In this article, multilevel governance (MLG) is problematized & treated as a dependent variable. It is argued that processes of globalization shed considerable light on the development of MLG. In order to conceptualize "globalization," I turn to the field of international political economy, specifically, neo-Gramscian critical theory. Since critical theory seems to outline -- above all -- the distinctive political & policy aspects of globalization, the approach gives way to the development of a causal link between globalization & governance. The relevance of globalization to governance & MLG is further shown by elaborating on a particular level of governance: the subnational sphere of the city. It is concluded that critical theory is indeed relevant in explaining globalization & governance, & that a macroperspective can be used in conjunction with a more meso-style, MLG approach.

In a globalized world the "foreign" aspect is getting more and more important. Despite the much talked about pros and cons, this also means that a number of unforeseen challenges should be met. Karel De Gucht, Belgium's Minister of Foreign Affairs, proposes ten theses regarding preparation and coordination of policies, civic service, communication and public diplomacy, qualification and education of its personal, a network of posts abroad, supportive material and services (informatics and security mainly). The notion of local politics in the modern global village is reviewed, arguing that local perspectives may provide excellent insights into broader processes, possibly leading to "glocal" descriptions. Two currents in which local politics are studied from a broader perspective are distinguished: (1) studies in which local power structures are analyzed using explicit sociological & political models, & (2) studies in which local politics are studied in the framework of larger political processes, analyzing the relationships between local & (inter)national politics.
