U ovome ću diplomskome radu usmjeriti pozornost na načine na koje je, iz očišta različitih likova u romanu "Umjetne suze" Milka Valenta, prikazana Europa – kao ideja i fenomen u današnjoj epohi banalnosti. Cilj je ovoga rada pokazati da gospodarski rast nije uvjet za demokratsku jednakost nego je jednakost pred zakonom naslijeđe i temelj demokracije koja je, kako je pokazala Martha Nussbaum, utemeljena u obrazovanju za kritičko mišljenje i suosjećanje koje nude humanističke znanosti. Milko Valent poetikom psihotičnog realizma stvara bolesnički karton Europe koja se raspada zbog "metastaza neoliberalnog kapitalizma" uzrokovanih različitim institucijama koje promiču mit o europskoj demokraciji. Dok je nekada Grčka bila "kolijevka zapadne civilizacije", danas je Europska unija sinonim za demokraciju i društvo visoke kulture (Luketić) u kojoj su prisutni fenomeni banalnosti, rasizma, bijega od multikulturalizma, apatije, lažnih medija i drugi, što je u "Umjetnim suzama" problematizirano na više narativnih razina. Europljani su stvaraoci iluzije političkog ideala koju Valent demistificira svojim tekstom u kojem istovremeno opisuje kako izgleda stvarnost i proizvodi tu istu stvarnost. ; In this graduation thesis I will aim my attention to the ways in which Europe is portrayed in the novel ''Artificial Tears'' by Milko Valent. Europe, as an idea and a phenomenon in the today's era of banality, will be analysed from the perspectives of various characters from the novel. The aim of this thesis is to show that economic growth does not imply democratic equality; moreover, equality before the law is the legacy and foundation of democracy which is, according to Martha Nussbaum, grounded in cultivating critical thinking and empathy provided by humanities. Using the poetics of psychotic realism, Milko Valent creates a medical record of Europe which is crumbling due to ''the metastases of neoliberal capitalism'' caused by various institutions that promote the myth of European democracy. Ovaj rad analizira prosječnu bruto per capita dohodovnu konvergenciju osam zemalja Jugoistočne Evrope (JIE) prema prosjeku EU-a. Cilj je utvrditi koji faktori doprinose konvergenciji zemalja JIE regije kao i opisati kretanje konvergencije u periodu 2000.-2018. godine, s posebnom pozornošću na dva pod perioda, prije i nakon Svjetske ekonomke krize. Koristimo pri tome kombinaciju parametarskih i neparametarskih metoda i linearne panel regresije fiksnih efekata s robusnim standardnim greškama. Rezultati sugeriraju da je konvergencija bila podstaknuta procesom EU integracija, obrazovnim nivoom stanovništva, investicijama (stranim, domaćim i javnim), kreditnom ekspanzijom u privatnom sektoru, kao i rastom javnih rashoda. S druge strane, ekonomska kriza, nezaposlenost i inflacija bili su glavni faktori koji su utjecali na divergenciju procesa. Zaključujemo na kraju i da je post-tranzicijski model rasta dominantan u regiji SEE, temeljen na stranim direktnim investicijama, nedovoljan, i da su domaće privatne investicije kritično-nedostajući faktor brže dohodovne konvergencije. ; This paper investigates the average gross per capita income convergence of eight Southeast European economies towards the EU average. Our goal is to analyse which factors have driven that convergence in the SEE region and describe convergence paths in the 2000-2018 period, concerning two sub-periods, before and after the economic crisis. We use a combination of parametric and nonparametric methods and a fixed effects linear panel regression with robust standard errors. Results suggest that the EU integration process drove convergence, education level, investment (FDI, private domestic and public investments), and private sector lending, as well as by government expenditures. Economic crisis, unemployment, and inflation were the main factors which have influenced the divergence process. We also concluded that the post-transition growth model dominant in the SEE region, based on an FDI inflow, has not sufficient for income convergence in this region. Private domestic investments are a critical missing factor for faster income convergence.

U radu se prikazuju načela djelovanja Ujedinjenih naroda i nastanak Poveljom nepredviđenih mehanizama – mirovnih operacija. Posebno se razmatraju njihove posebnosti i etapni razvoj. Područje jugoistočne Europe različito se zemljopisno, povijesno i geostrateški omeđuje, ali je u ovome članku zaokruženo na područje bivše Jugoslavije. U radu se analiziraju mehanizmi i problemi pokretanja mirovnih operacija i kriteriji prema kojima se ocjenjuje njihova uspješnost. Također se ističu problemi zakašnjele percepcije sukoba u bivšoj Jugoslaviji. Ovdje se također pokušava doći do odgovora na pitanje je li tradicionalno očuvanje mira bilo dio odabira pogrješne strategije uključivanja UN-a. ; The paper shows principle of the United Nations activities and establishment of mechanisms unforeseen by the Charter – peacekeeping operations. Their particularities and stage development are especially analyzed. Area of South-East Europe is geographically, historically and geostrategically bordered in different ways, but in this paper it is limited to area of former Yugoslavia. The paper analyzes mechanisms and problems of initiating peacekeeping operations and criteria in accordance to which their successfulness is rated. Problems of late perception of conflicts in former Yugoslavia are also pointed out. It has been also tried to find the answer if the traditional peacekeeping was a part of choosing the wrong strategy of UN involvement.

Svrha ovog rada je analizirati strukturalne i produktivne promjene zemalja srednje i istočne Europe (CEE). Razdoblje istraživanja obuhvaća godine nakon pristupanja Europskoj uniji, od 2004. do 2018. godine. Ova studija želi odgovoriti na sljedeće pitanje: Koji su učinci rezultat integracije s Europskom unijom u području produktivnosti? Analiza pokriva dvije glavne kategorije rasta produktivnosti rada: čisti rast produktivnosti rada i strukturalni rast produktivnosti rada. Nadalje, ispituju se čimbenici koji mogu utjecati na čiste i strukturne promjene produktivnosti. Glavne metode istraživanja primijenjene u ovom radu su analiza pomaka udjela i metode panel podataka. Analiza pokazuje da su se u promatranom razdoblju sve zemlje središnje i istočne Europe poboljšale i u smislu čiste i strukturalne produktivnosti. Međutim, utjecaj čiste produktivnosti rada bio je znatno manji od utjecaja strukturalne produktivnosti rada; to znači da se glavna promjena na razini produktivnosti više može pripisati promjenama u zapošljavanju između sektora, nego li modernizaciji tehnoloških procesa. Produktivnost se povećala u svim sektorima, ali najznačajniji rast dogodio se u uslužnim sektorima, posebno u financijskim i osiguravajućim djelatnostima i nekretninama. Istodobno, smanjila se zaposlenost u manje produktivnim sektorima, poput poljoprivrede, šumarstva i ribarstva. Nadalje, rezultati analize panel podataka potvrđuju značajan utjecaj procijenjenih faktora na čisti i strukturalni rast produktivnosti. Stoga, ukupna promjena produktivnosti na području Srednje i Istočne Europe može imati pozitivan utjecaj na oba oblika rasta produktivnosti. I strukturalni i čisti rast produktivnosti potiču ulaganje u istraživanje i razvoj, uvoz roba informacijske i komunikacijske tehnologije (IKT) i otvorenost trgovine. Nadalje, ovo istraživanje potvrđuje pozitivan utjecaj koje ima povećanje ulaganja u istraživanje i razvoj poslovnih poduzeća i porast broja istraživača na omjer radne snage na produktivnost sektora, iako postoje bitne razlike između sektora. Ovo istraživanje mogu koristiti vladine agencije u izradi politika industrijskog razvoja. ; The purpose of this paper is to analyse the structural and productivity changes of Central and Eastern European (CEE) countries. The research period covers the years following accession into the European Union, from 2004 until 2018. This study aims to answer the following question: What effects have resulted from the integration with the European Union in terms of the sphere of productivity? The analysis covers two main categories of labour productivity growth: pure labour productivity growth and structural labour productivity growth. Moreover, factors that may affect both pure and structural productivity changes are examined. The main research techniques are shift-share analysis and panel data methods. The analysis shows that all the CEE countries in the studied period improved in terms of both pure and structural productivity. The impact of pure labour productivity, however, was much smaller than that of structural labour productivity; this means that the main change in productivity level was more attributable to changes in employment between sectors than to the modernisation of technological processes. Productivity increased in all sectors, but the most significant growth occurred in service sectors, specifically in financial and insurance activities and real estate activities. Simultaneously, employment decreased in less productive sectors, such as agriculture, forestry, and fishing. Furthermore, the results of the panel data analysis confirm a significant impact of the evaluated factors on pure and structural productivity growth. Thus, aggregate productivity change in the CEE area can have a positive impact on both forms of productivity growth. Both structural and pure productivity growth are stimulated by research and development expenditures, information and communication technology (ICT) goods imports, and trade openness. Moreover, this research confirms the positive impacts of business enterprise research and development expenditure growth and an increase in the number of researchers to the workforce ratio on sector productivity, although there are substantial differences between sectors. This research can be used by government agencies in establishing industrial development policies.

Značenje reumatskih i muskuloskeletnih bolesti u sklopu kroničnih bolesti sve je veće te se analiziraju poteškoće bolesnika u ostvarenju zdravstvene skrbi. U dostupnosti liječenja postoje razlike među europskim državama, primjećuje se utjecaj fi nancijske krize. U dogovoru s članovima Europskog parlamenta raspravlja se o načinima boljeg pristupa bolesnicima kojima je potrebna zdravstvena skrb. Velika pozornost posvećuje se izobrazbi doktora medicine i drugih stručnjaka u području reumatologije na svim razinama obrazovanja. Istraživanje o primjeni programa specijalističkog usavršavanja iz područja reumatologije prema Poglavlju 6 Povelje o specijalističkom usavršavanju liječnika pokazalo je razlike u europskim zemljama. U međuvremenu je Vijeće UEMS-a prihvatilo novu verziju poglavlja o specijalističkoj izobrazbi u reumatologiji (European Training Requirements for Specialty of Rheumatology – European Standards for Postgradute Medical Specialist Training). Program specijalističkog usavršavanja temelji se na stjecanju kompetencija među kojima se ističe i uloga profesionalnog ponašanja. Taj se dokument upućuje državama na prihvaćanje. Radi se na strategiji metode ocjenjivanja specijalizanta u procesu specijalističkog usavršavanja. Priprema se europski e-portfolio za specijalizante i europski specijalistički ispit. ; One of the main concerns of people with chronic conditions, particularly rheumatic and musculoskeletal diseases, is the availability of quality health care, which is being analyzed. Th ere are diff erences between European countries regarding the access to health care. Th e pressure of the fi nancial crisis has been recognized in making barriers more evident. Representatives of the European Parliament together with stakeholder organizations create policy documents for optimizing access to health care at both the EU and national levels. Great care is taken with the education of medical doctors and other professionals in rheumatology on all educational levels. Based on a recent study, there are similarities and discrepancies in the implementation of the specialty training programs (Chapter 6 of the UEMS Charter of Specialty Training Programmes) across Europe. In the meantime, the UEMS Council has endorsed the new Training Requirements for the Specialty of Rheumatology – European Standards for Postgraduate Medical Specialist Training. Th e training program is competency based, stressing the important role of professional behaviour. Th e document is being forwarded to the national societies in order to be implemented in the European countries. A strategy of assessment methods in the specialty training program is being developed. Work on the e-portfolio for European trainees as well as the European Specialty Board Examination is in progress.

U članku se analiziraju načini na koje odabrani suvremeni umjetnici iz Rumunjske, Hrvatske i Srbije koriste vizualni jezik arhitektonskih maketa u svome radu. Nakon prikaza povijesti arhitektonskih maketa autorica se u prvim dvama dijelovima članka bavi umjetnicima koji koriste makete muzejâ suvremenih umjetnosti (Zlatko Kopljar, Radoš Antonijević, subREAL, Călin Dan, Iosif Kiraly, Mihai Balko i Irina Botea). Naglašava se razlika između muzeja suvremenih umjetnosti u post-socijalističkim zemljama i globalnih "muzeja moći" kao što su MoMA, Tate Modern ili Guggenheim. Treći dio članka bavi se dokumentarnim aspektom arhitektonskih maketa i dovodi radove Lane Stojićević u vezu s konceptom dokumentaliteta Hito Steyerl. Ističe se kako su makete, kao i sama arhitektura, označitelji ideologija, politika i društava koji ih grade. Suvremeni umjetnici često se bave zgradama koje su u procesu tranzicije izmijenjene, revitalizirane ili uništene, i stoga arhitektonske makete uključene u procese suvremene umjetnosti zahtijevaju dublju analizu. ; The paper analyses the ways in which selected contemporary artists from Romania, Croatia, and Serbia use the visual language of architectural scale models in their work. After presenting the history of architectural models, the first two parts of the paper focus on artists who use scale models of museums of contemporary art (Zlatko Kopljar, Radoš Antonijević, subREAL, Călin Dan, Iosif Kiraly, Mihai Balko, and Irina Botea). They emphasize the difference between museums of contemporary art in post-socijalist countries and the global "power-museums" such as MoMA, Tate Modern, or Guggenheim. The third part of the paper focuses on the documentary aspect of architectural models and relates Lana Stojićević's works to Hito Steyerl's concept of documentality. It is argued that the scale models, as architecture itself, are signifiers of the ideologies, politics, and societies that build them. Contemporary artists often focus on buildings that have been changed, revitalised, or destroyed in the transition process, and for this reason architectural models require a deeper analysis when included within contemporary art practices.

U godini kada obilježavamo 250. obljetnicu hrvatskoga šumarstva, a u tijeku je 169. godina od utemeljenja Hrvatskoga šumarskoga društva i tiskanja 139. godišta našega znanstveno-stručnoga i staleškog glasila Šumarski list, interesantno je baciti pogled na tekstove iz prvih godišta tiskanja časopisa, pa i povući paralelu s današnjicom.Već u prvome godištu 1877 god. pozornost nam privlači članak Adolfa Danhelovskog "Predlozi o štednji drva u proizvadjanju francezkih duga", u kojemu kaže da se postupak proizvodnje neznatno poboljšao, "premda ova vrst robe zaslužuje, da se najvećom štednjom proizvadja, dočim su njoj namijenjeni najkrasniji hrastici". To mora raditi "vješt radnik", jer se inače može "mnogo drva potratiti …., a užje se duge imaju izradjivati od tanjih stabalah ili trupacah". Nastavno, preporuča se radi uštede sortirati trupce sukladno dužini i širini zadanih dimenzija dužica, a slijede ostale preporuke za uštedu. Povucimo sada paralelu s tadašnjim razmišljanjem i preporukama glede štednje i današnjim rasipanjem nacionalnog bogatstva, korištenjem "najkrasnijih hrastika", tako da netržišna cijena sortimenata omogućuje proizvodnju poluproizvoda, a ne visoko finaliziranih proizvoda s velikom dodanom vrijednošću i maksimalnom zaposlenošću. Najžalosnije je kada se furnirski sortiment kamuflira u pilanski prozvod za izvoz, čime se "izvoze" i radna mjesta za kojima plačemo. O tome smo detaljnije pisali u uvodniku ŠL br. 5-6/2012. "Odnos šumarstva i prerade drva". Stoga se ne slažemo s tvrdnjom resornog ministra izrečenoj u razgovoru poslije Konferencije za tisak o kojoj pišemo u rubrici Aktualno, da su potpisani netržišni ugovori s drvoprerađivačima spasili domaću preradu drva od inozemne konkurencije. Za nas je i dalje to način rasipanja nacionalnog bogatstva i trenutačni probitak za račun pojedinaca, a ne za opće dobro.Članak iz trećeg godišta, 1879. god. Alex. Nik. Schultz podnaslovom "Sedam glavnih točaka šumskoga gospodarstva i njihova teoretično-praktična uporaba" započinje motom: "Proizvadjanje najveće kvantitativne i kvalitativne množine drva na najmanjoj površini: i čim vrlije gospodarstvo". U članku navodi kako šumsko gospodarstvo dijeli djelatnosti na temeljne i pripomoćne. Temeljne su računarstvo i prirodoslovlje, a pomoćne: tehnologija, zakonodavstvo, državoznastvo, računovodstvo povijest i geografija. Razdioba praktičnih struka šumskog gospodarstva dijeli na: "gojenje šume, b) zaštita šume zajedno s šumskom stražom, c) šumska poraba za jedno sa šumskom tehnologijom, d) šumska procjena zajedno s uredbom obhodnje i obračunanjem vriednosti i e) šumska uprava i šumsko ravnateljstvo". Ako razmislimo o poanti i današnjem poštivanju mota članka, zaključujemo da se sugerira maksimalno moguće korištenje proizvodnosti pojedinog šumskog staništa, a njegova bi degradacija predstavljala katastrofu. Komentirajući spomenutih sedam točaka, ponajprije navodi da je prva i glavna točka upravljanja i rada "teoretično i praktično naobraženo gospodarstveno osoblje da se može šumom koristno i potrajno gospodariti". Pita se "kako može čovjek uobće, koji neima niti pojma o neophodno nuždnih znanosti, upravljati šumom s mnogimi njezinimi osebujnosti". Druga glavna točka je samostalno odgovorno vođenje gospodarstva "bez pohlepe za dobitkom". Treća točka govori ponajviše o načinima obnove sastojina – umjetnim načinom ili prirodnim pomlađivanjem. U četvrtoj točci bilježimo zaključak: "Pošteni šumar, koji znade računati, ne će nikada privoliti, da njegov gospodar, kada se u momentanoj novčanoj neprilici snadje, te bude prisiljen, uteći se šumi, postane žrtvom takvih švindlera i šumskih pustošnika, te će svu svoju duševnu snagu upotriebiti, da ono što se ne da izbjeći, ograniči bar na najmanji prostor i s obzirom na budućnost". Peta točka tiče se "šumske porabe zajedno sa šumskom tehnologijom i važnija je nego što se na prvi čas čini", a detaljnije obrazlažući zaključuje da joj treba posvetiti dužnu pozornost prateći razvoj i primjenu novih tehnologija. Šesta točka obuhvaća "šumsku taksaciju zajedno s uredjenjem obhodnje i vriednostnim obračunom", a sve spomenute točke međusobno se isprepleću i potrebno ih je ne razdvajati, "jer bez poznavanja jedne ne da se druga izvesti". O sedmoj točci "k šumskoj upravi i ravnateljstvu šuma" nema se što posebno reći kaže on, jer je uglavnom obuhvaćena u prethodnim točkama, ali zaključuje kako prema staroj poslovici "od glave riba smrdi, a preneseno na šumsku industriju: ne valja li ravnateljstvo, to ne valja ni cielo šumsko podčinjeno osoblje. To vriedi kod svake grane gospodarstva, a potvrdjuju to i nebrojeni dokazi u čovječjem družtvenom životu i u svih strukah". Na kraju mi zaključujemo ovaj tekst s porukom – usporedite sami!Uredništvo ; The 250th anniversary of Croatian forestry and the 169th year of the foundation of the Croatian Forestry Association and the publication of the 139th issue of the scientific-professional and specialist magazine Forestry Journal offer an ideal opportunity to look back at the texts published in the first issues and draw a parallel with present times. The very first volume from the year 1877 contains an interesting article by Adolf Danhelovski "Recommendations on saving wood in the production of French staves", which states that the production process has improved slightly "although this type of goods requires maximal saving in its production, since they are produced of the most beautiful oak trees". Work should be performed by a "skilful labourer", otherwise much of the wood "might go to waste". Narrower staves should be made of thinner trees or logs". Furthermore, logs should be classified according to the length and width of stave dimensions required. Other recommendations for saving follow. Let us draw a parallel with the present manner and recommendations related to saving and present squandering of national resources by using "the most beautiful oak forests", so that the non-market prices of the assortments allows the production of semi-finished goods and not high-quality products with a high added value and maximal employment. What is detrimental is the fact that veneer assortments are camouflaged into sawmill products intended for export; this also means "export" of working places which we sorely need. We discussed this in more detail in the Editorial of the Forestry Journal No. 5-6/2012, "The relationship between forestry and wood processing". This is why we do not agree with the words of the competent minister said after a Press conference, which we discuss in the column Current Affairs. The minister claimed that non-market contracts with wood processors had saved home wood processing from foreign competition. We continue to perceive this as a way of squandering national wealth for momentary gain of an individual and not for the benefit of the society as a whole. The article published in the third year of publication in 1879, written by Alex. Ni. Sshulz and entitled "Seven main points of forest management and their theoretical-practical use" starts with a motto: "Production of he highest quantitative and qualitative amount of wood in the smallest area: and the best management". According to the article, forest management activities are divided into basic and auxiliary. The basic activities are mathematics and natural sciences and the auxiliary ones are technology, law-making, political sciences, book keeping, history and geography. Practical parts of forest management are divided into "a) silviculture, b) forest protection together with forest surveillance, c) use of forests together with forest technology, d) forest inventory with rotation and calculation of value and e) forest administration and forest directorate". From the present standpoint, the motto of the article suggests maximum possible use of the productivity of a particular forest site, whose degradation would mean catastrophe. In his comment of the seven points that follow, the author stresses that the first and the main point of management and work lies in "highly educated management personnel who posses theoretical and practical knowledge for useful and sustainable management of forests". He asks himself: "How can a person who has absolutely no knowledge of the basic sciences manage such a highly complex system as a forest?" The second point is independent management devoid of "greed for profit". The third point is primarily concerned with stand regeneration methods - artificial or natural regeneration. The fourth point contains a conclusion: "An honest forester who knows how to calculate will never allow his master, who, if faced with financial problems and forced to exploit his forest, to become a victim of swindlers and forest exploiters, and will use all his spiritual strength to at least limit what is unavoidable to the smallest space with regard to the future". The fifth point refers to "use of forests together with forest technology, which is more important that might seem at first glance". In his detailed explanation, the author concludes that the development and application of new technologies should be given due importance. The sixth point comprises "forest taxation together with rotations and value calculation". All the above points are mutually intertwined and cannot be separated from one another, "since without knowing one it is impossible to perform another". In the author´s words, the seventh point concerning "forest administration and forest directorate" requires no comments because everything is contained in the previous points, but he concludes that, as the old proverb says, "the fish rots from the head down", or translated into forest industry: if the directorate is no good, then the entire subordinate personnel will be no good. This refers to all branches of economy, and has been proven myriad of times in the human society and in all the professions". We conclude this text with the message – compare!Editorial Board

U ovom radu bavimo se pitanjem određenja adekvatne koncepcije legitimnosti za Evropsku uniju. Zastupamo stanovište da u tom pogledu odlučujuću važnost ima ideja javnog uma, kako ju je formulisao Džon Rols. Rols je smatrao da ideja javnog uma ima svoju ulogu kako na domaćem planu ustavnih demokratija tako i na međunarodnom planu. Mi ćemo, polazeći od Rolsovih stavova, nastojati da formulišemo adekvatnu koncepciju javnog uma za Evropsku uniju. Ipak, za razliku od Rolsa, koji u međunarodnom kontekstu prvenstveno govori o narodima, argumentovaćemo da osnovu javnog uma Evropske unije treba da čini koncepcija slobodnih i jednakih građana. ; This paper will examine the issue of finding the most adequate conception of normative legitimacy for the European Union. I shall argue that John Rawls's idea of public reason is crucially important in this context. Rawls maintains that the idea of public reason is important not only for constitutional democracies, but also at the international level. Following Rawls's lead, this paper focuses on the idea of public reason at the EU level. However, I shall argue that the idea of public reason that is adequate for the European Union should be based on the conception of free and equal citizens, instead of Rawls's conception of peoples.

Populizam kao suvremeni izazov liberalnoj demokraciji može predstavljati prijetnju, ali i potencijalan korektiv demokraciji. Ovaj rad bavi se tipovima desnog populizma u Europi. Pretpostavlja se postojanje razlika unutar kategorije desno populističkih stranka u starim i novim demokracijama u Europi. Počinje se od određenja desnog populizma te njegovih ključnih elemenata: populizam, autoritarizam i nativizam. Program desno populističkih stranaka uključuje negativan stav prema manjinama, antiimigrantsku politiku i euroskepticizam. Cilj rada je uočiti ključne elemente koje su jednake u tim strankama, ali i uočiti potencijalne razlike među njima. Shodno tome kompariraju se četiri desno populističke stranke: poljska stranka Pravo i pravednost (PiS), francuska stranka Nacionalno okupljanje (RN), češka stranka Sloboda i izravna demokracija (SPD) i norveška Napredna stranka (FrP). U prikaz stranaka ulazi pregled postojeće znanstvene literature o navedenim strankama te usporedba stranačkih programa koja uključuje bazu podataka Manifesto Project Database (MPD). MPD sadržava kvalitativne podatke o tome kojoj temi, javnoj politici i političkoj poziciji političke stranke posvećuju pažnju u svojim izbornim i stranačkim programima. Desno populističke stranke pokazuju razlike prema svojim socioekonomskim pozicijama, poziciji prema Europskoj uniji, Rusiji i drugim međunarodnim organizacijama te koga uključuju u "opasne druge, to jest u njihovom odnosu prema etničkim i seksualnim manjima. Uočene su razlike na ekonomskoj dimenziji pa su tako neke stranke za tržišnu ekonomiju i privatizaciju, dok su druge za državni intervencionizam i povećanje socijalnih naknada. Na kulturnoj dimenziji zauzimaju sličnu radikalno desnu poziciju, no razlikuju se prema tome koju skupinu uključuju u svoje poimanje "opasnih drugih". Konvencija o pristupu informacijama, sudjelovanju javnosti u odlučivanju i pristupu sudstvu o pitanjima okoliša – Aarhuška konvencija – međunarodni je pravni okvir na području zaštite okoliša. Ova konvencija, pokrenuta pod pokroviteljstvom UN-a, najambiciozniji je pothvat kada je riječ o zaštiti okoliša. Njezinim usvajanjem ujedno je učinjen golem korak u razvoju međunarodnoga prava. Prihvaćajući načela i formalno pristupajući Aarhuškoj konvenciji, države naše regije (Jugoistočna Europa) zorno pokazuju da prava na području okoliša nisu luksuz rezerviran samo za bogate. Ovim se dokumentom utvrđuju prava u svezi s okolišem te čine pouzdan temelj za uključivanje najšire javnosti u politike okoliša čime se potvrđuje i naša obveza prema budućim pokoljenjima. To je dokaz kako se održivi razvoj može postići jedino uključivanjem svih sudionika u društvu. Aarhuška konvencija poveznica je između odgovornosti tijela javne vlasti i zaštite okoliša, jer se sudjelovanjem javnosti povećava odgovornost i transparentnost pri donošenju odluka, kao i svijest javnosti o pitanjima okoliša, a osigurava se i podrška za donesene odluke. Učinkovitim sudjelovanjem javnosti promiču se načela suradnje i konzultacija između građana i donositelja odluka, čime se pridonosi općoj demokratizaciji društva. To je omogućeno provedbom Aarhuške konvencije koja uključuje: pristup informacijama, sudjelovanje javnosti pri donošenju odluka i pristup pravosuđu kada je riječ o okolišu. To su ujedno i tri glavna stupa Konvencije. Prije dvanaest godina tadašnji je glavni tajnik UN-a Kofi Annan opisao Konvenciju kao "najambiciozniji pothvat na području 'okolišne demokracije' dosad poduzet pod okriljem Ujedinjenih naroda". Možemo reći kako je taj opis vjerojatno i danas točan, iako je na području okolišne demokracije došlo i do drugih znatnih pomaka. ; Convention on access to information, public participation in decision making and access to justice in environmental matters – The Aarhus Convention – is an international legal framework in the area of the environment protection. This convention, initiated under the auspices of UN, is the most ambitious venture as far as environment protection is concerned. Its adoption made at the same time a huge step in the international law development. Accepting the principles and formally accessing to the Aarhus Convention, countries from our region (Southeast Europe) show that rights in the environment protection area are not the luxury reserved only for the rich ones. This document defines the rights in the environment area and makes the reliable foundation for involving the general public in the environment policies which confirms our commitment to future generations. That is a proof that sustainable development can be achieved only by involving all participants in the society. The Aarhus Convention is a link between the authorities' responsibilities and environment protection, because participation of the public increases responsibility and transparency in decision making, as well as consciousness of the public about environmental matters. It also provides support for the made decisions. Efficient participation of the public promotes cooperation principles and consultation between citizens and decision makers, which contributes to general society democratization. That is enabled by the Aarhus Convention implementation which includes: access to information, participation of the public in decision making and access to jurisdiction when speaking of environment. These are at the same time three main Convention pillars. Twelve years ago the UN Secretary General Kofi Annan described the Convention as "the most ambitious venture in environmental democracy undertaken under the auspices of the United Nations". We can say that the mentioned descriptionis probably correct even today, although there have been many other significant improvements in environmental democracy.
