La crisi financera i econòmica mundial que viu el món globalitzat des de l'estiu de 2007 planteja la qüestió de si estem davant de la fi d'un cicle o de la fi d'un model, i posa en evidència la necessitat d'un profund debat d'idees. A banda de les causes immediates de la crisi, s'observen causes profundes que són, principalment, resultat d'un període de globalització econòmica neoliberal. Si l'efecte de la crisi als països del Nord és evident i palpable, el seu impacte als països menys desenvolupats és devastador, la revisió del Consens de Monterrey, encaminada a concretar el finançament per a l'assoliment dels Objectius de Desenvolupament del Mil·lenni, va quedar frustrada pel naixement del G20. L'abordatge polític de la crisi posa en qüestió els lideratges mundials. Si bé el G20 va voler monopolitzar el debat, finalment les Nacions Unides, de la mà del president de l'Assemblea General, el pare d'Escoto, va poder convocar la Conferència sobre la Crisi Financera i Econòmica i els seus Efectes Sobre el Desenvolupament (juny de 2009). Malgrat que els seus resultats són molt menors, i no s'hi van acordar moltes de les recomanacions del mateix president i de la Comissió Stiglitz, les conclusions de tot plegat apunten a una imprescindible reforma del sistema i de la governança de l'economia financera mundial. El "G192", es va posar, doncs, sobre la taula un model de governança democràtica mundial per abordar un crisi global d'impacte sobre la ciutadania mundial. The financial and economic crisis that has been rocking the globalised world since the summer of 2007 raises the question of whether we are looking at the end of a cycle or the end of a model and highlights the need for a thorough debate of ideas. In addition to the immediate causes of the crisis (such as the bursting of the housing bubble and the toxicity of the financial markets), several deep-rooted causes can be found, most resulting from a period of neo-liberal economic globalisation. Whilst the crisis has had a clear and tangible impact on the countries of the North, it has been calamitous for less developed countries. The damage is compounded by the fact that the review of the Monterrey Consensus, intended to find the necessary financing to achieve the Millennium Development Goals, was thwarted by the emergence of the G20. The political hijacking of the crisis casts doubt on global leadership. Although the G20 monopolised the debate, in the end, the United Nations (UN), under the leadership of the president of the General Assembly, Father Miguel d'Escoto, managed to convene the Conference on the World Financial and Economic Crisis and Its Impact on Development (June 2009). Despite the conference's modest results and the fact that no agreement was reached on many of the recommendations made by the president or the 'Stiglitz Commission', the conclusions as a whole point towards a crucial need to reform the system and governance bodies of the global financial economy. This article examines whether mayors' social capital increases local governments' performance. Putnam suggests that politicians' social networks with residents may deteriorate political transparency and thus decrease performance. However, no direct relationships have been clarified. So, we focus on the Philippines as a case and conduct a survey on national representative 300 cities and municipalities in 2011. We find that (1) by distributions, among three indexes of performance as dependent variables, valuing fundamentals of governance have the highest scores. Social governance and administrative governance follow. Among mayors' networks as independent variables, mayors meet residents most, and local politicians, provincial politicians, and the central government officers follow. (2) By regression analyses, meeting residents promotes social governance, while meeting central government officers increases administrative governance. Multi-level analyses support these results. Therefore, mayors' social capital increases local governments' performance. Yet different social capital promotes different performance.

A l'hora de fer balanç sobre la Cimera Mundial de la Societat de la Informació, potser el més remarcable es trobi en el terreny dels procediments, més que no pas dels resultats. És a dir, en la incorporació de mecanismes de debat i seguiment multisectorials - amb la presència de representants de la societat civil, d'interlocutors governamentals i del món empresarial- per tal de pensar els futurs desenvolupaments de la societat de la informació. Precisament, la multisectorialitat serà una de las característiques de l'Internet Governance Forum, un nou instrument internacional per debatre sobre el govern d'internet impulsat a la Cimera. ; A la hora de hacer balance sobre la Cumbre mundial de la sociedad de la información, quizás lo más remarcable se halle en el ámbito de los procedimientos, más que no en el de los resultados. Es decir, en la incorporación de mecanismos de debate y seguimiento multisectoriales -con la presencia de representantes de la sociedad civil, de interlocutores gubernamentales y del mundo empresarial- para pensar en los desarrollos futuros de la sociedad de la información. Precisamente, la multisectorialidad será una de las características del Internet Governance Forum, un nuevo instrumento internacional para debatir sobre el gobierno de internet impulsado en la Cumbre. ; When it comes to assessing the World Summit on the Information Society, the most remarkable point may lie in the field of procedures rather than results. In other words, in the incorporation of multisectoral debate and monitoring mechanisms - with the presence of civil society representatives as well as governmental and corporate interlocutors - when it comes to thinking about future developments of the information society. In fact, multisectorality will be one of the characteristics of the Internet Governance Forum, a new international instrument to discuss Internet governance as promoted at the Summit.

A partir de 2011 se ha reforzado el gobierno económico de la UE a través de seis instrumentos legislativos, el llamado Six Pack, que supone fundamentalmente una reforma de la supervisión de la política presupuestaria de los Estados miembros. Más recientemente el Tratado de estabilidad, coordinación y gobernanza de UE de marzo de 2012 (TECGUE) establece un conjunto de normas destinadas a promover la disciplina presupuestaria a través de un pacto presupuestario a reforzar la coordinación de sus políticas económicas y a mejorar la gobernanza de la zona del euro. En el presente trabajo se analiza si este modelo basado en una estricta disciplina presupuestaria es compatible con los postulados del Estado social, y más concretamente con los principios de justicia del gasto público. En efecto, a partir de la reforma del art. 135 de la Constitución Española, el principio de estabilidad presupuestaria debe ser interpretado coordinadamente con otros principios constitucionales que en el momento presente están plenamente vigentes y pueden adquirir una nueva función: la de actuar como límite y medida del objetivo de estabilidad presupuestaria. Del mismo modo se analizan los principios de coordinación entre las políticas presupuestarias y de endeudamiento de los Estados miembros en un Estado con una pluralidad de Haciendas, como es el caso español. ; From 2011 onwards, the Economic Governance of the EU on the Member States has been strengthened through six main instruments of legislation, the so-called Six Pack, which is primarily a supervision reform of the Member States budgetary policy. More recently Treaty on Stability, Coordination and Governance of EU from March 2012 (TECGUE) establishes a set of rules aimed to promote the budgetary discipline through a fiscal pact, to strengthen the coordination of their economic policies and to improve governance within the euro area. In this paper we analyze whether this model based on a strict budgetary discipline is well-matched with the tenets of the welfare state, and more specifically with the public spending principles of justice. Indeed, since the reform of art. 135 of the Spanish Constitution, the principle of budgetary stability should be interpreted in coordination with other constitutional principles which at present are in full force and can acquire a new role: to operate as a boundary and a extent of the budgetary stability objective. Similarly, principles of coordination between the General Government Debt and Budgetary Policies of the Member States within a state with a plurality of Public Finances, such as the Spanish case, have been also analyzed.

Hoy en día, las políticas culturales, al basarse en derechos culturales y en otra «gobernanza», podrán responder de manera más satisfactoria a los desafíos del mañana. ; The question of cultural governance is dealt with from three approaches: the historical approach, the development cooperation and international relations approach, and the knowledge society, creative economy and ict approach. The United States suffers political and social polarization at its worst since the Civil War. Is Trump the "result" or the "cause" that accelerated this malaise? As a former Washington correspondent who covered the Trump administration last four years, I tried exploring answers for this American self-questioning. Trump-style governance, so-called Trumpism, has been characterized with its unique communication style to inspire anti-elite ressentiment among American public especially for white male middle-class who feel themselves less and less belongings to mainstream in their country. This communication sometimes takes the form of "dog whistle" aiming at Trump's core supporters or at other times takes the form of sense of complicity sharing misinformation intentionally. The anti-elite undercurrent and the partisan confrontation which accelerates political polarization have been fostered in the US even since before the rise of Trump. In this respect the Trumpism can be called the "result". On the other hand, it is also pointed out that Trump would be the "cause" which overturned the hierarchical order of policymakers, bureaucrats, experts and major media institutions playing himself destroying the existing order. In addition, the Covid-19 pandemic played a major role in amplifying its effects. This reminds us of importance of further exploration to find out how infectious disease has caused significant impact on the state of democracy.

The 14th century has traditionally been considered a century of crisis, unrest and political breakdown around Europe, given the preponderance of wars, civil clashes and skirmishes with external enemies. In the Kingdom of Valencia, too, we can find these constant struggles for land and power, yet at the same time, just like all over Europe, we can also witness the gradual growth of the institutions of administration, governance and justice spearheaded by the Crown and the different political actors. Indeed, this process of political development did not preclude violence, but it did establish the foundations of a powerful institutional system which gained ground throughout the 15th century. ; Tradicionalment s'ha considerat el segle xiv com una centúria de crisi, desordre i descomposició política a escala europea, atesa la preponderància de les guerres i els enfrontaments civils o contra enemics externs. Al regne de València, en efecte, també es comprova aquella presència constant de les lluites pel territori i pel poder, però alhora, com també arreu d'Europa, es pot observar un progressiu creixement de les institucions d'administració, govern i justícia impulsades per la Corona i pels diversos actors polítics. De fet, aquest procés de desenvolupament polític no evità la violència, però establí les bases del poderós entramat institucional que es consolidà al llarg del segle xv.

L'ICTA-UAB ha participat en el projecte d'investigació europeu ENGOV, que ha redactat un document que ha estat distribuït entre els caps d'estat d'Amèrica Llatina i la Unió Europea que es van reunir a Santiago de Chile. El document crida l'atenció sobre la necessitat d'incloure de manera més efectiva les comunitats locals en la presa de decisions mediambientals en relació a les activitats extractives, com la mineria o l'agricultura industrial, que s'efectuen en els seus territoris. ; El ICTA-UAB ha participado en el proyecto de investigación europeo ENGOV que ha redactado un documento que ha sido distribuido entre los jefes de estado de América Latina y la Unión Europea que se reunieron en Santiago de Chile. El documento llama la atención sobre la necesidad de incluir de manera más efectiva las comunidades locales en la toma de decisiones medioambientales en relación a las actividades extractivas, como la minería o la agricultura industrial, que se efectúan en los sus territorios. ; The ICTA-UAB has participated in the European research project ENGOV who wrote a Policy Brief that was distributed to the Latin America and the European Union chief of States Summit held in Santiago de Chile. The document draws attention on the need to include more effectively local communities in the environmental governance of extractive activities, like mining or industrial agriculture, taking place in their territories.

The Global Nutrition Report (GNR) provides a global profile and country profiles on nutrition for each of the United Nations' 193 member states, and includes specific progress for each country. Aquestes notes només intenten posar sobre la taula qüestions percebudes des de la intersecció entre la gran explosió social que va significar el 15-M, sorgit el 2011, i l'experiència en el moviment ciutadà. Evidentment, aquesta intersecció constitueix un lloc que està inevitablement condicionat per l'experiència que de tots dos fenòmens s'ha anat adquirint. Són notes preses a l'abric del debat intern/extern en els mateixos moviments. Per això, són com un "mos" per seguir el camí, per la qual cosa són notes que no tanquen sinó que obren les mirades del caminant. ; These notes aim simply to put on the table a number of issues perceived from the intersection between the great social explosion that marked the 15 -M, in the aftermath of March 15th, 2011, and the experience of the citizens' movement. It goes without saying that the experience of that intersection is inevitably conditioned by the ongoing experience of both of these phenomena. These notes were taken in the heat of the internal/external debate within the movements themselves, and as such are essentially a 'snack' for the road, so their purpose is not to close butto open the eyes of the traveller. ; Estas notas sólo intentan poner encima de la mesa cuestiones percibidas desde la intersección entre la gran explosión social que significó el 15-M, surgido en 2011, y la experiencia en el movimiento ciudadano. The conflict environment is changing, and—after almost two decades of continuous COIN, stabilisation and counterterrorism missions—government and public opinion in western and allied countries are unlikely to support continued large-scale or long-duration missions of this type. Yet history demonstrates that such missions are, and are likely to remain, some of the most frequent and geographically widespread. Likewise, ground forces are critical for success in COIN and stabilisation missions, due to the need to interact closely with local government and populations, which implies the need to establish and maintain a physical presence in the area of operations, which in turn implies the need to survive and prevail in a close combat environment, which only ground forces can do. Thus, despite their unpopularity, ground forces can expect (and must be prepared) to continue engaging in these types of operations. However, the same factors that have enhanced the threat in recent decades—in particular, connectivity and the ability to conduct collaborative and remote engagement— also create opportunities for new operating methods for ground forces conducting COIN and stabilisation. These include the ability to deploy only a small element forward on the ground, conducting SFA and FID tasks, while supporting it with a QRF and other enablers that remain offshore in a sea-base or in regionally-deployed FOBs. In such a scenario the main force might be withheld from the theatre of operations and either deploy for a brief initial period only, or not at all. For a force operating in this manner, protected mobility and communications would remain essential, as would the ability to access and deliver precision fire support when required. Deployed forces would probably be modular to a very low level, operating in a mesh of multi-role, semi-autonomous small teams supporting each other and swapping roles as needed. Traditional intelligence, engineering, civil affairs, psychological operations and military governance capabilities would remain essential, but might be called forward as needed. Ultimately, however, while ground forces will almost certainly continue to play a central role in counterinsurgency and stabilisation operations, the way they perform this role, the organisation and equipment with which they do so, and the environment in which they conduct such missions is likely to change, and keep changing, into the foreseeable future.
