Tanzania in embarking the decentralization by devolution policy (D by D) as a mechanism of facilitating quick development process through the involvement of people from grass root levels has been carried out through the inter-government relations between the central government and the local government authorities (LGAs). Throughout its implementation there had been a supportive structural set up, including a constitutional mandate for local governments. Also, there has been an increased recognition of LGAs by central and sector ministries as partners rather than subordinate structures. However, the lack of a clear and effective institutional framework to govern the implementation of D by D and the lack of a shared understanding of D by D across ministries and other governmental institutions has made led to structural confusion between the Central government and the Local Government Authorities. Thus, this paper explores the undertakings of the inter-government relations between the central government and the local government authorities (LGAs) in order to forge a way forward for a inclusive and responsive governance in the country.

Dear colleagues, Welcome to the "Journal of Policy & Governance"! In my opinion, an editorial may reflect the general direction of the journal, values, strategy, priorities, goals and objectives, and so on. This is the first edition of the Journal of Policy & Governance where I act as the Editor-in-Chief. The title of the journal includes two key concepts, the "Policy" and the "Governance", and they are crucial for the target audience of the journal. That is, the field of "Policy Science": policy cycle, problem identification for analysis, policy environment, resources, stakeholders' analysis, communications (strategic, multilevel, etc.), policy tools and evaluation, etc. Also, these are values, objectives and methodology of the research and policy analysis, policy as the process and reasons for state intervention, evidence-based policy, quantitative and qualitative methods of data processing and the formation of evidence in the policy process and so on. The field of governance is also valuable for research: democratic, good, sensitive, multilevel, digital, and so on: Service State, public consultation, and interaction between government, business and civil society in the policy-making process. Common decisions, power and out of power policy makers, leadership, analysts and policy actors also require semantic and empirical content in the articles of the journal.

Accountability is the responsibility of the obligation to account for the success or failure in carrying out the organization's mission in achieving the goals and targets that have been set through a media of accountability periodically. As a follow up in eradicating the practice of Collusion of Corruption and Nepotism as mandated by Law Number 28 of 1999, in the context of further improving the implementation of a more efficient, effective, clean and responsible government. Government Policy through Presidential Instruction No. 7 of 1999 issued regulations regarding the Accountability of Government Agencies' Performance so that good governance was created. The purpose of this study is to find out: (1) Implementation of Performance Accountability System of Government Agencies in the Regional Civil Service Agency of Musi Banyuasin Regency (2) Implementation of good governance in the Regional Civil Service Agency of Musi Banyuasin Regency (3) How much influence the implementation of Government Institution Performance Accountability System the application of good governance in the Regional Personnel Agency of Musi Banyuasin Regency. The method used in this research is analytical descriptive with survey approach. Whereas to analyze the data obtained used the moment Product Correlation Coefficient Analysis, Determinant Coefficient Test and Hypothesis Test using the Significance Test (t Test). The results obtained are: (1) Implementation of the Accountability System of Government Agencies' Performance in the Regional Civil Service Agency of Musi Banyuasin Regency, including very good classification. (2) the application of Good Governance in the Regional Civil Service Agency of Musi Banyuasin Regency is included in the very good classification. (3) The implementation of the Government Agency Performance Accountability System has a significant effect on the implementation of Good Governance in the Regional Personnel Agency office in Musi Banyuasin.

Well defined and futuristic education policy is essential for a country at school and college levels due to the reason that education leads to economic and social progress. Different countries adopt different education systems by considering the tradition and culture and adopt different stages during their life cycle at school and college education levels to make it effective. Recently Government of India announced its new Education policy which is based on the recommendations by an expert committee headed by Dr. Kasturirangan, Former chairman of the Indian Space Research Organization (ISRO). This paper highlights on various policies announced in the higher education system and compare them with the currently adopted system. Various innovations and predicted implications of NEP 2020 on the Indian higher education system along with its merits are discussed. Finally, some suggestions are proposed for its effective implementation towards achieving its objectives.

The Military Campaign is a series of several joint operations carried out sequentially, to achieve strategic and operational goals in a space and time (TNI 2019). This study aims to a). To analyze the implementation of Kogabwilhan I military operations in support of the military campaign in the Natuna region. b) To analyze the Riau Islands Provincial Government in support of the military campaign. c) To analyze the integration strategy of Kogabwilhan I and the Riau Islands Provincial Government in carrying out the military campaign. This study uses a qualitative method. Data collection techniques are interviews, observations and documentation studies. Research Results 1) Kogabwilhan I served as initial action, restorer, and deterrent according to the policy of the Commander-in-Chief. 2) the functions of the Riau Islands Government include security, economic development and infrastructure. 3). The implementation of territorial development activities through the Komsos method with community components. Discussion of the concept of the Kogabwilhan I military campaign in the implementation of the state's Strategic framework to determine goals in national defense and security efforts and develop national resources including the military, but to achieve this the context is also determined by community relations that support and intertwine activities between civilians and the military so that soldiers can love and respect loved by the people and awakened awareness of defending the country. Cooperation is defined as a form of social process to achieve common goals by helping each other and understanding each other's activities. So the implementation of the Defense Area Empowerment policy with the support of the Riau Islands community built a close and positive emotional relationship between soldiers and the community

Purpose: The feelings that an employee have for the job is essential to be analyzed the job satisfaction level of government employees after implementation of federal state in the context of Bhojpur district of Nepal. Design/Methodology/Approach: The questionnaire was distributed to governmental employees via mail and direct distribution to respective offices of Bhojpur district with 93.8% of response rate. The data has been divided into local, provincial and federal categories and separately analyzed along with combined analysis too. Satisfaction level along with the factors of the same was accessed using SPSS for descriptive and inferential statistics. Findings/Result: Government employees from all tiers of government viz. local, provincial and federal are dissatisfied with present remuneration, benefit and employee adjustment process along with present organizational structure, wage policy, present work performance evaluation system and decision-making system in offices but satisfied with present leave system after promulgation of federal structure. Present job authority and position are acceptable level for employees working in all three tiers of government. Most crucial factor seems to be promotion and career growth rather than remuneration. Job training, working environment, team spirit and right work performance evaluation system seem to be major parameters for job satisfaction. Job location is temporary in nature which can be easily handled. Strong reservation on promotion and job rotation approach which is included in new federal structure by all tiers of government employees. This research deals with the frameworks of political analysis of the issue of the demonstrations in the news bulletins of the Iraqi satellite channels represented by Al-Iraqiya, Dijla and Al-Atija channels, which were selected according to an exploratory study conducted by him. Iraqi Ministry of Foreign Affairs. The researcher concluded to a sample of the public that these channels are the most followed, and the orientations of these three channels differ, where Al-Iraqiya TV represents the official view of the state, while Dijla TV represents a partisan viewpoint opposing the government's policy. While the channel represents the Islamic line and then one of the channels of the Union of Islamic Radios and Channels in Iraq, the research problem was represented in the main question "What are the frameworks for political analysis of the issue of demonstrations in Iraq. Iraqi satellite news releases? This research is descriptive research, and the researcher used the survey method and the content analysis tool, where he analyzed the eight pm news bulletins for the chosen period and mentioned in the time domain of the research, so the analysis was done in a comprehensive inventory method: (an interview represented by (55) interviews on the trend channel, and (50) interviews on Al-Iraqiya channel, and (40) interviews. Interviews on Dijla channel, the researcher reached a number of results, the most important of which are: 1. The frameworks for the proposed solutions to the issue of the demonstrations came first within the frameworks mentioned in the political analysis, due to the interest of political analysts in resolving the issue before it is too late and the situation recedes. Al-Iraqiya channel topped this framework and tried to find solutions and avoid a collision between the government and the demonstrators and sought calm. 2. Bangladesh is performing better in the growth of GDP and experiencing remarkable progress in development indicators such as poverty alleviation, maternal mortality, infant mortality and enrollment in primary education. However, despite the restoration parliamentary democracy in 1990s, political governance is decaying in the country. The present study, taking dynamics of Bangladeshi politics into consideration, seeks to explore the interplay between business and politics and its impact on governance with supplementary evidence from public transportation sector as case example. Among others, the principal question of the paper is how business interest creates crisis in governance? It reveals that business elites are involved in all decision-making process in the government institutions and they make pro-business policy undermining people's interest that leads to a confrontation between government institution and business elites which ultimately generates crisis in governance in almost all other section of the nation like transportation sector.

State defense threats that arise as a result of the development of the global, regional and national strategic environment also include social conflicts that are still widely found in various parts of Indonesia. The preparation of a national defense strategy from an early age is very much needed to face the worst possibility and the government must hold a total war. The involvement of all national resources is needed including human resources, social conflict is a serious problem in the development of the defense force, so a solution must be found. This paper uses a phenomenological qualitative descriptive method and the theory of defense policy implementation by Lukman Yudho Prakoso to analyze the current problems. The research results show that there is still a need to carry out good handling in handling social conflicts that are integrated, can communicate interactively between entities, and implement transparent, controlled and accountable activities. So that the conclusion can be formulated that it is necessary to instill the value of State defense in handling social conflicts, so that it is hoped that awareness will arise in the community for responsibility in defending the State. Another conclusion is that a strategy is needed to build the best network and the involvement of an entity that functions as a Driver Force for handling social conflicts in supporting military campaign strategies.
