In 2008 Carter F. Ham was named the Commanding General, U.S. Army, Europe, one of the main American military commands. In this exclusive interview with Isabelle Lasserre, he comments on more than a half century of transatlantic relations. With the U.S. perhaps tempted to reduce its presence on the Old Continent & focus more on the Asia-Pacific, General Ham is clearly worried. In Europe, American GIs can be trained to operate in different contexts, & become familiar with other cultures. This experience enables them to be better prepared for deployment on missions around the world. From this standpoint, General Ham indirectly criticizes the conduct of the war in Iraq, but is also pleased with the modest progress made in Afghanistan. Adapted from the source document.

Cette étude présente des preuves démographiques que la défense de la santé publique, par le maintien du niveau de vie, fut une des conditions nécessaires de la victoire militaire des Alliés pendant la Grande guerre. L'analyse des statistiques de mortalité parmi les civils confirme ce contraste entre les deux adversaires. L'explication de cette distinction se trouve dans le fait que les Alliés ont réussi à maintenir leur niveau de vie, tandis que les Pouvoirs Centraux ne l'ont pas. L'économie politique des Alliés a réussi à équilibrer les besoins civils et militaires. Les Allemands ont fondé le premier "military-industrial complex" qui a appauvri la population. En 1918, cette situation a commencé à être insupportable, après que tout espoir de victoire militaire fut perdu. Le résultat fut la débâcle domestique et la défaite militaire.

Cette contribution étudie la Maison de l'Histoire Européenne à Bruxelles. Dans une perspective postcoloniale, l'article se concentre sur ce qui est rendu central et ce qui est rendu périphérique par rapport au récit construit par la Maison. Le musée reflète ce que Shore décrit comme l'utilisation contradictoire de la culture dans les discours européens officiels, concevant l'Europe comme une entité culturelle unifiée et comme un espace de diversité (2006). L'article soutient que cette contradiction compromet l'ambition de la Maison de présenter une histoire laissant place aux différentes expériences et histoires vécues et mémorisées en Europe.

Der Autor untersucht, welche Änderungen sich aus dem Maastrichter Vertrag über die Europäische Union für die Sozialpolitik und den Sozialfonds ergeben. Die Mitwirkung des Europäischen Parlaments wurde erweitert, die Entscheidungsfindung mit qualifizierter Mehrheit im Rat wurde, über die Fragen der Arbeitssicherheit und den Gesundheitsschutz hinaus, auf weitere sozialpolitische Gebiete ausgedehnt, und die Zielsetzungen des Sozialfonds wurden erweitert. Insgesamt sind diese Änderungen jedoch nicht als substantiell zu bewerten. Der Autor spricht sich für eine engere Verzahnung von Sozialpolitik (Richtlinien, Sozialcharta) und Sozialfonds aus. (IAB)

A Europe of States versus a Federal Europe, by Robert Toulemon
The Convention on the future of the European Union will try to establish a broad coalition of support for its proposals to have the best chance of them being accepted by the 2004 intergovernmental conférence. Rather than coming up with a compromise that would maintain the present division of the EU between the community pillars and the intergovernmental pillars, it would be desirable if the members of the convention were to synthesise the two approaches, which should complement, not compete with, each other. It is necessary to balance the attachment of each state to its sovereignty, a désire to be directly linked to the definition and putting in place of the EU's policies, on the one hand, with the need to abolish the veto in an enlarged Europe, to bring Europe closer to its citizens, and to assure internal and external openness, on the other. By progressively enlarging the areas of competence or the EU through a well-adapted and flexible process, especially taking into account the diversity of expectations and the capabilities of present and future members, it might be possible to corne up with a satisfactory proposal.

We give here a derivation of the general relativistic non adiabatic radial pulsation equation for spherically symmetric non rotating stars.
The influence of general relativistic corrections on the non adiabatic terms is treated up to the first order in the relativistic parameter. This implies that the unperturbed model must be considered in a state of "quasi-equilibrium" in the sense that its physical characteristics are slowly varying functions of time, due to the conversion of proper mass into energy, caused by the thermonuclear reactions.
Eckart's formalism is used to take into account the presence of a radiative or convective flux but the influence of the radiative viscosity terms is neglected in the derivation of the structure and pulsation equations.
Relativistic expressions are given for the vibrational stability coefficient and the secular root, the last one being used to recover and clarify the general relativistic secular instability of supermassive stars above a certain critical mass, found by Appenzeller and Kippenhahn.
