Abstract in English:Legitimation Between Norms and Interests. Norway's Arms Exports to Countries at War in YemenNorway is internationally obliged to abstain from arms exports in the presence of an overriding risk that the exported equipment can be used in international humanitarian law violations. In addition, Norwegian national decisions state that Norway should not export weapons to warring countries without the export being motivated by security policy, particularly alliance considerations. Nevertheless, Norway's arms exports to several countries in the Saudi Arabia-led coalition persisted during the war in Yemen; a coalition that has committed numerous humanitarian law violations in Yemen, and to which Norway exports on a commercial basis. This article examines how the Norwegian government has legitimized its arms exports to countries in the coalition. The article finds that the government's legitimation is constructed around five dimensions, four of which take the form of publicly communicated reassurances that the government is in full control and follows the regulations. A fifth dimension, deliberately omitted and not communicated by the government, but visible in leaked sources, contains concerns that stopping exports could damage the defence industry's market opportunities in the region. The article's conclusion is twofold: First, the combination of reassurances and omissions shows that the legitimation is largely intended to reassure critics. Secondly, the content of the legitimation shows that exports are based on sometimes incorrect interpretations of the guidelines for arms exports.

; Greenland's foreign policy representatives use the great international attention to the Arctic to appear and act as a more sovereign foreign policy actor. This is possible due to Denmark's dependence on Greenland to maintain its "Arctic state" status and because Greenland's foreign policy competence is open to interpretation. The article analyzes how representatives of shifting Greenlandic governments have expanded the foreign policy room for manoeuvre in discourse and praxis to strengthen Greenland's position at Arctic-related events. This has been achieved by, among other things, 1) outspoken discontent in the Arctic Council, 2) tacit gestures at the Ilulissat Declaration's 10-year anniversary, and 3) by mimicking full sovereignty at the Arctic Circle conference serving as a particularly useful platform for enhancing bilateral international relations due to its more informal setup.

This article analyzes Sweden's foreign policy 2011–2018. The article is part of a special issue on how the Nordic countries have responded to recent geopolitical change. The international context in which Sweden finds itself has in a number of ways changed drastically during the time of analysis. The foundations of Sweden's foreign policy, however, have seen less change. The Swedish policy adjustments we see are rather the effects of radical change taking place in the previous two decades: the EU membership, the partnership with NATO, and the abandonment of the policy of neutrality. Sweden is thus learning how to adapt to this transformation of its international orientation during a turbulent time in global politics. The article includes an overview of Swedish foreign policy and the literature on the topic. We discuss the major actors, institutions, tools and frameworks in the foreign policy making process. A detailed analysis of the Foreign Minister's Statement of Government Policy provides a temporal comparison over the last decade.

Abstract in English
Since 2003, the governments of Norway, Denmark, Sweden, Finland and Iceland have developed and implemented national strategies for cyber and information security. The strategies include several topics such as organisational and human resource capacity building, defence policy, international cooperation, etc. This article gives a thumbnail sketch of the countries' strategies for the state's role in societal cyber resiliens (the ability to resist and overcome negative effects of events emanating from the cyber domain). It then shortly describes the experienced challenges with distribution of tasks and responsibilities, and how the implementation of the strategies reflect attempts to overcome them. It concludes that the Finnish government has gone furthest by placing responsibility for implementation centrally in an influential organisation and giving it a centrally developed common matrix for assessing progress and a well-established formal network within the private segment of Finland's critical infrastructure.
; In March 2005 it was 20 years since Mikhail Gorbachev came to power in the Soviet Union as Secretary-General of the Communist Party of the Soviet Union and presented his programme for reform of the Soviet system. Key words in the reform were perestroika, glasnost and democratization. They became important not only internally but also externally in the relations to the outside world that swiftly put its trust in Gorbachev and his innovations. This working paper gives an overview of the perception that Gorbachev and his like-minded have of the development since then, presents their evaluation of the fate of the reforms and of the position of Russia on the world scene today. This also includes a critical evaluation of the domestic and foreign policies of President Vladimir Putin. The paper outlines a weak Russia that has not released itself from the burden of the Soviet heritage but on the contrary in many ways goes back to the authoritarian form of government, a Russia that by inertia still enjoys a certain respect although not esteem in the international community.

Abstract in EnglishDoomed to Fail? The US and the Afghan State-building Project, 2001–2021Nearly two decades after the US-led intervention in Afghanistan, following a massive effort to build an Afghan state, the country's government structure collapsed in August 2021, and the Taliban took control of the capitol Kabul. Why did international state-building fail? Could external state-building have been successful if the approach had been a different one? This article takes recent contributions to the literature on the dilemmas of external state-building as its point of departure (David Lake, Melissa Lee, Roland Paris, Timothy Sisk), and presents an analysis if how these dilemmas came to the fore in the political, military, and economic domains. Historically, Afghan stability have rested on a balance between a weak central authority, with considerable influence resting with traditional societal actors. The US, as an external state-builder, was concerned with loyalty from a strong central power, and thereby undermined the division of power that could otherwise have gained a higher degree of legitimacy. The result is a state which was fully dependent on external support, and as the US entered a treaty with the armed opposition, the Taliban, the Afghan state apparatus collapses.

Abstract in English20 Years in Afghanistan: What Do We Know About What We Learned? This article takes a closer look at various analyses of the international intervention in Afghanistan, which point at different reasons for the developments that took take place in August 2021. Developments that the American president Biden shortly before the Taliban takeover assured the world would not take place. Three factors stand out in previous analyses of the years that passed by in Afghanistan. First, that there were ongoing challenges with capacity-building. Challenges that had been pointed out by analysts, researchers and in the many evaluation and lessons-learned reports from the war. Secondly, that the purpose of the war on the part of the allied forces changed character as time went on. The common purpose was easier to see in the beginning of the war, but the intervention efforts turned into a purpose-dense delta, where the countries involved and their successive governments balanced considerations to alliances, domestic support, national security interests and value political agendas. Third, that the Taliban seemingly had gradually – and not overnight – built up strength and control, and at the same time been involved in a political process through their exile office in Doha that helped pave the way for their takeover.
