This study explores the value chain of the health insurance industry, government institutions, and healthcare providers in Indonesia. It is designed as qualitative research using exploratory case study approach. Primary data are obtained through in-depth interviews with informants consisting of health insurance managers, government officers, and hospital managers. Secondary data are collected through public reports. Some parties contribute to the high cost of healthcare in Indonesia along the value chain of the health insurance industry, government institutions, and healthcare providers. The structural cost drivers include bureaucracy, lack of synergy, fraud, hospital claims, medicine price, participants' behavior, and insurance companies' behaviors.
This study aims to choose a fiscal stress index that is most suitable to assess state budget condition in Indonesia. The analysis factor is used to assess several factors that can cause stress on the state budget. SPSS is used for the purposes of the analysis. There are eleven indicators of two factors that lead to fiscal stress. The assessment revealed that there is only one fiscal stress index which is suitable to assess state budget condition in Indonesia. Factors can lead to fiscal stress in Indonesia are state expenditure, debt factors, education spending, general allocation funds, profit sharing funds, special autonomy funds, health spending, debt interest payments, state obligation, and the number of population.
This study aims to analyze the effect of General Allocation Funds, Labor and Government Expenditures on Economic Growth in East Kotawaringin Regency. The research method used in this research is a descriptive-quantitative research approach. The analytical tool used in his study is multiple linear regression with the t test, F test, and the coefficient of determination test. The results of this study indicate that partially the variables of the General Allocation Fund and Government Expenditures have a significant effect on Economic Growth in East Kotawaringin Regency. While the Labor variable does not have a significant effect on Economic Growth in East Kotawaringin Regency. Simultaneously, the variables of the General Allocation Fund, Labor, and Government Expenditures together have an effect on the Economic Growth variable. The implications of this research include, among others, to encourage the economy of East Kotawaringin Regency, the general allocation fund should be increased for the advancement and improvement of economic growth as well as improving the quality of the Laborforce in the East Kotawaringin area.Keywords: Economic Growth; General Allocation Fund; Government Expenditure; Labor
The Indonesian Province of Aceh holds a special autonomy to have a local political party that is expected to promote the people's interests in Aceh. In this sense, the privileged autonomy should have to have a good governance performance. Nevertheless, it has not yet impacted significantly the performance of legislation. After the 2017 local election, two major local political parties dominate Aceh's provincial government, which discord with each other crucially that results in a divided government. This research aims to observe factors that take effect on the performance of legislation in the province of Aceh in the course of 2014 to 2018. This study employs qualitative methods. It reveals that in the legislation process, there is ineffective communication between the provincial government of Aceh and the local parliament (Dewan Perwakilan Rakyat Aceh/DPRA) to legislate a local regulation called qanun. This phenomenon is also triggered by the dispute over the parliament, which is split between two major local political parties. With ineffective communication between the government and the parliament, they did not work optimally to legislate many bills in every one-year term. Divided government leads to the vacuum or unproductivity of elements of the provincial government.
Abstract This study aims to obtain explanations about the implementation of positioning mutation in the government of Soppeng regency. The method which used in this study is descriptive type in purpose to give a fact about the implementation of positioning mutation in the goverment of Soppeng regency in case of appointment the civil servant and find out about the implication of the implementation of positioning mutation in the government of Soppeng regency. Data is analyzed qualitatively. Data collecting technique which is observation and interview library study and documentation. The results of study showed that employees are in accordance with the principles profesionalism among base on competence, work performance, and objective condition only regardless of gender, religion, rece, or groups. Mutation were held in 2016, namely in August in government shows no political implications and administrative governmance. Keywords: mutation, government.
Indonesia as a developing country started from 2003 to develop their own e-Government to support their governance. Seven years after, there are indications that e-government has not been properly implemented. Indonesian e-Government has faced many problems, including a lack of financing, poor technical skill, lack of human resources and infrastructure, and the political will of the government elite itself. These barriers are the real perceived characteristics of the social, technological, legal and institutional context that hinder e-Government development either through hampering demand by citizens, and business of e-Government services or through obstructing supply of e-Government services by the public sector. This paper will only focus to the issues that become the inhibitor factors of the implementation of e-government in Indonesia, and gives solution rely on the adoption and diffusion approach.
The purpose of this study is to investigate and analyze the efficiency and effectiveness of local government expenditure on education sector in districts and cities level of East Java, during the periods 2007-2014. Furthermore, this study will evaluate the impacts of local government expenditure, household expenditure for education, and regional product domestic bruto or (PDRB) on the educational outcomes, namely education index. Data Envelopment Analysis (DEA) is selected as the methodology for analyzing the efficiency of local government expenditure on educational outcome. The model assumes constant return to scale (CRS) and variable return to scale (VRS). Measurement of the effectiveness of government spending is done by using panel data regression. Data for supporting the analyses is panel data from 38 districts and cities in East Java for the periods of 2007 – 2014. The results show that government expenditure in educational sector is relatively inefficient. Government Expenditure for Education (PPP) has no significant impact on educational index, while Household expenditure for education (PPRT) and GRDP per Capita positive has significant impact on the Education Index (IP). This imply that government expenditure for educational sector is not effective improving educational index.
Purpose of the study: This study aims to examine foreign debt as a source of financing for economic development. This research is expected to provide (1) an overview of debt as a source of funding for state projects, (2) investigate its impacts and (3) offer additional knowledge of its Islamic perspective. Methodology: This research is a qualitative study using the study literature approach. This research is conducted by analysing books, literature, journals, and magazines with themes related to the focus of the discussion on this study. It is expected that the method used can provide insight, general knowledge, and develop the view of Islam in relation to foreign debt. Main Findings: The government has to ensure that the state has the ability to pay off its obligations in the future; guarantee that loans have to be free from interest; prioritize taking loans from internal sources rather than external sources. In Addition, debts are not intended for deferred needs and not taking loans that exceed their needs. Applications of this study: basically the results of this study can be applied to any country that considers the use of public debt, like other Islamic systems. Novelty/Originality of this study:This research is conceptual research in an Islamic perspective. This study successfully examined comprehensively related to the public debt with the Islamic approach.
Abstract: This study aims to determine the relationship of good governance based on e-government and bureaucratic reforms in order to improve the performance of the Aceh Government Unit. Population in this research is the Government of Aceh. This research was conducted with a qualitative approach to the study of literature. The results showed that e-government and reform the bureaucracy associated with the implementation of good governance and performance as well as good governance related to performance. The benefits are expected to be accommodated by the results of this study are as references and resources as well as to conduct further research or similar research, in order to provide input to the implementation of good governance based on e-government to the reform of the bureaucracy and its impact on government performance more perfect in the future which will come. This study was conducted to examine the effect of unemployment rate, labor force, investment, inflation rate, and government expenditure on economic growth in Indonesia in the long term and short term for the period 1986-2015. This research uses cointegration and Error Correction Model (ECM) method. The results of ECM treatment with EViews 8 indicate that the unemployment rate and capital have significant positive effects, labor force and inflation rate have significant negative effects, and government expenditure has an insignificant effect on economic growth in Indonesia within the study period.
Local governments carry out internal audits to provide control over the activities of internal control in the implementation of governance is good, so that fraud can be prevented so that the performance of local government can be carried out adequately.This study aims to determine 1) the relationship between internal audit, internal control and fraud prevention, 2) the influence of internal audit, internal control and good government good governance on the prevention of fraud both simultaneously and parsial, 3) the influence of internal audit, internal control, good government governance, the prevention of fraud on the government's performance both simultaneously and parsial.Unit this study is all the provincial, regency / city in West Java and Banten with respondents Inspectorate West Java and Banten government and the State Audit Representation of West Java and Banten. Method of analysis using Path Analysis.These results indicate that 1) there is a positive relationship between internal audit, internal control and fraud prevention, 2) internal audit, internal control and good government governance affects both fraud prevention and partially simultaneously, 3) internal audit, internal control, good government governance, fraud prevention affects the performance of both local government and partially simultaneously. The contribution of this study describes the effect that the internal audit in the implementation of a consistent internal control for the government to realize good governance and prevent fraud, to improve local government performance on an ongoing basis. The implications of this study showed improved performance of local government for development in the areas of research interest in creating clean government.
On the challenges of development for democratization and transparency in the frame- work of regional autonomy, local governments now compete to build a race-e-government in- frastructure. In factual, the main obstacles of the implementation of e-government is on the governance or management structure of the management and Quantity and quality of human resources at government agencies that are very limited. The object of the selected study site is the city of Yogyakarta, Sleman regency government sites and the Government of Bantul district. The formulation of the problem is taken "How Communication Model Management Front Of- fice E-Government as a Public Service Media Site on the regional government of Yogyakarta, Sleman District Government Sites Site and the Government of Bantul Regency? " Research method used is descriptive research to guide the inductive eksploratori to the results of research that the technical provisions of the respective websites of local governments to become the object of research in managing the front office has to follow some standard that is required in the development of the web as a medium for communication and information. Up toditas informa- tion, especially news on the navigation was done routinely. But still there is a delay of up toditas websites is a sign that there is imbalance between the management of websites each local gov- ernment. Number of links the information of each local government websites have been suffi- cient, meaning that many categories of information provided. The fundamental problem lies in the fact that the government does not provide e-mail links for the user community, if there is acceptance of the feedback is to the manager or administratur websites and not on the officials concerned.
IMFI (Islamic Micro Finance Institutions) is a microfinance institution that can provide ease of access, especially for people who have SME ( Small and Medium Enterprises). The purpose of this study is to determine how the concept of cooperation network between the government, private sectors and universities in strengthening SME capital through IMFI. The method used in the study is a qualitative method using a discourse analysis data analysis technique. The result of this study indicates that the cooperation between the government, private sectors, and universities in strengthening the capital of SME through IMFI can be implemented using a linear collaborative of partnership model, while capitals that can be utilized such as RLF of government, CSR funds from the private sector (companies), program linkage with Islamic Banks, training and preparation of skilled workforces from universities to support the development of IMFI and SME.
The implementation of electronic identity cards have been applied since 2011. However, there are still many complaints from citizens where are showed up through social media and other conventional medias. This study aims to elaborate problems on the electronic identity cards services by public officials in the City of West Jakarta. This study finds that hardware and software problems are the main problems on this case which are not solve by the authority of the Population and Civil Registration Agency in West Jakarta. However, it can be resolved with the above authority in provincial and national levels. Another problems arise that the front offices of authority are not orderly able to control and make the queue line setting comfort for costumers; there is not sufficient information about procedural and mechanism for having electronic identity cards services in that office. Another relevant problems that have been resolved by Provincial Government of Jakarta are lacking of human resources such as civil officers in each agency. The City provides individual outsourcing and contract based employers with educational requirement minimum from graduated high school and certified on computer training. Therefore, the Agency provides a qualified of human resources and implements of electronic identity card services for 56 villages in West Jakarta with good and smooth activities. This study research views relation between incentives and enhancement of unit's performance budget which is managed by human resources in DKI Jakarta Provincial Government. In this research using 62,568 data which is classified by 1,738 unit from 2017 – 2019 related to realization of budget and human resources. By using Difference in Difference method in this research find that after implementing policy in delayed of incentives, it has a positive impact on realization budget of 12.75% in units affected by the policy with a significance level of 1%. In addition, the implementation the policy if the unit can not achieve the target for two (2) concecutive months has a positive effects of 7.10% with significance level of 1%. This study recommends that the policy can be implemented if government concern in gender, education, and employee attendance in each unit, so the unit can achieve the target. The findings research support the literature that policy which is includes the punishment has positive effects in improving performance unit and motivating employee performance.
