Based on the data from a survey of the administrators whose jobs are involved with FDI attraction in Binh Dinh province, this study examines the scope, extent,benefits, costs, risks, operating environment and governance of the cooperation that Binh Dinh province's government has with others in the Key Economic Zone of Central Vietnam from the perspective of the insiders. Research results imply that the cooperation is still of a narrow scope with low intensity. The factors underlying this performance are diversion in perception about the benefits, costs and risks of the cooperation among the people involved; inherent existence of some unfavorable environmental conditions; as well as current lack of professional cooperation governance. To support the expectation of the government to intensify the cooperation, some implications of policies are raised with an emphasis on the necessity to determine appropriate priorities to promote cooperation activities. ; Dựa trên dữ liệu khảo sát các đối tượng có liên quan đến công tác thu hút FDI của Bình Định, nghiên cứu này đánh giá biểu hiện của phạm vi, mức độ, lợi ích, chi phí, rủi ro, môi trường và nội dung quản trị liên kết của Bình Đình với các địa phương Vùng kinh tế trọng điểm miền Trung trong thu hút FDI dưới góc nhìn của người trong cuộc. In this book, the author marshals evidence to support an arena-specific approach towards viewing Vietnam's state-society relations. In practice, the Vietnamese party-states relations with society vary from the hard and uncompromising state, with the bureaucracy getting its way, to society's ability to negotiate the state's boundaries and regimes to make them less harsh. Any analysis of Vietnam's state-society relations needs to recognize and demonstrate both elements of dominance and accommodation, as well as specify the context in which either or both are seen. Alone, neither is adequate. In particular, the idea of the "state" needs to be disaggregated because "state" is not a singular actor that is coherent or uniform through time and space. To demonstrate how state-disaggregation can make our view more nuanced, this book analyses state-society interaction at the ward level of Hanoi, an urban local authority

Today few people deny the existence of regional substate diplomacy (Criekemans 2010). But there is still no common agreement on a region's right to do so and, above all, on their scope of action. This question goes against what used to be the dominant approach in international relations, the state-centric approach that leads to the logic of speaking with one voice. Increasingly, a multilevel-governance approach has contested this state-centric view and proposes an alternative logic of multiple actors speaking with their voice, nuancing strongly the seminal distinction between "sovereignty-bound" and "sovereignty-free" actors (Rosenau 1990). From the 1970s, the world has seen the growing presence of sovereignty-free actors in international relations. Among these actors, non-central or, better, substate, governments of federal states have developed intensive foreign relations. These governments are using a range of techniques: from shaping the federal government's foreign policy to establishing themselves directly in the international arena (Blatter et al. 2008). For minority nation governments this is particularly a challenge, as they have to act internally – where they have developed full-fledged legislative powers within a multinational federation – and externally – where international and national laws are often still reluctant to recognise their right of action (Lejeune 2003). Yet some minority nations have thrived in developing their own international relations. Bavaria, Catalonia, Flanders, Quebec, Scotland and Wallonia are often seen as successful international players even if they are not fully sovereignty bound (Michelmann 2009; Criekemans 2010). The international actions of these minority nations have been characterised under the umbrella of "identity paradiplomacy" (Paquin 2003); that is, a willingness to use international relations to foster a nation-building process within a multinational state. This observation was particularly prevalent for minority nations strongly in competition with a federal government about their nationbuilding process, albeit for different reasons, namely Flanders, Quebec and Scotland (Paquin 2004). The case of Wallonia seems to fits less well into the identity paradiplomacy framework, which therefore raises the question of alternative roads to international relations. This is the core question of this chapter: is identity paradiplomacy the only way to go for minority nations? Quebec and Wallonia are both well known for their active foreign relations.

In May 2014 and for the second time in her political history, regional, federal and European elections were organized simultaneously in Belgium. In the direct follow-up of the sixth state reform that increased the powers and the autonomy of the Belgian Regions and Communities, these elections were crucial for the future of the country and for the multi-level coalition formation at the regional and federal levels. The political campaign was dominated by socio-economic issues and demands for further autonomy, particularly in the Flemish region. Regional electoral results confirmed the success of the regionalist parties in Flanders, but also in Brussels and in the German-speaking community. These successes allowed regionalist parties to enter all regional and federal governments – often as the dominant party – with the exception of the Walloon and the French-speaking Community cabinets.

In the realm of large-scale deliberative experiments, the G1000 in Belgium holds a special place: it happened in the wake of the longest government formation ever, it sought to gather 1000 randomly selected citizens in Brussels to discuss key social and political issues, and, above all, it was a fully citizen-led initiative. Its organizers explicitly sought to avoid any political and institutional ties and their focus was much more on guaranteeing a high representativeness and a qualitative process, rather than generating strong political outcomes. While the G1000 did well in terms of representativeness and open agenda setting, the political uptake was very limited in the short term. In the longer term, however, it seems that the effects of the G1000 were larger than initially expected. A rich set of empirical data is used to analyze the interaction between the G1000 with the entire political system by looking at the relation with the media, public opinion, political parties and MPs, and other experiments in deliberative democracy. Such endeavor sheds light on the "so what" question which is key to the development of real-world deliberative democracy.

This article investigates what happens when governmental actors foster the participation of non-state actors (NSAs) in treaty ratification and implementation decisions. NSAs, being non-governmental organisations, business groups, citizens, or research institutions among others represent interests that will be ultimately impacted by policy choices. While governments have long consulted them on an ad hoc basis, a "deliberative turn" happened in the 2000s to encourage their involvement, for greater legitimacy and transparency, through among others, the use of public consultations. This proactive turn raises questions about public consultations: are such instruments effective? Do they encourage new thinking? Do they matter for final decisions? This article answers these questions by investigating, using among others lexicometry tools, the public consultation organised by the European Commission in 2011 prior to the ratification of the Nagoya Protocol on access and benefit sharing (ABS) by the European Union in 2014. The results are mixed. While the studied public consultation favoured the expression of small national NSAs the process is still poorly inclusive. NSAs did not propose any fresh ideas on the ABS issue and their final influence on European decision-makers is blurred by the diversity of interests expressed.

Building a livable city is the top objective of local governments. 'Green City' is concerned, researched, and constructed effectively in some cities around the world. The paper is to identify a green city's benefits to humans and the environment. Moreover, this study also establishes criteria of the green city according to international standards in emerging cities, especially in 5 criteria such as green space and land use, atmosphere, water resource, and energy supply. Finally, the criteria of the green city established are used for scoring and assessing Vung Tau city. Currently, Vung Tau city has 60.9 scores below a green city's standards with 65 scores; however, it can be changed by proposals in development policies to get 69.3 scores. ; Việc xây dựng một thành phố đáng sống là một mục tiêu hàng đầu của các chính phủ địa phương. Ngoài ra, nghiên cứu này cũng xây dựng những tiêu chí của thành phố xanh đạt tiêu chuẩn quốc tế tại các thành phố đang phát triển, đặc biệt là 5 tiêu chí không gian xanh và sử dụng đất; giao thông; không khí; nguồn nước; nguồn năng lượng. Hơn nữa, việc ứng dụng các tiêu chí thành phố xanh cho việc chấm điểm và đánh giá Thành phố Vũng Tàu. Hiện nay, thành phố Vũng Tàu được chấm 60.9 điểm, mức điểm này ở dưới tiêu chuẩn của một thành phố xanh là 65 điểm, tuy nhiên trong tương lai gần với những chính sách phát triển phù hợp thì số điểm này có thể tăng lên đến 69.3 điểm.

International economic integration is one of the major policies of the Vietnam's Government and the Communist Party of Vietnam (CPV) in the time of doi moi (renovation). This policy has been mentioned in several important resolutions and been implemented intensively since the Ninth National Congress of CPV. Through the national congresses of CPV, the policy of international economic integration has had new developments with new contents which have met the requirements of the domestic situation and matched with the general trend of our time. The Eleventh National Congress of CPV have developed the policy of foreign relations to a new height, in which international integration has become a major orientation of foreign relations. With this orientation, the characteristics and the level of international intergation have been improved, the scope of international integration has been extended. ; Hội nhập kinh tế quốc tế là một chủ trương lớn của Đảng và Nhà nước ta trong thời kỳ đổi mới. Chủ trương đó đã được đề cập đến trong nhiều nghị quyết quan trọng và được triển khai mạnh mẽ từ Đại hội IX đến nay. Qua các kỳ Đại hội Đảng, chủ trương hội nhập kinh tế quốc tế đã có những bước phát triển mới với những nội dung mới, vừa đáp ứng đòi hỏi của tình hình trong nước vừa phù hợp với xu thế chung của thời đại. Đại hội XI của Đảng đã phát triển đường lối, chính sách đối ngoại lên một tầm cao mới, trong đó, hội nhập quốc tế trở thành định hướng đối ngoại lớn. Với định hướng này, tính chất và trình độ hội nhập quốc tế được nâng cao, phạm vi hội nhập quốc tế được mở rộng.

This study aims to estimate the level of satisfaction about resettlement arrangements for local people who have been affected by A Luoi hydroelectric construction project in the Thua Thien Hue province. This research used the Likert scale method to assess the satisfaction level of 98 households living in two of the resettlement sites. Results illustrate that there is variations in the level of satisfaction of local people in the two resettlement sites, Hong Thuong and Hong Ha. In the resettlement area (RA) of the Hong Thuong Commune, people are dissatisfied with the location arrangement. There is a lack of quality in the houses built, been damaged, cracked and degraded, since the construction design is not appropriate for the customs and practices of local people, with a satisfaction rating of 1.07. Meanwhile, at the resettlement site of the Hong Ha commune, people felt satisfied with the arrangement site of the RA and allocated residential land area with the satisfaction rating of 4.19. Our results will help the government, as well as the project owners, to understand the points of dissatisfaction of local people in order to have accordant solutions, ensuring the stable life for local people in those settlement areas. ; Nghiên cứu này nhằm mục đích đánh giá được mức độ hài lòng của người dân về việc bố trí tái định cư (TĐC) cho người dân bị ảnh hưởng bởi dự án xây dựng thuỷ điện A Lưới, tỉnh Thừa Thiên Huế. Nghiên cứu đã sử dụng phương pháp thang đo Likert để đánh giá mức độ hài lòng của 98 hộ dân sống tại hai khu tái định cư Hồng Thượng và Hồng Hạ. Kết quả nghiên cứu đã cho thấy có sự khác nhau về mức độ hài lòng của người dân tại hai khu TĐC. Tại khu TĐC Hồng Thượng người dân thấy không hài lòng về địa điểm bố trí TĐC, nhà ở được xây dựng thiếu chất lượng đã bị hư hỏng, nứt nẻ xuống cấp, thiết kế xây dựng không phù hợp với phong tục, tập quán của người dân địa phương, với chỉ số đánh giá hài lòng là 1,07. Trong khi đó, tại khu TĐC xã Hồng Hạ người dân lại thấy hài lòng về điểm bố trí TĐC và diện tích đất ở được cấp, với chỉ số đánh giá hài lòng là 4,19. Kết quả nghiên cứu của đề tài sẽ giúp cho chính quyền cũng như chủ đầu tư dự án nắm rõ những điểm không hài lòng của người dân để có hướng giải quyết phù hợp nhằm đảm bảo cuộc sống ổn định cho người dân tại nơi tái định cư.

The research aims to assess the current groundwater resources management in Bac Lieu province. The combination of descriptive statistic and interview approach (including individual interview and key informant panel) were applied based on the principles of water governance framework developed by the Organization of Economic Co-operation and Development (OECD) to assess the policy coherence and the transparency and stakeholder engagement of the groundwater management. The study showed that the current groundwater resources management improved overtime; however, the policies were not completely sufficient and the responsibility of the units related to the groundwater resources management was not indicated clearly yet. Thus, overlaps in function of different management units are found and the access of the local people to the groundwater management was limited. In addition, the stakeholder involvement in managing the groundwater resources was in short of both amount and qualification. The separation of powers seems to be higher and higher, the local government has the main responsibility to manage the groundwater and the communities, especially the local people still have low rate of participation in the groundwater resources management process. ; Nghiên cứu được thực hiện nhằm đánh giá hiện trạng quản lý nguồn tài nguyên nước dưới đất (NDĐ) tại tỉnh Bạc Liêu. Sự kết hợp giữa phương pháp thống kê mo tả va phương pháp phỏng vấn (bao gồm phỏng vấn cá nhân và phỏng vấn chuyên gia)dựa trên những quy định về quản trị tài nguyên nước của Tổ chức Hợp tác và Phát triển Kinh tế (OECD – Organization for Economic Cooperation and Development) được áp dụng để đánh sự chặt chẽ của các chính sách quản lý, sự minh bạch của công tác quản lý và sự tham gia của các bên có liên quan. Kết quả cho thấy, cơ chế quản lý nguồn tài nguyên NDĐ đã và đang dần hoàn thiện, song các chính sách quản lý vẫn còn chưa đầy đủ và trách nhiệm của các đơn vị quản lý vẫn chưa được quy định rõ ràng. Vì vậy, đến nay công tác quản lý còn phát sinh sự chồng chéo và thiếu sự phối hợp giữa các cơ quan chức năng có liên quan cũng như sự liên kết giữa cơ quan quản lý địa phương và người sử dụng tài nguyên NDĐ. Thêm vào đó, các bên có liên quan tham gia vào quản lý nguồn tài nguyên NDĐ còn hạn chế về cả số lượng và năng lực, trong đó chính quyền địa phương là đơn vị quản lý chính; do vậy, sự tập trung quyền hạn vào một chủ thể (chính quyền địa phương) là rất cao và sự tham gia của cộng đồng, đặc biệt là người sử dụng NDĐ, còn hạn chế.
