In November 2004 the Nordic Council of Ministers together with the Nordic countries, Estonia, Latvia, Lithuania and Poland decided to initiate a collaboration by approving an action plan for improved co-operation between the countries concerned in the area of construction and building. The co-operation was decided to take place through the following activities To make market information and information on national regulations accessible to potential actors on the market, To expand the basis of experience and new found knowledge in housing construction, To undertake a comparative analysis of regulations within the building sector intended to serve as a basis for deliberations on possible harmonization, To make it possible to compare competency requirements imposed on certain actors in the building process, and To establish a network for joint research and development on issues relevant to the plan of action. This conclusive report summarizes the work completed over the years 2005-2008, including a final seminar in June, 2009. The report gives a detailed description of the Action plan and the organization of the work as well as a summary of finalized projects. The outcome of the final seminar is also rendered in terms of proposed activities for further cross-border co-operation between the countries concerned.

Three areas for joint R&D have been identified: Meeting client and users requirements Transformation of the Construction Sector Digital Built environment The project also included an activity plan for establishing a regional network in these fields, where the completion of a workshop for stakeholders in the building industrial complex was central.

As there is a great interest in further co-operation among the experts taking part in the project one recommendation is to plan a programme for future work. The report also includes main lines of such a programme.

High housing costs are a problem in many countries today. High production costs and building prices lead to higher housing costs, which means that weak groups in society cannot afford new housing. The causes of high costs may include insufficient competition due to various types of entry barriers to the market. It is therefore an important housing policy goal to eliminate entry barriers and to stimulate competition in order to reduce costs. The enlargement of the EU to include new member states in the Nordic region¹s adjacent area creates a potential for increased competition in the building sector within the entire region. The purpose of this report is to clarify whether national regulations for project development and construction can be perceived as a real barrier to an increased exchange between the countries in the region. The report is a descriptive summary of regulations in the building sector in eight countries in the Baltic Sea region. The ambition is to provide a picture of the prospects for increased cross-border exchange between these countries for the purpose of increasing competition in the construction of housing in particular. The report will serve as a basis for a political action plan on how such an increased exchange can be facilitated. An important purpose of the report is also to increase knowledge among actors in the market about the conditions for doing business in another country. In this respect the report will hopefully stimulate the actors in searching for new markets and so contribute to increased exchange over the borders between these countries.

Nordic countries are often thought to have broadly similar housing policies, because they have traditionally had similar policies in areas like education, health care and social services based on shared fundamental values. In housing, however, these countries have distinctive national differences in areas like housing finance, support policy, tenure legislation and rent policy.This book takes an in-depht look at housing and housing policies in the five Nordic countries: Denmark, Finland, Iceland, Norway and Sweden. The chapters describe, analyse and compare the following areas, in a thematic way:- Housing markets, housing production and housing standard- The roles of housing policy actors - national government, municipalities, private business, households and non-profit actors- Housing tenures and rent legislation - Housing consumption, housing expenditure and user costs - Housing support policy, housing finance and housing taxation - Physical planning and urban policy - Sustainable development of cities and housing areasThe differences between the housing policies of the Nordic countries mean that, taken together, these countries have experience of a wide range of approaches, policies and instruments. This combined experience can be used in assessing the value of particular policies and instruments in particular contexts and assessing how they can be made to work together as effectively as possible.

It is mainly based on two earlier reports where the information has been up-dated. The report also comprises a case study on Control Systems in the nine countries.

There is an economic potential for increased energy efficiency in Nordic buildings. How much is however difficult to assess, partly because of insufficient energy statistics for buildings. Several barriers hinder the use of more efficient solutions when building and using buildings, e.g. lack of information, energy issues having low priority, and different incentives for builders, owners and users. Climate concerns and the need to secure energy supply are important drivers for energy efficiency policies. Promoting energy efficiency in order to reduce greenhouse gas emissions might however induce large rebound effects causing total emissions to be reduced very little or not at all. This might be the case if reduced energy use in buildings is replaced with more emission intensive activities, like travel. To avoid this it is important to include all greenhouse gasses in tax or quota systems, and to restrain financial support to energy efficient investment in order not to make them too cheap.

Accessibility to cultural heritage is about consciousness, knowledge, creativity and balance Heritage has meaning only through its encounter with people. This report shows how accessibility questions are being addressed through practical examples drawn from across the Nordic countries. There are considerable variations in scale, ranging from the remote church on an island in Iceland to the baroque palace in the centre of Stockholm. Most of the cases have found their solutions, some permanent and others temporary, while others represent challenges that are still being worked on. It is important to make people aware of the various choices that have to be taken, especially when the solutions have negative consequences for the heritage. Physical accessibility can shadow for understanding and experience of the site or monument. Access to cultural heritage is too important for brutal and ill-timed solutions. Good and lasting solutions often need time to mature.
