Today Europeanization is a notion that is frequently used; however, there is a clear shortage of, or even fragmentariness of scientific knowledge, within this scope. The research into the Europeanization processes were initiated by political scientists in the 1970s, although the notion itself only gained popularity in the 1990s alongside the realization of the commom European market. From that moment, Europeanization is a research problem that has attracted interest in numerous fields and scientific disciplines. David Floyd [2001, p. 109] emphasizes the fact that the majority of market changes which have occurred since the beginning of the twenty-first century took place as a result of Europeanization processes which are explicite, defined as the phenomenon of the regionalization processes. As Neil Fligstein [2009, p. 107] highlights, the "majority of the research concerning the European integration focuses only on political and legal processes (…) which is the reason for which researchers overlook the fact how deep the European economy has been reorganized". There are few works of the kind cited above, nor have there been many recent papers seeking to undertake broad and deep research into the Europeanization processes in both economic (including macro- and microeconomic fields) and noneconomic dimensions.

This paper is an attempt to analyse European leadership and the role played by a reunited Germany in the European Union. The author proposes five fundamental theses: 1) the reunification of Germany ruined the balance of power in Europe; 2) the Eastern enlargement of NATO and the EU has moved the zone of political and military influence of the USA to the line of the Bug river; 3) the Germans have confirmed their position as a European power; 4) the foreign policy of Angela Merkel is a continuation of Gerhard Schroder's policy, meaning a transfer of the focus from European policy to prioritising German national interests; 5) the German issue has remained open. ; This paper is an attempt to analyse European leadership and the role played by a reunited Germany in the European Union. Europe attracts and divides. It makes us dream, but it also has a reality with boundaries that shape our lives. What are the dynamics of integration? Whom does Europe sweep off their feet? Does European integration create community or does it lead to exclusion?

The process of changes in systems of post-secondary education in several West European countries was initiated by the national governments in the 1960s. The task assigned then to the universities, i.e. to provide training conformable to the demands of the labour market and thus to assist with achieving social and economic aims set by the governments, is still valid. This paper presents results of the reforms of educational systems in selected countries. Its first part gives the general background of the reforms. Opinions about the effects of the changes are equivocal. The development of institutions of higher learning, greater accessibility of it and the increase of the number of students are considered as positive. Still, in the assessments of quality the opinion prevails that the changes have brought about mediocre effects as compared with what had been intitially intended. The most frequently cited reason why the governmental projects of reforms failed is the way in which institutions of higher learning respond to external inspirations of changes; it is said that the conservative system of academic education can be reformed only through self-regulation processes. The final effect of reforms is also strongly affected by educational aspirations of young people, which depend neither on the nature of governmental initiatives nor on traditional educational preferences of the universities. The author illustrates the above statements with selected aspects of the reforms of educational systems in Germany and France and with the effects of the introduction of preferential points into the system of new students recruitment in Poland in the 1960s. Her presentation of the problem from one side only is intended to provoke a wider debate. Rozwój instytucji wyższego wykształcenia, zwiększenie dostępności studiów i skokowy przyrost liczby studiujących powoduje, że w wielu ocenach przeważają akcenty pozytywne. Zasadniczo odmienny ton w poglądach na temat jakościowych wyników dokonywanych zmian sprawia, że generalnie traktowane są jako "mieszanina sukcesu i niepowodzenia" (Cerych, Sabatier 1986). Główny powód niejednoznaczności ocen wynika stąd, że skutki społeczne - istotny aspekt reform studiów wyższych wielu krajów - nie dają się ująć w kategoriach jakościowych (Husen 1990; Skóldberg 1991). Wśród najczęściej wymienianych powodów niepowodzeń rządowych projektów reform jest sposób reagowania instytucji wyższego wykształcenia na inspiracje dotyczące zmian przychodzących z zewnątrz: system kształcenia akademickiego, jako konserwatywny i z natury niepodatny na wpływy otoczenia, może być reformowalny wyłącznie poprzez procesy samoregulacji (Vught 1989). Istotny wpływ na efekt wdrożeń nowych rozwiązań mają ponadto aspiracje edukacyjne młodzieży, przeważnie niezależne zarówno od charakteru rządowych inicjatyw, jak i od tradycyjnych, edukacyjnych preferencji uczelni. W artykule przedstawiono przykłady, które mogą być poparciem powyższych twierdzeń. Zamierzoną jednostronność spojrzenia na problem traktujemy jako wstęp do szerszej dyskusji.

The article analyzes the European Union's policy towards refugees and asylum seekers, focusing primarily on 2014–2016. The author shows that a key role in the crisis related to refugees played by Germany, accepting on its territory without any preconditions thousands of people. In connection with the difficulties that have occurred for this reason, Germany tried to impose mandatory allocation of refugees on the individual Member States of the European Union, which has triggered an internal crisis in the organization. Only through cooperation with Turkey refugee crisis it was brought under control, but the European Union needs a strong policy in this regard, because the old solutions existing solutions do not appear. ; Artykuł analizuje politykę Unii Europejskiej wobec uchodźców i azylantów, koncentrując się przede wszystkim na latach 2014–2016. Autor pokazuje, że kluczową rolę w kryzysie związanym z uchodźcami odegrali Niemcy, przyjmując na swoje terytorium bez żadnych warunków wstępnych tysiące ludzi. W związku z trudnościami, które wystąpiły z tego powodu, Niemcy próbowały narzucić przymusowy podział uchodźców na poszczególne państwa Unii Europejskiej, co wywołało wewnętrzny kryzys w tej organizacji. Dopiero dzięki współpracy z Turcją kryzys uchodźczy udało się opanować, ale Unia Europejska potrzebuje zdecydowanej polityki w tym zakresie, bo dotychczasowe rozwiązania nie zdają egzaminu.

Już George Waszyngton miał wyrazić często przywoływane później przez Amerykanów życzenie, by na wzór Stanów Zjednoczonych Ameryki powstały również Stany Zjednoczone Europy. W rzeczywistości idea ta narodziła się zapewne wśród europejskich federalistów w XIX w., realne kształty mogła zaś przybrać dopiero u progu zimnej wojny. Dokonana wówczas przez administrację Harry'ego Trumana redefinicja globalnych interesów USA oraz ich roli w świecie prowadziła w konsekwencji nie tylko do wsparcia, ale wręcz zdecydowanego promowania koncepcji ekonomicznej, politycznej i militarnej integracji europejskiej. Kierując się mieszanką pobudek idealistycznych i pragmatycznych waszyngtońska elita oceniała, że zjednoczona w oparciu o amerykańskie wzorce Europa federalna z jednej strony przezwycięży w ten sposób swe odwieczne problemy (rywalizacja narodowa i marnotrawienie potencjału ekonomicznego), z drugiej zaś - odciąży USA od części odpowiedzialności za losy świata zachodniego. W miarę normalizacji sytuacji w Europie Zachodniej po II wojnie światowej jej przywódcy wykazywali jednak coraz mniejszy entuzjazm wobec amerykańskich planów federacji, na co Waszyngton reagował coraz bardziej stanowczymi groźbami pozbawienia Europy swego parasola ochronnego. Out of their mixed idealistic and pragmatic motivation, the Washington establishment argued that, if united along the American model, a federal Europe would overcome its traditional problems (national rivalries and wasting its economic potential) while, on the other hand, it would also reduce US responsibility for the well-being of the Western world. However, as post-war normalization set in, the leaders of Western Europe grew increasingly skeptical of American federalist visions, while Washington responded with ever more resolute threats of withdrawing its forces from Europe. It was not until the ultimate failure of the EDC/EPC project that the Eisenhower administration modified its European policy, coming to terms with the end of federalism and the triumph of functionalism.

Tematyką artykułu jest narastające dynamicznie zjawisko eurosceptycyzmu, reprezentowane przez partie polityczne dwóch najważniejszych członków UE: Republiki Federalnej Niemiec i Wielkiej Brytanii. Celem pracy jest pokazanie genezy, analiza założeń, struktur i programów dwóch partii eurosceptycznych - AfD oraz UKIP, działających ofensywnie zarówno na krajowej, jak i europejskiej scenie politycznej. Ukazano je na tle otoczenia politycznego, analizując jego systemy partyjne i czynniki mające wpływ na ewolucję "buntu obywateli" wobec systemu wspólnotowego. Autor próbuje odpowiedzieć na pytania, czy omówione partie są w stanie wpłynąć w sposób bezpośredni na dotychczasową politykę europejską tych dwóch państw i zmienić perspektywę UE na najbliższe lata. ; The subject of the paper is the dynamically expanding phenomenon of euroscepticism, which is represented by the political parties of the two most important EU members: the Federal Republic of Germany and the UK. The aim of the study is to show the origins and analyse the assumptions, structures and programmes of these two eurosceptic parties - AfD and UKIP, which are highly active both on their respective national stages and on the European political arena. They are shown against the background of their political environment, analysing the party systems and the factors affecting the evolution of the 'revolt of citizens' against the Community system. The author tries to answer the questions of whether these two parties are able to influence the current European policy of their respective countries directly and change the EU perspective in the next few years.

Celem artykułu jest analiza znaczenia współpracy energetycznej pomiędzy Niemcami a Norwegią. ; Norway is one of the biggest natural gas and oil exporters to the European Union states. Norway's energy security is based on water power, which covers almost the whole demand for electricity of the state. Norway and Germany have a tradition in a long term cooperation in the energy sector. The prospective integration of the electricity systems of both countries will support the energy security of Germany and strengthen the position of this country on the EU internal energy market. The aim of this article is to analyse the significance of energy cooperation between Germany and Norway.

The basic problem emerged in the distinction of the term "Sejm" ("Polish Parliament") from the earlier rallies, court veches, local conventions or those covering larger areas of the country, or even all-state conventions, summoned by the particular regional dukes and after the unification of the state by monarchs. The disputes were related to the critical look at the role of Parliament in the history of the state: some glorified it, others expressed their critical view, determined by the historical school which the particular author belonged to.
