Political culture, is part of the culture of the society with the characteristics of a more typical. The term includes the issue of legitimacy of political culture, power regulation, government policy-making process, the activities of political parties, the behavior of the state apparatus, and the turmoil of society against the power to rule. Political activity is also entering the world of religious, economic and social activities, personal and social life at large. Thus, political culture directly affects the political life and national decisions regarding the allocation pattern of public resources. No exception to the institution called the pesantren. Political culture in schools to some extent affect the practical political life in the boarding area itself. Pesantren and political parties actually two entities are quite far apart. Pesantren is more synonymous with education which is in contact with science and morality, while the political parties more closely on joint efforts to achieve, maintain, and seize power. Pesantren in daily life is busy with the book review that discusses the views of scholars of classical and modern about the various disciplines of Islamic religion, while political parties busy with preparing the party platform with all the strategies and political tactics to gain power for the sake of advancing the nation and state and the welfare of the people
AbstractThe portrait of multicultural societies that can coexist in terms of customs and culture even though they come from different ethnic groups shows that the cultural diversity in society expressed socially has proven not to give birth to social conflict. The main reference for the realization of a multicultural Indonesian society is multiculturalism, which is a view that recognizes and admires differences in equality, both individually and culturally.Multiculturalism can develop when supported by tolerance and a willingness to respect one another. Building a multicultural society starts from an understanding called multiculturalism, which is an idea that contains an effort to understand the nature of the complexities and interrelations between one culture with another culture that is an element of multicultural culture.Public policy has a very broad dimension because it covers what the government does or does not do. That is, what the government does not do on a particular issue also becomes a public policy. In a broad sense, public policy has an absolute relationship with the community, because the orientation of public policy will return to the community and its environment.In some cases, even though public policies have been prepared in accordance with values and interests that cannot be avoided, so that the real involvement of the whole community in the formulation process, responsible for the implementation and in reviewing the development results of public policy is an indicator of the success of a policy. This implies that there must be strong synergy between the people and the government in a public policy.

Since the enactment of decentralization local government have been granted the authority to organize, protect society etc. Given the authority that Central Kalimantan provincial government issued a policy (Pergub No. 15 tahun 2010 on guidelines for land clearing and yard for the people) to protect the local community in the tradition / habit of farming by burning forests to customary provisions. The aim of this study is to describe and analyze the extent to which public policy relevance since the issuance of the policy in 2010-2015 and to what extent these policies protect the local wisdom. the method used is descriptive qualitative study, using the study of literature in the process of data collection. Results and discussion of these studies show that 1) in 2015 created a policy that is no longer relevant because the whole area of Central Kalimantan is 15.3 million hectares, 12.7 hectares (78%) is controlled by plantation companies. 2) goodwill by the Government of Central Kalimantan to protect local communities need to be given appreciation. But this policy could apply / relevant if it is done before the 90s because many forests and local people still farming to meet food needs.
This research aimed to find out the differences in financial independence of the East Java provincial government before and after the village fund policy from 2013-2016. The method used in this study is descriptive analysis using secondary data and data collection methods through documentation and literature study. Regional financial independence is measured three financial ratios were, the independence ratio, effectiveness and efficiency. Results of this study it can be seen that in measuring regional financial independence there is a significant change after the enactment of the village fund policy both from the measurement of the independence ratio, effectiveness, and regional financial efficiency. In the independence ratio has decreased after the enactment of the village fund policy, Sampang District. The effectiveness ratio shows results before village fund policy is better than after village funds. Conversely, the efficiency ratio shows better results after the village fund policy. It can also be seen in the measurement of financial independence that training is needed for local governments to be able to manage finances well and not depend on the central government.Keywords: Regional Financial Independence, Policy of Villages
North Gorontalo Regency has a marine fisheries & aquaculture potential economic value. In response it, the government makes Minapolitan regional development policy. It is intended to enlarge the production of fisheries and aquaculture. However, the goal has not reached the target yet, because the implementation of policies have not been optimal. The purpose of this research is to measure and analyze the influence of regional development policy implementation Minapolitan toward the fisheries and aquaculture production. The method used in this research is explanatory survey by using the quantitative approach. The population is the policy implementer that consists of 221 persons. The technique of choosing sample uses estimation rule of thumb, so the total sample is 70 persons. Then statistical testing uses Structural Equation Modeling (SEM) model. The testing result shows that the implementation of regional development policy Minapolitan effects on the effectiveness of fishery production significantly, in which the dimension of the program implementers are able to reflect the variable implementation of development policy while the weak dimension is community leaders. The finding indicates that the implementation of the policy requires a dialogical approach, which is an approach that integrates both the interest of government and the public one.

This Research be held at ten cities and regencies on West Java Province. This study aims to determine the attitude of Local Government in the implementation, barriers and solutions about the ITE Law socialization.This research method is descriptive qualitative approach. Technique Data collected through observation, depth interviews with key informants, namely the Regional Officer or a representative who knows about the socialization of the ITE Law.The results showed that the attitude of the West Java Regional Government on the implementation of socialization, when viewed from the aspect of understanding, aspects of interest and awareness of the importance of socialization, expressed understanding, interest and was well aware that the ITE Law socialization is very important. Only two areas that have been carried out socialization. Barriers in socialization, lack of stakeholder-led policy makers and policy-making, and the absence of a special fund allocation. The solution is to send a representative from the Region to participate in the Central or Provincial socialization and prepare materials and a special fund to socialize UU ITE. Research tried to find out the subject matter in the parking policy at the minimarket in 2019 and knew the plans of Bapenda and Dishub after temporarily dismissing the parking policy. The study used the theory of State and Illegality Edward Aspinall &van Klinken. Research methods are used in the form of qualitative research types with data search through observation, interviews, and documentation. The results of this study are first, the Bekasi City Government wants to take advantage of the tax potential that can be obtained from parking in the minimarket, because it can be used as an opinion for the Bekasi City area. Second, in 2019 Bapenda engaged the organization to be the party that manages parking in the minimarket because to realize the vision-mission of the Mayor of Bekasi itself, one of the visions that Bapenda wants to realize is to create the widest range of jobs. Third, Bapenda and Dishub are currently conducting a review of the parking policy in the minimarket which has been temporarily stopped after problems between the minimarket and the organization in 2019. Bapenda and Dishub are planning to make a policy of paying contributions to parking at minimarkets. The contribution payment policy that is being designed as a form of seriousness of the Bekasi City Government in the desire to use parking in the potentially taxable minimarket.
Background: Brucellosis in pigs at East Java Indonesia has not only cause great economic losses due to a decrease in productivity of livestock but also are zoonotic. Infection on free brucelosis pigs were initially begun with the infected pigs both male and female, or the use of superior male pigs together. The elimination of the disease either on a group or population is considered as the most effective way to prevent the spread of the disease in pigs. Prevention efforts mainly addressed to vaccination, sanitary maintenace and government policy. The purpose of this study was to isolated and identified Brucella suis as the causative agent. Material and Methods: The survey area were the pig farm owned by breeder farmers in the area of East Java Indonesia, at Kediri, Malang, Blitar and Probolinggo district. Blood samples obtained were tested with RBT. Pigs are suspected of being infected with Brucella if the RBT was positive that characterized with agglutination in the test results. If RBT was positive, bacteriological examination will be performed, with samples of visceral foetus organ, ie liver, spleen, placenta and amniotic fluid. Isolation and identification of Brucella suis were used Brucella Broth and Brucella Agar, and if the bacteri growthwill be continued with biochemical test ie H2S, urease, citrate, catalase and oxidase test. The positive results of Brucella suis showed positive urease, catalase andoxidase,but negative for citrate and H2S. Results: RBT and bacteriolgical examination showed that 1 sample was positive Brucella suis, and 19 negative. The positive results showed positive urease, catalase and oxidase,but negative for citrate and H2S Conclusion: Based on RBT test and bacteriological examination, there was 1 positive sample of brucellla suis, that is sample coming from Kediri district. This research is aimed at the Office of Tax Management Board And Retribution of Hulu Sungai Utara Regency which is aimed to find out how the Implementation of Regional Regulation Policy Number 15 Year 2011 on Restaurant Taxes and any Factors that participate in implementing it. The research method used is descriptive-qualitative method, data completion process by observation, interview and documentation. With a robust sample of 12 people and data analysis techniques by means of data reduction, data presentation and withdrawal. The results of research conducted on the things that have been good by the relevant agencies, will other implementers who are not helped by not participating to achieve success by paying with premises on time and follow the procedures of the direction of a solid institution then it is appropriate as said successfully touched. However, the factors that are developing are: Standards and Policy Objectives that are still not in accordance with the region, Characteristics of Implementing Agencies not yet firm and Social and Political Condition not yet understand the society. Has not understood the people who are still unclear about this tax retribution system but the role of the agency and the government is to date still leads by providing information regularly about this restaurant tax even though it has been repeatedly described so that the restaurant can understand and understand to Pay the dues. More assertiveness by the agencies in the implementation of this regulation is needed so that the public can understand clearly and avoid the prevailing provisions, and apply the applicable judicial standards.
