Large-scale Social Limitation (hereinafter referred to as PSBB) is one form of concern. The government and local governments are Pendemic throughout Indonesia and the world, namely Pandemic Corona Virus Disease (Covid-19). Bogor Regency, which is one of the buffer cities of the Republic of Indonesia, is an area that is quite vulnerable in spreading the Corona virus. Why? because many DKI Jakarta employees / laborers live in Bogor Regency, whose mobility is very high. With the birth of Regent Regulation No. 16 of 2020 concerning Implementation of Large- Scale Social Restrictions in Handling COVID-19 in order to conserve the use of Covid 19. The purpose of this study is to analyze the Implementation of Large Scale Social Limitation Policies in the Government of Bogor Regency. This research method uses Qualitative Methods with Literature Study research methods. (Huberman, Miles, 1994). The technique of inviting data is by searching Scientific Journals, Online Mass Media, Legislation and Books. The technique to determine Online Media by Pusposive, while for data analysis using Nvivo 12 Plus. Test the validity of the data by testing the data source. The results of the study show that the implementation of the Large-Scale Social Limitation Policy in the Bogor District Government has not yet proceeded, starting from the clash of authority between the Central Government and the Regional Government so that it cannot make improvements, and many more are in accordance with the provisions of Covid-19 and its distribution. Budgeting for a state or a country seems to be the most important part to handle administration and government policy in term of socio economic reason. In practice, a lot of government tends to subscribe a balance budget whereby it is striving to balance between revenues and expenditures accurately. Unfortunately, this balancing post uses a debt and foreign aid charged by interest to cover any shortage in revenues. In the real context, the budget deficit management based on debt is still controversial and considered inappropriate with developing country conditions which their economies are unstable and fluctuated. Unfortunately, many countries in the world including Muslim-populated countries subscribe budget deficit system whereby the sources of its fund are backed up by debt. The focus of this paper is to analyze two main sensitive issues of the Indonesian economy in the light of Maqasid Al Shariah. This study employs a method of literature review and combined with data analysis. Actually, Islam has a very rich literature legacy in administrating public sector economy and it becomes important theory and framework as a stance or point of view to analyze the prevailing system. The high interest rate payment is the main issue of public sector expenditure. Indonesian government seems no choices to resolve its public sector economy and relies too much on debt management. For social welfare expenditure there has been a misallocation in emphasizing budget expenditure whereby oil and petroleum subsidy consume almost majority of the total welfare expenditure in Indonesian public sector economy

Abstract This study aims to obtain explanations about the implementation of positioning mutation in the government of Soppeng regency. The method which used in this study is descriptive type in purpose to give a fact about the implementation of positioning mutation in the goverment of Soppeng regency in case of appointment the civil servant and find out about the implication of the implementation of positioning mutation in the government of Soppeng regency. Data is analyzed qualitatively. Data collecting technique which is observation and interview library study and documentation. The results of study showed that employees are in accordance with the principles profesionalism among base on competence, work performance, and objective condition only regardless of gender, religion, rece, or groups. Mutation were held in 2016, namely in August in government shows no political implications and administrative governmance. Keywords: mutation, government.

The use of performance measurement system in the public sector (PMS) has become a panacea in addressing an inefficient bureaucracy that fails to meet the citizen satisfaction by its lethargic service delivery. It has introduced a way for public managers to better generate outcome policy into a concrete-measurable actions. While many countries already demonstrates the benefit of using the system, Indonesia remain struggle in implementing the ideal of performance management particularly in the context of local government that usually lacking of adequate capacity and sources. Despite the continuous support by central government, the diverse of socio-environmental context hinder local government to fully implements of SAKIP. This paper sought to portray the implementation and challenges that is faced by one local government agencies in Sukabumi, West Java Indonesia in implementing Indonesian public performance management system (SAKIP). This paper is using qualitative approach by conducting structured interview to key informants. The results showed that organizational variables have been able to accommodate the implementation of SAKIP policy through units formed specifically in organizational structure and governance regulations, organizational interpretation variables are still necessary to improve the dissemination of policy information to all levels of employees, application variables where the implementation of policies are still experiencing constraints, especially in planning and evaluation, as well as a lack of specific strategies in improving organizational performance. This paper reinforces the results of previous studies related with performance management system in Indonesian local government that its implementation has not been yet showing their best result.

This study research views relation between incentives and enhancement of unit's performance budget which is managed by human resources in DKI Jakarta Provincial Government. In this research using 62,568 data which is classified by 1,738 unit from 2017 – 2019 related to realization of budget and human resources. By using Difference in Difference method in this research find that after implementing policy in delayed of incentives, it has a positive impact on realization budget of 12.75% in units affected by the policy with a significance level of 1%. In addition, the implementation the policy if the unit can not achieve the target for two (2) concecutive months has a positive effects of 7.10% with significance level of 1%. This study recommends that the policy can be implemented if government concern in gender, education, and employee attendance in each unit, so the unit can achieve the target. The findings research support the literature that policy which is includes the punishment has positive effects in improving performance unit and motivating employee performance.

The Fixed Asset Utilization Policy of State-Owned Enterprises is a guideline PT. KAI (Persero) in terms of ultilizing the assets that have not been optimal function, especially in official residence that has long been less well managed which resulted other people who are not eligible can occupy the house without a letter of lease contracts made between both parties, PT. KAI (Persero) as owners of land and buildings with the occupants official residence. In other words, Fixed Asset Utilization Policy of SOEs on Official residence PT. KAI (Persero) Regional Operations 8 in Surabaya has not been effectively implemented by PT. KAI (Persero), in this case PT. KAI (Persero) is awaiting the results of the court's decision to determine the next steps to be taken. This research uses qualitative research methods. Data were collected through observational methods, in-depth interviews with informants, and study the documents. Determination of informant purposive sampling technique was done because it is considered as the most parties who understand about the process of policy formulation and characteristics about Fixed Asset Utilization Policy of SOEs on Official residence PT. KAI (Persero) Regional Operations 8 in Surabaya. Based on the results of the study it can be concluded that the process of Fixed Asset Utilization Policy of SOEs on Official residence PT. KAI (Persero) Regional Operations 8 in Surabaya is done with through stages of problem identification, specify the policy alternatives, and choosing an alternative policy. Characteristics of policy instrument, while the policy instrument is voluntary and market-oriented and involve community participation still insufficient

Pada masa pemerintahan Jokowi, beberapa kebijakan pemerintah harus berhadapan dengan Kelompok Islam Indonesia. Front Pembela Islam atau FPI yang dituduh sebagai Islam garis keras, kemudian dibubarkan oleh pemerintah. Meskipun demikian, organisasi ini masih mendapat banyak dukungan public, bahkan setelah pemimpinnya, Habis Rizieq Shibab yang kharismatik berhasil dipenjarakan. Tulisan ini menjelaskan mengapa FPI berhasil mempertahankan popularitasnya serta tetap mendapat dukungan politik dari para elit. Dengan menggunakan studi pustaka, studi lapangan, analisis deskriptif dan metode penelitian kualitatif, hasil kajian menunjukkan bagaimana FPI bergerak pada sisi penegakan hukum dan melakukan berbagai aksi kemanusiaan yang kemudian mempengaruhi opini publik, terutama bagi mereka yang berasal dari kelompok Muslim yang taat.

This study aims to examine the effect of profitability, liquidity, leverage, and company growth on firm value, with dividend policy as a moderating variable, as well as Firm Size as a control variable. This research was conducted with documentation method, as well as sampling purposive sampling technique. This study was processed using the SPSS program, totaling 396 observations with data. Where the population is 146 manufacturing companies listed on the Stock Exchange during the period from 2013 to 2016, and the number of samples amounted to 108, 106, 94 and 112 companies, respectively. Profitability and high growth company are proven to increase of Firm Value, but liquidity and high leverage are proven to reduce Firm Value.
