The major high and low tides characterize EU-Turkey relations. On the one hand, democratic reforms in Turkey within the last decades have been largely credited to the EU. On the other hand, the "never-ending" accession process, the accusations against the Turkish government of blackmailing the Union with the refugees, the full membership of Greek Cypriots as the full representative of the whole island have created havoc in the relations. Hence, this study aims at finding out how these variations affect the soft power of the EU. Accordingly, based on a review of the literature, the paper gives a detailed account of the recent issues and challenges in the relations. Besides, a case study was conducted at a foundation university in the Black Sea region of Turkey to give a glimpse of the perceptions of university students about the EU-Turkey relations through metaphors. The study concludes that Turkey should retain its democratic gains, whereas the EU should fix the inconsistencies in its policies not to repeat the missteps of the past to reinstate its soft power. ; AB - Türkiye ilişkilerini büyük gelgitler şekillendirmektedir. Bir taraftan, Türkiye'deki demokratik reformlarda AB'nin rolüne büyük önem atfedilirken, diğer taraftan Türkiye'nin hiç bitmeyen AB'ye katılım süreci, göçmenler konusunda Türk hükümetine AB tarafından yapılan şantaj suçlamaları, Kıbrıs Rumlarının BM planını reddeden taraf olmalarına karşın tüm adayı temsilen AB'ye kabul edilmesi ilişkilere hasar vermektedir. Bu çalışma, bu keskin değişimlerin AB'nin yumuşak gücü üzerindeki etkisini incelemektedir. Buna uygun olarak, ilgili literatür üzerinden, ilişkiler üzerindeki zorluklar ve açmazların detaylı bir incelemesi yapılmıştır. Buna ilaveten, Karadeniz'deki bir vakıf üniversitesinin öğrencileriyle yapılan vaka çalışmasıyla metaforlar üzerinden üniversite öğrencilerinin ilişkilere yönelik algıları ortaya konmuştur. Çalışmada, Türkiye'nin demokratik kazanımlarını koruması, AB'nin ise yumuşak gücünü koruyabilmek adına geçmişteki hatalarını tekrarlamadan daha tutarlı politikalar üretmesi gerektiği sonucuna ulaşılmıştır.
Bu Tez, Türkiye Cumhuriyeti 'nin takip ettiği dış Türkler politikası konusunda yürütülen bir araştırma çalışmasını rapor etmektedir. Araştırma kapsamında temin edilen kaynaklardan faydalanılarak belirli bölgelere göre tasnif edillen dış Türklerin, genel durumları ve problemleri tarihi seyri içinde incelendikten sonra buralara yönelik Türk dış politikası analiz edilmiştir. Coğrafî ve siyasi yakınlık, tarihi ilişki ve dış politika ilişkileri gibi faktörler dikkate alınarak ve önemine göre sıralanarak dünya Türklüğünün incelendiği bu tez, giriş hariç yedi bölümden oluşmaktadır. Birinci Bölümde, Kıbrıs ve Yunanistan'da yaşayan Türkler incelenmiştir. Kıbrıs Türkleri; Lozan sonrası İngiliz koloni yönetimi, bağımsız Kıbrıs Cumhuriyeti 'nin oluşturulması ve sonrası dönem, Temmuz 1974 darbesi, Türk Banş Harekatları ile adanın taksimi ve sonrası dönemleri içermektedir. Yunanistan - Batı Trakya - Türkleri; II. Dünya Savaşı sonrası, Kıbrıs'ın taksimi, 1982 İnhanlı olayları ve sonrası dönemler olarak ele alınmaktadır. Balkanların incelendiği İkinci Bölümde, Bulgaristan ile Yugoslavya, Makedonya ve Romanya Türkleri yer almaktadır. Bulgaristan Türkleri; Osmanlı dönemi, Neuilly Antlaşması sonrası (Çiftçi Partisi, Faşist, Birinci ve İkinci sosyalist dönemler) ve 1989 sonrası demokratik dönemler olarak incelenmektedir. Ayrıca burada Yugoslavya (Kosova), Makedonya ve Romanya Türklerinin genel durumu ve karşılaştıkları sorunlar da tanıtılmaktadır. Irak ve Suriye'de yaşayan Türkmenler, bir sonraki bölümde ele alınmaktadır. Irak Türkleri; I. Dünya Savaşı sonrası bölgenin Türkiye'den koparılması ve İngiliz koloni yönetimi, yapay Irak devletinin oluşturulması ve bölgede yaşayan Türklerin bu devrelerde maruz kaldıkları olaylar şeklinde düzenlenmiştir. Suriye Türkleri; I. Dünya Savaşı akabinde buranm da Türkiye'den ayrılması ve Fransız koloni yönetimi, bağımsızlık, Hatay'ın Türkiye'ye yeniden katılması ve sonrası dönemleri içermektedir. Dördüncü Bölümde; Sovyetler Birliği'nin 1991 'de dağılması sonrası bağımsız olan beş Orta Asya Türk Cumhuriyeti: Azebaycan, Özbekistan, Kazakistan, Türkmenistan ve Kırgızistan ile Türkiye ve bu ülkeler arası ilişkiler incelenmektedir. Rusya Federasyonu içi ve etrafinda bulunan otonom Türk Cumhuriyetleri ve Toplulukları, beşinci Bölümde tanıtılmaktadır. Altıncı Bölümde ise, diğer Türkistan Türkleri; Çin esareti altında yaşayan Doğu Türkistan Türkleri ve Güney Türkistan - Afganistan - Türkleri tanıtılmakta ve bunlara yönelik "olmayan" Türk dış politikası vurgulanmıştır. ; This thesis reports a research work conducted on the field of Turkish foreign policies upon Turks living apart from the Republic of Turkey. Considering the literature, that are collected during the research work, Turkish groups are classified into some regions. Their general situations and problems have been examined with respect to important historical affairs. Then, Turkish foreign policies upon them have been analyzed. This thesis includes seven chapters, excluding the Introduction chapter. The thesis covers all Turkish communities living over the world, by giving special attention to the factors of geographical and political closeness, historical and foreign political relations and by ordering based on importance. Chapter One deals with Turks living in Cyprus Island and Greece. The section devoted for Cyprus Turks contains the periods of: the administration of English colony following the Treaty of Laussanne, the establishment of the Republic of Cyprus and affairs occurred in the Island during the administration of Cyprus state, the 1974 Greek military coup, Turkish military peace actions and division of the Island between two communities as well as affairs occurred in the following years. The Greece - Western Thrace - Turks section includes subsections or periods of: the situation after the Second World War, the division of Cyprus Ireland between Turk and Greek communities, the 1982 Inhanli affairs and the other affairs occurred in the region in recent years. Second Chapter investigates the situations and general problems of Turkish people living in Balkans, that are existing in the borders of Bulgaria, Yugoslavia, Macedonia and Romania. The section of Bulgarian Turks consists of three main ? subsections which are: the period of Ottomans, the period after the Treaty of Neuilly (the administrations of Farmer Party, Fascist, First Socialist and Second Socialist) and the period of democratization after 1989. Additionally, within the context of this chapter, the general conditions of Turks living in Yugoslavia (Kosova), Macedonia and Romania are being presented. IV The following chapter involves Turkish communities that are in Iraq and Syria. The organization of Iraqian Turks section are in the order of: the separation of this district from Turkey and administration of English colony, the establishment of an artificial Iraq state in the region and the situations of Turkish community living in the region during that periods and following years. The section of Syria Turks includes: ' the separation of this district from Turkey after the First World War too and administration of French colony, gaining independence (Syria), the reunification of Turkey and Hatay province as well as affairs occurred in the region after that. Chapter Four examines five Turkish Republics of Middle Asia that, are Azerbaijan, Uzbekistan, Kazakhstan, Turkmenistan and Kyrgystan, were gained independence following to collapse of Soviet Union in 1991. This chapter also investigates various relationships between Turkey and those republics. Turks living in Russian Federation and neighboring regions as autonomous republics or communities are presented in the Fifth Chapter. The other Turkestan Turks that are: living in the Eastern.Turkestan, their homeland invaded by China, and in the Southern Turkestan, Afghanistan, are being covered in Chapter Six. The chapter also states that there has been no any Turkish foreign policy towards those Turks. Finally, Chapter Seven evaluates the work and findings of the research conducted in this thesis and makes suggestions for further research directions.
