In this third chapter in the Strategic Survey 2004/5, the authors analyze issues impacting the balance of power as Europe & Russia secure their future in a more integrated world. The strategic view of Europe emphasizes the security implications of European constitution ratification; Russia's weakening sphere of influence, & Turkey's move toward Europe & EU membership. The author's assert that public opinion since terrorist events indicates that Europe's real power may not lie in the EU. They assess Russia's challenges to Putin's second term in the cases of possible popular protest to policies on terrorism & economic reform, & the impacts of the Ukrainian Orange Revolution. The assertion that Turkey's gamble to join the EU was impacted by domestic politics & the tension between Washington over troops not sent to Iraq leads to the conclusion that Turkish acceptance by Brussels may have been a pyrrhic victory.
