa förutsätts den ansvarige skaffa erforderliga tillstånd utifrån sin profession och som djuransvarig i enlighet med nationella regelverk. Det finns också anledning att lyfta de etiska principer som styr våra handlingar och diskutera om och hur vi kan rättfärdiga att vi använder djur i vård av människor. En viktig aspekt är att endast då hästen och dess miljö tillför insatsen värden som den professionelle bedömer inte kan uppnås på annat sätt är det etiskt försvarbart att involvera hästen. I rapporten lyfts en modell för etiska aspekter fram. För att kunna utveckla detta område i Sverige föreslås avslutningsvis ett antal rekommendationer till myndigheter och politiker, upphandlare, HUI-företagare och universitet och högskolor.
