International cooperation in the area of education is one of the key directions of Russian education and science Ministry and the most important tool in the process of integration of Russian science into the world educational and scientific-technological area. The paramount attention at the actual stage is paid to the development of mutually-profitable contacts within European space and, first of all, with the European Union. The work is carried out in order to improve the mechanisms and structure of interaction between Russia and European Union, to coordinate Russian and European scientific-technological and innovative priorities in the education area. The development of permanent education is a State political programme that is carried out with an active support by the society and aimed not only for the acceleration, but also deepening of the reformations.

During the transition to the mixed education model during the Covid-19 pandemic, some issues have emerged in the matter of providing and supporting the quality of university education in all countries, including educational programs' relevance to the demands of the labor market, expectations of students and their families, digital transformation of the educational process, and economic stability of institution networks. The purpose of the research was to evaluate the quality of educational services in the higher education systems of Indonesia and Russia. The study systematized several essential factors for achieving educational service quality in the current higher education systems, given the limitations imposed by Covid-19. Following this objective, the study utilized a quantitative approach, adopting the SERVQUALmodel that measures the service quality across five service dimensions: tangibility, reliability, responsiveness, assurance, and empathy. The model aided the development of the questionnaire to assess the quality of the educational services of Indonesian and Russian universities. The questionnaire included 25 close-ended questions on two scales: one to measure the students' expectations regarding the quality of educational services and the other to measure the students' current perceptions. A snowball technique was used to recruit students from Indonesian and Russian universities as participants in the study. The students were asked to assess the educational services of their universities based on their initial expectations and current perceptions. Overall, the students of both countries revealed that they had high expectations from the educational services of their universities. However, the current perceptions of the Russian students regarding the quality of educational services provided by their universities are higher and more positive than the perceptions of the Indonesian students regarding the quality of educational services being delivered to them. The impact of technology on education in the current context is essential, representing higher education teachers' and students' educational practices. In the present investigation, to achieve the proposed objectives, the netnographic technique implies the interrelation of research techniques, depending on the depth of information raised in the study's objectives. The netnographic method consists of two phases: data collection (automatic phase), which begins when someone takes care of a certain content study, and Human interpretation (manual phase). The data collections are dedicated to reading all the scientific articles and classifying the comments according to the established. Examine new school environments that demand to innovate, create, and implementation strategies necessary and effective for the teaching of quality, with the open educational practices, which are democratic and quality elements, since facilitating the needs of the context of pedagogical work and the use of tools necessary that are available to learners.

The term Open Educational Resources (OER) was coined in 2002 in discussions at the Forum on the Impact of Open Courseware UNESCO. It describes "the provision of educational resources on open license, enabled by information technologies and communication, for consultation, use and adaptation by a community of users with non-commercial purposes".In June 2012, Community OER and UNESCO celebrated 10 years in the area of Open World Congress of Educational Resources in Paris, where the Declaration REA Paris 2012 was formally adopted. This calls on governments around the world to establish the adoption of open licenses for sharing knowledge produced with public funds.This trilingual Compendium (written in English, Spanish and Portuguese) aims to fill part of the need for institutionalized information, and aims to discuss in a clear, didactic and realistic way, the experiences of selected higher education institutions who have offered OER. This document provides a unique approach. It combines remarkable initiatives in the institutional development of REA in Higher Education institutions in the United Kingdom, the Netherlands and Spain with experiences from Higher Education institutions and universities from Brazil, Mexico, and Ecuador, which serve to enlighten the compendium with their innovative ideas and projects.This document has been developed in close collaboration with experts, researchers and decision makers from more than 10 universities in order to provide a global perspective of the OER movement. Education is one of the long-term investments that has the ultimate goal of producing reliable, and competitive human resources at both the local and global levels. Educational development will be difficult to achieve if it is not supported by adequate funding. This study aims to analyze the planning, implementation and supervision of education costs from the APBN and APBD. This study uses a descriptive method with a qualitative approach. Data collection techniques in the form of interviews, observation and documentation. The subject of this research is the Head of the Planning and Information System Administration Bureau, the Head of the Planning Section, the Head of the Finance Section, the Head of the Program Planning and Budgeting/SP4 Preparation System Team, the Head of the Information System Section and the Head of the Quality Assurance Agency. The results of the study indicate that planning uses a bottom up pattern with SP4 from the lowest work unit to the university level, the implementation of the budget is used to finance expenditures sourced from the APBN and APBD. Control is carried out as the implementation of the controlling function in the preparation of the Performance Accountability Report for Government Agencies to assess financial performance, the Quality Assurance Agency for performance achievements from the quality aspect. Meanwhile, the supervision is carried out by the BPKP, Bawasda and the Inspectorate General of the Ministry of National Education. Financing management is an evaluation in improving the quality of education.
