In 1952 India presented its first five year plan. It planned measures for health, labor, dwelling, standard of living, backward classes, displaced populations, and working opportunities. The population has increased 13.4% in 10 years. Internal migration is practically non-existant, and international migration is discouraged. Planned fertility is reinforced. The present Hindoo government is trying to abolish the caste system on which the Hindu social structure is based. In 1952, labor and capital had peaceful relations. The usual drought increased the existing misery. Life expectancy is very low (27 years). The government gave up its plan to make universal certain of the customs which are being presently followed only by the most advanced parts of the population as the opposition of the orthodox Hindus was too strong. Attempts at prohibition have been unsuccessful. D. Bystryn.
