Policy impact is an essential component of policy process & politics at large. Governmental outputs define clienteles, create new ones, & structure their political responses. Six main points are discussed: (1) whether governmental concessions through participatory mechanisms are sufficient compensation for the overwhelming coercion exerted by the modern state on citizens, (2) the neglect of the study of policies' impact, (3) a suggested framework for discussion, (4) properties of policies, (5) the political reaction, & (6) the reversibility of policies & democracy. The reversibility of policies is the most pronounced determinant of the public's control over governmental policies. A greater ability on the part of citizens to alter policies during their implementation would minimize deficiencies in the existing democratic system. 2 Diagrams. B. Hubinger.
