The French National Police force is one of the most unionised professions in the country: close to 70%. Yet most of the scientific research on activism and social movements only considers police officers as a entities within the state repression system, and rarely as workers who experience, as any others, pressures from their management and professional struggles. Based on these observations, and using a socio-ethnographic survey, our thesis aims to question the organization and running of French police unionism. After a brief analysis of the historical process of construction and evolution of police unionism, we examine the unions representation work and its relation to politics.We notably demonstrate that police unionists articulate an important work of service to their paying members (by participating in the joint administrative commissions which manage the careers of civil servants) and forms of more conflicting mobilizations. As in other environments, police unionists are subject to a logic of professionalization, but the union officials are accompanied in their work by a large network of activists and representatives who contribute to maintaining proximity with the workers.Mobilizing and questioning Bourdieu's concept of "field", we finally examine the relations between the police union field and the political field. Police unionists entertain an ambivalent and very circumstantial relationship to politics, caught between rejection, distanciation and appropriation. Our ethnographic approach allows us to grasp the logic of practice differentiation by stakeholder, and more particularly by level of responsibility. Since the 2000s, adaptation to climate change has been a new consideration for local territories in France, but its implementation is complex. Adaptation is not only a new issue for public policies but also a concept tinted with a semantic blur. At the same time, it is presented as a very technical issue. It is often highlighted as a state to reach. Decision-makers can "operationalize" adaptation by simply applying a specific methodology. However, adaptation is not only a mechanism but it is also a process that implies economic, social and ecological trade-offs for socio-ecological systems. These political dimensions are often implicit. Our work focuses on adaptation process and public policies. We studied local public policies implemented and discussed for the coastlines on the eastern coastal area of Languedoc Roussillon in the south of France that is facing global changes. We combine vulnerability and resilience approaches with sociology/political science in order to investigate adaptation pathways and local public policies and instruments. We conducted an empirical analysis of local actions and strategic plans related to climate but also to urban planning, flooding and water management. In order to provide a vehicle to clarify this concept of adaptation and its political dimensions, we propose a typology of adaptation measures. We found four logics that associate different political instruments and reflect different degrees of transformation. Secondly, we show that the issue of adaptation is framed differently by the different stakeholders. We show the gap between the national frame of standards and multiple local frames. Those frames can limit the panel of solutions that are discussed locally and can allow for compromises. The different types of actions constitute the 'repertoire' of adaptation but its implementation is constrained by local configurations of actors, power relationships. We shed a light on trade-offs inherent in adaptation choices. ; Avec la montée en force des changements climatiques, une injonction à s'adapter est lancée par les instances internationales et nationales aux décideurs locaux, aux collectivités locales et aux acteurs des territoires. Le passage à l'action n'est pourtant pas aisé. Enjeu de politique publique, l'adaptation se présente comme un sujet très technique. Dans la littérature, elle a souvent été envisagée comme résiduelle, comme un état à atteindre, presque mécaniquement. Or, son sens, ses arbitrages sociaux et politiques restent implicites. Cette thèse s'intéresse donc au processus d'adaptation face aux changements globaux et à ses dimensions politiques. Elle investigue plus particulièrement les politiques locales d'adaptation discutées et mises en œuvre sur les territoires littoraux héraultais et gardois. L'adaptation recouvre en fait un répertoire d'actions multiples. Ce répertoire se structure autour de quatre types qui recouvre quatre logiques politiques. Chaque type d'adaptation mobilise certains instruments d'action publique plutôt que d'autres et traduit en fait un projet territorial spécifique, avec une ambition de transformation plus ou moins forte de la trajectoire du territoire. Ces logiques témoignent également de modalités de gouvernement local distinctes et en particulier une répartition des responsabilités différentes entre l'Etat, les collectivités locales, les citoyens et les acteurs locaux. D'autre part, l'adaptation est appréhendée au niveau local à travers le filtre de cadrages spécifiques, qui balisent sa mise en discussion et tour à tour, dessinent l'adaptation comme une politique de développement économique, de gestion des risques, de développement durable ou écologique. Ces cadrages locaux sont en décalage avec ceux à d'autres échelles, notamment nationales. Enfin, des relations de pouvoir se jouent autour de cet enjeu de l'adaptation au changement climatique. La territorialisation de l'adaptation se décline par des actions juxtaposées et cela pose le problème de leur coordination. Combinant l'analyse de la résilience et des vulnérabilités avec la Political Ecology, la sociologie et la science politique, la thèse vise à mettre en exergue les dimensions sociales et politiques dans les processus d'adaptation. Pour ce faire, l'investigation porte plus spécifiquement sur les politiques locales en lien avec le changement climatique mais aussi l'aménagement du territoire, la gestion des risques et la gestion de l'eau mises en œuvre sur les territoires littoraux héraultais et gardois. La thèse propose une démarche interdisciplinaire à partir d'une approche empirique et inductive. Loin d'être une problématique uniquement technique, l'adaptation au changement climatique est plurielle et éminemment politique.
