Mimo ścisłych związków między technologią i stosunkami międzynarodowymi istnieje niewiele prac w nauce o stosunkach międzynarodowych, które podejmują próbę teoretycznego połączenia obu tych sfer rzeczywistości społecznej. Podstawowym celem artykułu jest historyzacja technologii militarnej w społecznej historii stosunków międzynarodowych. Autor przedstawia proces historycznego wzrostu znaczenia technologii militarnej w funkcjonowaniu społeczeństw i jej destruktywny wpływ na życie społeczne. Przekonuje, że nowe technologie rozwinaje są przez istoty ludzkie, a nie "odkrywane". Dokonane wynalazki odzwierciedlają określone interesy, posiadanie adekwatnych zasobów do ich dokonania i istnienie określonego instytucjonalnego wsparcia. W takim rozumieniu nauka, technologia i innowacje są funkcją ludzkich wyborów, interesów, idei, instytucji i zasobów. ; Despite close connections between technology and international relations, there are few works in international relations studies that would make an attempt to theoretically connect both of these two spheres of social reality.The main aim of the article is a historization of military technology in a social history of international relations. The author presents the process of historical growth of importance of military technology in functioning of societies and its destructive influence on social life. He convinces one that new technologies are developed, not "discovered" by human beings. Inventions reflect specific interests, owning proper resources to develop them and the existence of determined institutional support. In this understanding, science, technology and innovations are functions of human choices, interests, ideas, institutions and resources.In the first part of the article, the author presents relations between science, technology and innovations, as well as main attitudes in international relations studies in the context of comprehending these relations. Problems caused by technological development are also discussed. In the second part of the article, the author presents the meaning of military technology in international relations through its historization. By showing different contexts of "war machines" (horse, chariot, cavalry, cannons, conventional and nuclear weapon, information technology),one can observe the influence of military technology on international relations in the process of uneven and related development of different societies in different times from antiquity to the present day. In particular, the results of transformation of relations between armed forces and scientific institutions after World War II into permanent structures of society and government are shown. On the example of United States of America, the author points negative consequences of forming bureaucratic national security services for many aspects of social life. Finally, referring to James Der Derian's analysis, the author presents transformative influence of information technology on international relations.

Korporatyzm rozumiany jako system formułowania polityki, w ramach którego rząd, związki zawodowe i organizacje pracodawców wspólnie podejmują i implementują decyzje polityczne w obszarze społeczno-gospodarczym, występuje w wielu państwach Europy Zachodniej. Po 1989 roku w Polsce wykształciła się zdeformowana odmiana tego systemu – PR (Public Relations) korporatyzm. W jego ramach rząd pozoruje negocjacje trójstronne z partnerami społecznymi, aby zwiększyć poziom poparcia politycznego wśród obywateli. W rzeczywistości samodzielnie podejmuje decyzje polityczne. Celem artykułu było zbadanie czy utworzenie nowego organu korporatystycznego (Rady Dialogu Społecznego), dysponującego znacząco większymi kompetencjami niż poprzednik (Trójstronna Komisja ds. Społeczno-Gospodarczych) doprowadziło do transformacji systemu uprawiania polityki w Polsce z PR korporatyzmu na korporatyzm zachodnioeuropejski. W artykule poddano analizie porównawczej aktywność Rady w okresie funkcjonowania rządu Beaty Szydło (2015–2017) z działalnością Komisji w latach 2002–2015. Wyniki badań ujawniły, że Rada i Komisja były równie nieefektywnymi organami dialogu społecznego, na forum których nie były podejmowane istotne decyzje polityczne. W artykule wykazano, że zwiększenie uprawnień organu korporatystycznego nie musi powodować poprawy jakości dialogu społecznego. Po 2015 roku PR korporatyzm pozostał dominującym systemem formułowania polityki w Polsce. ; Corporatism, understood as a policy making system in which the government, trade unions and employers' organizations collectively make and implement political decisions in the socio-economic matters, functions in many Western European countries. A deformed version of this system – PR (Public Relations) corporatism – emerged in Poland after 1989. Within its framework, the government simulates the tripartite negotiations with social partners to strengthen its political support among the citizens. In fact, it makes political decisions on its own. The aim of the article was to examine whether creation of the new corporatist organ (The Social Dialogue Council), which has substantially greater competences than its predecessor (The Tripartite Commission for Socio-Economic Matters) led to transformation of the policy-making system in Poland from PR corporatism to Western European corporatism. The comparative analysis was conducted in this paper in relation to the Council activity during the period of Beata Szydło's government (2015–2017) and the Commission's activity between 2002–2015. The research results revealed that the Council and Commission were equally ineffective social dialogue organs, during assemblies of which no major political decisions were made. The paper indicates that expanding the competences of the corporatist organ does not have to improve the social dialogue's quality. PR corporatism has prevailed in Poland as a policy-making system after 2015.

Poland supported George W. Bush's Iraqi policy and sent soldiers who were supposed to fight, together with Americans, against Saddam Hussein's regime. The decision was highly risky for Poland, as it had been taken at the time when Poland was just about to enter the European Union. Both Germany and France, playing crucial role in the EU, were against any military sanctions towards Iraq. There were predictions that Polish actions, contrary to the European power's vision, would result in a serious crisis. There were even fears that it would impede Poland joining the EU. Indeed, the crisis occurred, however it soon became only the background for European problems. Iraqi issue led also to the deterioration of the relations between Poland and Russia. Moscow's government did not approve of the consolidation of American's position in the Middle-East and in Middle-East Europe.

Polish-German mutual relations after 1990 underwent permanent changes. Gradually, good neighborly relations were started to be built across borders. The aim of the article is to present the activity of institutions from the area of the Police poviat in shaping good relations with the neighboring border areas on the German side. The relations mainly took on a cultural, tourist and educational dimension, they also concerned the combination of road infrastructure and joint activities for local safety and ecology. We can assume that such cooperation contributes to a better mutual understanding and development of joint projects and determination of possible mutual expectations. The Polish-German borderland in this area is also characterized by an increase in Polish settlement in the German borderland communes, which is accompanied by the participation of Poles living in Germany in local self-government elections. Important elements favoring the activation of activities on the border are, among others EU assistance programs, e.g. INTERREG III (2000-2006), INTERREG IV (2007-2013), INTERREG V (2014-2020) covered by the concept of European Territorial Cooperation (European Regional Development Fund). Joint programs and projects created are conducive to cross-border integration and rapprochement of societies, as well as changing mutual assessments and breaking stereotypes. ; Wzajemne relacje polsko-niemieckie po 1990 r. ulegały trwałym przemianom. Stopniowo przystąpiono do budowania dobrosąsiedzkich stosunków w wymiarze transgranicznym. Celem prezentowanego artykułu jest przedstawienie aktywności instytucji z obszaru powiatu polickiego w kształtowaniu dobrych stosunków z sąsiednimi obszarami pogranicza po stronie niemieckiej. Relacje przybierały głównie wymiar kulturalny, turystyczny, oświatowy, dotyczyły także łączenia infrastruktury drogowej i wspólnych działań na rzecz bezpieczeństwa lokalnego i ekologii. Możemy przyjąć, że taka współpraca przyczynia się do lepszego wzajemnego zrozumienia oraz wypracowania wspólnych projektów i określenia możliwych wzajemnych oczekiwań. Pogranicze polsko-niemieckie na tym obszarze charakteryzuje także wzrost osadnictwa polskiego w niemieckich gminach pogranicznych, czemu towarzyszy udział Polaków zamieszkujących na obszarze Niemiec w lokalnych wyborach samorządowych. Ważnymi elementami sprzyjającymi aktywizacji działań na pograniczu są m.in. programy pomocowe UE, np. INTERREG III (2000-2006), INTERREG IV (2007-2013), INTERREG V (2014-2020) objęte koncepcją Europejskiej Współpracy Terytorialnej (Europejski Fundusz Rozwoju Regionalnego). Tworzone wspólne programy i przedsięwzięcia sprzyjają ponadgranicznej integracji i zbliżeniu społeczeństw, oraz zmianie wzajemnych ocen i przełamywaniu stereotypów.

This essay investigates mutual relations between China, Russia and Ukraine during the five month groundbreaking period between November 2013 and March 2014, in which failed attempts to suppress anti-government demonstrations (in particular in the so-called Maidan) brought about a change of the government. Meanwhile Russia, taking advantage of political instability in Ukraine, contributed to further destabilization of the country and forced the annexation of Crimea. The essay features an account of these events along with an overview of the PRC's stand on them. The utterances of Chinese diplomats together with government press statements will be scrutinized here in order to answer the questions of whether Beijing intends to get more involved in solving world's crises than it used to up until now as well as whether it means to play a major role in the world's politics in general.

The paper analyzes the decision-making process with respect to foreign policy and defense in the French Fifth Republic. The author discusses the constitutional rights of the President, Prime Minister and Parliament to emphasize that the notion of the exclusive domain (domaine réservé) of the head of the state has no legal grounds. In particular, she stresses the variations in the practice of exercising power in these terms under two distinct political situations: when the president and government are from the same political option, and when they are not. She notes that given the political homogeneity of the President and the majority in the National Assembly, the President, as the actual head of the unified party, becomes the focal point in the creation and implementation of the policies for 'his' France, in particular of the country's foreign policy. This defies the stipulations of Articles 20 and 21 of the Constitution, by virtue of which the government, headed by the Prime Minister, "determines and conducts the policy of the nation." The paper devotes considerable space to an analysis of the political influence of cohabitation, i.e. the coexistence of a President of the Republic and a majority in the National Assembly who represent different political orientations. This characterized the political system of France for nine years (1986–1988, 1993–1995, 1997–2002) during the evolution of the actual dependency on the Presidential and Prime Ministerial power axis (or the Elysée–Matignon axis, as these state organs are commonly referred to) in the process of shaping and conducting the international and European policy of the state. The role of the Minister of Foreign Affairs is taken into account regarding the outcome of these changeable relations.

There were strong restrictions in the East-West trade, including strategic export restrictions, credit restrictions, and EEC quantitative restrictions on imports from socialist countries. Polish contacts with the EEC, known as the official-technical ones, began in 1964. In the trade of the Community, Poland played a historically insignificant role and had no significant importance for the EEC. The share of Poland in the global imports of the Community countries in 1988 was only 0.23%. After the signing of a trade agreement between Poland and the European Community in 1989, the Polish government made efforts to establish maximum cooperation with the EEC. ; Artykuł analizuje kolejne etapy stosunków handlowych i umownych Polski z krajami EWG od momentu powstania tej organizacji. Since the normalization of bilateral relations between Poland and Indonesia in 1992 we have been observing a steady growth, particularly in the educational and scientific cooperation between thw two countries. The accession of Poland to the European Union have made this country a more attractive destination for foreign students. The number of Indonesians studying in Poland increases year over year. This fact is strengthened through the establishment of Indonesian Students Association in Poland (PPI Polandia). Polish citizens are among largest groups of Darmasiswa recipients - a scholarship program provided by the Indonesian government. In this paper the authors trace the records of cooperation in the field of education and science during the eras before and after the normalization of bilateral relations of both countries as well as the situation observed in recent years. This issue needs further exploration regarding the possibility of more data available in Indonesian sources of records. ; Praca opisuje jak wyglądały kontakty dydaktyczno-naukowe polsko-indonezyjskie w ujęciu diachronicznym oraz współczesnym. Metodą badawczą zastosowaną podczas prac nad niniejszą publikacją były głównie wywiady z byłymi i obecnymi stypendystami obu rządów oraz badania bibliograficzne. Po normalizacji stosunków dwustronnych w 1992r .liczba Indonezyjczyków studiujących w Polsce wzrasta z roku na rok, czego dowodem jest również utworzenie polskiego oddziału Stowarzyszenia Studentów Indonezyjskich (Persatuan Pelajar Indonesia Polandia). Polacy to z kolei obecnie jedna z najliczniejszych grup uczestniczących w indonezyjskim programie stypendialnym Darmasiswa. Niestety brak jest wiarygodnych danych liczbowych na temat współpracy naukowej polsko-indonezyjskiej przed rokiem 1992 dlatego zagadnienie wymaga dalszych badań z uwzględnieniem szerszego spektrum źródeł indonezyjskich.

Individual and group transborder cooperation of the Western Pomeranian Province with other South Baltic regions is in line with a pan-European trend of regional authorities becoming independent and participating in international relations as independent entities. This 'paradiplomacy' is undoubtedly a factor that contributes to the relativization of the state as a traditional arena of political activity. Simultaneously, as the subsidiarity principle, which is the foundation of EU regional policy, is becoming increasingly popular, it seems unavoidable and irreversible that regional structures will be vested with increasing powers in the realm of foreign policy (that used to be reserved for national organs exclusively). In this context the collaboration of the Western Pomeranian Province with other South Baltic regions is only at the beginning of a potential process to form its own 'paradiplomacy' as it remains constricted in the formula of state limitation and supervision. Therefore, at present it is unfeasible for Polish regional authorities, including the self-government of Western Pomerania, to conduct independent 'paradiplomacy.'

In the early 1990s, significant changes in the political and geopolitical situation in Central and Eastern Europe occurred: the collapse of communist rule, the unification of Germany, the collapse of the Soviet Union and the dissolution of Czechoslovakia. The creation, over a short time, of a number of independent nation-states in the immediate vicinity of Poland had a vast influence on individual national minorities, especially those living near the borders. There were huge changes to the political and economic relations between democratic Poland and its newly independent neighbours and, to a large extent, between individual nations, now divided by borders. The process of expanding the area of European integration began, which led, after a dozen or so years, to the inclusion of some Central and Eastern European countries in the NATO and EU structures, while leaving some of those countries outside the zone of political, economic and military integration, thus creating new division lines in the new political and legal reality. One consequence of the contemporary processes of political, economic and military integration of the European continent is the strengthening of its division into the Western Europe (in its widest meaning) and the Eastern Europe (not included in the integration process). At the Polish border with Belarus and Ukraine, the line of the modern division, strengthened in the literal (technical measures to protect the borders) and legal sense (visa regulations) overlaps with the civilisation, cultural and religious division line that has been shaped over the ages. Despite the claims from the government in Warsaw of "Polish eastern policy", we can see a clear turn towards "western policy". In political, military and economic sense, Poland is clearly facing west, which results in turning away from its eastern neighbours, which is particularly disadvantageous for political and geopolitical reasons. Despite spectacular attempts by various governments to revive the cooperation, especially with Ukraine and Lithuania, Poland does not currently have any arguments, especially economic or financial ones, to conduct an effective, pragmatic eastern policy, and not a policy based on historical sentiments. When we compare the contemporary ethnic structure and national policy of Poland and its eastern neighbours, we can see clear asymmetry in both quantitative and legalinstitutional aspects. There is currently a markedly smaller population of Ukrainians, Belarusians and Lithuanians living in Poland than the Polish population in the territories of our eastern neighbours. At the same time, the national minorities in Poland enjoy wider rights and better conditions to operate than Poles living in Ukraine, Belarus and Lithuania. ; Głównym celem artykułu jest przedstawienie roli mniejszości narodowych w relacjach międzypaństwowych. Szczególnego wymiaru nabiera ona w przypadku sąsiadujących ze sobą państw, których skomplikowana historia doprowadziła do powstania skupisk poszczególnych narodowości w regionach przygranicznych. Zachodząca od początku lat 90. XX w. na obszarze środkowej Europy transformacja ustrojowa, przeobraziła relacje polityczne i ekonomiczne pomiędzy poszczególnymi państwami tego regionu, które dodatkowo komplikuje zróżnicowany stopień zaawansowania procesów integracji wschodnich sąsiadów Polski. Zmianie uległa także sytuacja, zwłaszcza polityczno-prawna, mniejszości narodowych, które – odmiennie niż w okresie komunistycznym – stały się istotnym elementem, niejednokrotnie konfliktogennym, wzajemnych relacji międzypaństwowych. ; Badania terenowe, których wyniki wykorzystano w artykule, zostały sfinansowane ze środków Narodowego Centrum Nauki przyznanych na podstawie decyzji numer DEC 2011/01/B/HS4/02609.
