Since 1988, when its constitution was last revised, Brazil has pursued a formula for stable federalism. Two issues are paramount: the representation of state interests & greater regional cohesion schemes. Emphasizing multilevel government, with a qualified majority voting in the Council, & the priority recently assigned to policy regarding the structuring of funds, the European Union could provide a viable model for both. However, internally, the European Union is characterized by a considerable democratic deficit, & Brazil will ultimately have to find solutions that fit its own problems & possibilities. The aim of this article is to analyse learning practices in labour market projects cofinanced by the European Social Fund (ESF) targeting unemployed Roma in Sweden. The empirical material consists of 18 project descriptions from ESF projects, as well as national and European policy documents concerned with the inclusion of the Roma in contemporary Europe. The contemporary empirical material is analysed in relation to a government report from 1956 concerning the 'Roma issue' in Sweden. The analytical perspective of the study is governmentality, and the analysis focuses on different kinds of problematizations and the discursive positioning of the Roma subjects. One of the main findings is that unemployed Roma are situated in various discourses of misery and constructed as in need of reshaping their subjectivities in order to become educable as well as employable.

Organized mentoring has become a principal method in statebuilding. Relying on field work in Afghanistan, the article argues that mentoring represents a new intensified mode of statebuilding, one that goes beyond simple technical reform, focusing on the deeper levels of the Afghan deputies' personalities. The rise of mentoring reflects a turn towards an enhanced focus on the contextualized individual and personal capabilities as well as dispositions. Mentoring produces personal relations that are closer and more intimate than technical assistance programmes, and thereby constitute a new form of interface between donor states and the Afghan state. Consequently, the mentor becomes a new figure in international relations-a new meeting ground between nations that reflects the contextualized and decentred prudence of neoliberal governmentality. The article proposes a critical analysis from the perspective of governmentality about the ways in which the sociology of youth in general, and the approach of transitions in particular, study theoretical and methodologically the link between youth and work and the analysis conducted respect of the state mechanisms for youth work insertion. It is sustained that this perspective has been dominant over the interpretation of youth issues and the world of work, helping to build the problems and, thus, their objectification. In this respect, from the analysis of their dimensions and the influence they have in the planning of state mechanisms for youth work insertion, are proposed some other alternatives for dealing with them from a perspective over their power effects. ; El artículo propone un análisis crítico a partir de la perspectiva de la gubernamentalidad sobre los modos en que la sociología de la juventud en general, y el enfoque de las transiciones en particular, abordan teórica y metodológicamente el vínculo entre juventud y trabajo y el análisis que realiza respecto de los dispositivos estatales de inclusión laboral juvenil. Today, there is a widespread idea that parents need to learn how to carry out their roles as parents. Practices of parental learning operate throughout society. This article deals with one particular practice of parental learning, namely nanny TV, and the way in which ideal parents are constructed through such programmes. The point of departure is SOS family, a series broadcast on Swedish television in 2008. Proceeding from the theorising of governmentality developed in the wake of the work of Michel Foucault, we analyse the parental ideals conveyed in the series, as an example of the way parents are constituted as subjects in the 'advanced liberal society' of today. The ideal parent is a subject who, guided by the coach, is constantly endeavouring to achieve a makeover. The objective of this endeavour, however, is self-control, whereby the parents will in the end become their own coaches.

Algorithmic governmentality can be understood as a form of rationality that starts from the use, production and management of social experience converted into data. In this work it is proposed that this form of rationality has serious implications in the way in which subjects experience that reality since, on the one hand, they limit the scope of the possible by converting subjective decisions into programmable probabilities while, also, they start and they reproduce biases and social inequalities. In response to this dominant use of data, the subjects have given rise to a new practice that corresponds to the critical use of data, tools and instruments typical of digitality. What we will call here critical datification is a response from practice but also a theoretical-methodological proposal to contend with the dominant discourses. Two cases are offered, that of the citizen response organized after the earthquake of September 19, 2017 in Mexico, in which the management of data created by activists was fundamental to respond to the emergency, and that of the academic work carried out in the interdisciplinary laboratory Signa_Lab in Mexico, to address, make visible and offer analysis of social problems such as the disappearance crisis in the state of Jalisco, in the same country. ; La gubernamentalidad algorítmica puede entenderse como una forma de racionalidad que parte del aprovechamiento, producción y gestión de la experiencia social convertida en datos. Ambivalence about rights is well known: rights may both challenge existing injustices while simultaneously re-enforcing sovereign regulatory control over citizens. In this article, we focus on the paradox that potentially radical and transformative claims to rights are made at a site – civil society – that under liberal governmentality has increasingly become a site of government. By exploring the unionization of undocumented migrant domestic workers (MDWs) in the Netherlands, we aim to show how rights claims are shaped and controlled by civil society. Using the analytical category of (in)visibility, the case study discloses the dualistic role of the union. On the one hand, the union operated as a site of resistance supporting undocumented MDWs to make their rights claims. On the other hand, it operated as a site of government of the same undocumented MDWs by selectively promoting work-related rights claims and excluding more radical claims for the right to come and go.

A Foucaultian genealogical approach exposes a development in governance beyond neoliberalism, entitled `state market-security.' This is contextualized under an info-politics model. Overall, governmentality cannot accurately reveal both data sets, but merging endarkened governance (de Lint, 2004, 2008) into its framework can. This constitutes invisible practices administered by states and corporate security agencies that reveal secrecy-bureaucracies. Thus, how do the data sets reflect the practices of endarkened governance? Do welfarism and neoliberalism function to create the conditions for the disciplinarization and securitization of governance? This thesis argues that, in the securitization ethos, the practices and procedures of state market-security are best exposed through the analysis of endarkened governance texts.
