Das Internet ist zur Grundlage der globalen Kommunikation geworden und wirft einen vielfältigen politischen Regelungsbedarf auf, der bisher im Ländervergleich nur für liberal-demokratische Staaten untersucht worden ist. Im Hinblick auf die Internetpolitik autoritärer Staaten wurde lediglich die staatliche Kontrolle der Internetkommunikation thematisiert, wodurch nach Ansicht der Autoren ungeklärt bleibt, welche Varianz sich in den Strategien dieses Staatstypus finden lässt. Diese Unterschiede sind nicht nur für die jeweiligen Länder, sondern auch für die transnationale Internet Governance von Bedeutung, denn auch die autoritären Staaten sind von globalen Regelungen betroffen und wirken teilweise daran mit. Die Kontrollmöglichkeiten reichen z.B. von staatlich kontrollierten und kaum liberalisierten Märkten für Telekommunikationsdienstleistungen über eine repressive Mediengesetzgebung mit großem Spielraum für staatliche Willkür bis hin zu umfassenden Überwachungsaktivitäten, die private und zivilgesellschaftliche Akteure zur Selbstzensur zwingen. Die Autoren untersuchen anhand eines detaillierten Indikatorenkatalogs die Situation in 15 ausgewählten autoritären Staaten auf vier Kontinenten, zu denen statistische Daten für eine nachvollziehbare Bewertung der Internetpolitik verfügbar sind. The contribution deals with the mechanisms of governmental control of guardianships over minors in Roman Egypt as it was exercised through the responsible administrative officials at the various levels of the administration. The relevant measures of this administrative control extended over the appointment of guardians for which applications had to be filed with the administrative authorities. These applications, which aimed at an official registration as guardian, may also reflect in some respect an indigenous legal tradition, though it is doubtful if such applications were obligatory. Another important measure of control of guardians was the obligation of the latter to render account of his management of affairs. The article also examines the role of the officials responsible for the appointment and control of guardians, i.e. the prefect of Egypt, the nome strategos and, at the municipal level, the exegetes and others.

Es wird untersucht, wie auf internationaler Ebene mit der Gefahr der Verbreitung illegaler und schädlicher Inhalte über das Internet umgegangen wird. Dabei geht es vor allem um die Einigung darüber, was in Hinblick auf nationale Sicherheit, Jugendschutz, Schutz der Menschenwürde und Ehrenschutz unter schädlichen Inhalten zu verstehen ist. Es wird gezeigt, wie unterschiedlich die Toleranzschwellen gegenüber politischen und sexuellen Inhalten in den einzelnen europäischen Ländern sind. Entsprechend stößt eine Harmonisierung auf grundlegende kulturelle Unterschiede. EU-Initiativen zu diesem Problem werden vorgestellt. Sie setzen auf die Meldung illegaler Inhalte, auf international kompatible Filtersysteme und auf Selbstverpflichtungen der Provider. Insgesamt tritt der Nationalstaat als Steuerungsinstanz in den Hintergrund, während supranationale Organisationen und Selbstregulation an Bedeutung gewinnen. (prf)
