Mønstrene som avdekkes forklares ved fylkesadministrasjonenes organisatoriske spesialisering og administrative kapasitet. ; This article examines whether respondents in Norwegian county administrations perceive that key decisions are influenced by external actors - through vertical administrative relations to central administrative bodies and EU/EEA institutions, as well as horizontal administrative relations to other county administrations - and how the variation in such relations can be explained. The article is based on data from a new survey in Norwegian county administrations (N = 893), and shows how the county administrations under certain conditions can act with two or more "hats", ie that the decisions made are influenced by several external actors simultaneously. The majority of the respondents consider national central administrative bodies as the most important external actors, while a significant proportion also state that EU/EEA institutions are important when central decisions are made. Based on the data from a survey of the administrators whose jobs are involved with FDI attraction in Binh Dinh province, this study examines the scope, extent,benefits, costs, risks, operating environment and governance of the cooperation that Binh Dinh province's government has with others in the Key Economic Zone of Central Vietnam from the perspective of the insiders. Research results imply that the cooperation is still of a narrow scope with low intensity. The factors underlying this performance are diversion in perception about the benefits, costs and risks of the cooperation among the people involved; inherent existence of some unfavorable environmental conditions; as well as current lack of professional cooperation governance. To support the expectation of the government to intensify the cooperation, some implications of policies are raised with an emphasis on the necessity to determine appropriate priorities to promote cooperation activities. ; Dựa trên dữ liệu khảo sát các đối tượng có liên quan đến công tác thu hút FDI của Bình Định, nghiên cứu này đánh giá biểu hiện của phạm vi, mức độ, lợi ích, chi phí, rủi ro, môi trường và nội dung quản trị liên kết của Bình Đình với các địa phương Vùng kinh tế trọng điểm miền Trung trong thu hút FDI dưới góc nhìn của người trong cuộc. In this book, the author marshals evidence to support an arena-specific approach towards viewing Vietnam's state-society relations. In practice, the Vietnamese party-states relations with society vary from the hard and uncompromising state, with the bureaucracy getting its way, to society's ability to negotiate the state's boundaries and regimes to make them less harsh. Any analysis of Vietnam's state-society relations needs to recognize and demonstrate both elements of dominance and accommodation, as well as specify the context in which either or both are seen. Alone, neither is adequate. In particular, the idea of the "state" needs to be disaggregated because "state" is not a singular actor that is coherent or uniform through time and space. To demonstrate how state-disaggregation can make our view more nuanced, this book analyses state-society interaction at the ward level of Hanoi, an urban local authority
"This book is a study of elections to the representative organ of Norway's indigenous people, the Sámi. Based on quantitative and qualitative research, the anthology examines various aspects of elections to the Sámi Parliament, both in general and regarding the 2017 election in particular. The nine chapters delve into a wide range of topics, from voter behaviour and election results to more fundamental questions regarding indigenous representation and organizing in Norway. The book covers five main themes. First, Sámi identity and criteria for voter registration. What are considered acceptable grounds for claiming to be Sámi, and what criteria do people use when judging others as Sámi or non-Sámi? When is one 'Sámi enough' to qualify for the right to vote? These questions have a bearing on the very core of Sámi politics: who should be allowed to choose representatives on behalf of the Sámi people? Second, Sámi civil society. How do organizations that represent Sámi persons and Sámi interests relate to the Sámi Parliament? Third, voter turnout. How do we explain non-voting in a system where, unlike those for other elections in Norway, one must actively register in advance to be able to vote? And what about the fact that voters in municipalities with fewer than 30 registered voters must vote in advance? Do these circumstances depress voter turnout? Fourth, the party-political landscape. What differentiates supporters of the different parties? Are there clear differences that make it easier for voters to identify the distinctions between the parties? Finally, elections and voter information. Where do voters find information about this election? We look specifically at how parties and voters find each other in South Norway, the largest constituency in the country, and yet one in which Sámi parliamentary elections are rarely covered by the media. In this chapter we discuss what we have conceptualized as "the paradox of democracy", pointing to the conflict between the idea of the sovereign people on one side, and the idea that democracies need representatives and political leaders, on the other. The chapter gives an overview of democratic arrangements that encourage direct participation, including arrangements that feed into and support and arrangements that challenge the representative system. Furthermore, the chapter provides examples of arrangements that actively and intentionally link together representation and direct participation. Lastly, we discuss how the tension between participatory practices and representative democracy can be solved. In a brief and subsequent chapter, a Norwegian Mayor reflects on the conflict between representation and direct participation.

"The premise of Elected Officials and Political Leaders is that every elected politician is a political leader. This anthology looks at political leadership in Norwegian local governments and explores how to understand this form of leadership. Passing resolutions is an important part of an elected official's job, and public discourse can suggest that such work is itself the essence of political leadership. This is a central concern in the book, which argues that political leadership also consists of grasping and understanding issues, setting agendas, proposing solutions and mobilizing support for them.
With this broad view of political leadership, the book is organized around four paradoxes associated with the political-administrative system in Norwegian municipal government: the conflict paradox, the administration paradox, the transparency paradox and the democracy paradox. The chapters describe and discuss these paradoxes, the tensions they are based on and how opposing interests can be balanced in a constructive way, both for the local public sector as a whole as well as the individual councils and councilors.
The book provides examples of how elected leaders can strengthen their political leadership, not least through a systematic comparison with Danish municipal governments. Important points in each chapter are also emphasized in interviews with political and administrative leaders who share their experiences with the authors. The book concludes with a discussion of how political leadership can be further developed and strengthened, both through changes in the institutional framework for Norwegian local governments and through dialogue and reflection within the individual municipal councils." - "Folkevalgt og politisk leder tar utgangspunkt i at enhver folkevalgt politiker er en politisk leder. The services for people with addiction and mental health problems and have received increasing attention, both in the public debate, among users and professionals and not least from political authorities. There is political agreement on the importance of prioritizing the field, when at the same time there is disagreement on whether the services will actually be better by present-day reforms.
In National Policies and Local Challenges, the authors explore the organization of services for people with addiction and mental health illness, from initiatives to improve the services at the level of national government to implementing changes in local service provision by municipalities. We discuss one of the most challenging questions in the modern welfare state: How should services be organized so that both users and service providers experience them as coordinated and integrated? The authors address these issues by referring to key features of national policy and change processes that can be observed in a selection of municipalities. The book also refers to analyses of experiences with various measures and services related to work, housing and prison care and correctional services.
The anthology is based on a research project that studies the coordination and integration of services for people with complex addiction and mental disorders. The book is based on political science and organizational theoretical perspectives, and aims to provide insight into the usefulness of such perspectives in the analysis of welfare state's challenges when complex needs are addressed. The target group for the book is researchers, students and employees in local government – as well as practitioners who work with users with complex and complex needs.
The book is edited by Catharina Bjørkquist, professor at Østfold University College, and Helge Ramsdal, professor emeritus at Østfold University College. - Tjenestene til personer med psykiske lidelser og ruslidelser har fått stadig større oppmerksomhet, både i den offentlige debatten, blant brukere og fagfolk og ikke minst fra politiske myndigheter. Det er stor politisk enighet om betydningen av å prioritere feltet, samtidig som det er uenighet om hvorvidt tjenestene faktisk blir bedre.

After a period of relative neglect in the 1990s and early 2000s, the Arctic is back on the agenda of the Russian authorities. To ensure efficient coordination and implementation of its Arctic strategy, the government in 2015 established a State Commission for Arctic Development. It was to serve as a platform for coordinating the implementation of the government's ambitious plans for the Arctic, for exchange of information among Arctic actors, and for ironing out interagency and interregional conflicts. Based on a case study of the State Commission for Arctic Development, this article has a twofold goal. First, it explores the current Russian domestic Arctic agenda, mapping key actors and priorities and examining the results achieved so far. Second, it discusses what this case study may tell us the about policy formulation and implementation in Russia today. We find that while the government's renewed focus on the Arctic Zone has yielded some impressive results, the State Commission has been at best a mixed success. The case study demonstrates how, in the context of authoritarian modernization, the Russian government struggles to come up with effective and efficient institutions for Arctic governance. Moreover, the widespread image of a Russian governance model based on a strictly hierarchic "power vertical" must be modified. Russia's Arctic policy agenda is characterized by infighting and bureaucratic obstructionism: even when Putin intervenes personally, achieving the desired goals can prove difficult.
