In the section entitled 'Devolution, strengthening the Union' of its 1997 Electoral Manifesto, the New Labour of Tony Blair states very clearly its intention, in the event of a victory in the elections, to decentralise power to Scotland and Wales. According to the manifesto, the first step in this 'devolution' will be the organisation of referendums in those two countries in order to confirm popular support for this profound change in the distribution of political power in the United Kingdom. after stating that it wanted to provide the major cities with executive mayors, in a short paragraph devoted to London, the New Labour confirmed its wish to ask the Londonians, also by means of a referendum, for authorisation to set up a new central body in their city. Indeed, since the abandonment in 1986 of all METROPOLITAIN Councils, including mainly the Greater London Council (GLC), London has been without any body with the necessary powers to organise projects for the whole of the capital. It is the thirty-two Boroughs municipal councils that deal with it, but major issues suffer from a marked lack of central coordination. However, the low turnout in the London referendum reflects the lack of interest of voters in their different local administrations. On the other hand, the campaign organised by the independent candidate, Ken Livingstone, who purports to defend the interests of Londonians rather than any political party, will make the election of the first magistrate in the capital much more stimulating. His action at the head of the new London City Council, the Greater London Authority, will confirm this new tendency on the part of the local government to shift away into the spectacle policy, where the character of the candidates is as important — if not more important — as their programmes respect.
