The author deals with the history of Croatian Home Guardsmen in the World War Two. The organization and the development of the Home Guard, or Croatian, armed forces is presented, with reference to the political, military and economic conditions. The author emphasizes the need for further studying the history of Croatian Home Guard in the Independent State of Croatia. Along these lines the author presents his views of the problem. The thirtieth anniversary of the Casopis za suvremenu povijest published by the Hrvatski institut za povijest (Croatian Institute for History) in Zagreb (1969-1999) gives the occasion for a review and analysis of its contents, looks, and accomplishments. Casopis was initiated at the then Institute za historiju radnickog pokreta Hrvatske (The Institute for History of the Workers Movement in Croatia) in order to expand the research beyond workers and their political and union organisations and beyond the period of the World War II, which were dominant themes at the Institute. This intention resulted in the expansion of the research and in the publication of the results in the journal. The tradition of co-operation with researchers outside of the Institute and with those abroad continued. The journal published numerous themes from national history as well as history of other nations and minorities. The problems of historical methodology and of evaluation of books and other works were not neglected. One of the marks of the journal is the presence of polemics. The journal succeeded in maintaining these characteristics in spite of changes of the political situations, by which it was stamped. (SOI : CSP: S. 459)

The author outlines the modern universalistic theories which assume the natural and historical unity of humankind and, using this as a starting point, predict a cosmopolitan and Eurocentric outcome of world history. Contrary to these universalistic theories, the contemporary globalist theories, the author claims, are pluralistic and multicultural and thus paradigmatically different from the panoptical theories of classic modernism. Polemically oriented towards Plessner's "Belated Nation" and the introductory presentations in the debate about this book at the Faculty of Political Science, the author is of the opinion that the German case is the one of a belated attempt at empire-creation, and that all the nations in the world are "late" - except for the Dutch. By referring to the literature on politico-economic history and the model and comparative analysis of the nation-state as a complex politico-economic community within the world system of the West, the author thinks that Schieder's typology of the creation of European nations is not plausible, neither theoretically nor factually/historically. The author provides a short review of the most important events in Croatian history during the 20th century. He begins by emphasizing the importance of the burning of the Hungarian flag in Zagreb during the visit of emporer Franz Joseph in 1895. Other turning points of Croatian history in the 20th century were: declaration of the Rijeka resolution, which was the basis of the Croato-Serbian Coalition; the end of long term relations with the Habsburg monarchy, and the entry into a unified state with Serbia; the experience of Serbian domination in that state; the events of the Second World War; and the renewal of Yugoslavia under a communist dictatorship. The author has decided to publish this review as a model for a further historical study of this period. (SOI : CSP: S. 453)

Due to the increasing globalization and the danger of reducing all beings to things, it is central to point out again and again that a human being is not a thing among other things, and that the appreciation and realization of their life requires nurturing and cultivating the variety of human knowledge pertinent to different spheres of the historical world of life. Thus, the relevance and the role of practical philosophy is gaining significance regarding the - to the historical Being - proper understanding and fulfilIment of human potentials in today's world. (SOI : PM: S. 25) + The author first defines the various facets of globalization in today's world and emphasizes the key changes that are stepping up and intensifying communication among peoples, nations, and cultures all over the world. However, parallel to this there are other pressing problems: from the ecological crisis, to the realization of human rights, to the anomie of life and work. All this proves that globalization is not only an economic and technical but, ultimately, practically an ethic/political issue. Along the lines of Hegel's philosophy of world history and Aristotle's practical philosophy, the author has come to view the contemporary globalization as a step forward of world civilization, i.e. as a possibility of the realization of freedom and good life. Globalization, of course, scares people with its unpredictability and the erratic development of "global society" which (in line with Beck's distinction between the First and the Second Modernism) today is represented as a society of nation-states on the one hand, and as a "global society of transnational actors" on the other

The history of nuclear energy, as one of the possible ways out of energy crisis and the transition into the post-oil period is analysed Since its discovery, nuclear energy has been used for military purposes and consequently shrouded in mystery and volatility. The coalition formed during World War II found the new legitimacy for the continuation of nuclear power use via its programme "Atoms for Peace". The atomic bomb has evolved into atoms for peace, a complementary means by which the USA have been trying to secure global domination through nuclear technology. The programme has not achieved its objectives, although external conditions should have warranted that. (SOI : PM: S. 260)

This article deals with the history of the Croatian left in the last seventy years with a special emphasis on its role during World War Two. The author analyzes the national policy of the Croatian left towards Croats and Croatia in the second Yugoslav state and highlights numerous positive attempts at solving the Croatian national question. He goes on to point to the difficulties which the Croatian left had to face in achieving the desired aims. The unsatisfactory solution for the Croatian question in the second Yugoslavia was the cause of constant friction and of the disintegration of the Yugoslav federation. The author is of the opinion that the Croatian leftist parties should not repeat the same mistakes and harbour illusions of a Yugoslav community, which has always been extremely detrimental to the Croatian nationalist interests.
