In this study, we analyse the manner of developing a particular system of coordination of European affairs at national level, as well as its efficiency, the aim being to provide suggestions for improving it. The introductory section highlights the need for such a study, given the current political and institutional context of Romania, and it states the objectives of the study. Special attention is given to presenting the theoretical approach (expressing, on the one hand, the authors' vision that European affairs - distinctly from foreign affairs - are part of the complex governance process specific for the European Union (EU) and, on the other hand, operationalizing the idea of efficiency within a national system for coordinating European affairs, etc.) and the research methodology (reasons for choosing a comparative research design to support the presented arguments, as well as the qualitative research performed). In the first part, the paper also provides information on the legislative and institutional configuration of the EU, following the entry into force of the Lisbon Treaty, because the novelties and reforms brought by this regulatory framework (supperior to the one of the Nice Treaty, but inferior to the proposals stipulated within the Constitutional Treaty) have a direct impact on designing the structure for coordinating European affairs in the Member States. Given that in Romania the European affairs coordination system was initially inspired by the French model, while later suffering a series of institutional changes (some inspired by models from other EU states), an important part of the study addresses the need to know, from a comparative perspective, the best practices in European affairs coordination and cooperation mechanisms in other EU Member States. The main objectives of the paper are to review the development of productivity indicators of the agricultural sectors in Lithuania and Germany and to discuss the role and potential contributions of the support measures in the Rural Development Programs. The paper will focus on sectorial productivity and profitability indicators included in the Common Monitoring and Evaluation Framework (CMEF) of rural development policy in the EU and carry out a comparative statistical analysis with policy support indicators over the period 2000 to 2011. The results of the analysis indicate that the impact of RDP funding on sectorial economic development is rather limited and other intervening factors play a much bigger role. Further case study analysis is required to examine the specific causal relationships between the main determinants of competitiveness and RDPs at regional level. This would create a better understanding of how specific regional factors can hinder or foster positive economic impacts of rural development measures on agricultural sectors in the EU.

The article is an attempt to connect the concepts of public diplomacy and human security through the experience of the European Union, in the context of the COVID-19 pandemic. In the first part, the concepts of public diplomacy and human security are analyzed. Public diplomacy is a form of contemporary diplomacy focused on information, understanding and influencing the public in other states in order to achieve the goal. Human security aims at the quality of people's lives, in the way that any factor that diminishes their quality is perceived as a threat to security. The second part focuses on identifying the defining aspects of public diplomacy in the European Union, as a way to achieve foreign policy and security objectives. The last part deals with the ways in which the European Union has tried to respond to the challenges posed by pandemic and infodemic coronavirus with implications for human security. Also, the values of human security that are promoted through public diplomacy activities have been identified, both inside and outside the European Union.

The article considers the foundation and argumentation of Europenistics as a science or a scientific domain about processes, problems, perspectives of Europe, as a philosophy or a concept of contemporary European development in strong connection with concepts of Europeanism, Europeanity, Europeanization, European. It is made a correlation and a differentiation between Europenistics and European Studies. Also in article is studied in a concise way the complex and multidimensional content of Europenistics, highlighting the most important compartments such as: theoretical and practical aspects of Europenistics and European Studies; Europenistics in connection with the European integration issue; conceptual and philosophical aspects Europenistics in the context of European unification. A very important part of the article is dedicated to analysis of the conceptualization, definition, content and specific of European Studies as one of most important compartments of Europenistics. The article ends with some general conclusions regarding the necessity to continue the foundation and argumentation of Europenistics as a special, conceptual science about Europe, as a philosophy or a concept about contemporary European development.

Im Zuge der Josephinischen Reformen kam es im gesamten habsburgischen Herrschaftsbereich zur Umgestaltung kirchlichen Eigentums. Über seine wachsende wirtschaftliche und politische Bedeutung entwickelte sich diese Institution bis zu ihrer Auflösung 1949 zu einem die Region maßgeblich prägenden Faktor. ; A comprehensive secularisation process in the course of the Josephinian reforms led to a complete restructuring of church assets. As early as 1783 a Greek-Oriental Religious Fund attributed to the Bukovina was established. Its growing economic and political role made this institution a major factor in the development of the region. It kept this important position until its eventual dissolution in the course of socialist restructuring of Romania in 1949.

The history from ancient times to the present has demonstrated the inherent conflict in inter-human relations. Conflicts are a result of the interaction and communication of individuals, so they persist as long as man is. At present, conflicts are greatly influenced both by the nature of the people and by the specific nature of the work of social-political organizations and institutions. The issue of conflicting conflicts and situations has become a key issue for many philosophers, psychologists, sociologists, political scientists, etc. But regardless of the high interest and long history there is no unanimously accepted understanding of the essence and nature of the conflict. The political sphere is a specific area that has a permanent and obviously conflictual character compared to other spheres of social life. Its origin is in the very nature of political relations, as relations of power, which presuppose the leadership of some and the subordination of others. That is, the power relations are based on the dominance of some people and their interests over others, which gives birth to clashes and confrontations. Political conflicts are a consequence of confrontations in a complex and multi-level system of leadership and subordination. This article will determine the conceptual, functional and structural dimention of conflicts, in particular will analize the multitude of theories that explane the expression of the conflicts in social and political life, constructive and negative approaches on functions of conflicts, dynamical dimension and paerticularites of political conflict management.

The combination of the words "sustainable development" has become a popular slogan in the discourse of contemporary development. However, despite its ubiquity and the massive popularity it has accumulated over the years, the concept remains to be partially researched. There are still many questions about its significance and history, as well as about what it implies in terms of sustainability from a theoretical and applied point of view. The aim of this paper is to contribute to the research of sustainability approaches in the light of the Sustainable Development Goals (SDGs). This is achieved through an extensive analysis of the literature, combining the theoretical aspects of the subject studied with the practical dimensions, which are easier to measure. According to the "Global Survey on Sustainability and the SDGs", the main sustainability benchmarks are essentially anchored on distinct but interconnected three-dimensional pillars, namely the environment, the economy and society. Decision-makers must constantly pay attention to the relationships, complementarities and trade-offs between these pillars and ensure responsible human behavior at international, national and community level. ; Garbuz, Veronica. Conceptual-typological Aspects of Local Electoral Systems A democracy cannot be built unless it is based on free elections. Elections are a sine qua non condition of democratic governance. Elections are the central procedure of representation in modern democracies, and our generation has made substantial progress in understanding how voters come to make decisions. The elections were imposed in the constitutional history of the world as activities whose social and political effervescence in society is specific, competitions in which the best ones win. In fact, we make the first finding: the local electoral system is a fundamental area of society, the way it is managed and carried out, it reflects the level of development of democracy. The country's implementing bodies are chosen and this is why it is so important that it is organized and carried out correctly, transparently and democratically. The local electoral system is essentially created for citizens and must represent their interests, which we must recognize, often in practice does not happen very often. The actuality of the theme of this article starts from the premise that an electoral system is closely linked to democracy, because it expresses its values, thus constituting an indicator of the democratic character of a society and, at the same time, it contributes to the strengthening of democracy. Although there are different realities, and the electoral procedures differ from state to state, however, it can be said that, depending on how the mandates for the eligible positions are distributed (won), there are three modalities of electoral system: majority electoral system; proportional electoral system; mixed electoral system.
