The article is devoted to the analysis of the Russian political and military projects between 1789 and 1791. These projects were represented as different notes, letters, orders of Grigory Potemkin and foresaw the initiation and usage of the orthodox population of the south-eastern parts of the Polish–Lithuanian Commonwealth revolts. They were precursory approved by Ekaterina II and were intended to be used in case of a war conflict with the Polish–Lithuanian Commonwealth if the force balance was unprofitable for Russia. Four main reasons that did not let these plans to be accomplished are specified in this work. Firstly, the weakening of the Russian influence among the dissidents of the Polish–Lithuanian Commonwealth during the Four-Year Sejm (1788–1792). Secondly, the changes on the global stage, that diminished the threat of simultaneous attack of several European countries on Russia, as well as the disadvantageous for G. Potemkin court conjuncture, that of the increased influence of the new favourite – Platon Zubov. And lastly – the French Revolution influence, which forced Ekaterina II to avoid supporting the lower class, which included most of the local orthodox population. In this article Ekaterina's II refusal to start the religious and class war in the Right-Bank Ukraine is considered as one of the factors leading to the alternative scenario of Russian military intervention in the internal affairs of the Polish–Lithuanian Commonwealth – in the formation of Targowica confederation. ; К вопросу о том, почему конфессиональный фактор не стал определяющим во втором разделе Речи Посполитой. В статье рассматриваются исторические условия и нормативно-правовое регулирование присоединения территории Крымского ханства к Российской империи в 1783 году и образование в качестве новой специфической единицы административнотерриториального устройства Таврической области. Выделены специфические особенности Таврической области, а также задачи, стоявшие перед ней в связи с территориальным положением и регулярными войнами между Российской империей и Оттоманской портой. Обращено внимание на факторы, приведшие к созданию области, а не наместничества, в отличие от остальных присоединенных в то время территорий. Приведены различные примеры понимания самого термина «область» в науке и языке. Сделаны авторские уточнения некоторых черт области, которые не были учтены при выведении научного определения области Дамбаевой О.П. Охарактеризованы указы, которые издавались законодателем и в связи, с чем они принимались. Освещены проблемы административного характера, с которыми столкнулся законодатель в лице императрицы Екатерины II и ее представителя наместника Григория Потемкина-Таврического, а затем Платона Зубова. Среди проблем выделены: переход права собственности на имущество выехавших татар, а также создание точной карты вновь присоединённой территории ; The article examines the historical conditions and the legal regulation of the Crimean Khanate territory joining to the Russian Empire in 1783 and formation of Taurian District as a new specific administrative and territorial unit. Specific characteristics of Taurian District are highlighted, as well as tasks that region faced due to its geographical position and constant wars between Russian empire and Ottoman Porte. Attention is paid to the factors that led to the creation of the district but not the viceroyalty, in contrast to other areas joined in the same time. The different examples of understanding of the term "distrist" "oblast" in science and language are given. The author clarifies certain features of the district, which were not taken into account in deriving the scientific definition of the district by Dambaeva O.P. Decrees and their background issued by the legislator are characterized. The problems of an administrative nature encountered by the legislator in the face of Empress Catherine II and her representative governor Grigory Potemkin-Tavricheski, and then by Platon Zubov are highlighted. Among these problems there were emphasized the transfer of ownership of the Tatars property who left the territory, as well as the creation of an accurate map of newly joined territory
