Since 1988, when its constitution was last revised, Brazil has pursued a formula for stable federalism. Two issues are paramount: the representation of state interests & greater regional cohesion schemes. Emphasizing multilevel government, with a qualified majority voting in the Council, & the priority recently assigned to policy regarding the structuring of funds, the European Union could provide a viable model for both. However, internally, the European Union is characterized by a considerable democratic deficit, & Brazil will ultimately have to find solutions that fit its own problems & possibilities.
